THE POSITION: 
This position performs professional planning duties related to current and/or long-range planning, including neighborhood planning, demographic or housing analysis, code amendments and land use studies; reviews plans and explains policies and regulations to the public; and provides technical support to management staff.

To perform professional planning duties related to current and/or long-range planning, including neighborhood planning, demographic or housing analysis, code amendments and land use studies; to review plans and explain policies and regulations to the public; and to provide technical support to management staff.

Assistant Planner - This is the entry-level class within the professional Planner series. This class is distinguished from the journey level by the performance of more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees have only limited or no directly related professional planning work experience. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

This class is distinguished from that of the Senior Planner, which is an advanced journey level class responsible for more complex and difficult planning projects and programs and exercises direct supervision over assigned staff.

 

 

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.

Coordinate ongoing planning related programs or projects involving multi-department and multi-jurisdictional cooperation; provide professional planning guidance in responding to questions or inquiries.

Attend and serve on intra-departmental and inter-agency planning committees.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

About the Position: The Planning Department is seeking two interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting with community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents regarding Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in planning research, analysis, and written communication.  The expected start date for the interns is on or after July 8, 2024. We have limited flexibility to change the start date.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field; and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with MS Outlook, MS Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions: This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.

About the Position:  Midpen's Board approved the addition of two new Planner III positions to the Planning Department. The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; and conceptual site design to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; directing the feasibility and conceptual design phase of capital improvement projects such as trails, staging areas and staff facilities; developing recommendations for land use policies; preparing long-range master plans to guide the use and management of Midpen lands; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing and/or assisting in the preparation of environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends.

The ideal candidate is a self-starter who works independently with some supervision; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Work Environment:  This position is part of the Planning Department at the District’s offices in Los Altos, California.  Planner III project presentations may be held in the evenings and weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. Education and Experience:  Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:  Equivalent to graduation from an accredited four-year college or university with major coursework in urban or regional planning, environmental planning or design, environmental sciences, landscape architecture or a related field, and at least three (3) years of increasingly responsible experience with five (5) years desired in project management (design, planning or environmental review projects), preferably in parks, open space or related field, including at least one (1) year of direct supervisory and administrative responsibility (which can include management of consultant team).

Typical Duties

Duties include but are not limited to the following:
• Under general supervision: patrol designated areas in, by foot, by bicycle, or other means to preserve law and order;
• Direct traffic;
• Enforce parking regulations, issue citations that are in violation of codes;
• Observe, monitor, and control routine and unusual traffic conditions; assist and advise motorists; issue parking  citations and warnings;
• Discover and prevent the commission of crimes, and enforce laws and ordinances; 
• Maintain awareness of and remain alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; 
• Conduct investigations at scenes of incidents to which summoned or incidents observed to determine what, if any, crime has been committed;
• Respond to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents;
• Investigate complaints and take appropriate action, which may include the use of deadly or non-deadly force;
• Use sound judgment under adverse, stressful conditions;
• Identify, collect, preserve, process, and book evidence;
• Locate and interview victims and witnesses;
• Work in partnership with the Santa Clara Police Department and the District Attorney's Office to follow through on criminal complaints;
• Apprehend and arrest offenders for crimes committed under federal, state, and local laws and codes;
• Control and mitigate people under the influence of drugs or alcohol or other potentially hostile situations;
• Establish and preserve good relationships with the general public;
• Answer questions from the public concerning local and state laws, procedures, and activities of the department, apply good public relation principals;
• Participate in continuous training required by POST  to enhance law enforcement skills 
• Attend meetings and trainings;
• Prepare a variety of reports including those on activities, operations, arrests made, and unusual incidents observed; prepare investigative reports and case information;
• Testify in courts and at hearings; prepare and present case evidence;
• Escort prisoners to county jail, juvenile hall, or Santa Clara Police Department; and
• Perform other duties as assigned.

 

Minimum Qualifications

EDUCATION AND EXPERIENCE  

• Currently employed as a Full Time or Part Time Peace Officer with a California Law Enforcement Agency; or

• Currently working as a Level I Reserve Police Officer with a California Law Enforcement Agency; or

• Retired as a Full Time Peace Officer with a California Law Enforcement Agency; or two years experience as a Peace Officer with a California Law Enforcement Agency and possession of a valid Basic Certificate issued by the California Commission on Peace Officer Standards and Training.  

LICENSES &/OR CERTIFICATES

• Possession of a valid driver's license is required; 

• Proof of a current Basic or higher certificate issued by the California Commission on Peace Officer Standards and Training (POST) is required at the time of application and for the duration of employment  (Not required for Reserve Police Officers, see below);

• Must have passed Field Training Program with home agency as required by POST;

• Must have passed Probationary Period with home agency;

• The minimum Peace Officer selection standards are set forth in Government Code (GC) Sections 1029, 1031, and 1031.4.  Every California Peace Officer must be: Free from any disqualifications for employment, including felony convictions (GC 1029). Be legally authorized to work in the United States under federal law (GC 1031);

• and at least 21 yrs of age for specified peace officers (GC 1031.4).

• Must maintain current CPR and First Aid Certification.

Reserve Police Officers Must Also Provide: Proof of completion of Level 1 Reserve Peace Officer POST Regular Basic Course (Reserve Police Officers Only).

 

PHYSICAL AND OTHER REQUIREMENTS

• Must be at least 20 years of age at time of application filing and 21 years of age at time of job appointment;

• Must meet and maintain required peace officer employment standards as required by POST;

• Per the California Public Employee Retirement System (CalPERS) "Public Safety Retirees on service retirement may not work more than 960 hours in a fiscal year for all CalPERS employers:;

• Retirees who were medically retired (industrial or non-industrial) should confirm with their retirement plan that accepting employment as a Per Diem Police Officer will not jeopardize their pension;

• Must possess the strength and physical ability necessary to perform the essential functions of the position;

• Must possess hearing, speech, and mental capabilities sufficient to perform all of the essential functions of the position; and

• Must be willing to be fingerprinted and pass a departmental interview, psychological, medical, and background investigation prior to appointment.

 

Vision requirements:  

• Must possess vision including color, night, depth, and peripheral vision sufficient to perform all of the essential functions of the position; and

• Must possess visual acuity of not less than 20/80 vision in each eye uncorrected, and corrected to 20/30 in each eye.

 

EXCEPTION:  Applicants with correction afforded by soft contact lenses are exempt from the minimum uncorrected vision standard of 20/80, provided their corrected vision is 20/30 in each eye.

 

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Environment: 

The employee is regularly exposed to outside weather conditions; extreme cold, extreme heat, potentially hostile environments; extensive public contact. The noise level in the work environment is usually moderate but may be very loud due to crowd noise, music, sirens, firearm training, etc. Incumbents are required to work various shifts, including evenings and weekends, and may be required to travel to attend meetings or court appearances.

 

Physical: 

Primary functions require sufficient physical ability to work in a law enforcement setting; restrain or subdue individuals; walk, stand, sit, bike or run for prolonged periods of time;

occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move moderate to heavy weights; occasionally lift and/or move heavy weights; requires a sense of touch, finger dexterity, and gripping with hands and fingers;

 

SPECIAL CONDITIONS

• Will be required to work special events.

• Will be required to work odd and unusual hours, including evenings, weekends and holidays.

• Will be required to provide safety equipment (defined as ballistic vest, duty belt, and firearm) approved by the Santa Clara Police Department.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.

THE POSITION
