The Housing Department is seeking a Development Officer in the Asset Management team to provide oversight of City's affordable housing portfolio. The Development Officer should be well versed in real estate finance, have strong financial and technical skills, and will provide leadership to three (3) Development Specialist positions. The Development Officer is team member in the Residential Development Division (RDD) and will report to the Senior Development Officer of Asset Management. The RDD teams work collaboratively to implement housing and community development programs and projects that benefit San José's low-income communities.

The portfolio consists of over 176+ multi-family residential developments, public facilities, shelters, and/or new development projects and over 15,000 housing units. Candidates must be able to understand, interpret, and enforce financing and development agreements. In addition, they must have a general understanding finance and accounting, fair housing, rental laws, and rent limits. The incumbent is responsible for compliance of local/state/federal regulations, ensuring financial viability and providing overall asset strategy and policy development of the portfolio.

The Development Officer will also review of title reports, value analysis, coordination and execution of loan documents, processing payoff transactions (including equity-share and interest computations), subordination agreements, reconveyance/recission documents, and the review and underwriting of loans for various housing programs assisting qualified moderate- and low-income homeowners in San Jose.

The incumbent will be responsible for managing single family and multifamily assets:

Multi-Family Portfolio:

• Financial reviews of operating budget, capital improvement plans, and audited financial statements;
• Reviewing, calculating, and auditing cash flow analysis for portfolio assets;
• Assessing property reserves and approving replacement reserve request;
• Preparing or provide oversight of loan interest calculations, loan balance audit confirmations, loan payoffs and database maintenance;
• Assessing, invoicing, collecting fees and payments owed to the City;
• Preparing annual risk rating assessments of the project loans and calculates the loan loss reserve;
• Evaluating the financial strength of multifamily apartment projects and making recommendations for solutions to operating issues that are mutually beneficial to the borrower and the City;
• Tracking property management data and identifying trends, including vacancy rates and rental rates;
• Reviewing project replacement reserve funds including draw approvals, fund balances, and deposit requirements;
• Ensuring invoices are issued to collect the net cash flow (residual receipt payments) due to the City;
• Collection of required project and operating documents from borrower;
• Reviewing annual tenant income and rent information (rent rolls) submitted by project owners/managers to ensure compliance with applicable affordability and operating covenants;
• Responsible for coordinating the collection of compliance data including collecting and verifying compliance data in the field, auditing and monitoring on site compliance files.
• Verification of appropriate insurance coverage to ensure that the City's assets are projected;
• Reviewing management plans, management agreements, fair housing documents, and other operating documents to ensure they meet appropriate requirements;
• Collecting and reviewing multifamily revenue bond compliance documents and assisting in reporting to CDLAC and/or other state of federal regulatory bodies; and
• Calculate rent and income limits as prescribe by regulatory agreements.

Single-Family Portfolio:

• Process payoff transactions, subordination agreements, and reconveyance/recission documents.
• Review and underwrite loans for various affordable housing programs assisting moderate- and low-income homeowners in San Jose including eligibility for loan deferments
• Perform analysis of income documentation for both personal and business tax returns to determine program eligibility.
• Review title reports for liens, encumbrances, and other conditions affecting title, and facilitate in the achievement of clear title.
• Ensure annual loan compliance is met, including: maintenance of current property insurance, payment of property taxes, owner-occupancy of property, and other requirements as stipulated in the loan.
• Ensure safe keeping of legal documents and accurate data in Salesforces
• Work with developers, lenders, escrow officers on single family real estate transactions
• Calculate income limits and affordable housing costs

Knowledge and skill set required for the position:

The position requires a person who can coordinate effectively with City staff from other departments, outside agencies, and developers; work well both independently and as part of a team; and have excellent written and oral communication skills.

The County of Yuba is currently recruiting for the  flexibly staffed position of Elections Clerk I-II in the Elections Division within the Clerk-Recorder’s Office for both Extra Help and Full Time positions. This position reports directly to the Registrar of Voters Manager. This class is flexibly staffed, and incumbents may advance to the II-level after gaining experience, demonstrating proficiency, and meeting the qualifications. Initially under close supervision, incumbents learn state and federal laws, rules and regulations related to conducting elections as well as County policies and procedures. As experience is gained, assignments become more complex and are performed under more general supervision. Incumbent to this position will assist in conducting elections; process voter registration; maintain voter registration database; review and accept election filings; coordinate poll workers and polling facilities; proof printed, audio and electronic election materials; track, prepare and test electronic voting equipment; and perform other duties as assigned.

About the Position: The Planning Department is seeking two interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting with community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents regarding Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in planning research, analysis, and written communication.  The expected start date for the interns is on or after July 8, 2024. We have limited flexibility to change the start date.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field; and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with MS Outlook, MS Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions: This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.

About the Position:  Midpen's Board approved the addition of two new Planner III positions to the Planning Department. The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; and conceptual site design to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; directing the feasibility and conceptual design phase of capital improvement projects such as trails, staging areas and staff facilities; developing recommendations for land use policies; preparing long-range master plans to guide the use and management of Midpen lands; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing and/or assisting in the preparation of environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends.

The ideal candidate is a self-starter who works independently with some supervision; communicates well and collaborates closely with internal team members from other departments to complete project requirements; works with local jurisdictional agencies to coordinate planning and permitting efforts; directs multidisciplinary teams of consultants; prepares and presents clear and concise oral and written communications to senior staff and management, the Board of Directors and public; keeps projects on schedule and on budget while remaining flexible to adjust priorities as needed; maintains well-organized and complete project documentation; and builds trust with peers, community members, stakeholders, and Midpen leadership. Work Environment:  This position is part of the Planning Department at the District’s offices in Los Altos, California.  Planner III project presentations may be held in the evenings and weekends. In addition to working in the office, the Planner III will sometimes work in the field and hike through steep terrain and wildland areas.  Field work will require driving in remote areas on dirt roads, working in temperatures ranging from cold and blustery to hot and dry. A typical way to obtain the required qualifications would be:  Equivalent to graduation from an accredited four-year college or university with major coursework in urban or regional planning, environmental planning or design, environmental sciences, landscape architecture or a related field, and at least three (3) years of increasingly responsible experience with five (5) years desired in project management (design, planning or environmental review projects), preferably in parks, open space or related field, including at least one (1) year of direct supervisory and administrative responsibility (which can include management of consultant team).
