JOB SUMMARY

Under direction this position provides pool supervision, performs rescues, and enforces safety rules and related duties as required. The Lifeguard is a part-time hourly position. This class receives assignments from and reports to the Supervisory Team; must be available to work evenings, weekends and holidays. Staff meetings are mandatory and held on Fridays at 10:00 am.

EDUCATION AND TRAINING GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Graduation from high school or equivalent.

Experience: one year of experience working with radio and computer equipment, preferably in the field of law enforcement, fire or medical dispatching.

SPECIAL REQUIREMENTS:
Ability to memorize and retain detailed information; ability to listen and effectively act upon many directions and requests simultaneously; ability to learn, retain and apply procedural guidelines; work a variety of shifts and hours, including nights, evenings, days, weekends, and holidays on a rotating basis; sit in a stationary position for long periods of time; reach, stand and hear to operate equipment; consistently maintain mental alertness, remain calm and composed in difficult and emergency circumstances.

LICENSES, CERTIFICATES AND REGISTRATION:

• Possession of a valid California Driver’s License
• Possess a POST Dispatcher test certificate with passing score of 55 and higher and meet update training requirements as per POST guidelines.

The San Mateo Dispatch Center is a division of the Police Department and dispatches for 118 officers in two agencies.  The San Mateo Dispatch team is known throughout the County for its professionalism and desire to serve the public.  San Mateo dispatchers handle in excess of 50,000 calls for service each year, 300,000 telephone calls, 40,000 9-1-1 calls, while also handling over 2 million radio transmissions.

The Department has implemented an on-line reporting system and is continually evaluating other progressive alternative reporting forms to optimize technology.  The Dispatch Center provides contract dispatch services to the City of Brisbane and is currently seeking to expand that role as a regional dispatch services provider.  With a new police building, the City of San Mateo’s dispatch center is  the County’s newest state-of-the-art dispatch center.

Per Diem Communications Officer

GENERAL PURPOSE

Under general supervision, receives and transmits routine and emergency telephone and radio traffic;

dispatches and coordinates police, fire, public works and other municipal staff and equipment via multi-frequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.

 

CLASS CHARACTERISTICS

Communications Officer II

This classification has primary responsibility for staffing the Town’s public safety dispatch communication center. Under most circumstances, the training and experience for this position would occur by having prior experience working for another police department as a Communications Officer for a period of at least one year.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Communications Officer II typically performs, but is not limited to, the duties noted below on a regular basis:

• Receives and handles incoming telephone and voice radio calls for police, fire, ambulance, and public works

• Secures and records information as to exact locations and circumstances using radio or other equipment to dispatch appropriate units to the emergency scene.

• Maintains radio contact with local units on assignment and directs and coordinates with staff from other agencies on a mutual-aid basis, as needed.

• Operates a multi-channel two-way radio, telephones, teletype, office equipment and software systems.

• Performs numerous duties simultaneously.

• Prioritizes calls for service as well as other work-related tasks such as assisting with schedule, monitoring email account or assisting with social media.

• Maintains radio logs and records other information as required.

• Maintains resource files for computer aided dispatch system.

• Serves as trainer to newly hired dispatchers on as needed basis.

• Assist with providing state-mandated training on relevant matters to other department staff, as directed.

• Oversees and performs work related to the warrant process.

Foster City Police Department is currently accepting applications for Per Diem Communications Dispatchers.  This is a part-time/temporary position (maximum of 999 hours per fiscal year), and no benefits are provided. The following is a description of the job responsibilities and conditions of employment for this position.

DEFINITION:

Receives and dispatches 9-1-1, emergency and non-emergency calls from the public and allied agencies for police, fire and ambulance personnel, equipment, services, and after-hours public works services.

REQUIRED EXPERIENCE:

We require the applicant to have a minimum of two years’ experience in Public Safety as a dispatcher.    Experience with "RIMS" CAD is required.  A valid California Driver’s License and satisfactory driving record is required.  Education equivalent to completion of the 12th grade and completion of a POST-certified Basic Dispatcher training course. 

DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:

This is a non-sworn, non-benefited, scheduled as needed, subject to availability position that works a variety of shifts, and often solo. It features a high volume and degree of communications responsibility for public safety and service.

CRITICAL AND IMPORTANT DUTIES:

Receives and directs telephone, radio and data communications, collecting pertinent information and dispatching units using radio and computer-aided dispatch system; determines priority, nature and location of emergency and non-emergency calls and status of units on and off assignment; maintains complete and accurate records, logs and reports on calls for a variety of services; operates a variety of teletype, computer, radio and recording equipment, monitors equipment for correct functioning; making records checks, computer entries, confirms and updates status of warrants; updates information in various law enforcement systems including stolen vehicles, missing and unidentified persons, automated property, supervised release files, and automated firearms systems; processes in-custody paperwork on prisoners; processes restraining orders and enters emergency protective orders into the restraining order system; receives and responds to complaints, questions and requests for reports from citizens at the counter and on the phone when the business office is closed; contacts citizens and allied agencies regarding traffic incidents, crimes, fires, and other emergencies, and requests for information; and you may be called to testify in a court of law regarding activities leading to legal proceedings as necessary.

FURTHER CONDITIONS OF EMPLOYMENT:

The requirement to maintain training, at a minimum, to meet POST guidelines is the responsibility of the Per Diem Dispatcher and will take place at his/her expense.

Department specific training, for which a Per Diem Dispatcher is required to attend, will be compensated at the prevailing rate of pay for the hours of required attendance.

Any and all work performed, including time spent in court in response to a subpoena, will be compensated at the straight time prevailing rate of pay, based on the actual number of hours worked.

911 Dispatchers perform more routine duties of radio dispatch for law enforcement, fire and ambulance services.
