The City of Berkeley invites you to apply for the position of Senior Solid Waste Supervisor in the Zero Waste Division of the Public Works Department! In this role, you will have the opportunity to collaborate with the Zero Waste Operations Manager and the Solid Waste Supervisor(s) on a daily basis to ensure that all operations are carried out safely and in compliance with environmental obligations. In addition, this role oversees the onboarding and recurring training programs for Solid Waste Workers and Drivers; interacts with the Division Manager to implement initiatives, policies, and procedures; and works closely to resolve customer service issues that arise at the council level.

The Senior Solid Waste Supervisor also works closely with peers across all operations to ensure consistent safety and operational standards and performance. Furthermore, this position leads the implementation of new routing and customer data management systems, participates in equipment purchase committees, and determines the staffing and resources needed to achieve desired operational goals.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from high school and five (5) years of increasingly responsible journey level experience in integrated solid waste collection, diversion and disposal which included two (2) years at the level equivalent to the Solid Waste Supervisor class.

Other requirements include possession of a valid class "C" California driver's license and have a satisfactory driving record. Candidates must be willing to work evening, early morning, holidays, and weekend shifts. Candidates must report changes in status of driver’s license.

THE POSITION

Under supervision, a Building Inspector I performs detailed inspection of structures for conformance to codes, ordinances, approved plans, calculations, and specification; and other duties as assigned.

Field Inspection Functions

Performs building, fire, electrical, plumbing and mechanical inspections of all structures during construction to ensure conformance to City/State codes, ordinances, approved plans, calculations, and specifications, using appropriate safety precautions; checks for setbacks and conformance to zoning regulations; checks signs and fences; investigates complaints; interprets codes, reports violations and hazardous conditions and orders corrections; notifies builders of required changes and makes re- inspections; performs fire prevention inspections and investigations of new and existing structures; and advises the public regarding construction practices and principles.

Administrative Functions

Reviews plans and specifications for the purpose of conducting building inspection work; prepares records, reports and correspondence; utilizes personal computers to perform data entry functions; and may be assigned to assist in the Permit Center, as needed.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 80%) and a written exercise (weighted 20%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Director of Community Development will make the hiring decision.

Join the City of Berkeley's Planning and Development Department in its effort to protect the health, safety, and welfare of citizens by enforcing building codes and regulations. As a Certified Building Inspector I or II, you will perform skilled inspection work in the enforcement of building, mechanical, plumbing, electrical, zoning and related codes and regulations that govern new building and housing construction, additions, alterations, repairs and use of existing buildings. This work includes resolving problems and complaints to final resolution.

These classifications differ in that the Building Inspector I works under closer supervision and performs less complex inspection work than the Building Inspector II.

MINIMUM QUALIFICATIONS

Equivalent to graduation from high school and experience as specified below.

• Building Inspector I:
  • One year of full-time experience as a building inspector with a public agency, OR
  • Four years of full-time experience as a journey level carpenter, electrician, plumber, building plans examiner, public works inspector or permit specialist, OR
  • Three years of full-time experience in the building construction field as a licensed general, plumbing, electrical or mechanical contractor, OR
  • Completion of a two year AA program or equivalent in construction technology or a related field and a minimum of four ICC certificates including building, plumbing, mechanical and electrical.
• Building Inspector II:
  • Three years of full time experience in building inspection work with a public agency.

Other requirements include possession of a valid International Code Council (ICC) Commercial and Residential Building Inspector Certificate or equivalent. In addition, Building Inspector II requires possession of a valid ICC Commercial and Residential Electrical Inspector Certification or equivalent. Equivalency shall be determined by the building official in accordance with state law. Required certifications must be maintained as a condition of employment.

Incumbents in both positions must be able to travel to various locations within and outside the City of Berkeley to meet the program needs and to fulfill the job responsibilities. When driving on City business, maintenance of a valid California driver's license and satisfactory driving record is required.

The Position

The Solid Waste Manager reports directly to the Environmental Services Manager and is responsible for the administration of multiple integrated waste management contracts and programs within the Environmental Services Division. This position supervises a team of technical staff who execute various integrated solid waste management activities and may serve as the division head in the absence of the Environmental Services Manager.

Examples of Duties

• Manage multiple City franchise agreements for solid waste collection, material transfer and recovery, and landfill disposal including negotiating contract terms and monitoring performance.
• Oversee the division’s solid waste programs including planning, organizing, and implementing programs to create environmentally sound and cost-effective methods for the disposal of garbage and household hazardous waste, recovery of recyclables, diversion of organic material, and waste prevention.
• Plan, develop, and oversee the work of integrated waste management staff, providing leadership and fostering staff development.
• Receive and respond to complex customer service requests concerning scope of program, technical information, and service delivery issues.
• Oversee the Division’s public education, outreach, and special events to promote environmentally responsible and sustainable behavior.
• Analyze proposed legislation affecting integrated waste management activities, develops and implements program and policies to ensure City compliance with regulatory mandates.
• Conduct analysis and prepare reports and documents as required by regulatory agencies and for City Council study sessions and meetings.
• Participate in budget preparation and administration.
• Make presentations to City Council, boards, commissions or other public groups and acts as the City designated representative as assigned.
• Other related duties as assigned.

The City of Belmont is currently recruiting for a Building Inspector I/II (level appointed will depend on qualifications) in the Community Development Department - Permit Center. We are seeking an energetic, enthusiastic and customer-oriented individual who will receive direction from the Cheif Building Official.

The Building Inspector I/II performs building, plumbing, electrical and mechanical inspections for the City enforcing all applicable laws and codes; performs plan checks on residential, commercial and industrial buildings; issues building permits; and performs a variety of technical tasks relative to assigned area of responsibility.

Job Description

Under general supervision, operates, maintains, troubleshoots, and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration and auxiliary plant machinery and equipment in a large complex or multi-faceted facility. Ensures that all equipment, machinery and systems are functioning normally and safely, and complies with all applicable safety rules and regulations.

MAJOR, IMPORTANT, AND ESSENTIAL DUTIES

1. Operates, maintains and repairs a wide variety of pumping, heating, ventilating, air conditioning, refrigeration, and power generating equipment in a large complex or multi-faceted facility to ensure the safe, correct and efficient functioning of the facility and equipment may be required to operate computerized building management systems, preventative or predictive maintenance computer systems or Computerized Data Gathering System (SCADA).2. Inspects and tests: machinery and equipment for safe, efficient and proper operation by visual and audio inspection during walk-throughs and by standard monitoring; fire prevention equipment to ensure safe and proper functionality; water storage and multiple distribution systems, high pressure zones, wood and steel storage tanks, pumps and relief valves, and samples of water.

3. Makes entries and keeps records on shift operation by taking and entering gauge readings and accurate water laboratory analysis readings and temperatures on operating log sheets or into a computer data system to ensure preventative maintenance and equipment history; and changes charts and recordings accordingly.

4. Receives, records and stores large amounts of treatment chemicals and may handle hazardous chemicals in confined or enclosed areas; must be capable of safely and properly handling chemical spills; may also include handling and treatment of industrial or hazardous waste.

5. Contacts, communicates and is required to deal with contractors, building tenants and/or the general public in order to be able to discharge assigned duties.

6. Maintains keys, communications equipment, and security (in the absence of Security Personnel), in order to ensure the security of a plant and buildings and grounds, including public safety. As part of an emergency response team, recognizes, evaluates, and responds to potentially hazardous situations.

7. Performs control tests on water samples to determine chlorine and fluoride residual, pH, alkalinity, turbidity, color, saturation index and flocculation factors; under supervision, conducts water analysis and regulates treatment chemical dosages to maintain water quality in filtration plant, distribution system, or other large complex facility may also be required to perform water analysis on water/wastewater as required by the State of California; performs boiler water and cooling tower chemical tests, including pH, alkalinity TDS, etc., to monitor and control growth of organisms in water.
