DEFINITION:

Under general administrative direction of the City Manager, plans, directs, manages, and  oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are  properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside  agencies; and provides highly responsible and complex administrative support to the City  Manager.

CLASS CHARACTERISTICS:

The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem-solving issues relating to the assigned Department and the City overall. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

EXAMPLES OF DUTIES:

• Assumes full management responsibility for all Public Works Department services and activities including streets, utilities, water treatment, and wastewater treatment.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.
• Plans, directs, and coordinates, through subordinate level staff, the Public Works Department’s work plan; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures; meets with key staff to identify and resolve problems.
• Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates 

• staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

• Oversees and participates in the development and administration of the Public Works Department budget; approves the forecast of funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.
• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen and business owner inquiries and complaints.
• Performs related duties as required.

The City of San Rafael is seeking a motivated and civic-minded Communications Intern to support equitable engagement through the City’s external communications, digital content, and public engagement initiatives.  This temporary, part-time role is ideal for individuals interested in learning more about local government and public communications.  This is a part-time/temporary position, limited to 1,000 hours worked within a fiscal year (July 1 through June 30) that receives no City benefits.  This position will work for up to 29 hours per week (days/hours may vary).

Under the direction of the Civic Engagement Manager, the Intern will assist with day-to-day communications tasks such as social media content creation, newsletter writing, website updates, and public information campaigns.  This is an exciting opportunity to gain hands-on experience and contribute to real-time public service storytelling and information sharing. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Assist in designing, writing, and editing content for a variety of communications platforms including websites, social media, e-newsletters, flyers, presentations, and press materials.
• Help document City programs and events through photography, videography, and brief interviews.
• Support the development and scheduling of social media content across platforms like Facebook, Instagram, and Nextdoor.
• Help maintain and update the City’s website and digital newsletters.
• Contribute to internal content calendars and project trackers.
• Participate in community outreach efforts, including tabling at events, supporting public meetings, and gathering community feedback. 
• Track analytics and metrics from newsletters, social media platforms, and web traffic; monitor media coverage and social media engagement; compile analytics reports to inform communication strategies.
• Support translation coordination and multilingual content production if bilingual (Spanish-English) skills are present.

IDEAL CANDIDATE:
The ideal candidate is detail-oriented, curious about public service, a strong communicator, and excited to learn in a hands-on environment.  They are a self-starter who can write clearly and adapt to a range of topics and formats.

KNOWLEDGE/SKILLS/ABILITIES:

• Basic principles and practices of public communications, social media management, and/or media relations.
• Writing and editing for clarity, style, and grammar.
• Social media platforms, email marketing tools, and content management systems (e.g., WordPress, Mailchimp).
• Basic graphic design tools (e.g., Canva, Adobe Creative Suite) and video editing platforms (preferred).
• Cultural competency and sensitivity in engaging diverse communities.
• Highly preferred:  fluent, professional-level Spanish and English (both written and spoken).

MINIMUM QUALIFICATIONS DESIRED:

• Fluency in English and Spanish (written and verbal) is highly desired.
• At least 1 year of experience in communications, public-engagement, media, or related work (internships included).
• OR currently enrolled in or recently completed a degree or certificate program in communications, journalism, graphic design, public relations, public administration, or a related field.
• Proficiency with Microsoft Office Suite, Canva, and social media platforms.

WORK SCHEDULE:

• This is a hybrid, temporary position limited to a maximum of 1,000 hours per fiscal year (July 1 thru June 30.
• Part-time up to 30 hours per week.  Flexible scheduling is available, with occasional evening or weekend hours required for community events.

The Department

The Finance Department provides accurate, transparent, complete, and timely financial information to support the City’s operations while ensuring South San Francisco long-term fiscal sustainability. The Department:

The Finance Department administers the financial affairs of the City of Santa Clara, including City-owned public utilities. The Position:

Accounting Technician I

This is the entry-level class within the Accounting Technician series in the classified service. Performs basic accounting work including the maintenance of financial records, systems or transactions. Interfaces with other City departments, auditors, business entities, governmental jurisdiction and general public, giving and receiving information regarding area of financial responsibility. Performs related duties as assigned.

Accounting Technician II

This is the second level classification in the Accounting Technician series. Performs advanced paraprofessional accounting work including the maintenance of financial records, systems or transactions. Interfaces with other City departments, auditors, business entities, governmental jurisdiction and general public, giving and receiving information regarding area of financial responsibility. May perform more complex processing and reconciliation work and related duties as assigned.

THE POSITION:

The City of San Rafael Fire Department is seeking customer service and public safety focused individuals to join the wildfire mitigation team. Under supervision, inspectors will perform a variety of wildfire prevention duties with a focus on one-on-one education via property wildfire risk evaluations.  The Inspector’s efforts will support resident compliance with City and State Fire codes.

The customer-service oriented positions will support the City’s and Marin Wildfire Fire Prevention Authorities (MWPA)’s goals. The ideal candidate will be able to connect and inspire individual action among our diverse community by explaining complex concepts in easy-to-understand ways.  Inspectors will utilize tablets and other technology to document findings and interactions in the field.

Our highly qualified candidate will be able to work effectively in small teams or independently and clearly communicate wildfire safety-related information to residents from various backgrounds.  We are looking for people who have sound judgment and can communicate effectively with others.  They will need to be able to follow both verbal and written instructions, engage effectively with the public and work harmoniously with our team. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):    

• Perform defensible space inspections and wildfire risk evaluations in accordance with San Rafael Municipal Code 4.12.
• Investigates public and referred public agency complaints.
• Provide guidance to residents on suggested and required home hardening and defensible space strategies. 
• Provide residents with appropriate support resources and programs.
• Increase awareness, knowledge and actions implemented by individuals and communities to reduce human loss and property damage from wildfires.
• Collects, enters, maintains, and disseminates data pertaining to fire prevention; reconciles reports, files and records.
• Composes letters and reports based on field notes.
• Collect and input data and images into electronic devices.

KNOWLEDGE/SKILLS/ABILITIES:

• Communicate clearly and respectfully to residents and stakeholders.
• Learn and apply City and State Fire Codes and National Fire Protection Association (NFPA) standards.
• Provide clear and concise written reports free of grammar and spelling errors.
• Utilize personal computers, tablets, and related software including the Microsoft Office Suite, mapping, and database tools.
• Independently conduct fire (defensible space) inspections.
• Apply technical knowledge and follow proper inspection techniques.
• Be self-motivated, work independently to complete assigned duties and responsibilities in a timely manner.
• Interpret and explain fire prevention services, policies and procedures.
• Build and maintain positive working relationships with stake holders to ensure that assigned fire prevention coordination efforts are successful.

MINIMUM QUALIFICATIONS DESIRED:

• In accordance with State legal requirements, applicants must be at least 18 years old by the application filing deadline.
• Graduation from high school or equivalent and any combination of education and experience that would likely provide the required knowledge and abilities in qualifying.
• Must possess and maintain a valid California Driver’s License with a satisfactory driving record.
• A background in customer service or public service.
• Ability to speak, write, and read Spanish is desired but not necessary.

DISASTER SERVICE WORKERS:

All City of San Rafael employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109).  Employment in the City requires the affirmation of a loyalty oath to this effect.  Employees are required to complete all Disaster Service Worker-related training as assigned, and to return to work as ordered in the event of an emergency.

The Position

The City of San Mateo is seeking a qualified and experienced Deputy City Librarian to serve in a key leadership role within the Library Department. Reporting to the City Librarian, the Deputy City Librarian acts as the Library’s chief operating officer and directly supervises division managers overseeing Children’s/Literacy Services, Information Services, and Circulation/Technical Services. The Deputy City Librarian also plays a lead role in cross-divisional project management, operational oversight, strategic plan implementation, and in representing the Library at meetings and public events.

This position requires a balance of operational excellence, strategic thinking, and strong people-centered leadership. The Deputy City Librarian helps ensure the delivery of high-quality library services while cultivating a positive, inclusive, and responsive workplace culture.

Examples of Duties - Duties may include but are not limited to, the following:

• Prioritizes work of staff; develops and trains staff; conducts performance evaluations; approves actions regarding hiring, promoting, and disciplining; and approves recommendations on all employee actions.
• Reviews changes in laws, regulations, and guidelines for their effect upon Library activities; evaluates the effect of such changes, and recommends and implements changes to policies and procedures as required for compliance.
• Assumes management responsibility for all daily operations, departments, programs, and services of the Library.
• Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned services including human resources administration, library development, library service plan, outreach and marketing and is involved in the planning, implementing, and managing of new technologies.
• Monitors and evaluates the efficiency, effectiveness and quality of service delivery methods and procedures for the department.
• Reviews the work plan for the Supervising Librarians and Supervising Library Assistant; meets with each to identify and resolve problems.
• Negotiates and resolves significant and controversial issues.
• Conducts meetings and makes presentations; functions as the Library’s project manager for special projects as assigned;
• Assists in the coordination of library activities with other City departments and outside agencies.
• May participate in the delivery of library services.
• Be a community liaison and lead in fundraising relating to service outreach and marketing.
• Assists in the preparation of the annual budget for the library; estimates staffing, equipment, and supply needs based upon recent trends and planned activities; monitors monthly expenditures after budget adoption; oversees disposition of surplus materials; and approves purchase requisitions.
• Prepares a variety of reports and correspondence; reviews internal policies and procedures; develops content for press releases and other material for dissemination to the public.
• Represents the City and Library in the community, within the Peninsula Library System, and at professional meetings and committees, as necessary.
• Responds to citizen inquiries; investigates and resolves patron complaints and concerns; applies the principles of good customers service and instills it in staff members.

Environmental Compliance Inspector

The Environmental Services Department is currently looking to hire ONE regular full-time Environmental Compliance Inspector. The list established from this recruitment may be used to fill future Environmental Compliance Inspector vacancies as a regular or term-limited position.

The Environmental Services Department provides comprehensive and innovative environmental utility services for Sunnyvale's residents and businesses, and facilitates initiatives to achieve the City's sustainability objectives. The department brings together technical, operational, and administrative professional disciplines to form its dedicated and dynamic team.

These programs help protect our waterways and the San Francisco Bay by ensuring that businesses and residents are implementing best management practices to prevent water pollution and are in compliance with Federal and local water quality regulations. Environmental Compliance Inspectors work closely with a wide variety of businesses to ensure that the composition of their wastewater is in compliance with City requirements and does not compromise the integrity of the City's Water Pollution Control Plant or the sewer collection system. Such businesses range from aerospace and semiconductor manufacturers to dental offices and restaurants. The inspection team is also advancing multiple stormwater initiatives such as trash reduction and controls for pollutants of concern such as mercury and PCBs.

Under general direction, performs journey level inspection and enforcement activities on industrial, commercial, and residential discharges to the sewage and storm drain system for compliance with codes and laws regulating waste processes; and does other related work, as required.

Minimum Qualifications

Education/Experience

The minimum qualifications for education and experience can be met in the following way:

A Bachelor's degree from an accredited college or university in chemistry, biology, microbiology, environmental science, environmental or chemical engineering,  AND
 
One year of increasingly responsible experience in the collection and analysis of industrial or other wastewater/water samples, or one year of increasingly responsible experience in conducting environmental or regulatory inspections.

Licenses/Certificates

Possession at time of hire and continued maintenance of a valid Class C California driver's license and a safe driving record.

Salary:  $46.48 - $59.32 Hourly
