THE POSITION

The City of Dublin is currently seeking citizens who are willing to serve as volunteers and are ready to respond whenever disaster strikes. During a catastrophic event there are enormous unmet human resource needs; having a pre-screened and well-managed reserve of volunteers is an extremely valuable community asset.

EXAMPLES OF DUTIES

Volunteers are expected to be on-call when large incidents and disasters occur. These major events include, but are not limited to, earthquakes, severe storms, tornadoes, flash floods, landslides; floods, fires, and unusual incidents than can arise out of terrorism, urban unrest or mass actions.

Whenever such large incidents occur, volunteers are called upon to assist professional responders such as police officers, firefighters, building inspectors, care & shelter support and general emergency operations support with any tasks associated with disaster response and recover. Possible tasks include, but are not limited to:

• Care & Shelter – Assist in accruing and providing food, clothing, bedding, shelter, and rehabilitation aid; register evacuees to promote reuniting families and to support the needs of special populations; compile authoritative lists of deceased and missing persons; and other phases of emergency human services, such as maintaining morale and administering to the mental health, religious or spiritual needs of persons suffering from the effects of the disaster.
• Logistics – Under the direction of the Chief of Logistics and/or designee, assist in procurement, warehousing, and release of supplies, equipment materials, or other resources. Assist in mobilization and utilization of public and private transportation resources required for the movement of persons, materials, and equipment.
• Animal Care – Assist in the establishment and maintenance of a temporary shelter to house animals, register animals to promote reuniting pets with owners, manage intake of donated materials, providing food and water to animals, cleaning living areas, taking animals out for walks, brushing and grooming animal coats, and transporting animals.
• Child Care – Assist in the establishment and provision of a temporary child care facility; provide youth ages infant to teen with support and engaging activities; prepare meals and snacks; keep the facility areas clean and organized; assist with crafts, games or free-play; act as a positive role model; provide positive reinforcement and promote healthy, non-violent behaviors; communicate with other full-time staff and volunteers regarding on-going facility, program, and client needs.
• Search and Rescue – Under the direction of the appropriate authority, perform search and rescue operations in one or more of several areas including: search and rescue; urban search and rescue; or confined space rescue.
• Safety Assessment Inspector – Survey, evaluate and assess damaged facilities for continued occupancy or use; assist in emergency restoration of facilities for utilities, transportation, and other vital community services; and provide recommendations regarding shoring or stabilization of damaged or unsafe building or structures.
• Emergency Volunteer Center – Establish and manage volunteer reception station; distribute forms to potential volunteers; direct people with non-volunteer related inquiries to appropriate source; post urgent volunteer resource needs; establish and manager volunteer intake and referral station; conduct brief interview with prospective volunteers; register volunteers as Disaster Service Workers; ensure completion of required paperwork and administration of Loyalty Oath.
• Any clerical/administrative support wherever needed.

THE POSITION

General Purpose:
This Recreation Aide position will be assigned to the Family Programs area assisting Recreation Leaders in providing support for the After-School Recreation program.
 
Supervision Received and Exercised:
Receive general supervision from a Recreation Coordinator and may receive technical and/or functional supervision from a Recreation Leader or Program Specialist.

Under general supervision, the Recreation Aide assists in the proper use of a community recreational facility and assist Recreation Leaders in providing a variety of recreation programs related to aquatics, preschool, playground, after school programs, parks, teens, sports, special events, and senior citizen activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Assist in leading activities in areas such as arts and crafts, games, sports, music, drama, and nature study.
• Assist in setting up, taking down, and cleaning up recreational facilities; as assigned, open and close facilities as scheduled for use, and secure the facility upon leaving.
• May provide minor first aid to recreation program participants and/or perform related first aid/emergency techniques.
• Exercise precautions necessary to ensure the safety of recreation program participants and spectators.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Set up furniture or equipment for activities scheduled and see that it is in proper condition and is replaced after use.
• Monitor activities of facility users for appropriate and safe conduct.

• Assist customers at the front counter. 
• Perform general clerical work such as issuing receipts, photocopying, and filing; complete and submit required forms and reports.
• Clean and sanitize workstation and equipment.
• Assist in conducting preschool class activities in areas such as arts and crafts, games, music, or story time.
• Interpret and apply official game rules for a variety of playing field sports related to league play.
• Conduct sports contests according to rules of the game and maintain control of the contest.
• Oversee the work of scoring officials to ensure proper timing and scoring of the event; perform as official scorer-of-record.
• Inspect playing field area and equipment prior to play to ensure preparation and safety for play to begin.
• Ensure safety of players and spectators.

Shannon Community Center: Under general supervision, this assignment oversees the proper use of a community recreational facility; performs a variety of custodial tasks; and assists the public and staff in their use of the facility.

Sports Programs: Under general supervision, this assignment is responsible for officiating a variety of sports league events and also serves as official scorer-of-record at sports events.

The Recreation Leader position may be assigned to the following areas:

Work Schedule
This Recreation Leader must be available to work on weekends, Friday-Sunday, 1:00 p.m. to 1:00 a.m., 10-12 hour shifts, with occasional weekdays/weeknights. Hours may vary dependent on the number of facility rentals, classes, and meetings that are booked.

Supervision Received and Exercised: 
Receive general supervision from a Recreation Coordinator.
 
May receive technical and/or functional supervision from a Program Specialist. Exercise technical and functional supervision over Recreation Aide.

The Department

The City of Fremont's Human Services Department is recognized nationally and internationally for its innovation and effective programs. The Department works to sustain the City’s social service infrastructure, which promotes a healthy and safe environment for all residents. The Department also directly offers services to residents throughout their life course from infants to elders. Services offered to families are designed to help them become or remain self-sufficient.

The Position

Under the supervision of a Human Services Department Homeless Care and Response Senior Program Coordinator, the Public Service Assistant II supports the provision of mobile dignity services, which include showers and laundry services, at one or more sites, to unhoused participants in the Fremont  and Newark area. The job includes driving a truck and hygiene unit trailer with a combined length of up to 51 feet, to one or more sites daily, and carrying out set-up, operating, and maintenance tasks. Other duties include working with site-based volunteers to coordinate shower usage, provide shower amenities, distribute clothing and other necessities, operate washing and drying machines, register unhoused participants who will be utilizing the service, maintain the daily usage count, and conduct special surveys.

This position will require up to 20 hours of work per week.

Examples of Duties

Coordination Functions

• Works with the Senior Program Coordinator to partner with volunteers at multiple service sites to provide mobile shower and laundry services for unhoused participants.
• Ensures accurate completion of Homeless Management Information System (InHOUSE/HMIS) intake form by clients utilizing shower and laundry services.
• Ensures all supplies needed for services and intake are available on the unit for service delivery at each site.
• Unhoused participants will place their clothes and other personal items needing to be laundered in mesh bags. Public Service Assistant II will place mesh bags in the washer/dryer and operate machines.
• Reinforces training provided by Senior Program Coordinator to volunteers on intake and record keeping processes.
• Communicates effectively and frequently with Human Services staff and other community organizations serving the homeless to identify and make referrals for homeless clients who need assistance accessing other services.
• Prepares a daily report with general client demographics, daily usage data, and incident reports. Prepares, in writing, a variety of operating reports such driving activity reports, accident reports and maintenance reports.

Driving Functions

• Drives and operates 19-foot truck (truck), pulling a 32-foot mobile hygiene trailer (trailer) to multiple services sites.
• Sets up trailer at multiple services sites (1-2 per day), including setting front-to-back and side-to-side trailer level using stabilizer jacks and trailer tongue jack, chocking trailer wheels, connecting generator to trailer, turning on generator and opening propane gas lines, lowering ADA ramp, and setting up portable steps to facilitate access to trailer.
• Loads and unloads heavy items (such as various types of cleaning and laundry supplies). Ensures that loads are properly and safely secured.
• Responsible for basic daily maintenance of the mobile hygiene unit, including: Checking oil and fluid level, and tire pressure,
• Filling and maintaining fuel levels for truck-mounted generator,
• Filling and maintaining water levels for 400-gallon water tanks which supplies water for showers and laundry washer,
• Filling and maintaining on-board propane tanks needed to operate hot-water heaters, Periodic washing of the exterior.
• Emptying black and grey water into City corporation yard dump station or other remote dump stations, on a daily basis.
• Cleaning of interior shower units after each use by a participant; conducts periodic deep cleaning of shower units and pressure washing of exterior of unit.
• Works with City Fleet supervisor to coordinate monthly/annual automotive and chassis repairs and maintenance.
• Utilizes cell phone and tablet for information and safety.

We are seeking candidates with experience in one or more of the following areas:

Therapeutic Recreation - Planning, facilitating, and evaluating programs for people with disabilities in both inclusive and specialized settings.

Day Camp - General oversight of an outdoor-based summer day camp and after school program including marketing, participant registration, staff supervision, and program development.

Teen Programs - Developing meaningful and responsive city-wide programs for diverse groups of teens.

Youth Sports – Oversight of development and expansion of seasonal, city-wide youth sports programs including, but not limited to: baseball, basketball, and flag football.

Volunteers/Special Events – Recruit, train, and retain community volunteers to assist with a variety of division/department-wide programs and special events.

Environmental Education - Assist with facility management, staff and volunteer training and supervision, environmental education instruction, teacher training, curriculum and program development, and special event coordination.

Required Qualifications

Equivalent to graduation from high school

AND

Two (2) years of experience in recreation program planning, coordination or leadership. College level coursework in recreation, physical education or a closely related field may be substituted for the experience on a year for year basis.

General Description

As a Mental Health Counselor in the Human Services Department, incumbents will provide a full range of culturally responsive intake assessments, individual, family and group counseling, and crisis intervention services to enhance the mental health of those in need.

The Counselor is part of a larger Human Services team that includes psychologists, nurses, social work case managers, a family partner (peer support specialist), substance use disorder intervention specialists, and interns. Counselors receive continuous clinical training, consultation and professional development opportunities and receive supervision from a Clinical Supervisor.

The current vacancy is for a part-time (20 hours per week) position is the Youth and Family Services (YFS) Division with prorated benefits working with children, youth, and their families.

Examples of Duties

• Conduct intake assessment which includes, psycho-social functioning, family and peer relationships, cultural/language needs and family strengths; develop care plans that respond to the individual’s or families’ values and strengths.
• Establish clinical diagnoses and identify list of problems and needs.
• Provide individual, family and group counseling to enhance clients’ mental and emotional health, social functioning and independent living skills, using a variety of therapeutic and counseling techniques.
• Provide therapy and supportive services to individuals /children and families from varying cultural backgrounds.
• Coordinate care plan.
• Link clients to available social services, educational and medical resources as appropriate.
• Comply with City, state, county, funders and agency’s policies and procedures, legal and ethical standards, quality assurance goals and audit requirements.
• Prepare correspondence and reports on treatment histories, progress and other matters related to the client’s treatment.
• Write and maintain clinical records following City and Funders’ guidelines. Attend quality chart review, case consultation meetings.
• Meet and maintain billing goals on a monthly basis.
• Attend required agency meetings and professional training.
• Attend community meetings, participate in task forces and committees as assigned.
• Conduct classes and give presentations to community organizations as assigned.
• Conduct services where client is most comfortable and are most appropriate including office-based sessions, field based, hospital, telehealth, school and home-based sessions.
• May provide clinical supervision to entry level interns or trainees, training and assistance to other staff or volunteers.

• May be required to work other than business office hours.
