ABOUT THE POSITION:

The Seasonal Maintenance Worker position performs a variety of entry-level and unskilled labor, maintenance and repair tasks in various public works operations, such as park maintenance, landscape maintenance, creek and catch basin maintenance, street maintenance, and janitorial and facility maintenance.

Typically, work hours are scheduled between Monday through Friday, 7:00 am to 3:30 pm.  Some hours may be adjusted for special events in evening or on weekends; up to 29 hours per week.

EXAMPLE DUTIES AND RESPONSIBILITIES:

• Perform preparatory work for maintenance activities – gathering equipment, materials and supplies, loading and unloading, and laying out materials and equipment for projects
• Perform a variety of routine physical labor tasks, depending upon area of assignment, such as posting general notices, pulling weeds, picking up litter, raking leaves and debris, planting, miscellaneous painting, replacing light bulbs, emptying trash bins, cleaning park bathroom daily and other minor custodial work
• Perform cleanup at the end of the day or when job is completed, including picking up tools and clearing work areas of spills and debris
• Operate power tools such as power washer, leaf blower and weed eater, as well as basic hand tools such as brooms, shovels, rakes and hoes

Under general supervision, the Engineering Technician/Construction Inspector position provides a variety of paraprofessional engineering and transportation support; performs a variety of technical and administrative duties relating to the maintenance, plan check, engineering design, development of PS&Es, construction bidding, contract management, construction management, construction quality assurance, inspection, surveying, and ordinance enforcement regarding public infrastructure and private land development under public works review; receives, investigates, and responds to complaints; maintains and updates engineering maps, drawings, records, and files; and performs related duties as required.

Distinguishing Characteristics: Incumbents will provide technical assistance and support to professional staff and construction inspection on encroachment permits, land development and construction projects. The Engineering Technician/Inspector class is distinguished from the Assistant Engineer by more routine tasks and duties received and by less independence with which to perform.

Equipment, Methods and Guidelines

Uses Federal, State, County, and local standard plans, specifications, rules and regulations; personal computer for word processing, spreadsheets, time card entry, and similar applications; motor vehicle, hand levels, pocket scales, engineering tapes, calculators, printer, copier, telephone, personal protective, hand tools, and engineering and survey equipment.

Working Conditions

Office and inspection site environment in all types of weather. Work may involve inconsistent work schedules to accommodate construction activities and may include work during weekends, holidays, and overtime as required.

Physical Demands

Work is often performed in an outdoor construction environment with year-round exposure to varying weather conditions. Work is subject to construction site noise and environment including exposure to loud equipment and machinery. Work will include exposure to various conditions encountered in a construction environment, such as steep slopes; various plants and natural environments; moving machinery; marked changes or extremes in temperature/humidity; dust, fumes, smoke, gases, odors, mists, or other irritating particles; excessive noise; slippery or uneven walking surfaces; working below ground and in confined spaces; vibrations; radiation or electrical energy; solvents, greases, oils, or chemicals; flames or burning items. (Some specific tasks may require specialized training by the Town prior to undertaking said activities, such as confined space entry.) Work is performed at various remote locations. Positions may require occasional overtime and weekend work and travel is rare.

Supervision Received and Exercised

Works under close supervision and follows established procedures; work is reviewed frequently by the Senior Civil Engineer, or designated personnel, for progress and accuracy. Independently applies applicable codes and ordinances to ensure conformance. Control over work methods is general, rather than detailed in nature; makes independent decisions when issuing permit authorizations, approving construction start dates, stopping or rejecting work, or issuing citations for violations. Work assignments, including written reports and communications, are reviewed upon completion but before submission or distribution.

EXAMPLES OF DUTIES

Duties may include, but are not limited to, the following:

• Performs field, office, and computer-aided basic engineering studies and activities.
• Prepares plans, specifications, and cost estimates under direction of engineer.
• Conduct construction inspections for Capital Improvement Projects, encroachments in public right of way, public facilities improvements, stormwater facilities, and land development projects.
• Performs measurements, staking, topographical work, leveling and other related land surveying duties.
• Performs field work such as conducting observations, making traffic counts, and analyzing traffic flow.
• Reviews accident reports and other documentation.
• Researches records and other data used to compile information for decision making.
• Assists in receiving sealed bids, attends bid openings as a public works representative, reviews bids for general completeness and responsiveness, and tabulates bids.
• Maintains engineering and traffic/transportation files, including plans, studies, inspections, surveys, maps and other data related to engineering and transportation projects; updates traffic maps, engineering drawings, standard details, and information recorded in GIS.
• Receives and responds to requests from developers, contractors, private engineers, title companies, real estate brokers, and others for base maps, property line information, encroachment permits, benchmarks, copies of maps, confirming street information and other geographical data.
• Provides excellent customer service; responds to routine citizen inquiries and complaints relating to the Town’s infrastructure, including researching archival information from the Town’s files, seeking input from other departments as necessary, and communicating issues to appropriate supervisory or management staff for feedback or direction.
• Processes encroachment permits to ensure compliance with Town policy, codes, and regulations and fee, insurance, and bond requirements; coordinates and communicates with contractors, residents, other agencies, and other Town staff.
• Uses clearly defined practices and procedures to inspect the methods and materials used in encroachment permit work, construction projects, construction surveys, construction safety precautions, traffic control, and erosion and sediment control.
• Coordinates material testing and analyzes material test results including relative compaction tests, graduation of aggregates, slump tests, and resistant value of soils; Inspects producers of construction materials and its sources.
• Reviews and interprets construction plans, specifications, encroachment permits, and other documents affecting assigned projects; maintains daily diary and field records of construction activities, contractor crew, equipment, materials and quantities.
• Participates in meetings to discuss construction details and resolves issues with contractors, other departments, other agencies, and the public; identifies construction problems, monitors the corrections of project deficiencies, and recommends approval of necessary contract change orders and plan adjustments.
• Conducts compliance review of public’s maintenance responsibilities of sidewalk, curb, gutter, private storm drainage conveyance systems, and creeks; posts liens, required repairs, and construction notices.
• Can handle multiple projects and responsibilities simultaneously; has handled a wide variety of assignments in past and/or current position.
• Assists in the administration of public works contracts including contract costs, materials verification, and compliance with State and Federal regulations.
• Assists in preparing documentation related to obtaining and administering Federal and State grants.
• Perform related duties as assigned.

Summary Description

Under the administrative direction of the Public Works Director, assists in planning, directing, and organizing the activities and operations of the Water, Wastewater, Streets, Parks, Facilities and Fleet Divisions of the Public Works Department. Specifically responsible for providing leadership, management and administration of highly complex technical, financial, statistical and analytical work of the Department. 13. Develop, implement, and ensure adherence to the department’s Safety Program, Standard Operating Procedures, OSHA regulations, and Radiologic Health Standards.
14. Produce required regulatory reports and ensure compliance with regulatory requirements, laws, codes, and enforcement actions.
15. Prepare records related to operations, test results, work performed, and materials and supplies used; maintain accurate records and files; prepare periodic and special reports as required.
16. Research special projects, evaluate alternatives, prepare reports and recommendations; write correspondence, and respond to public and regulatory agency inquiries and provide pertinent information.

Education/Training:

Bachelor’s degree from an accredited college or university with major course work in civil engineering, urban studies, public administration, physical or natural sciences, or a related fields. A Master’s degree is highly desirable.

Experience:

Four years of increasingly responsible professional experience with a public agency in engineering, planning, public administration, or closely related field including two years of administrative and supervisory responsibility.

License or Certificate:

Possession of an appropriate, valid driver’s license.

DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

 

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. Positions at this class level serve as a member of the City's senior management team and provide advice and counsel to the City Manager regarding strategic policy and problem solving issues relating to the assigned Department and the City overall. The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. Since this class is typically used as a training class, employees may have applicable education but only limited related work experience. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.

Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Civil Engineer level, or when filled from the outside, have prior advanced technical or professional engineering work experience. This class is distinguished from the Senior Civil Engineer in that the latter performs the most difficult and responsible duties assigned to the classification including management of the most complex engineering projects or exercising lead direction over lower-level staff.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
• Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
• Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.
• Coordinate projects and assignments with businesses, utilities, special districts, and other City departments. Respond to complaints and assists in solving problems related to City projects and policies; provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and costs.
• Conduct or oversee field inspections or investigation of capital projects during construction; ensure compliance with applicable codes and regulations; provides resolutions to construction problems; conduct or oversee survey, mapping, and data collection.
• Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.
• Investigate field problems affecting property owners, contractors, and maintenance operations.
• Develop revised design and construction standards for public works structures and appurtenances.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Prepare special engineering studies and reports.
• Prepare applications for state and federal grants.
• Review and provide plan check comments for private development applications and building, grading, and encroachment permits in accordance with City codes, ordinances, and policies. Review of required studies and coordinates with consultants to provide peer review of special studies.
• Exercise professional engineering judgment in accordance with current accepted practice of civil engineering and appropriate laws and codes.
• Maintain a variety of public works department and engineering division program and project files and records.

The City of Pacifica is a beautiful coastal community, just south of San Francisco with an exciting opportunity. We are currently hiring an Engineering Intern to join our team. Under general supervision, the new team member will perform sub-professional engineering work involving manual and computer drafting, traffic data gathering, records management, map interpretation and processing, retrieval of information, assist with field surveys, and to do related work as required. This position will assist the Department of Public Works, Engineering Division.
