The Position 

The San Bruno Police Department is recruiting for Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.   

Essential Duties 

• Receives and transmits emergency telephone and radio traffic.   

• Maintains and processes a variety of communications reports, records and radio logs. 

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records. 

• Maintains a high level of confidentiality. 

• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.  

• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters. 

• Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.  

• May act as Records/Dispatcher Supervisor in their absence. 

• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies. 

• Maintains various C.A.D and Record Management Files. 

• Performs related duties and responsibilities as assigned.

Minimum Qualifications 

 Must be able to pass an extensive background investigation. 

Education 

• Possession of a high school diploma or GED equivalent. Additional related college course work or degree preferred. 

Experience 

• Completion of a probationary period in a public safety agency. 

Certificates and Licenses 

• Must possess and maintain a valid California Driver’s License, Class C with a good driving record. 

• Peace Officer Standards and Training (POST) Basic Dispatch Certificate is required.  

Special Requirements 

• Possess excellent vision and hearing skills, with ability to sit, talk, type, hear, and walk for extended periods of time as well as lift or move up to twenty-five (25) pounds.

POSITION SUMMARY:
Under general supervision, the Police Officer performs a variety of law enforcement, crime prevention, and public service duties; controls traffic flow, enforces State and local traffic regulations; and performs additional related tasks as assigned. COMPENSATION & BENEFITS:
The salary range for this position ranges from $109,308.45 up to $132,865.10 annually. Placement within the range will be DOE. This is a full-time, non-exempt position represented by the Los Altos Peace Officer’s Association.

The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for the City of San Jose Employees. One plan is for the sworn police and fire employees called the Police and Fire Department Retirement Plan. The other plan is for all other eligible City employees called Federated City Employees' Retirement System. The assets of the two plans total over $8.0 billion. As of June 30, 2023, there were close to 7,200 retirees and beneficiaries, and close to 5,750 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. The ORS staff has accountability to them as well as City Administration. Retirement Services is seeking qualified candidates for a Senior Analyst position in the Benefits Division. The position will be responsible for the administration of retirement benefits for active and retired members of two retirement plans and ten retirement tiers.

• Lead and supervise a team of up to five staff.

Public Works' City Facilities Architectural Services (CFAS) Division has the primary responsibility for the delivery of capital improvements for City-owned facilities including for recreational facilities, parks, trails, libraries, public safety facilities, and various cultural facilities. CFAS is recruiting for a Senior Landscape Architect to lead a section dedicated to providing landscape architectural services to the full range of City projects largely focused on the design and construction of park and recreation projects.

The incumbent will supervise a Section, with a staff of up to six professionals, which is responsible for the design and implementation of landscape architectural projects meeting functional programs and aesthetic objectives , within budgetary and schedule parameters . The incumbent is responsible for functions such as planning, cost estimating and scheduling future projects; coordinating with partners and developers reviewing and providing feedback on master plans, cost estimates, park design plans for City standards and code compliance, and construction management and inspection coordination; implementing a program of capital projects ranging in size and complexity from minor renovations to major new facilities including notable, high-profile projects, such as a regional soccer complex, skate parks, and the extensive remediation and restoration of existing city parks.

Responsibilities include, but may not be limited to:

• Plans, assigns, directs and evaluates the work of professional and sub professional employees on major projects. Provides leadership for and supervises the work of an inter-disciplinary team of professionals and sub-professionals Prepares annual budget for Section and monitors program expenditures

• Analyzes project and program data, summarizes complex information and makes recommendations Prepares formal written documents including memoranda to Council
• Does complex research and prepares technical reports.
• Manages Capital Improvement Program as it pertains to municipal projects, budget management, cost estimating, personnel supervision, consultant contract administration, project payment approval and project scheduling.
• Coordinates interagency partnering such as school districts, utility districts, regulatory agencies, other City departments and citizen groups.
• Participates and attends various task forces and committees.

Job Description

Under direct supervision, the Development Strategy & Finance Sr. Analyst works within the Port’s Real Estate and Development Division leading analytical work related to the Port’s Public-Private Partnership Development Projects. Key tasks will include preparing complex financial analyses and reports, analyzing development pro formas and appraisals, coordinating the issuance and disbursement of bonds and associated record keeping documentation, supporting with development negotiations, and managing division-wide contracts, billings, and budgets.

The Sr. Analyst will support Project Managers with all aspects of Port Development projects. The role will receive support in learning and performing all tasks with the goal of independently managing specific areas over time. The Development team and this position are collaborative in nature, and the Sr. Analyst will work with both internal and external stakeholders including all Port Divisions, specifically Port Finance and the Port’s Resilience team, the Office of Economic and Workforce Development, the Office of Public Finance, and private development partners.

The essential functions of this position include:

• Analyzes Port-wide development opportunities to prioritize projects and determine value to support Port-wide Sea Level Rise resilience projects.
• Reviews project pro formas, appraisals, and other financial analyses to determine fiscal feasibility and economic value to the Port.
• Supports Port Development, Finance, and Office of Public Finance teams with tax district formation and bond issuances.
• Tracks ongoing Project finances to ensure projects stay on budget, public sources are sufficient for funding, and Port meets revenue expectations.
• Identifies cost-saving measures for development projects and support the implementation of these actions with other City departments
• Supports Project Managers on development negotiations (term sheets, leases, community benefits) by conducting research tasks and financial projections
• Assists in the drafting of relevant development deal documents (term sheet, leases, Development Agreements)
• Assists in preparation of memos, staff reports, and presentations for Port executives, Port Commission, and Board of Supervisors.
• Coordinates billing and payments for developer reimbursables and Development-related invoices with Development Finance Manager.
• Manages Development team’s as-needed economic consultant contracts.

Qualifications

Education

Baccalaureate degree from an accredited college or university; AND

Experience

Three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 1823 Class series; AND

License and Certification

Possession of a valid California driver’s license (to be presented at time of appointment).  Employees must be insurable under the Port’s automobile liability insurance.  Insurability must be maintained throughout employment.

Substitution

Education Substitution: Additional qualifying work experience as described above may be substituted for the education requirement on a year-for-year basis, up to a maximum of 2 years (1 year of work experience is equal to 30 semester units or 45 quarter units).
