THE POSITION

The Police Captain is an at-will position and serves at the pleasure of the City Manager. Under the general direction of the Police Chief, the Police Captain plans, directs, manages, and coordinates the personnel and activities of a major division within the Police Department; assists in the development and implementation of department goals, objectives, policies, and priorities; coordinates assigned activities with other City departments, divisions, and outside agencies; serves as Acting Chief in the Police Chief's absence; provides responsible administrative support to the Police Chief; and performs related duties as assigned. Examples of duties are:

• Plans, directs, manages, coordinates, and evaluates the work of a major division of the Police Department, which may include field operations, investigations, communications, public services and programs, and administration; develops, recommends, and administers policies and procedures.
• Develops and directs the implementation of division goals, objectives, policies, and priorities; establishes, within City policy, appropriate service and staffing levels; allocates resources accordingly.
• Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.
• Represents the Police Department to other City departments, elected officials, and outside agencies; explains, justifies, and supports Police Department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues.
• Selects, trains, motivates, and evaluates Police Department personnel; provides or coordinate staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

MINIMUM REQUIREMENTS

Bachelor's degree from an accredited four-year college or university with major coursework in criminal justice, criminology , police science, public or business administration, or a closely related field;

AND

Eight (8) years of increasingly responsible experience as a sworn law enforcement officer, including at least two (2) years equivalent to a lieutenant or above.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of a California Peace Officer Standards and Training (POST) Management Certificate.

Working Conditions

Must be 21 years of age at time of appointment. Must be a United States citizen or a permanent resident alien who is eligible for and has applied for citizenship. Incumbents must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays. Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

The Transportation Supervisor is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, Transit Manager or designee, the incumbent coordinates, supervises, assigns, reviews and participates in the work of staff responsible for Auburn Transit's daily operations; schedule drivers to ensure routes are completed in a safe and timely manner; ensures work quality and adherence to established policies and procedures including providing necessary training and ensuring re-certification of drivers as required; and operates a bus as necessary to cover shifts.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for Auburn Transit daily operations; perform regular road supervision, vehicle trial checks, and daily vehicle inspection monitoring.
• Establish schedules and methods for providing Auburn Transit services; schedule drivers to ensure routes are completed in a safe and timely manner; coordinate any changes to facilitate coverage for all shifts.
• Coordinates transportation needs for local schools and special events; prepares calendar of trips or special events to be incorporated into the bus timetable; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Provide an increasing level of customer service and satisfaction by providing service that is flexible, dependable, and consistent.
• Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.
• Participate in the selection of Bus Drivers; provide or coordinate staff training; issue manuals, bulletins and technical guides to improve services and operational activities; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate training for driver certification and maintenance of certification; document all training in the driver training records; act as a liaison with CHP and DMV regarding certification and training record documentation.
• Provide staff assistance to the Transit Manager; participate on a variety of committees; prepare and present reports of operations and activities and other correspondence as appropriate and necessary.
• Coordinate maintenance for buses and allocate buses to be used on routes.
• Respond to the scene of transit vehicle accidents and passenger incidents; provide on the scene assistance to drivers and passengers.
• Investigate accidents and incidents; make prompt and accurate reports; review investigation with transit drivers and determine accident preventability and recommend appropriate corrective actions.
• Act as Safety Liaison with various agencies including police and emergency authorities as necessary.
• Provide regular informational and safety meetings.
• Perform a full range of customer relations; answer questions from the public relating to bus routes and schedule of pick-ups and drop-offs; issue bus passes.
• Work with local businesses to promote the use of Auburn Transit and fulfill the optimal service hours of the route.
• Operate a bus as necessary to cover shifts.
• Perform related duties as required.

Role description

This recruitment will be used to fill both full-time and part-time positions.

Under general supervision, operates a variety of transit vehicles such as diesel and electric motor coaches, cable cars, streetcars and light rail vehicles; transports passengers along a specific route and makes designated stops as required; accepts fares, issues transfers, gives general directional information; and performs related duties as required.

Examples of Important and Essential Duties
According to Civil Service Commission Rule 409, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.

1. Conducts pre-operational inspection of the transit vehicle, in accordance with federal and state laws and departmental regulations, to ensure it is functioning properly.
2. Inspects the passenger compartment of the vehicle to ensure it is free from hazards (such as spills, loose handrails and stanchions, defective seats, etc.) and that the video camera lenses are not obscured.
3. Safely navigates the vehicle through traffic along assigned routes, under various environmental conditions, in accordance with traffic laws and departmental regulations.
4. Operates the disability access lifts to assist people in wheelchairs onto the vehicle and properly secures their wheelchairs when they are on the vehicle.
5. Collects fares from passengers and issues transfers; checks passenger transfers, fast passes, and electronic passes to ensure they are valid.
6. Uses vehicle's intercom system to communicate instructions to passengers and to call out vehicle stops and transfer points.
7. Responds to customers' questions regarding routes, directions, fares and transfers.
8. Conducts a post-operational inspection of the outside of the vehicle to detect defects and body damage, broken windows, and graffiti.
9. Contacts Central Control regarding various emergencies such as medical emergencies, vehicle malfunctions, vehicle evacuations etc. and/or circumstances that may affect service such as heavy traffic, road hazards, road obstructions etc.
10. Completes accident, incident and/or miscellaneous reports to document unusual occurrences.
11. May include additional duties as assigned.

Nature of Work: Incumbents in this class may be required to work rotating shifts, holidays and weekends; to work outdoors in all weather conditions; and to use computers. In addition, may require standing and/or sitting for prolonged periods of time; performing different physical activities such as pulling poles, cranking switches in the subway, resetting retrievers to return disabled transit vehicles to service and assisting in the movement of disabled vehicles when possible. All employees, and prospective employees must comply with FTA and San Francisco Municipal Transportation Agency mandates. All operators bid for assignments by seniority. Work hours and days off may change several times per year.

 

How to qualify

1.  Must be at least 21 years old by April 30, 2024 AND
2.  Possession of a valid High School Diploma, GED or California High School Proficiency Certificate AND
3.  One (1) year of verifiable satisfactory public contact or customer service experience AND
4.  Possession of a valid class C Driver License. Must have been a licensed driver for at least three (3) continuous years from April 30, 2021 through April 30, 2024 AND
5.  Possession of or the ability to obtain a Class B - Driver License with a Passenger (P) Endorsement and no restrictions that prohibit operation of a San Francisco Municipal Transportation Agency public transit vehicle AND
6.  A good driving record during the three (3) years between April 30, 2021 through April 30, 2024 and through the date of appointment, meeting the following requirements: 

• No more than 1 moving violations between April 30, 2023 and April 30, 2024;
• No more than 3 moving violations between April 30, 2021 through April 30, 2024;
• No accidents where applicant contributed to cause; 
• Has not had driving privilege suspended, revoked, or placed on probation more than once for a cause involving the unsafe operation of a motor vehicle; 
• No convictions of California State Vehicle Code Section 20001 (leaving the scene of an accident involving bodily injury or death); Sections 23103 through 23109 (reckless driving); or Sections 23152 - 23153 (driving under the influence of alcohol or drugs), or equivalent convictions in another state;
• Other violations and/or accidents will be reviewed on a case-by-case basis and may be cause for non-selection AND

7.  No convictions within the past seven (7) years between April 30, 2017 through April 30, 2024 of any offense related to the use, sale, possession, or transportation of narcotics, habit forming drugs, or dangerous drugs AND
8.  No convictions of any sex offense as defined in Section 44010 of the Education Code AND
9.  Ability to obtain a School Pupil Activity Bus (SPAB) certificate issued by DMV.

The San Francisco Municipal Transportation Agency (SFMTA) has determined that Class 9163 Transit Operator is a “safety-sensitive” position, under regulations issued by the Federal Transit Administration (49 CFR Part 655). Federal law requires that all transit employees who perform safety-sensitive functions be subject to random, post-accident, reasonable suspicion, return-to-duty and follow-up drug and alcohol testing. All applicants for Safety-Sensitive positions shall undergo urine drug testing prior to employment and within 90 days prior to performing Safety-Sensitive functions for the first time. Receipt by the SFMTA of a negative test result is required prior to the employee being placed on the payroll. A positive, adulterated, negative dilute or substituted test will result in a decision not to hire, and the applicant’s name will be removed from the list of eligibles for Safety-Sensitive positions. The SFMTA will not consider hiring any person who tested positive, adulterated, substituted or refused to submit to testing for a minimum of two years following the positive test.

In addition, each applicant who has worked for a Department of Transportation (DOT) – regulated employer(s) within the last two years will be required to sign a consent form, prior to appointment, authorizing SFMTA to obtain information from their prior employers concerning their drug and alcohol test history. Each applicant will also be required to provide SFMTA with information regarding whether, during the last two years, the applicant tested positive or refused to test on any pre-employment drug or alcohol test administered by an employer to which the applicant applied for, but did not obtain, safety-sensitive transportation work covered by DOT drug and alcohol testing rules. Class B Permit with Passenger (P) endorsement and Airbrakes: 
Applicants who are successful in the examination process and who do not possess a Class B Driver License with Passenger (P) endorsement and airbrakes, will be required to obtain a Class B Driver Permit with Passenger (P) endorsement and airbrakes prior to starting the Transit Operator training.

Transit Operator Training:
All employees must successfully complete the SFMTA Operator Training Program consisting of both classroom and behind-the-wheel instruction. The rate of pay for a trainee is $31.0375 per hour.

Attendance to all training sessions is required. If a candidate misses any dates of training without providing proper notification, they will be released from their training class. If proper notification was provided, a candidate released during the training period due to attendance may request to be placed back on the eligible list to be considered for future classes, if the list from which they were hired is still active. Candidates may only request to be placed back on the eligible list one time.  Any candidate not approved to be placed back on the list or not able to be placed in another training class before the list expires will need to re-apply during the next filing period for applications.

About The Position:

The County of Yuba is actively recruiting to establish an eligibility list for the position of Deputy Sheriff-Lateral. Deputy Sheriff’s perform a wide variety of patrol officer and related duties required to effectively respond to and resolve the normal scope of peace situations, including the protection of life and property, enforcement of laws and ordinances, criminal investigation, report writing, crime prevention and suppression, case preparation and testimony, and providing information and assistance to the public and perform related duties as assigned. VEHICLE ABATEMENT OFFICER - TEMPORARY (Approximately 20 hours per week)

The City is now accepting applications for the position of Vehicle Abatement Officer (Temporary) in the Police Department. Under supervision, this position will respond to complaints from the public related to abandoned vehicles; enforce municipal and vehicle codes, and parking regulations; maintain records; and perform other duties as assigned. This is a non-sworn classification responsible for enforcing parking regulations, identifying, marking and tagging abandoned vehicles, and arranging for their removal.

The City of Union City is currently seeking ONE highly motivated individual for the position of Transit Planner Assistant or Transit Planner Associate.

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

TRANSIT PLANNER ASSOCIATE

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).
• Assist in/Coordinates* a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Assist in/Prepares* the development of regularly occurring required plans or programs such as the Short Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Assist in/Coordinates* the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.

JOB SUMMARY:  The Maintenance Instructor is responsible for all the classroom and on-the-job training activities relating to current bus maintenance for the San Mateo County Transit District (SamTrans), Caltrain, and the San Mateo County Transportation Authority (TA).

 

 

EXAMPLES OF ESSENTIAL FUNCTIONS:

• Develops classroom on-the-job training and exit examinations relating to SamTrans Core Maintenance Training Curriculum: Shop Safety and PM Procedures, Core Repair Skills, Air Brake Systems, HVAC Systems, Basic Electrical Systems, Multiplex and Charging Systems, Diesel Engine Electronic Controls, Diesel Engine Tune-up and Troubleshooting, Light Duty (hydraulic) Brake Systems, Vehicle Subsystems, HD Steering Hydraulic Systems, and Suspension Systems, Automatic Transmission, ACS Diagnostics & Repair, Fare Collection Equipment, Hybrid Drive Systems, Battery Electric Drive Systems and Fuel Cell Battery Electric Bus Systems, Camera System Maintenance & Repair, Medium Duty Gasoline Engines.
• Serves as one of the principal instructors.  Oversees and evaluates vendor provided training activities.
• Oversees on-the-job training activities, mentors, coaches, guides, and directs progressive maintenance training. Maintains written and electronic records and performs proficient evaluations. 
• Collaborates in the development and implementation of testing programs for bus maintenance personnel.
• Develops and implements all maintenance safety training programs in collaboration with the Safety Department and management. Certifies that District employees meet established requirements for Forklift Operation, Hazardous Materials First Responder, First Aid, CPR, and AED Training.
• Oversees the District’s maintenance training programs.

 

 

 

EXAMPLE OF DUTIES:

• Stays current with new developments in the field of Training and Adult Learning Strategies.  Assesses the effectiveness of in-house training programs and recommends program upgrades with presented examples.
• Conducts skills gap assessments.  Develops a comprehensive training curriculum for all mechanic classifications, including Utility Workers, and reviews and updates as needed based on current technologies.
• Stays current with new technologies as they pertain to District fleets.
• Collaborates on all maintenance programs regarding quality assurance, makes recommendations where necessary to ensure the quality of the workforce training programs, and works with appropriate maintenance management staff to ascertain requirements and changes within industry best practices.
• Helps plan, organize, and execute the SamTrans Maintenance Rodeo and competition teams.  Mentors and coaches the maintenance team at the regional and international competition.
• Assumes the duties of Chair and/or Secretary of the joint Labor-Management Maintenance Training Committee.
• Ensure core curricula follows all regulatory and safety requirements, and best practices.
• Develops and implements training programs for newly hired employees.
• Performs all job duties and responsibilities in a safe manner to protect self, fellow employees, and the public from injury or harm.  Promotes safety awareness and follows safety procedures in an effort to reduce or eliminate accidents.
• Perform other duties as assigned.
