DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

Under general supervision, the Associate Transit Planner is responsible for performing paraprofessional work to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

• Assist in/Evaluates* the planning, operations and activities of the City’s public transit programs (fixed route, paratransit, and microtransit).
• Assist in/Coordinates* a variety of studies for the preparation, analysis, or evaluation of reports and grant requests.
• Assist in/Prepares* the development of regularly occurring required plans or programs such as the Short Range Transit Plan (SRTP), Title VI and Language Assistance Plan (LAP), Transit Asset Management (TAM) Plan, and Public Transportation Agency Safety Plan (PTASP).
• Assist in/Coordinates* the preparation of the scope of work (RFP’s, IFB’s, etc.) and other contract management related tasks such as monitoring and closeout of service and maintenance contracts, professional services, vehicle procurements, etc.
• Use/Review and recommend* web-based programs designed to provide information to the Computer Assisted Dispatch and Automatic Vehicle Location (CAD/AVL) systems used to track vehicles and provide information to the region’s 511 system. 
• Work with other City departments, other transit agencies and other public agencies to provide adequate transit amenities, service levels, service coordination and transit or transportation mitigation measures.
• Investigate and respond to inquiries and/or requests by members of the public regarding transit system policies, procedures and services.
• Provide minor/general assistance with the Public Works Department.
• Perform related duties, responsibilities and assist in special projects as needed.

THE POSITION: 

The City of Hayward is excited to announce its recruitment for the position of Mobile Mental Health Clinician. Under general direction, the Mobile Mental Health Clinician provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, and case management services as part of the City’s Hayward Evaluation and Response Teams (HEART) Program improving public safety responses to people experiencing mental illness, substance use disorders and homelessness.

THE PROGRAM

The Hayward Evaluation and Response Teams (HEART) Program is a cross departmental program between the Hayward City Manager’s Office, Police, and Fire Departments and Alameda County Behavioral Health Care Services developed to improve access to medical, mental health, and other support services.  The HEART program aims to achieve two main goals: 1) to reduce the need for police officers to intervene in calls for service involving people experiencing chronic mental illness, substance use disorders, and homelessness and 2) to reduce reliance on emergency services for individuals needing long-term case management and follow-up services.  HEART consists of three distinct response teams: the Mobile Integrated Health Unit (MIHU) made up of Hayward Fire Department Community Paramedics; the Hayward Mobile Evaluation Team (HMET) which pairs a specially trained Hayward Police Officer with an Alameda County behavioral health clinician; and the Case Management and Mental Health Linkages Team (LINK) consisting of Mobile Mental Health Clinicians and a Lead Program Assistant (Case Manager).

THE IDEAL CANDIDATE

 As a member of the LINK team, the ideal candidate has experience providing short term crisis intervention, safety assessments, and other mental health services to adults, youth and children experiencing mental illness, substance use disorders and/or homelessness.  They have the ability to work primarily in the field and have the situational awareness to respond alongside emergency response teams. They are knowledgeable about local community resources and skilled at forming relationships quickly.  
  

Essential Duties

What you will do:

Provides direct casework, individual and group therapy; secures and evaluates medical or psychosocial data such as behavior patterns, use of coping skills and family relationships; analyzes factors which exert an adverse effect upon health issues, treatment and recovery which contribute to or are responsible for behavioral health issues and/or affect the potential for recovery and resiliency. 

Performs field work to proactively serve the unhoused population, persons with mental illness and others in crisis.
 
 Interprets the social aspects of physical or behavioral health issues to clients, relatives, other behavioral health and medical care staff and appropriate persons or agencies.
 
 Provides crisis intervention as needed; stabilizes clients in crisis including brief intervention in clinic; arranges for hospitalization and coordinates treatment elements.
 
Assists clients in understanding clinical health challenges and their reaction to them, accepting the need for treatment, building on strengths and working toward the solution of challenges and stresses the importance of engaging in treatment to increase social functioning, modifying unrealistic attitudes, and strengthening client's effort toward satisfactory adjustments.
 
Establishes and maintains effective relationships with contractors and community organizations and other governmental agencies regarding programs and services; participates in committees, meetings and conferences; provides guidance regarding appropriate social-psychological practices and services.
 
Compiles and prepares reports and documentation on clinical activities; maintains records; prepares periodic reports.
 

Identifies emerging trends related to crimes and issues; develops and implements prevention and intervention program approaches; provides community education on current procedures and practices related to mental health and intervention strategies.
 
Serves as a liaison with law enforcement, school officials, social service agencies, and the general public regarding difficult and/or complex situations related to mental health and social services.
 
Provides support and guidance to Fire and Police First Responders concerning victim advocacy, juvenile and adult crime, domestic violence, chemical dependency, and other services as needed.

Experience:  Two (2) years’ experience working in the social work or counseling field with strong emphasis on social services, resources and referrals using a collaborative and community framework.

Education:  A Master’s degree from an accredited college or university with major course work in social work, psychology, counseling or a related field.

License & Certificates:  Possession of a valid professional mental health therapy license issued by the State of California, such as Licensed Clinical Psychologist, Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (LMFT), Licensed Professional Clinical Counselor (LPCC), Associate Social Worker License (ASW), Intern Marriage Family Therapist (IMFT) or Clinical Psychologist or a closely related field is highly desirable.

Possess and maintain a valid California Class C Driver's License.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.

The Position and Responsibilties

As a member of the Public Works, Engineering Division, in the Development Section, the Engineering Technician I/II will perform a wide variety of support functions to assist with customer service, development review and permitting.

Examples of Job Duties

General Duties for both the Technician I and II in all assignments:

• Operates a variety of office machines, calculators, personal computers and a variety of software applications.
• Makes initial review of project submittals and RFI's and routes correctly.
• Under the direction of a registered engineer, prepares manually or through CAD diagrams for field design changes.

Engineering Technician I (Development Section)

• Reviews and issues encroachment permits for work in the public right-of-way to residents, private utility companies including but not limited to PG&E, AT&T, Comcast, Alameda County Water District (ACWD) and Union Sanitary District (USD).
• Assists the Project Engineer in the review of private development applications from planning entitlement phase, to issuance of building permits, to approval of final/parcel maps and construction of any public improvements required to support the proposed development.
• Provides customer service at the Development Service Center related to private development applications and requirements for issuance of encroachment permits.

Engineering Technician II (Development Section)

In addition to the duties listed above for Engineering Technician I:

• Participates in the review and recommendation process for more complex encroachment and grading permits.

THE POSITION

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Certificate of completion from a POST approved California law enforcement academy.

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

Those who receive a passing score on the PAT will be invited to a Structured Oral Examination.

THE POSITION

Under general supervision, the Plan Check Engineer performs independent building and plan examinations for construction or alteration of industrial, commercial, and residential structures; determines compliance with applicable codes, laws, and regulations; and performs other duties as assigned.

Examples of duties include:

• Checks plans, specifications, and calculations on building plans submitted by architects, engineers, contractors, and owners for compliance with structural design, zoning, grading, soil reports, energy standards, disabled access, and general conformity to applicable ordinances, laws and State building codes.

• Advises building inspectors on structural and other building related problems arising in the field during construction.

• Assists customers in person and over the phone answering questions and providing instructions to architects, engineers, contractors, homeowners, other customers, and staff regarding building requirements, structural application of various codes, and requirements to achieve compliance standards.

Senior Civil & Environmental Engineer
Salary Range: $95,900/yr. - $189,900/yr. (Budgeted salary range $95,900/yr. - $142,900/yr.)

Use advanced engineering concepts and organizational objectives to provide leadership and support focused on engineering, project management, and compliance for the Facilities Management: Utilities department. Work with individual Utilities system managers to evaluate system performance and provide technical leadership for deferred maintenance and capital improvement projects. Conduct master planning for future capacity needs. Conduct system assessments to improve the design of physical plant systems. Lead civil system compliance efforts. Regularly work on highly complex issues where analysis of situations or data requires an in-depth evaluation of variable factors.

MINIMUM QUALIFICATIONS
Minimum License/Certification:

• Current registration as a Professional Engineer in the State of California.

Minimum Education/Experience:

• Bachelor’s degree in Engineering from an accredited program, preferably in one of the following disciplines: Civil or Environmental.
• Over ten years of experience in engineering design, master planning, plan review, project administration and facility operation in storm, water, water reuse, sanitary sewer and solid waste systems.
• Extensive experience with interpreting regulations, permitting, and regulatory compliance for water, wastewater, and solid waste operations.

PREFERRED QUALIFICATIONS
Preferred Education/Experience:  

• Experience with Capital Improvement Project (CIP) budgeting and with developing sewer, water and treatment plant master plan documents and condition assessments.
• Experience with water and wastewater system maintenance; understanding of Enterprise Asset Management System (EAMS) principles.

Preferred Knowledge, Skills, and Abilities (KSA):

• Ability to work in a highly collaborative manner with excellent customer service skills; ability to readily assess complex challenges and barriers and recommend effective resolutions.
• Advanced communication skills, both written and verbal, to convey complex information in a clear and concise manner.
• Advanced project management skills needed to assume responsibility for both high quality and timely accomplishment of design and construction projects.
• Advanced interpersonal and presentation skills. Demonstrated ability to lead, motivate and influence others.
