About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. This position is responsible for directing and leading collaboration on planning, design development (including technical analysis in support of preliminary engineering and final design), project-related right-of-way activities (in coordination with VTA Real Estate), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), coordination with project stakeholders within VTA and beyond (e.g., local agencies, Caltrans, federal agencies, resources agencies, utilities, etc.), and community and other outreach (working with VTA public information and government affairs staff).

THE POSITION:  

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.

Essential Duties

What you will do:   

Duties may include, but are not limited to the following:
 
Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness;
 
Ensures that all departmental procedures are followed.
 
Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise.
 
Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures.
 
Maintains and physically organizes volunteer work areas, files and records.
 
Prepares annual report on volunteer hours and activities.

Under general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
 
Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals.
 
Assists with production and update of volunteer training manuals and volunteer job descriptions.
 
Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention.
 
Coordinates volunteer meetings and annual Volunteer Recognition event.
 
Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
 
Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities.
 
Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders.
 
Provides Humane Education presentations to local groups, schools and civic organizations.
 
Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter.
 
Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.
 
Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.
 
License & Certificates: Possess and maintain a valid California Class C Driver's License.

POSITION

The City of Seal Beach is seeking a skilled Accounting Technician that will serve as the liaison between the City, vendors, customers, and staff regarding invoices. The Accounting Technician will process accounts payable and/or accounts receivable invoices, business expense reimbursements; warrant requisitions; and generate bank transmission files and warrant registers.  Under general supervision, performs difficult and responsible accounting support and administrative work in the Finance Department; participates in the preparation, review and adjustment of accounting records related to accounts payable, accounts receivable, purchasing, payroll, utility billing, insurance billing, budgeting, and other functions; and does related work as required.  

The ideal candidate for this position will provide excellent customer service, demonstrate strong attention to detail, and be a team player. The Accounting Technician should possess strong technical skills and have experience working with various software systems in order to analyze data and conduct research. This person should also have excellent communication, accountability, and organizational skills.

DISTINGUISHING CHARACTERISTICS

The Accounting Technician is distinguished from accounting clerical personnel by its specialized knowledge of technical accounting methods and procedures. The Accounting Technician is differentiated from the Senior Accounting Technician, which exercises lead direction over accounting clerical staff and has responsibility for the preparation and reconciliation of a broader range of accounting and financial reports and audit schedules. 

ESSENTIAL FUNCTIONS

6. Processes monthly journal entries. Reviews and distributes aging reports.

Handles the cashiering function for all City revenue; receives payments from mail and walk-in customers; records incoming revenue for the city including utility bills, accounts receivable, invoices, collects and accounts for money; issues receipts; reconciles cash receipt batches and prepares daily deposits.
8. May support utility billing for utility service by telephone, correspondence and in person; analyze customer records to establish appropriate deposit amounts from written guidelines for new and existing utility users and prepare deposit refunds for manager approval.
9. Use various computer systems extensively to post payments; enter data of new utility customers and make data changes; interact with customers, coordinate with service and billing divisions, obtain other information to assist customers, research, and use discretion to determine deposit and restoration of service requirements.
10. Perform financial transactions including processing or transferring payments, refunding credit amounts or deposits, adjusting charges and/or deposits, reversing payments, issuing refunds, and adjusting service fees.
11. Reviews and adjusts accounting and budgeting entries; assures that proper account numbers, rates and deductions, purchase orders, or payment information has been provided.
12. May audit fee payments and aging reports for cash and electronic transactions.

The Department of Public Works is currently recruiting to fill a Communications Technician position for the Radio Communications Shop. The Radio Communications shop maintains the communication system for the City of San José that is used by multiple departments, such as: Police, Fire, Department of Transportation, Parks Recreation Neighborhood Services (Park Rangers), and Public Works (Animal Care & Services).

The City of San José public safety and city services depend upon the use of commercial radio communications equipment. For police officers and firefighters, radio communications are the primary means of communicating with the 9-1-1 dispatch center in performing their duties. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Under the direction of the Chief People Officer, the Human Resources (HR) Compliance Manager oversees and coordinates agencywide compliance related to federal, state and local regulations on drug and alcohol testing, driver’s license, medical certifications and substance abuse programs, as they apply to safety sensitive positions.  The HR Compliance Manager will be primarily responsible for managing, organizing and directing the work of the San Francisco Municipal Transportation Agency’s (SFMTA) HR compliance programs, which include License & Medical compliance and the Substance Abuse Program.

• Plans, organizes, directs and evaluates the work of the License & Medical and Substance Program and staff to ensure the operations and services are effectively integrated with the operations of other divisions.

Minimum Qualifications:

1. Possession of a Baccalaureate degree from an accredited college or university; AND
2. Four (4) years of experience in Human Resources and/or Mass Transit compliance areas specifically in substance abuse programs, commercial vehicle licensing compliance including DOT medicals, and/or drug & alcohol compliance.  This experience must have included interpreting laws and regulations, and exercising independent judgment in the application of defined principles, practices, and regulations; AND
3. Three (3) years of the above experience must include supervising staff who interpret laws and regulations and exercise independent judgment in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience in Human Resources or Mass Transit as described above may be substituted for the required education on a year-for-year basis.  One year (2000 hours) will be considered equivalent to 30-semester units/forty-five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Additional Requirements:

Once appointed, the incumbent for this position will be expected to obtain a Department of Transportation (DOT) Drug and Alcohol certification within 6 months of the hire date.

• Knowledge and professional experience with federal drug testing requirements outlined in Department of Transportation (DOT) 49 CRF Part 40, as well as all other federal, state and local laws/regulations related to substance abuse in public transit agencies.
• Knowledge and professional experience with Federal Motor Carrier Safety Administration (FMCSA), Federal Transit Administration (FTA) regulations pertaining to license requirements and drug & alcohol testing.
• Possession of a current, valid Substance Abuse Professional certification.
• Experience with Diversity Equity and Inclusion programs.
• Experience working with safety-sensitive positions in an FTA-regulated working environment.
• Formal Presentation Skills - Develops and articulately delivers compelling, professional formal presentations to group audiences.
• Experience in the collection and review of data analysis and the ability to focus on key metrics.

• Strong team player and team-building skills.
• Management experience in Human Resources.

The City of Berkeley is seeking a Housing Development Specialist (Community Development Project Coordinator)! In this role you will have the opportunity to be part of the team responsible for implementing the City’s Housing Trust Fund and Small Sites Programs. This position will work on renovations and new construction projects, the latter of which will include developments at the North Berkeley and Ashby BART sites. You'll work closely with nonprofit developers to underwrite project proposals, recommend funding, negotiate loan and regulatory agreements, and monitor project progress. You will also provide technical assistance and capacity building support to smaller, emerging developers.

As a contributing member of Housing and Community Services Division (HCS) and the Health, Housing and Community Services Department (HHCS), this position is part of a team that is dedicated to enhancing community life and supporting housing, health, and wellness for all. MINIMUM QUALIFICATIONS
A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college with major coursework in business, planning, or public administration or a closely related field and four (4) years of professional project management experience in community development, such as housing, economic development, public works, or planning. Lead and/or supervisory experience is desirable.

A master's degree in a related program is desirable and can be substituted for one (1) year of the required experience.

Must be able to attend evening meetings. A valid California driver's license is desirable.
