Under general supervision, this full-time, benefited position develops and participates in the full range of routine to complex professional library services for the community, including the development of programs and services; identification of current community needs and the projection of future needs; and performs related work as assigned.
 
TYPICAL TASKS include, but are not limited to: 

• Participates in budget preparation and administration; prepares cost estimates for budget recommendations; submits justifications for budget items; monitors and controls expenditures; performs grant-writing activities for assigned specialized area.
• Provides supervision to professional, technical, and paraprofessional staff and volunteers.
• Provides assistance to and advises patrons in the effective use of Library collection, facilities and services; demonstrates the use of library resources, tools, equipment, and electronic reference sources; assists with digital downloads.
• Performs outreach to the community, community organizations, and schools; informs community members and organizations about library services, programs, and collections to generate public support for library and fundraising efforts.
• Takes the lead in anticipating changes in community needs and changing technology and information services, and plans how to address needs and implement changes.
• Acts as the Person-in-Charge, including making responsible and appropriate decisions based upon patron and branch or unit needs.
• May participate in circulation functions at a public service desk as needed.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. This is an exciting growth opportunity, as they will manage a significant and growing team, drive positive culture, champion important initiatives for workplace wellness, and assess technology needs across the Department. The Manager will oversee employee onboarding activities and champion workforce policies and procedures and continuously foster a culture of creativity and constant improvement. • SUBSTITUTIONS: Additional professional-level experience as outlined above may be substituted for the college education on a year-for-year basis.
• California Driver’s License and a satisfactory driving record.

DESIRED:

• Supervisory experience.

COMPENSATION AND BENEFITS:

The annual salary is $136,041 - $181,866 DOE/DOQ, plus a 5% pay differential and a generous benefits package.

The San Rafael Public Library is accepting applications for Substitute Librarians and Substitute Library Assistants to work in our San Rafael Public Libraries, including Downtown (1100 E Street), Pickleweed (50 Canal Street), and Northgate (5800 Northgate Drive, Ste. 083).  We are looking for people who are available on call, weekends, or other limited shifts.  This is a great opportunity for those interested in working at both a downtown and neighborhood branch libraries, as well as those excited by providing library services to a diverse community.  These are temporary positions, limited to 1,000 hours worked within a fiscal year (July 1 thru June 30) and receive no City benefits.

Substitute Librarians perform professional-level library public service work, including answering reference questions, providing readers’ advisory, providing technical assistance, and presenting programs (as needed).

Substitute Library Assistants perform circulation tasks such as checking materials in and out, and work at the public service desk, assisting patrons with basic requests including answering simple questions, creating new patron accounts, and referring patrons to other staff for more complex questions. 

DESIRED QUALIFICATIONS:

Substitute Librarians:

• Knowledge of Library Services and reference materials; readers advisory; professional practices and techniques of library science; and on-line library systems and information resources.
• Masters in library science issued by a college or university accredited by the American Library Association is preferred.
• Ability to work and effectively communicate with a diverse range of patrons.
• Bilingual in Spanish desired.

Substitute Library Assistants:

• Knowledge of basic office practices and procedures, including the operation of standard office equipment; alphabetical, numerical, and topical filing systems; material organization and structure of libraries; including categories of materials and general arrangement; library technical services terminology and equipment including on-line databases.
• Experience working in public libraries preferred.
• Ability to work and effectively communicate with a diverse range of patrons.
• Bilingual in Spanish desired.

About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. The essential job duties of this Program Manager position include:

• Plan, direct, and manage multiple procurement and contracting services for City departments.
• Lead all major Information Technology (IT) procurements.
• Work closely with the IT Department and City Departments on purchasing, contracting, and ongoing vendor management for all enterprise systems, including Human Resource Information Systems (HRIS), payroll, online permitting, Customer Relationship Management (CRM) systems, mobile data computers for the Police Department, and all network upgrades.
• Analyze, negotiate, and maintain the City's IT software licensing agreements.
• Provide guidance and assistance to City staff with developing scope of work and specifications for IT procurements.
• Evaluate procurement requests by City staff and advice on the appropriate procurement vehicles.
• Oversee preparation and issuance of documentation required for competitive solicitations including but not limited to Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Qualifications (RFQs).
• Negotiate, prepare, and write complex contracts; negotiate and review contract amendments and change orders.
• Provide leadership, direction, and assistance to City departments on procurement and contract negotiation activities.
• Write and present action memoranda to the City Council and City Council Committees.
• Provide procurement-related training to City staff.
