Behavioral Health and Recovery Services (BHRS), provides a broad spectrum of Trauma Informed mental health and substance use services for children, youth, families, adults and older adults. We provide behavioral health in diverse settings including community outpatient clinics, field-based settings such as homeless encampments and shelters, and through a network of community agencies and independent providers who offer outpatient services, residential treatment, rehabilitation and other services for adults. BHRS Adult and Older Adult Services serves residents of San Mateo County age 18 years and older with severe functional impairments due to a serious mental illness and/or multiple co-occurring substance use, medical, and/or developmental disorders. The Adult Psychiatric Social Worker/Marriage Family Therapists are integral members of a multidisciplinary team, providing a broad range of psychosocial interventions with the goal of improving the quality of life of the client.

The ideal candidates will possess:

• Skills in assessment, diagnostic, and evaluation techniques.
• Demonstrated knowledge of trauma-informed care principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities (e.g. evidence-based practices).
• Experience providing treatment for adults with serious mental illness.
• Experience delivering services to adult consumers who have co-occurring mental health and substance use disorders.
• Experience delivering services in diverse populations for adults and older adults. In a variety of settings (e.g. outpatient clinics, homeless encampments, shelters and correctional settings).
• Comprehensive and timely documentation skills (e.g. progress notes, assessments, client care plans, etc.).
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services.
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, collaborative partners and the public.
• Extensive knowledge of available community resources within the County of San Mateo and its neighboring counties.
• Experience using electronic health/medical record systems (e.g. AVATAR, SOARIAN, Epic).

Example of Duties

Duties may include, but are not limited to, the following:

• Perform initial diagnostic evaluation noting behavioral symptoms which may indicate a psychiatric or co-occurring disorder and interpersonal or family dysfunction.
• Perform risk assessments.
• Determine and develop appropriate treatment plans for all clients in the caseload.
• Provide individual, group and family therapy, care coordination, case management, rehabilitation, and crisis intervention as appropriate.
• Participate in developing individual and group treatment plans utilizing a variety of psychotherapeutic, psychosocial and psycho educational modalities.
• Conduct home visits and/or field-based services. Crisis Intervention. Make client referrals and plan discharge procedures.
• Assess progress of clients on a selected basis and propose modifications to rehabilitation plans in order to meet goals agreed upon by the clients/patients.
• Prepare and maintain psychosocial case histories for use in diagnostic evaluations and of patient progress.
• Supervise doctoral interns, masters level student interns and trainees.
• Provide outreach, engagement and refer clients to appropriate mental health program service resources.
• Collect and evaluate psychiatric information such as case histories, behavior patterns and family relationships.
• Analyze factors which exert an adverse effect upon health problems, treatment, or recovery, or which may contribute to or are responsible for mental illness or affect the potential for rehabilitation.
• Conduct treatment groups in schools and other community settings with emotionally and behaviorally disturbed children toward the goal of achieving higher functioning in interpersonal relationships and learning.
• Work as a psychiatric team member with other treatment disciplines.
• Utilize Trauma Informed Care and other Evidence-based practices.
• Provide consultation and education services. Ability to participate in an on-call rotation and responding to after-hours calls for Crisis and Outreach and HEAL. Perform related duties as assigned.

Minimum Qualifications

Licensure/Certification

• Psychiatric Social Worker I/II: Registration with the Board of Behavioral Sciences as an Intern (Associate Clinical Social Worker). An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California. For Psychiatric Social Worker II, current California license as a Licensed Clinical Social Worker is required.
• Marriage & Family Therapist I/II: Registration with the Board of Behavioral Sciences as an Intern (Associate Marriage and Family Therapist). An individual hired in this classification must become licensed within six years from the date of employment as a Marriage and Family Therapist in the State of California. For Marriage & Family Therapist II, current California license as a Licensed Marriage and Family Therapist is required.

Education and Experience

• A typical way to qualify is a Master's degree in Social Work, Social Welfare or a closely related field.

Role description

Under direction, the 2595 Senior EAP Counselor provides direction and supervision to counselors providing organizational wellness services and engaged in direct client counseling; provides clinical assessments, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems; conducts seminars, trainings, and consultations on issues related to personal and organizational wellness; prepares records and reports; and performs related duties as required.

Typical duties include, but are not limited to:

1. Participates in the selection of, trains and evaluates a team of journey level counselors.
2. Provides clinical assessment, short-term counseling, and referral of City and County employees experiencing difficulties related to personal or work-related problems, such as stress, depression, anxiety, substance abuse, emotional concerns or relationship issues; provides counseling to family members and significant others as appropriate.
3. Educates employees, managers, supervisors, and union personnel regarding employee assistance program service offerings, how to access services, early identification of personal and workplace problems, and referrals to the program; directs the development of programs, resources, and EAP initiatives.
4. Provides consultation to managers, supervisors, union personnel, human resources professionals, clinical specialists, and family members regarding specific issues of individual employees in conformance with program and confidentiality policies; recommends specific methods or techniques for resolving performance problems, including appropriate managerial and supervisory interventions.
5. Directs development of, creates, and facilitates seminars and trainings for employees and management on personal, interpersonal and organizational issues such as the effective management of stress, anger and emotions, workplace negativity and dealing with difficult people.
6. Provides crisis intervention, trauma response, and mediation/conflict resolution services as necessary.
7. Leads evaluation efforts to determine the effectiveness of the overall program and specific services provided and prepares the reports.

The County of San Mateo Behavioral Health and Recovery Services (BHRS) seeks a Board eligible or Board certified Adult Psychiatrist to join the North County Behavioral Health Center in Daly City, California, to work with adult BHRS clients with severe mental illness and substance use disorders. This is a full-time position.

The Behavioral Health and Recovery Services (BHRS) Division of San Mateo County Health seeks an experienced psychiatrist to serve as Supervising Adult Psychiatrist for our Interface Primary Care Team.

Interface Primary Care is a BHRS mental health integrated, collaborative care program providing psychiatric services and Medication Assisted Treatments (MAT) to adults receiving care in the Federally Qualified Health Center (FQHC) Community Primary Care Clinics operated by San Mateo County Health. These clinics are located at North County Primary Care Clinic (in Daly City), Fair Oaks Health Center (in Redwood City), San Mateo Medical Center (SMMC), South San Francisco Primary Care Clinic (South San Francisco), and the Sequoia Teen Wellness Center (in Redwood City). This position will be a mix of direct clinical care and providing leadership and supervision for an interdisciplinary team of providers. This position also includes collaborative consultation with primary care/specialty medical providers and support for MAT services across BHRS.

This position is a full time, 1.0 FTE (40 hours per week) position. This Supervising Adult Psychiatrist will report directly to the Medical Director of BHRS and will assist him/her in providing the highest quality behavioral health care in San Mateo County.

OASIS is community field-based mental health services provided to older adults at their place of residence. This home visit services include medication evaluation and monitoring, individual counseling/therapy, and case management. This multiple discipline team with language capacity in English, Spanish, and Chinese, consists of Psychiatrists, Licensed Clinical Social Workers, Licensed Marriage & Family Therapists, a Community Mental Health Nurse, and a Peer Support Worker. Services are available to San Mateo County residents age 60 and over with issues of mobility and mental health conditions that impact their day-to-day functioning.  

Clinicians will use evidence-based approach to perform assessment, diagnosis, make medical necessity treatment plans, case management, individual therapy, and work with family members of clients' and other community providers for clients' mental health follow-up care needs. These interventions are provided in field setting or in clients' place of residence, and/or as needed to clients who are living in the community.

Clinicians are committed to providing medical necessity treatment that supports the clients' goals of independence and self-sufficiency with other service providers' support to continually live in the community with better quality of life. These positions embrace the challenge of providing simultaneous cooccurring treatment for both mental illness and substance use disorders in some cases; to work in an older adult outpatient setting as a member of a multidisciplinary team in collaboration and within the system of care.  

The ideal candidates will possess:  

• A current license as either a Licensed Clinical Social Worker or Marriage and Family  
• Therapist, or are collecting hours to take the licensing exam;

San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a well-qualified individual for the position of Supervising Mental Health Clinician - Adult and Youth Services. Supervising Mental Health Clinicians supervise and coordinate the professional work of mental health professionals, paraprofessionals and interns in San Mateo County and participate in program planning, administration and evaluation; and provide specialized psychiatric casework counseling and therapeutic services to adults and youth in the field.
 
The current vacancy is in Behavioral Health and Recovery Services (BHRS) Crisis and Outreach Team including the Psychiatric Emergency Response Team, the Crisis Response Team (CRT), Healthcare for the Homeless (HCH), Homeless Engagement Assessment Linkage (HEAL) team, and the law enforcement, mental health partnership within multiple cities in the County.

Supervising Mental Health Clinicians are members of the Behavioral Health and Recovery Services Leadership Team and work with collaborative partners on system wide initiatives focused on improving services and service delivery. This position reports directly to a Clinical Services Manager.
 
The Supervising Clinician oversees daily operations and directs a multidisciplinary team providing recovery-based behavioral health services, outreach and linkage for BHRS' crisis and outreach teams. Services provided include: supervising mobile clinicians who are working in tandem with city law enforcement at behavioral health crises and/or with homeless outreach programs throughout the County, supervise the program specialist for the Crisis and Outreach Team, and conduct trainings and presentations to law enforcement and the community.
 
The teams include psychiatrists, social workers, marriage and family therapists, law enforcement officers and community workers who are consumers or family members. The clinical teams may also work with clinical interns.  
 
The ideal candidate will possess:

• Knowledge of system of care principles.
• Knowledge of program management techniques and practices.
• Knowledge of crisis de-escalation, crisis evaluation, 5150-hold application, and community crisis response.
• Knowledge of crisis continuum of care.
• Strong supervisory/leadership skills, which demonstrate an ability to direct and motivate a multi-disciplinary team some of whom will be mobile and in disparate parts of the County.
• The ability to establish and maintain productive working relationships with consumers, families, professionals, law enforcement, Psychiatric Emergency Services, SMART Medics and the public; including close collaboration with and engagement of community partners to plan for, implement and coordinate needed services.
• Ability to make sound decisions based on the exercise of judgment and the consideration of all available information often with very little time during active crises.
• Demonstrated expertise and skill in clinical work with adults and youth with serious mental illnesses who may also have had contact with law enforcement and psychiatric emergency services.
• Knowledge of evidence based clinical practice modalities, e.g. motivational interviewing, solution focused brief treatment, cognitive behavioral therapy, wellness and recovery principles, and trauma informed care, for examples.
• Knowledge of Medi-Cal and Medicare regulations and managed mental health care.
• Strong knowledge of Avatar, Soarian and other tools used by BHRS for information and charting.
• Strong clinical assessment, diagnostic and evaluation skills.
• Experience working with clients of diverse cultures and backgrounds.
• Inpatient and outpatient clinical experience.
• Experience working with clients on the streets and in shelters.
• Collaborative experience or knowledge of the Criminal Justice system.

 

Examples Of Duties

Duties may include, but are not limited to, the following: 

• Consult with clinicians in the field to determine a course of action during active crises that may involve law enforcement.
• Tracking of data for established and pilot programs and report these statistics out to leadership.
• Facilitate regular meetings with clinicians and all other systems partners that Crisis and Outreach Team collaborates with.
• Ongoing clinical training for field clinicians and law enforcement including the Quarterly Crisis Intervention trainings.
• Respond to active crisis scenes when required.
• Respond to and support requests involving the deployment of BHRS Crisis Response Team.
• Day to day oversight of the programs under the Crisis and Outreach umbrella.

Qualifications

Licensure/Certification:  
Possession of a valid California license in at least one of the following:  Registered Nurse; Clinical Psychology; Clinical Social Worker; or Marriage, Family and Child Counseling.

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is a Master's degree in a mental health specialty, such as social work, nursing, or clinical counseling and two years of professional post-graduate experience in a mental health setting.

Knowledge of: 
Basic program management techniques and practices; principles and practices of supervision and training; human and health services system in the County including private agencies and their community resources; current philosophy, principles and practices for services to clients with serious mental illness; legal and policy aspects of community mental health methods; techniques of family, individual and group counseling and diagnosis; individual, group and family psychodynamics; current principles and practices of psychiatric casework; mental health consultation and education; and problems, needs, attitudes and behavior patterns of patients/clients.

Skill/Ability to: 
Supervise, train and evaluate multi-disciplinary staff; work collaboratively with other senior professionals in planning and developing programs in San Mateo County; prepare and deliver written and oral reports; plan, implement and evaluate all operations of assigned area; oversee/provide treatment to adults; establish and maintain positive working relationships with consumers, family advocates and stakeholders.

San Mateo County Behavioral Health and Recovery Services (BHRS) is seeking a well-qualified individual for the position of Psychologist I/II-Behavioral Health and Recovery Services. 

There is currently one vacancy on the Central County Adult Mental Health Clinic team in San Mateo.

 

In this position, the psychologist will work as part of a dynamic, multicultural and multidisciplinary team, supporting our culturally diverse San Mateo residents who are diagnosed with a Serious Mental Illnesses and Co-Occurring Disorders.

This Psychologist will conduct admission assessments and evaluation, provide individual and group therapy, crisis intervention, case management, and rehabilitation services to a caseload of adults diagnosed with a serious mental illness.  The Psychologist will also support the psychology doctoral student program and the MSW/MFT graduated internship program at the clinic and provide students with supervision and provide clinical consultation. The Psychologist will work with the team in appropriate discharge planning and coordination of care with other community based organizations.
 
In this position, the psychologist will also administer psychological testing to a small number of clients referred from other BHRS Adult outpatient clinics.

San Mateo County Health's Aging and Adult Services Division is seeking qualified individuals for the position of In-Home Supportive Services Social Worker II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.
 
The current vacancy is in the In-Home Supportive Services (IHSS) Program that provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive.  The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position.  The Social Worker will work in the San Mateo, CA Aging and Adult Services Office.
 
This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:
 

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

Essential Duties Include:

• Conducts screening and assessment of clients with mental health related complaints, collateral interviews with primary care and behavioral health staff, and medical records review to support clients’ application for Social Security Benefits.
• Selects, administers, scores, and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent, and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients’ application for Social Security Benefits as needed.
• Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients’ SSI eligibility.
• Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
• Provides education, consultation, and information to community providers, and CAAP’s multi-disciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
• Supervises psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conducts staff training programs both within the clinic or unit and for line agency personnel.
