The Fremont Police Department is currently recruiting for the part-time, temporary position of Police Reserve Officer Level I. Under general supervision, the Neighborhood Preservation Inspector. ensures compliance with applicable sections of the State, Federal, and Municipal Codes, ordinances, and in relevant areas, such as property maintenance, abandoned vehicles, planning, zoning, signs, community nuisance, and related areas.  This is a classification in the Economic and Community Development Department.

CLASS CHARACTERISITICS:

The Neighborhood Preservation Inspector is the full journey-level classification.  This position requires experience in both Municipal and Zoning Codes and Regulations. Employees at this level are expected to work with property owners independently and to coordinate City resources to solve neighborhood issues.

• Work closely with homeowners and businesses to achieve compliance.
• Interpret ordinances, policies and procedures, and code enforcement concepts.
• Prepare reports and recommendations on code enforcement matters, and gain voluntary compliance.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is completion of 60 college semester units. Previous volunteer or paid experience in a law enforcement support area is desirable.
 
Other requirements include:

• Must be free from any disqualifications for employment, including felony convictions.
• Must be legally authorized to work in the United States under federal law.
• Must be 21 years of age or older at time of appointment.
• Must be fingerprinted for purposes of search of local, state, and national fingerprint files to disclose a criminal record.
• Must be of good moral character, as determined by a thorough background investigation.
• Must be a high school graduate, pass the General Education Development Test or other high school equivalency test approved by the State Department of Education that indicates high school graduation level, pass the California High School Proficiency Examination, or have attained a two-year, four-year, or advanced degree from an accredited college or university.
• Must be found to be free from any physical, emotional, or mental condition, including bias against race or ethnicity, gender, nationality, religion, disability, or sexual orientation, that might adversely affect the exercise of the powers of a peace officer.

Applicants may waive the written exam only by submitting a California POST Entry Level Law Enforcement Test Battery (PELLETB) T-score of 48 points or higher. We will accept California POST T-scores from other agencies provided the test was taken no more than one year prior to the date of application. Applicants must submit, on agency letterhead, a letter that states that the individual has taken the California PELLETB written exam. The letter must contain the total T-score and the date of the test. For information on where the PELLETB test is offered, please visit www.theacademy.ca.gov/tests.

Applicants may waive the performance exam only by submitting a California POST physical agility certificate, known as the Work Sample Test Battery (WSTB), with a score of 325 or higher.  The 1.5-mile run is not a requirement.  The test should not be dated no more than one year prior to the date of application.

Tests may consist of any combination of written, oral or other exercises or assessment procedures that test content and may include, but are not necessarily limited to, typing, math, reading, writing and analytical skills; problem solving ability; computer and software proficiency, or any other job-related knowledge, skill, ability or qualification. THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. POSITION

A Dispatcher I is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher I receives incoming calls for police assistance and response; acts as a primary Dispatcher when appropriate; performs a variety of general support duties related to police communications; completes a wide variety of general clerical duties.

The Dispatcher I duties may include, but are not limited to, the following:

Answer emergency and non-emergency police related phone calls, help prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.  A Dispatcher I may be assigned to work various hours, shifts, holidays, weekends and overtime.

QUALIFICATIONS

A combination of education and work experience including 2-3 years of general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm net.  Knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; type and learn the operation of other standard office equipment; a willingness to work varying shifts; and to learn radio dispatching skills.

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,252 - $8,059 per month
• Medical Benefits: Choice of coverage with Kaiser or Blue Shield. The City pays 80% of monthly premiums at each coverage level. In lieu of medical coverage, the City will contribute $400 (employee only coverage) or $500 (employee + 1 coverage) or $600 (family coverage) into a MissionSquare 457 deferred compensation plan

A thorough background check, as well as a physical, including a drug screen, psychological evaluation, and polygraph exam will be conducted on the top candidates prior to appointment consideration.  Failure to achieve a qualifying score on any portion of the examination process will eliminate a candidate from further consideration.

The Department

The Public Works Department plays a key role in shaping the community and its future as Fremont. Public Works is responsible for engineering, transportation, civic facilities, inspections, and maintenance for the City. The Engineering Division within Public Works helps deliver land development projects, executes the design and construction of public projects, and maintains and enhances the City’s transportation network.

The Position

The Facilities Design and Construction Project Supervisor I/II will be a member of the Public Works Department and reports to the Facilities and Real Property Manager. Public Works is responsible for the daily maintenance and upkeep of city infrastructure and design and construction of new or improved public facilities. Key responsibilities of the Facilities Design and Construction Project Supervisor I/II include project management, liaison, inspection, and contract administration for the design, construction, and modification of over 150 City buildings and structures.

The Position

As a key member of the Police Department's management team, the Police Records Administrator (Manager) plans, organizes and supervises the activities of a Police Records Unit engaged in the processing of police reports and warrants, the accessing of law enforcement information networks, the preparation of records for prosecution, and reception of the general public. The incumbent has considerable latitude in the application of departmental policy, following general guidelines and professional and administrative standards in accomplishing assignments. Review of work is occasional or on a problem basis with the incumbent presenting alternative courses of action and responsible for implementation of changes. The position may also provide oversight and coordination of digital evidence and the Property & Evidence Unit activities.

The Ideal Candidate

The selected candidate will possess advanced level knowledge of procedures and protocols used in police records policies. In addition, the successful candidate will possess strong written and oral communication abilities and the ability to demonstrate proficiency interpreting and explaining department policies and procedures.

The Position

The Police Communications Call Taker (Per Diem) receives emergency and non-emergency call for service, performs technical support duties in police department communications, and performs related duties as required. The position requires excellent customer service and communication skills.

• Determines priority of calls for service and forwards information to the appropriate dispatcher for dissemination to field units.
• Receives, monitors and transmits messages over a variety of communication networks.
• Receives information, questions and requests for service from the public.

The Ideal Candidate 

The successful candidate will possess excellent customer service and communication skills with the ability to maintain accurate and up-to-date records. Additionally, the ideal candidate will be able to develop and maintain effective working relationships with coworkers, supervisors, and department staff. Dispatcher and/or Call Taker work experience in a public safety department/agency is highly desirable.
