This position performs professional planning duties related to current and/or long-range planning, including neighborhood planning, demographic or housing analysis, code amendments and land use studies; reviews plans and explains policies and regulations to the public; and provides technical support to management staff.

Assistant Planner - This is the entry-level class within the professional Planner series. This class is distinguished from the journey level by the performance of more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees have only limited or no directly related professional planning work experience. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

This class is distinguished from that of the Senior Planner, which is an advanced journey level class responsible for more complex and difficult planning projects and programs and exercises direct supervision over assigned staff.

 

 

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.

Coordinate ongoing planning related programs or projects involving multi-department and multi-jurisdictional cooperation; provide professional planning guidance in responding to questions or inquiries.

Attend and serve on intra-departmental and inter-agency planning committees.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

Under general supervision, the Permit Technician will perform specialized work associated with the processing of building permits and clerical work involving a substantial degree of judgment and initiative; and to do related work as required. THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. Job Description:

Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.
• Drafting, iterating, and designing policy to introduce the City’s tree ordinance, urban forestry initiative, and the City’s public asset inventory project 
• Assisting with the permitting, sediment, reporting and regulatory compliance in support of the City’s Dredging project.

The City of San José is recruiting for an Infrastructure and Operations Support Manager, Emergency Operations Center in the Information Technology Department. As a technical manager, this position will be responsible for overseeing infrastructure service and day-to-day operations for the City's Emergency Operation Center (EOC).

The Infrastructure and Operations Support Manager, Emergency Operations Center supports the essential technologies needed to operate the City's EOC in disasters, including the core network infrastructure, computing servers, storage, enterprise applications, collaboration tools, Mobile Device Management (MDM), and Motorola Computer Dispatch workstations. The EOC technologies include a multi-layer redundant/backup network connectivity with a localized data center, servers, and storage. This allows the EOC's technology services available during large-scale emergency events.

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment.

The ideal candidate must be able to take full ownership of managing and delegating the services of IT infrastructure, business collaboration tools, and City applications to support the EOC and lead projects to completion. Infrastructure operations include identity management, private and public cloud infrastructure, server virtualization, system management, and monitoring, client and server Windows Operating Systems and client applications, etc. Business collaboration tools include Microsoft Office 365 Productivity Suite, Microsoft Teams, SharePoint, related Office 365 Suite offerings, Zoom, etc. City applications include GIS, desktop applications, etc. This position demands a proven ability to resolve complex technical issues with limited resources. The Infrastructure and Operations Support Manager for the Emergency Operations Center is a member of the IT Department with a mission to support the EOC. The work plan defines the business requirements with priorities set by the Office of Emergency Management. As a member of the EOC response team, the Infrastructure and Operations Support Manager, Emergency Operations Center will need to be available onsite to support the emergency event. Work hours during an emergency event could be after the City's business hours or on the weekend.

Duties may include but are not limited to:

• Providing technical leadership for the City's enterprise infrastructure which includes: network, servers, hyperconverged infrastructure, desktops and mobile devices, Active Directory, VPN, Federation Service, Public/Private Cloud support, enterprise storage, system management and monitoring, enterprise system backups and restore, as well as Disaster Recovery of EOC IT services.
• Leading advanced troubleshooting and triage responsibilities for infrastructure issues to ensure service availability to meet service level expectations.
• Validating and managing system configuration changes to ensure successful system upgrades and configuration changes to the production environment.
• Developing technical guidelines and governance framework to ensure best practices and security.
• Triaging, leading, and resolving advanced infrastructure issues and service outages.

Salary Information: The final candidate's qualifications and experience shall determine the actual salary. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $136,237.92 - $ 166,005.84
