Office Assistant for Recreation and Community Programs

Office Assistants provide a variety of office support activities to an assigned program or division. Office Assistants also are tasked to open and secure assigned facilities; set up, arrange, and take furniture and equipment and ensure set up is in accordance with customer needs and requests for classes, rentals, meetings, and special events; monitor the proper and safe use of City facilities by the general public and ensure adherence to rules and policies; ensure the cleanliness and safety of facilities throughout the day. As experience is gained, assignments become more varied and are performed with greater independence. Candidates must demonstrate proficiency with word processing, data entry and organization, telephone and counter reception, record keeping, verbal and written communication, and customer service.

Currently, the City is preparing to open a brand-new, state-of-the-art multi-service center known as the Belle Haven Community Campus. Assistant Planner - This is the entry-level class within the professional Planner series. This class is distinguished from the journey level by the performance of more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees have only limited or no directly related professional planning work experience. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

This class is distinguished from that of the Senior Planner, which is an advanced journey level class responsible for more complex and difficult planning projects and programs and exercises direct supervision over assigned staff.

 

 

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.

Coordinate ongoing planning related programs or projects involving multi-department and multi-jurisdictional cooperation; provide professional planning guidance in responding to questions or inquiries.

Attend and serve on intra-departmental and inter-agency planning committees.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

The commissioner’s duties include the subordinate judicial duties set forth in Code of Civil Procedure Section 259 which include but are not limited to conducting judicial hearings in a broad range of civil proceedings which may include family law, making findings of fact in traffic, small claims, and criminal proceedings and performing other subordinate judicial activities as may be conferred by law or by order of the court. The commissioner will be expected to perform duties in all of the following areas: criminal law, family law, traffic, small claims, and a broad range of civil proceedings.

The Ideal Candidate will have:

• Experience as a hearing officer, judge pro-tem, or mediator.
• Experience with trial and hearing procedures and with the rules of evidence.
• Knowledge of court calendars.
• Demonstrated ability to present statements of law, fact and argument clearly and logically in written and oral form.
• Ability to manage a courtroom in a fair, courteous and efficient manner so as to promote respect for the judicial process.
• Ability to establish and maintain effective relationships with judicial officers, attorneys, court staff and various governmental agencies.

• Experience working in and with the citizenry of San Mateo County.

Associate Engineer Position at South Bay Water Recycling (SBWR) Section

The SBWR section is responsible for system operation and maintenance engineering support, and design and construction of the SBWR Recycling Water System pipeline and facilities. This includes managing the water quality programs, and supporting the conservation program, providing development related support services, ensuring availability of recycling water supply, capital improvements, construction inspection, and engineering support to operations and maintenance. Typical duties for the position include but are not limited to:

Associate Engineer Position at Capital Improvement Program

The Capital Project Delivery section has a wide variety of responsibilities, including preparing and/or reviews designs, improvement plans, condition assessments, feasibility studies, construction estimates, specifications, and contract documents for capital improvement projects that are prepared by subordinates and/or consultants engaged by the City. Typical duties for the position include but are not limited to:

• Manages capital improvement projects from concept development to completion, i.e., overseeing, controlling, and guiding projects.
• Prepares engineering plans, project schedule, engineer's cost estimates and specifications.
• Negotiates, drafts, and manages consultant agreements and/or construction contracts.
• Supervises staff including work prioritization, performance evaluations, training and involvement in hiring and disciplinary processes.
• Oversees the preparation and/or reviews of designs and contracts documents for various of construction projects or engineering related projects.
• Evaluates and coordinates responses for bid documents and construction documents.
• Interprets plans and specifications, resolving field problems, conducting inspection, and facilitate project acceptance procedures.
