Office Assistant for Recreation and Community Programs

Assistant Planner - This is the entry-level class within the professional Planner series. This class is distinguished from the journey level by the performance of more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees have only limited or no directly related professional planning work experience. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

This class is distinguished from that of the Senior Planner, which is an advanced journey level class responsible for more complex and difficult planning projects and programs and exercises direct supervision over assigned staff.

 

 

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.

Coordinate ongoing planning related programs or projects involving multi-department and multi-jurisdictional cooperation; provide professional planning guidance in responding to questions or inquiries.

Attend and serve on intra-departmental and inter-agency planning committees.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. About the Water Resources Division: The Water Resources Division is comprised of three sections: Municipal Water System, South Bay Water Recycling, and Operations and Maintenance. The Water Resources Division provides potable water service through the Municipal Water System to the communities of Evergreen, North San José/Alviso, Edenvale, and Coyote. The Water Resources Division also provides recycled water service through the South Bay Water Recycling system to the cities of San Jose, Santa Clara, and Milpitas. South Bay Water Recycling includes 143 miles of pipeline and facilities, including four pump stations, three reservoirs, and Retail Agency Operations and Maintenance activities for over 800 individual customer connections. Associate Engineer Position at South Bay Water Recycling (SBWR) Section

The SBWR section is responsible for system operation and maintenance engineering support, and design and construction of the SBWR Recycling Water System pipeline and facilities. This includes managing the water quality programs, and supporting the conservation program, providing development related support services, ensuring availability of recycling water supply, capital improvements, construction inspection, and engineering support to operations and maintenance. Typical duties for the position include but are not limited to:

• Supervises staff including prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; making hiring, termination, and disciplinary recommendations.Prepares engineering plans, details, project schedule, engineer's cost estimates and specifications.
• Directs the collection and analysis of water quality samples and reviews and interprets the resulting data including preparing recommendations as may be appropriate.
• Prepares, coordinates, and implements consultant, contractor, and laboratory analysis agreements.
• Research technical documents and assist in developing and conducting water quality studies to achieve business objectives and goals.
• Conducts and/or delegates data analysis, summarizes data with tables and graphs, and prepares reports and/or presentations to explain causes and effects on water quality as required by management.
• Provides direct support and/or oversees provision of direct support to customers as necessary to respond to water quality-related inquiries.
• Maintains and assists in optimizing databases that may include but not limited to water quality database, water quality compliant database, etc.
• Delegates and/or develops programs to maintain full compliance with applicable requirements in water quality, including updating existing plans or creating new plans as necessary to ensure compliance with new water quality regulations.
• Prepares and/or approves reports for compliance purposes that may include but not limited to: California Division of Drinking Water (DDW) Annual Report, Consumer Confidence Report, Public Health Goal Report.
• Represents the City with contractors, consulting firms, DDW, EPA, Regional Water Quality Control Board, and other water quality and environmental regulating bodies, as required, and at public meetings concerning City policy on engineering projects.
• Oversees and prepares plan documents, including but not limited to, Assembling and reviewing plans and specifications for conformance. directs the inspection of major engineering projects, prepares bid documents, solicits bids, facilitates award of contracts, administers the contract, interprets plans and specifications, resolves field problems, gives final inspection, and follows through with acceptance of the project.

Associate Engineer Position at Capital Improvement Program

The Capital Project Delivery section has a wide variety of responsibilities, including preparing and/or reviews designs, improvement plans, condition assessments, feasibility studies, construction estimates, specifications, and contract documents for capital improvement projects that are prepared by subordinates and/or consultants engaged by the City. Typical duties for the position include but are not limited to:

• Manages capital improvement projects from concept development to completion, i.e., overseeing, controlling, and guiding projects.
• Prepares engineering plans, project schedule, engineer's cost estimates and specifications.
• Negotiates, drafts, and manages consultant agreements and/or construction contracts.
• Supervises staff including work prioritization, performance evaluations, training and involvement in hiring and disciplinary processes.

Job Description:  

The City Manager’s Office has a full-time, 40 hours per week, non-benefited summer internship opportunity. The main function of the job is to perform municipal research and analytical work on an entry level professional basis.

The workload will be a balance of assisting in daily municipal operations and special projects. The person spearheading this is the Public Works Director. Under administrative direction from the City Manager, the Public Works Director plans, oversees, and directs the activities and operations of the Public Works Department including engineering, maintenance, environmental services, and building inspection divisions. This position participates as a member of the City Manager’s Executive Team in the consideration of general City policies, programs, and concerns; and serves as a technical advisor to the City Council, Planning Commission, City Manager, other City departments, and civic groups. The Public Works Director exercises direct supervision to division managers (City Engineer, Chief Building Official, Environmental Services Manager, and Maintenance Superintendent) and indirect supervision of other professional, technical, and administrative staff; including developing, evaluating, and recognizing staff performance. The Public Works Director prepares and administers the Department budget and capital improvement budget as well as manages and oversees the activities of the environmental services section, including the City’s Climate Action Plan. Other environmental services programs and initiatives that the Public Works Director manages and oversees include integrated waste management, recycling, stormwater, climate protection, and sustainability programs. This position also responds to complex and sensitive community concerns and confers with contractors, developers, and the general public.

The ability to prepare and present to the City Council and other municipal boards and commissions is required along with attendance and participation in professional group meetings. The Public Works Director must stay up to date on new  trends and innovations in the field of public works; monitor changes in law, regulations, and technology that may affect the City or departmental operations; and ensure compliance with legislative, regulatory, and judicial mandates, regulations, and professional standards. Other duties include but are not limited to:

• Conferring with and advising staff on problems related to design, construction, and maintenance of streets, parks and landscaped areas, sewers, and other public works structures.
• Overseeing the maintenance of public works facilities and City equipment.
• Reviewing plans, technical engineering reports, budget estimates, and proposed ordinances and regulations.
