The City of Berkeley invites you to apply for the position of Program Manager II in the Information Technology Department! In this role, you will perform as a technical portfolio manager overseeing staff assigned to function as project managers. You will be responsible for establishing, implementing and maintaining an enterprise IT portfolio management program to ensure that IT projects and programs are planned and delivered according to business unit demands and priority. The Program Manager II will collaborate with the IT Director/CIO, other IT leads and City department heads (and/or their delegates) to provide the vision and leadership necessary to plan and execute strategic programs and tactical projects.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge and skills for this position is: Equivalent to graduation from a four year college or university with major coursework in business, public administration, or a related field and five (5) years in the development and implementation of programs.

Other requirements: Must be able to travel to various locations within and outside the City of Berkeley to meet program needs and to fulfill the job responsibilities. When driving on City business, the incumbent is required to maintain a valid California driver's license as well as a satisfactory driving record. Must be able to attend evening and weekend meetings.

THE DEPARTMENT

The Public Works Department is composed of a Director and 11 full-time management staff with a 26 million dollar operating budget.  The department is comprised of the Maintenance, Engineering, and WQCP (Water Quality Control Plant) divisions.  The Maintenance Division oversees 127 miles of streets which includes asphalt, concrete, over 12,000 road signs, street markings, 70 signalized intersections, 164 miles of sewers, 125 miles of storm drains, 3857 street lights, 5 lift stations, and various miscellaneous tasks.

The Information Technology Department’s Development Services Solutions team is seeking qualified candidates to fill the Information System Analyst positions to support the development and maintenance for several Off-The-Shelf (OTS) and custom systems and applications that support operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The primary role of this position is to act as technical lead in supporting and managing diverse departmental business systems that include web and client servers’ application, database, Permitting and Compliance, public web portal, Business Intelligence, GIS, Inspection scheduling/Dispatch, Digital Inspection and performing all duties necessary for maintaining, supporting and optimize systems.  This position must ensure business processes for users are documented and that systems meet customer expectations.  This position is responsible for ongoing user training, report creation, systems administrations, system support, maintenance, and programming efforts and must maintain excellent customer relations.

The ideal candidate must be able to work in a dynamic environment and can effectively perform operational tasks in addition to implement projects.  This is a professional level in the IT professional management IT series and will be expected to act in a supervisory role over Sr. System Application Programmers and System Application Programmers.

The Development Services Solutions team is responsible for several Off-The-Shelf (OTS) and custom systems and applications that support daily operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The Information Technology Department’s Development Services Solutions team is seeking for two qualified candidates to fill the Senior Applications Developer positions to support the development and maintenance of the above systems and applications as well as to assist with emerging needs around data analysis, data extraction, data mapping, and reporting functions associated with the above systems and business requirements. The ideal candidate should have technical experience in at least one or more items in each of the following four skills groups:

The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services.

Position Summary

 

Under supervision, performs inspection, maintenance, troubleshooting, diagnosis, repair, removal, replacement and testing necessary to maintain all District vehicles, including record keeping and written verification of work accomplished as directed. 

 

Essential Responsibilities

 

• Responsible for major rebuilding, repair and/or removal and replacement of engines, transmissions, clutches, differentials, turbochargers, pumps, motors, injectors, cylinder heads, compressors and hydraulic systems, air brake, air systems, steering, air conditioning, and electrical systems and associated vehicle parts.
• Provides minor and incidental repairs to vehicles in general, including manufacture and/or repair of components to maintain equipment.
• Performs ongoing preventive maintenance, inspections and procedures, as directed, to provide the safest, cleanest, most economical and dependable transportation possible for District utilization.
• Provides normal and reasonable care of all District-owned property and tools provided
• Directly responsible for written communication concerning ongoing status of repairs completed, repairs in progress and outstanding repairs necessary to safely and economically provide vehicles for District transportation needs.
• Participates in general repairs necessary to all mechanical equipment supplementary to vehicle repairs and maintenance as directed.
• Generates and completes work orders in a Computerized Asset Management System (IBM Maximo).
• Assists apprentice mechanics, new employees and current employees in pursuing a high level of production, reliability and safety.
• Adheres to the safety and health rules and safe working practices applicable to his or her job
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service.

Minimum Qualifications

 

Education and/or Experience: 1) Completion of four (4) year apprenticeship program or approved equivalent; OR four years’ full-time experience in the repair of heavy duty diesel engines, air brakes, transmissions, differentials, and D.C. electrical; 2) Experience in the operation of machine tools common to repair shops, such as grinders, drill press, valve facers, lathes, boring bars, presses, etc.

 

Required License:  Must possess and maintain a current, valid California driver's license and satisfactory driving record. No more than two moving violations within the last 3 years. No DUI’s or Reckless Driving violations within the last 7 years. Must be able to obtain a Class A or B license with “P” endorsement within the six-month introductory/probationary period. Operates District vehicles on a regular basis.

 

REQUIRED TOOLS:

• Must have a full set of journey level hand tools to accomplish assigned work.

  

HOURS:

• Shifts are scheduled based on seniority in classification.
• Maintenance Department operates 7 days per week, 24 hours per day.
• Must be available to work all shifts.

 

PHYSICAL REQUIREMENTS: Occasionally lift up to 100 lbs. maximum with assistance.  Frequently lift, carry and manipulate up to 50 pounds. Working inside and outside in all weather conditions. Works around fumes, odors and dust in an occasionally high noise level environment with appropriate personal protective equipment.

 

Required Knowledge, Skills and Abilities

 

Knowledge of: 

• Common maintenance and repair practices related to heavy duty diesel engine, transmission, steering, electrical, electronic controls, air, hydraulic, brake, fuel and power train systems 
• Common maintenance and repair practices relating to multiplex and programmable logic controller electronic control systems

• Occupational health and safety rules and working practices applicable to this position 

 

Skills or Ability to: 

• Use grinders, drill press, diagnostic computers, digital volt/ohm meters, smog testing equipment and other tools and equipment commonly found in a bus/truck fleet shop environment

Salary Information

The annual salary range for Wastewater Mechanic I is $76,689.60 - $93,225.60, hourly range is now $36.87 - $44.82. The annual salary range for Wastewater Mechanic II is $84,905.60 - $103,500.80, hourly range is now $40.82 - $49.76. The actual salary shall be determined by the final candidate’s qualifications and experience. (Note: Candidates are typically hired at the level of Wastewater Mechanic I. Candidates may be considered for level II if they possess two years of experience at the level of Wastewater Mechanic I or possess a CWEA Plant Mechanical Technologist Grade II certificate.)

Wastewater Mechanic - Maintenance Division

Wastewater Mechanics for the Maintenance Division are responsible for performing the full range of technical and mechanical tasks associated with the preventive and corrective maintenance of wastewater plant machinery and equipment. In this job, you may assist Sr. Wastewater Mechanics in the more difficult and complex duties. You will have the opportunity to attend training to understand the equipment better and keep current on trends. Mechanics are expected to work well independently and on teams.

The following is a partial list of Wastewater Mechanics typical responsibilities in the Maintenance section:

• Troubleshoots and repairs wastewater buildings and equipment such as pumps, valves, gearboxes, compressors, blowers, grit removal equipment, conveyors, mixers, clarifiers, chemical feed systems, and other equipment.
• Fabricates and modifies parts as needed for system operations associated with shop equipment drill presses, ironworker, band saws, pedestal grinders, hydraulic shear, and knowledge of welding.
• Operates bridge cranes, chain falls, lever hoists and all associated rigging.
• Interprets drawings, service manuals and parts manuals.
• Performs equipment inspections at scheduled intervals to detect the possibility of malfunctions.
• Determines spare parts inventory levels and initiates parts replacement; stocks replacement parts.
• Maintains maintenance and repair records on equipment, systems, and components; assists in maintaining and updating the maintenance manuals.
• Communicates to supervisor concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such issues.

The Regional Wastewater Facility is a 24/7 operation serving the South Bay. Typical schedules for Maintenance Division Wastewater Mechanics are 4x10s. Wastewater Mechanics may be called upon to work overtime, holidays, or alternative shifts in support of the facility.

Salary Information 

The annual salary range for Wastewater Mechanic I is $76,689.60 - $93,225.60, hourly range is now $36.87 - $44.82. The annual salary range for Wastewater Mechanic II is $84,905.60 - $103,500.80, hourly range is now $40.82 - $49.76. The actual salary shall be determined by the final candidate’s qualifications and experience. (Note: Candidates are typically hired at the level of Wastewater Mechanic I. Candidates may be considered for level II if they possess two years of experience at the level of Wastewater Mechanic I or possess a CWEA Plant Mechanical Technologist Grade II certificate.)

Wastewater Mechanic - Energy and Automation Division

Wastewater Mechanics (also known as Cogen Operator / Diesel Mechanic) in the Energy and Automation Division are responsible for operating, maintaining and overhauling the Facility's industrial mechanical and electrical equipment related to large stationary diesel-ignited/spark-ignited engine driven blowers and/or power generators, gas compressors and gas storage such as commonly found in municipal power plants, natural gas pipeline compressor stations and large marine propulsion systems. The Wastewater Mechanics (Cogen Operator / Diesel Mechanics) often work in teams of two while performing preventative maintenance, repairs, and overhauls on Facility equipment. This team provides 24/7 staffing and are typically assigned to rotating shifts including nights, weekends and holidays.

The Cogen Operator / Diesel Mechanics also perform tasks including, but not limited to, the following:

• Preventive maintenance and inspections of all equipment in the Power and Air (P&A) section.
• Use precision measuring tools, granite table, non destructive testing, Prussian blue, polishing stones, fitting bearings to shafts.
• Various welding disciplines (such as arc, tig, mig) as well as oxy-acetylene and plasma/carbon arc cutting.

• Fabricate specialty tools, obsolete engine parts, and fixtures.
• Operate bridge cranes, chain falls, lever hoists and all associated rigging.
• Interpret drawings, service manuals and parts manuals.
• Operate seat grinder, valve grinder, drill press, band saw, vertical mill, engine lathe, iron worker, sheet metal brake and surface grinder as well as forklift and man lift.
• Repair and inspect of low and high pressure-piping systems.
• Work with electricians, instrumentation technicians, painters, HVAC and other mechanics
• Attend all safety trainings.

Leaders in IT all play a key role in working across organization boundaries to deliver superior IT services while shaping to emerging demands. Working under the CIO and Assistant CIO, the Deputy CIO is a member of the IT Executive Staff and must demonstrate how to be an equal and trusted part of the leadership team. San Jose leaders are “working executives” with high expectations for personal work output. 

Reporting through the City CIO and Assistant CIO, the Deputy CIO oversees a team of ~30 contributors and a Citywide portfolio supporting ~7,000 employees and volunteers. Key metrics for DCIO center on customer satisfaction, reliability, performance, and project-value success. 

A short snapshot of the Business Solutions DCIO’s portfolio includes over 140 primary business applications, including a technical environment that spans Oracle (PeopleSoft/Taleo/Hyperion), Cayenta, SimpliGov, Microsoft O365/SharePoint/OneDrive/MSSQL), multiple cloud providers, enterprise reporting and data visualization solutions, and specialized applications in revenue, treasury, utilities billing, et al. 

Specific responsibilities include:

1. Direct and lead multiple teams by establishing division goals and performance standards, conducting regular evaluations of the staff members' performance, and coaching staff members on performance and career development consistent with the departmental mission and expectations. 
2. Proactively monitor technology solutions and plan for system roadmaps that will benefit the City's ability to provide services in the most efficient and cost-effective manner.
3. Manage and develop the skills and competency of the Information Technology Department staff based on current needs as well as emerging technologies or business strategies needed to support all work initiatives.
4. In partnership with City departments, provide executive leadership through strategic goals, objectives, and high-level requirements executed with departments. 
5. Direct the allocation of resources to achieve timely outcomes and measurable goals within budget; recommend IT spending and participate in collaborative resource planning processes to ensure high-quality services at the lowest cost to the organization.
