Summary Description

Under the administrative direction of the Public Works Director, assists in planning, directing, and organizing the activities and operations of the Water, Wastewater, Streets, Parks, Facilities and Fleet Divisions of the Public Works Department. Specifically responsible for providing leadership, management and administration of highly complex technical, financial, statistical and analytical work of the Department. The incumbent may assist the Director in public activities or meetings and oversees coordination of other services areas as directed.  Provides general supervision to subordinate level professional, technical, maintenance, recreation, and clerical staff.  Performs other job-related work as required.

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Provides direct technical and administrative assistance to the Director of Public Works concerning the operations of the Public Works Department.
2. Plan, organize, and direct assigned divisional activities, including planning, directing, supervising, and coordinating operations and maintenance activities of assigned division(s), which may include water production, treatment and distribution, construction, operation, maintenance, and repair; wastewater collection, treatment, and disposal; maintenance of the City’s streets and storm drain systems; and parks, facilities and fleet operations and maintenance.
3. Assist and participate in the development and implementation of department goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
4. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service, and staffing levels.
5. Plan, direct, coordinate, and review the work plan for assigned staff; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
6. Select, train, motivate, mentor, counsel, coach and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
7. Builds and maintains respectful relationships, positive working relationships with staff, supervisors, outside agencies, and the public utilizing principles of good customer service; provides effective conflict resolution, as needed.
8. Oversee and participate in the development and administration of the assigned divisions’ annual budgets; participate in the forecast of funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; implement adjustments.
9. Assist in the preparation of the City’s Capital Improvement Program as related to assigned division.
10. Develop and standardize maintenance and operating procedures and methods to meet state and federal regulations and improve the efficiency and effectiveness of operations and maintenance activities.
11. Prepare specifications, estimates, and bids for machinery, tools, equipment, and contract services; recommend, monitor, and administer contracts for consulting, construction, or other services as necessary; inspect work in progress and authorizes payment for work performed.
12. Monitor changes in regulatory agency laws and regulations; evaluate their impact upon City activities; recommend and implement policy and procedure changes as required.
13. Develop, implement, and ensure adherence to the department’s Safety Program, Standard Operating Procedures, OSHA regulations, and Radiologic Health Standards.
14. Produce required regulatory reports and ensure compliance with regulatory requirements, laws, codes, and enforcement actions.
15. Prepare records related to operations, test results, work performed, and materials and supplies used; maintain accurate records and files; prepare periodic and special reports as required.
16. Research special projects, evaluate alternatives, prepare reports and recommendations; write correspondence, and respond to public and regulatory agency inquiries and provide pertinent information.
17. Respond to emergencies as required; coordinate activities with other responders to provide effective response; direct the work of staff and utilization of resources to affect operational effectiveness and ensure the safety of the community.
18. Serve as the liaison for the Public Works Department with other departments, and outside agencies; negotiate and resolve sensitive and controversial issues.
19. Serve as staff on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
20. Conduct a variety of organizational studies, investigations, and operational studies; recommend modifications to programs, policies, and procedures as appropriate.
21. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field or fields related to the assigned division(s); incorporate new developments as appropriate.
22. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
23. Perform related duties as required.

Education and Experience Guidelines - Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education/Training:

Bachelor’s degree from an accredited college or university with major course work in civil engineering, urban studies, public administration, physical or natural sciences, or a related fields. A Master’s degree is highly desirable.

Experience:

Four years of increasingly responsible professional experience with a public agency in engineering, planning, public administration, or closely related field including two years of administrative and supervisory responsibility.

License or Certificate:

Possession of an appropriate, valid driver’s license.

The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. Since this class is typically used as a training class, employees may have applicable education but only limited related work experience. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer. 

The Associate Civil Engineer performs a variety of complex engineering work for design, investigation, and management of public works projects and oversight of private development and permitted construction, prepares a variety of engineering documents, drawings and specifications, to act as project manager in assigned capital projects; and to perform a variety of professional public works and engineering tasks relative to assigned area of responsibility.  

This is the full journey level class within the professional Civil Engineer series. Employees within this class are distinguished from the Assistant Civil Engineer by the performance of the full range of duties as assigned, including by the greater complexity of the assignments received and by the greater independence with which an incumbent is expected to operate. Incumbents are expected to complete complex engineering assignments requiring the use of judgment and initiative in developing solutions to problems, interpreting general policies, and determining work assignments. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Assistant Civil Engineer level, or when filled from the outside, have prior advanced technical or professional engineering work experience. This class is distinguished from the Senior Civil Engineer in that the latter performs the most difficult and responsible duties assigned to the classification including management of the most complex engineering projects or exercising lead direction over lower-level staff.

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.

The City of Newark is seeking an experienced Aquatics Programs Specialist who is well versed with the development and effective implementation of aquatic programs tailored to different age groups and skill levels, such as swimming lessons, water aerobics, lifeguard training, and more. The Specialist will work out of the George M Silliman Community Activity Center. 

JOB RESPONSIBILITIES

1. Review the existing swim lesson program provided at the Aquatic Center, utilizing the American Red Cross Learn to Swim Program materials, with the aim of pinpointing areas that could be enhanced.
2. Evaluate the current swim instructor handbook and offer recommendations that align with program requirements; integrating relevant materials from the American Red Cross Swim Lesson Program and feedback from staff to create a more cohesive handbook for swim instructors.
3. Assess the current swim instructor in-service practices and propose a recommended training plan and schedule for management and staff. This includes organizing 2-5 in-service sessions with staff to review new information and establish a structured training plan.                                                                                  

• Evaluate Current Practices: Conduct an analysis of the existing swim instructor in-service practices, identifying strengths, weaknesses, and areas for improvement.
• Needs Assessment: Determine the specific needs of the swim instructors and the program as a whole. Consider instructor feedback, observations, and any deficiencies noted in performance evaluations.
• Training Objectives: Define clear training objectives that align with the goals of the swim lesson program and the organization's standards. These objectives should address areas such as instructional techniques, safety protocols, emergency procedures, and customer service skills.
• Curriculum Development: Develop a comprehensive curriculum for the in-service training sessions. Incorporate relevant materials from the American Red Cross Swim Lesson Program, focusing on best practices for instruction and program management.
• Training Plan and Schedule: Create a detailed training plan and recommended schedule that outlines the topics to be covered in each session. Ensure that the schedule accommodates the availability of staff and allows for adequate time to cover each topic thoroughly.
• Session Content: Structure each in-service session to include a combination of theoretical instruction, practical demonstrations, and hands-on activities. Provide opportunities for staff to ask questions, participate in discussions, and practice new skills.
• Resource Materials: Compile a set of resource materials to support the training sessions, including instructional guides, lesson plans, videos, and reference materials from the American Red Cross Swim Lesson Program.
• Feedback Mechanism: Establish a feedback mechanism to gather input from staff following each training session. Use this feedback to assess the effectiveness of the training and make any necessary adjustments to future sessions.
• Implementation and Monitoring: Implement the training plan according to the established schedule, ensuring that all staff members have the opportunity to participate. Work with staff to ensure they are monitoring staff performance and progress throughout the training process, providing additional support and guidance as needed.
• Evaluation and Continuous Improvement: Conduct a final evaluation of the training program to assess its overall effectiveness and impact on staff performance. Use the findings to inform staff of training initiatives and make continuous improvements to the swim instructor’s in-service practices.                        

     4. Collaborate with program staff to facilitate the implementation of the DigiQuatics software, specifically  focusing on the swim lesson program module to ensure its success and staff training opportunities.

    5. Support staff in addressing any needs within the swim lesson program to enhance its effectiveness and boost participant enrollment as required.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. THE POSITION

The Planning/Building Technician provides information and direction to the general public and applicants at the Community Development counter. The current vacancy is within the Building Division, duties include receiving, reviewing, and processing a variety of permits/plans in one or more specialized areas. These positions will primarily work on permits/plans for Building. The Planning/Building Technician assists applicants in the processing and reviewing of applications for building permits by coordinating project approvals through City departments and outside agencies; reviews permit applications, plans, and supporting documents for proper form, completeness, sufficiency of information, conformance with legal standards, and compliance with City requirements; provides information at the public counter, by telephone, or by other means of communication. An example of duties are:

• Assists the public, contractors, and developers with building questions including the building permit process and electronic plan submittals.
• Provides customer service at the public counter, by telephone, or by other means of communication regarding applicable ordinances, regulations, requirements, processes and procedures related to permitting, planning, and City regulations and requirements.
• Assists staff and the public with the review of a variety of building and land development permit applications for accuracy and completeness to ensure conformance with legal standards, and compliance with City requirements; inputs information into the computer system; routes plans and information. 
• Conducts building permit processing; reviews permit applications, plans, specifications, and supporting documents for completeness and compliance with legal standards and City requirements; verifies contractors’ licenses, business licenses, and insurance coverages.
• Calculates permit fees and provides permit estimates; collects fees, and issues permits and receipts; issues building, plumbing, mechanical, and electrical permits following established guidelines.
• Coordinates project approvals through City departments and outside agencies to assist applicants; arranges meetings with applicants and City staff to ensure timely processing of permits; monitors the progress of permit approvals.
• Approves various permits, including but not limited to minor residential mechanical, electrical, plumbing, and alterations, as well as portions of swimming pools and spas, residential production permits, and business licenses.      
• Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Planning/Building Technician I:

Equivalent to graduation from high school;

AND

Two (2) years of full-time administrative or technical experience that involves extensive public contact preferably in the planning, building, or engineering field.

Planning/Building Technician II:

Equivalent to graduation from high school;

AND

Two (2) years of full-time increasingly responsible experience performing duties similar to that of a Planning/Building Technician I with the City of Rocklin.

Licenses and Certifications:

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required.  Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. 
• A Permit Technician Certificate from the International Code Council (ICC) is required within twelve (12) months of appointment.

SUMMARY

Under general supervision, plans, leads, assigns, schedules, and participates in the work of staff responsible for performing aquatics duties at the District’s aquatics facilities.  Assists with the day-to-day aquatics operations, ensures that facilities are prepared and maintained for public use.  Monitors activities in the water, pool, decks, and ancillary areas of District aquatics facilities to ensure the safety of patrons; explains and enforces aquatics policies, regulations, and rules; performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision from supervisory staff and direction from higher-level staff.  Exercises direction over lower-level staff.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level classification in the Lifeguard classification series responsible for providing lead direction and training to lower-level staff and for ensuring that the District’s aquatics facilities are maintained in a safe and effective working condition.  Incumbents are responsible for establishing objectives, timelines, and methods to deliver services.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This classification is distinguished from the Lifeguard II by the assignment of more complex tasks requiring a greater level of technical and specialized knowledge and a higher degree of independent judgment, including serving in a lead capacity over lower level staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Plans, leads, assigns, directs, and participates in the work of staff responsible for performing lifeguard duties at the District’s aquatics facilities; assigns lifeguard staff to daily rotation schedules, ensuring proper coverage at all times.
2. Receives and responds to questions, concerns, and complaints from patrons; determines issues and resolves or refers to Aquatics Coordinator or Aquatics Supervisor as appropriate.
3. Assists Aquatics Coordinator in leading training sessions, including safety drills and other emergency procedures; ensures that lifeguard staff attend required trainings and maintains records on same.
4. Provides aquatic safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatics facilities to prevent accidents and to ensure the safety and well-being of patrons.
5. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
6. Performs the work of lower-level staff, including, but not limited to, all required lifeguard-training skills and class instruction as needed.
7. Monitors facility use; ensures that the facility is opened, closed, and secured in compliance with District practices and procedures and that the pool and restrooms are maintained in a safe, neat, and clean condition.
8. Inspects and maintains swimming and pool equipment for functionality; ensures proper placement and availability in the pool area; recommends maintenance and repair as needed.
9. Maintains records of participation and completes required reports.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED;

AND

• Two years of relevant aquatics experience serving in an aquatics facility.

OR

• Any combination of training, education, and experience that would provide the required knowledge, skills, and abilities. 

Knowledge of:

• Principles of leadership in an aquatics environment.
• Principles and techniques of all lifeguarding skills.
• Organization and operation of the aquatics facilities, including maintenance, occupational hazards, and standard safety practices.
• Relevant laws, rules, regulations, policies, and procedures.
• Operational characteristics of water rescue safety equipment and devices.
• Principles and practices for providing high level of customer service.
• Principles and practices of recordkeeping.
• Modern office practices, methods, and computer equipment and applications related to the work.

Ability to:

• Assign aquatics staff to daily rotation schedule, ensuring proper coverage to ensure the safety of patrons and staff.
• Effectively provide staff leadership and work direction.
• Assist with training.
• Monitor and enforce relevant law, rules, regulations, policies, and procedures.
• Administer first aid, CPR, and AED as needed.
• Maintain order and safety in a crowded and noisy environment.
• Maintain facilities and equipment in a clean, safe, and secure manner.

Licenses and Certifications:

At time of appointment, and maintained throughout employment possession of:

• California Driver’s License, with a satisfactory driving record,
• American Red Cross Lifeguard certification,
• American Red Cross Water Safety Instructor certification,
• American Red Cross Lifeguard Instructor certification is highly desirable.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

WORKING CONDITIONS

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

The County of San Mateo Public Works Department is seeking highly motivated and hardworking individuals to join their team as Road Maintenance Workers. There are multiple vacancies to be filled throughout the department.

The Road Maintenance Division of County of San Mateo's Department of Public Works is responsible for routine and emergency repairs to over 315 miles of road surfaces, culverts, shoulders, drainage facilities, and roadside vegetation on roads within the public right-of-way of San Mateo County's unincorporated districts.

Road Maintenance Workers perform a variety of heavy manual labor tasks including:
 

• Digging and clearing ditches.
• Trimming and removing vegetation along the roadways.
• Trimming trees.
• Cleaning catch basins.
• Patching streets, repairing potholes.
• Repairing winter damage from slides and slip outs.
   

The ideal candidate will have:
 

• Experience performing road maintenance and repair duties requiring strength, agility, and endurance.
• Experience in underground construction and/or working in a Public Works agency.
• A Class A driver's license
• Experience with tree climbing.
   

Work Schedule

Road Maintenance Workers work 10-hour shifts, four-days per week (either Monday through Thursday or Tuesday through Friday) and must be willing to work overtime. New employees may be assigned to work from the Grant Corporation Yard in Redwood City or one of the three Coast Side Yards (Princeton, Pescadero, or La Honda).

Examples Of Duties

Duties may include, but are not limited to, the following:

Road maintenance and construction
 

• Dig, level, slope, shovel, sweep and remove debris from drainage ditches and culverts.
• Prepare and patch holes in paved and unpaved areas.
• Shovel, rake, roll and smooth asphalt and gravel in patching work.
• Cut, trim, and dispose of brush and weeds.
• Cut, trim, and remove tree limbs and fallen trees.
• Prepare ground for and lay concrete and culvert pipe.
• Slope and prepare road shoulders and banks for seeding.
• Dig ditches for and install culvert pipe.
• Act as safety flag-person.
• Assist Construction Carpenter/Mason in the building of concrete forms.
• Maintain guard rails and shoulders.
• Load and unload trucks.
• Drive and operate construction and road maintenance equipment such ½- and 1-ton trucks, oil trailer, haul behind compressor, crew cab, cone truck, signs and legends truck and ride-on rollers.
   

Storm drain maintenance
 

• Perform inspections of storm drains.
• Rod and flush storm drain systems to remove obstructions.
• Operate pumps to remove debris from damaged or clogged lines.
• Clean catch basins.
• Cut and refinish streets, sidewalks, and driveways; lay cement and asphalt.
• Repair and reconstruct damaged sections of storm drain lines.
• Inspect, repair and construct manholes.
• Operate walk-behind roller.
• Make minor repairs to pumps and other equipment.
• Patrol assigned areas and check drainage pipe, storm drains, and road gates for debris and other potential hazards.
• Drive and operate construction and road maintenance equipment such ½- and 1-ton trucks, oil trailer, haul behind compressor, and walk-behind rollers.
   

Qualifications

Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is one year of construction, inspection, or maintenance experience.

Licensure/Certification: Possession of a class C California driver license or equivalent.

Current County of San Mateo employees with at least six months (1040 hours) of continuous service in classified regular, probationary, Confidential or Management extra-help/limited term, or SEIU or AFSCME represented extra help/limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

The examination will consist of a performance test (weight: 100%). Depending on the number of applicants, an application appraisal of training and experience may be used in place of other examinations, or a screening committee may select those applicants whose education and/or experience appear to best meet the needs of the position. All examinations will be given in San Mateo County, California and applicants must participate at their own expense.
