The Bay Area Air Quality Management District is recruiting for the position of Assistant Counsel I/II in the Office of General Counsel. This position will focus primarily on civil prosecution of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District’s administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws, or in other similar enforcement contexts, is highly desirable. The position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, contract drafting, administrative law issues, and civil rights compliance, among others. Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is desirable. This is a full-time, exempt, management position. The Bay Area Air Quality Management District is the government agency responsible for protecting air quality in the San Francisco Bay Area. The Air District is tasked with regulating stationary sources of air pollution in the nine counties that surround San Francisco Bay: Alameda, Contra Costa, Marin, Napa, San Francisco, San Mateo, Santa Clara, southwestern Solano, and southern Sonoma counties. About the Position:
 
Under direction, the position performs legal work of a routine to complex nature representing the Air District, provides advice and counsel to Air District management and staff, represents the Air District in court and administrative proceedings, and performs related work as assigned.
 
Distinguishing Characteristics:
 
Assistant Counsel I is the entry level in this specialized attorney series. It is designed to allow an experienced civil attorney to gain specific environmental law experience. This class is alternately staffed with Assistant Counsel II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications of the higher level class.
 
Assistant Counsel II is the journey level class of this specialized series, fully competent to perform a wide range of environmental law work. This class is responsible for providing effective legal counsel in complex and controversial environmental law matters. This class is distinguished from Senior Assistant Counsel in that the latter assists in administering and coordinating all phases of legal work for the Legal Division.

Examples of Duties for this Position

Prepares and tries routine to difficult cases, often involving a specialized body of law.

Represents the Air District in court and in administrative hearings before boards and commissions and state and federal agencies.

Investigates and prepares reports regarding claims by and against the Air District and recommends actions to be taken.

Advises Air District departmental management regarding Air District authority, jurisdiction, functions and operational procedures.

Researches legal problems and prepares opinions, briefs, ordinances, resolutions, and other legal documents.

Attends Air District departmental, board and commission meetings to provide legal advice on a variety of matters.

Reviews ordinances, resolutions, contracts and other documents for legal sufficiency; recommends modifications as required.

Maintains accurate records and files and compiles reports of work performed.

Monitors legal developments, including proposed legislation and court decisions; evaluates their impact on Air District operations and recommends appropriate action.

Minimum Qualifications

Education and Experience:
 
Assistant Counsel I: Equivalent to graduation from a college or university plus an appropriate law degree and two years of experience as an attorney engaged in the practice of law, preferably with a public agency and preferably involving environmental law and/or enforcement cases, although other relevant experience will be considered.
 
Assistant Counsel II: In addition to the above, two additional years of experience as an attorney engaged in the practice of law, preferably practicing civil environmental enforcement with a public agency in the State of California, although other relevant experience will be considered.
 
 Other Requirements:
 
 Must be a member in good standing of the State Bar of California at the time of hire.

This Department is seeking to fill one full-time Senior Power Resources Specialist position for the Regulatory Compliance and Policy Division. This position reports directly to the Deputy Director of Regulatory Compliance and Policy and will provide technical analysis, identify and evaluate the potential business impacts to SJCE from proposed regulatory and legislative changes and provide expert public representation of SJCE. Salary Information
Senior Power Sources Specialist: $135,211.44 - $165,634.56

THE POSITION:

POSITION

The City of Seal Beach is seeking a skilled Accounting Technician that will serve as the liaison between the City, vendors, customers, and staff regarding invoices. The Accounting Technician will process accounts payable and/or accounts receivable invoices, business expense reimbursements; warrant requisitions; and generate bank transmission files and warrant registers.  Under general supervision, performs difficult and responsible accounting support and administrative work in the Finance Department; participates in the preparation, review and adjustment of accounting records related to accounts payable, accounts receivable, purchasing, payroll, utility billing, insurance billing, budgeting, and other functions; and does related work as required.  

The ideal candidate for this position will provide excellent customer service, demonstrate strong attention to detail, and be a team player. The Accounting Technician should possess strong technical skills and have experience working with various software systems in order to analyze data and conduct research. 6. Processes monthly journal entries. Reviews and distributes aging reports.

Handles the cashiering function for all City revenue; receives payments from mail and walk-in customers; records incoming revenue for the city including utility bills, accounts receivable, invoices, collects and accounts for money; issues receipts; reconciles cash receipt batches and prepares daily deposits.
8. May support utility billing for utility service by telephone, correspondence and in person; analyze customer records to establish appropriate deposit amounts from written guidelines for new and existing utility users and prepare deposit refunds for manager approval.
9. Use various computer systems extensively to post payments; enter data of new utility customers and make data changes; interact with customers, coordinate with service and billing divisions, obtain other information to assist customers, research, and use discretion to determine deposit and restoration of service requirements.
10. Perform financial transactions including processing or transferring payments, refunding credit amounts or deposits, adjusting charges and/or deposits, reversing payments, issuing refunds, and adjusting service fees.
11. Reviews and adjusts accounting and budgeting entries; assures that proper account numbers, rates and deductions, purchase orders, or payment information has been provided.
12. May audit fee payments and aging reports for cash and electronic transactions.
13. May conduct business research to identify entities requiring licenses, including analysis of sales records, tax returns, and other data sources.
14. May train other accounting and office personnel regarding accounting procedures.
15. May perform other duties as assigned.

PART TIME STATUS:

This is a part-time, at-will, non-benefited position.  Work schedule is up to 40 hours per week during the summer season and is limited to 1,000 hours per year.

A written and practical test will be administered on Sunday May 19, 2024 to those candidates who have successfully completed the lifeguard training program. Beach Lifeguards will be selected based upon their test results and their performance during the training.

Beach Lifeguard trainees are compensated at $16.54 per hour. Successful trainees who are appointed as Beach Lifeguards will then be compensated at the higher Beach Lifeguard pay rate. 

Candidates who are hired as Beach Lifeguards must be available for 40 hours per week for the entire summer season.  This requirement may be waived for extenuating circumstances on a case-by-case basis.

QUALIFICATIONS:

Education:  Graduation from high school or GED equivalent is desirable.  This provision may be waived for applicants 15 to 18 years of age with ability to obtain a valid work permit.

Experience:  Previous experience as a lifeguard, having worked with youth and WSI certification is desirable.

SALARY AND HOURS:

$17.06 – $17.91– $18.80 – $19.75 - $20.72 per hour.  This is a part-time position, paid sick leave benefit available. Initial appointments are generally made at the first step of this five step scale.  Hours will range from 15-25 hours per week.  Candidates that make the eligibility list may be selected for shifts as needed throughout the year.  Must be able to work flexible hours, including evenings, weekends, and holidays throughout the entire year.

Applications will be screened and a limited number of the most qualified candidates will be invited to participate in the examination process, which may consist of an oral panel interview, department interview, or in the form of a practical demonstration of skill and ability, or any combination of these.  A passing score of 70% is required to make the eligibility list.   Recommendations for appointment from this list will be made to the Recreation Supervisor, who will make the final decision.  Depending on the number of applicants, this process may be altered.  Prior to appointment, a background check, including fingerprinting for submission to the Department of Justice must be completed, as well as TB screening.

Under direct supervision of the Pool Supervisor, The Lifeguard has the responsibility to enforce the safety standards, rules, and regulations of the City’s Pool program; to rescue swimmers in distress and administer First Aid and CPR when it is needed; This position includes ensuring the safety of all pool patrons, be alert of all activities in and around the pool while on duty and to assist with general maintenance and cleanup activities and performs related work as required.  Work is performed in a swimming facility environment, with frequent contact with City staff and the public.  Multiple Lifeguard positions are available.

1. 1. Lifeguard I – Completion of the 10th grade (Must be at Least 16 Years Old) and possession of advanced lifesaving or water safety Instructor’s Certificate.  Valid Driver’s License. American Red Cross Lifeguard Training Certificate.  American Red Cross First Aid (either multi-media, standard, or advanced).  American Red Cross or American Heart of Association Cardiopulmonary Resuscitation (CPR) Certificate. 

1. 2. Lifeguard II – Graduation from high school and/or GED and experience as a lifeguard and possessing advanced lifesaving or water safety Instructor’s Certificate.  Valid Driver’s License. American Red Cross Lifeguard Training Certificate.  American Red Cross First Aid (either multi-media, standard, or advanced).  American Red Cross or American Heart of Association Cardiopulmonary Resuscitation (CPR) Certificate.
