Office Assistant for Recreation and Community Programs

The City of Menlo Park is a great place to work! Office Assistants provide a variety of office support activities to an assigned program or division. Office Assistants are expected to provide professional and courteous customer service at all times; greet and assist program visitors; answer the telephone in a courteous and professional manner; provide accurate information and answer general questions or forward calls to appropriate staff. Office Assistants also are tasked to open and secure assigned facilities; set up, arrange, and take furniture and equipment and ensure set up is in accordance with customer needs and requests for classes, rentals, meetings, and special events; monitor the proper and safe use of City facilities by the general public and ensure adherence to rules and policies; ensure the cleanliness and safety of facilities throughout the day. As experience is gained, assignments become more varied and are performed with greater independence. Candidates must demonstrate proficiency with word processing, data entry and organization, telephone and counter reception, record keeping, verbal and written communication, and customer service.

Currently, the City is preparing to open a brand-new, state-of-the-art multi-service center known as the Belle Haven Community Campus. This new campus is on track to open soon and will feature a senior center, youth center, recreation center, gymnasium, swim center and branch library. Assistant Planner - This is the entry-level class within the professional Planner series. This class is distinguished from the journey level by the performance of more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. Since this class is typically used as a training class, employees have only limited or no directly related professional planning work experience. Employees work under general supervision while learning job tasks.


Incumbents may advance from the Assistant Planner to the Associate Planner level based on a recommendation by their supervisor and approval from the Director of Development Services or designee. Advancement may result after the incumbent gains sufficient knowledge and experience in professional Planning work, as well as City and departmental practices and procedures, to be able to consistently perform the work of the higher classification.

This class is distinguished from that of the Senior Planner, which is an advanced journey level class responsible for more complex and difficult planning projects and programs and exercises direct supervision over assigned staff.

 

 

Essential Duties

What you will do:  
Duties may include, but are not limited to the following:

Research, analyze and interpret social, economic, population and land use data, trends and reports.

Prepare and present written reports on various planning matters such as elements of the general plan, neighborhood plans, demographic or housing analysis, code amendments, and miscellaneous land use studies.

Prepare and/or monitor preparation of environmental documents including environmental analyses of development impacts and related preparation of negative declarations and/or environmental impact reports; work with consultants in facilitating preparation of environmental impact reports and related findings and documentation.

Review building, site and architectural plans, use permits, zone changes, variances, development proposals, applications and other related documents for conformance to City standards and other applicable state and federal rules and regulations; serve as primary point of contact to developers and property owners in meeting these standards.

Prepare and update maps, graphs and other graphics for use in reports and public presentations.

Review and analyze development proposals and work with developers, the public and other agencies regarding various land use permits, general plan amendments, and zone changes.

Provide information to the public, developers, public officials and staff members about land use matters to clarify and assure conformance to city and state policies and regulations regarding zoning and other development controls, acceptable development proposals, compatibility with adopted plans and environmental impacts.

Make presentations to the Planning Commission, City Council, and other interested parties regarding land use applications, general plan amendments, zoning changes, code amendments, and special studies.

Analyze, interpret and apply regional, state, and federal regulations.

Coordinate ongoing planning related programs or projects involving multi-department and multi-jurisdictional cooperation; provide professional planning guidance in responding to questions or inquiries.

Attend and serve on intra-departmental and inter-agency planning committees.

Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.

ABOUT THE POSITION
The City of Gilroy is recruiting for a full-time Environmental Programs Manager in our Public Works Department. SUMMARY

Under general supervision, plans, leads, assigns, schedules, and participates in the work of staff responsible for performing aquatics duties at the District’s aquatics facilities.  Assists with the day-to-day aquatics operations, ensures that facilities are prepared and maintained for public use.  Monitors activities in the water, pool, decks, and ancillary areas of District aquatics facilities to ensure the safety of patrons; explains and enforces aquatics policies, regulations, and rules; performs rescues and administers first aid, CPR, and AED as needed; and performs related work as required. 

Schedule: 30 hours per week. Schedule will vary, will include weekends.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey-level classification in the Lifeguard classification series responsible for providing lead direction and training to lower-level staff and for ensuring that the District’s aquatics facilities are maintained in a safe and effective working condition.  Incumbents are responsible for establishing objectives, timelines, and methods to deliver services.  Work is reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.  This classification is distinguished from the Lifeguard II by the assignment of more complex tasks requiring a greater level of technical and specialized knowledge and a higher degree of independent judgment, including serving in a lead capacity over lower level staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

1. Plans, leads, assigns, directs, and participates in the work of staff responsible for performing lifeguard duties at the District’s aquatics facilities; assigns lifeguard staff to daily rotation schedules, ensuring proper coverage at all times.
2. Receives and responds to questions, concerns, and complaints from patrons; determines issues and resolves or refers to Aquatics Coordinator or Aquatics Supervisor as appropriate.
3. Assists Aquatics Coordinator in leading training sessions, including safety drills and other emergency procedures; ensures that lifeguard staff attend required trainings and maintains records on same.
4. Provides aquatic safety and supervision for patrons; monitors activities in the water, pool decks, and ancillary areas of District aquatics facilities to prevent accidents and to ensure the safety and well-being of patrons.
5. Implements and monitors District policies and procedures; enforces aquatics regulations; cautions patrons regarding unsafe activities.
6. Performs the work of lower-level staff, including, but not limited to, all required lifeguard-training skills and class instruction as needed.
7. Monitors facility use; ensures that the facility is opened, closed, and secured in compliance with District practices and procedures and that the pool and restrooms are maintained in a safe, neat, and clean condition.
8. Inspects and maintains swimming and pool equipment for functionality; ensures proper placement and availability in the pool area; recommends maintenance and repair as needed.
9. Maintains records of participation and completes required reports.
10. Assists with District special events as needed.
11. Performs other duties as assigned.

QUALIFICATIONS

Education and Experience:

• High School Diploma or GED;

• Two years of relevant aquatics experience serving in an aquatics facility.

PHYSICAL DEMANDS

Work is primarily performed within a public swimming pool environment, where stamina is needed to perform moderate to heavy lifting of pool equipment and furniture or children and adults who may require removal from the pool, and to stay in the pool for prolonged periods.  Must possess the mobility to stand, stoop, kneel, reach, bend, climb, push and pull materials and equipment, and swim while wearing an appropriate uniform with protective equipment.  Vision and hearing must be sufficient to see and hear adults and children in crowded and noisy conditions and/or situations.  Must also possess:  the mobility to work in an office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or by using a telephone and radio.  Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or to operate safety equipment.  Must possess the ability to swim distances and dive to pool depths, as determined by testing/certification authorities, and to lift 150 pounds or heavier weights with assistance and/or the use of proper equipment.

ENVIRONMENTAL ELEMENTS

Incumbents work outdoors in a pool environment with wet and slippery conditions, and are exposed to variable weather conditions; may be exposed to chlorine, acids, and other chemicals at aquatics facilities, as well as blood and body fluids while rendering first aid and CPR.  Incumbents will interact with individuals in interpreting and enforcing rules, policies, and procedures.

Incumbents may be assigned an irregular work schedule, including weekends, early mornings, evenings, and holidays.

The District is currently accepting applications for the position of Senior Environmental Planner in the Planning and Climate Protection Division. This is an open recruitment for two (2) full-time, limited-term contract positions. Both positions are for a 2-year term.
 
This is a Limited Term Contract Employee (LTCE) Position. LTCE positions are funded by grants or other designated funds which are not part of the District’s ongoing general fund budget. LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source. Regular employees have the right to apply for an LTCE position. However, LTCE positions are not subject to the terms of the Employee Association MOU, and LTCE employees serve on an at-will basis.  
 
About You in the Position - Air Quality Planning Section (AB 617 Role)
Are you interested in reducing air pollution and improving health outcomes in the most impacted and overburdened communities in the Bay Area? Are you motivated to develop and implement plans, projects and policies that address air pollution injustices and inequities? Are you energized by collaboration, enthusiastic about inter-disciplinary work, and committed to working to build and maintain a culture of shared trust and respect?
 
The AB 617 Senior Environmental Planner will join a high performing and motivated team of professionals who work in deep partnership with frontline communities most impacted by air pollution. You will lead and participate in the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to conduct research, analyze issues, prepare planning documents, and craft recommendations to support decision making. You will also interface with local, regional, and state agencies in developing and implementing these community-scale air quality plans.
 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.
 
About You in the Position – Climate Protection Section (EPA CPRG Role)

The Bay Area Air Quality Management District is leading a regional effort to develop the first-ever Bay Area Regional Climate Action Plan. The EPA Climate Pollution Reduction Grant Senior Environmental Planner will participate in this effort as a member of a high performing and motivated team.
 
To be successful in this role, you must be a strong team player who is able to adapt to changing circumstances and priorities. You will make use of your knowledge of how local governments operate to address planning and policy issues. You will also draw on your experience or interest in addressing GHG mitigation by working with communities to identify local priorities, while at the same time syncing local goals with regional and statewide climate planning efforts. Your ability to review and assess policies and strategic approaches will support your work in developing potential GHG mitigation strategies and measures in a variety of economic sectors.

EPA Climate Pollution Reduction Grant
As part of the Inflation Reduction Act of 2022, the US EPA launched the Climate Pollution Reduction Grant (CPRG) program, providing $250 million nationwide to states and metropolitan regions to develop regional greenhouse gas (GHG) reduction plans, and $4.3 billion in nationally competitive grants to implement measures in those plans. The Air District has received $1 million from this EPA program to lead an eight-county climate action planning process. This planning effort identifies GHG mitigation measures across economic sectors to achieve aggressive GHG reduction goals and benefit frontline communities.

DEFINITION
Under direction, provides lead direction to environmental planning staff and conducts complex long-range planning for land use and environmental assessments; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
This is the advanced lead level in the professional planning series. Incumbents provide lead direction to environmental planners and perform highly specialized and difficult planning functions. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from Principal Environmental Planner in that the latter has responsibility for creating projects and new programs, and handling the most difficult, sensitive, novel or critical projects.

Examples of Duties for this Position

Analyzes issues, prepares reports and recommendations relative to land use, regional development and related issues; provides input into planned development's impact on air quality.
 
Confers with personnel from other divisions and agencies in coordinating assigned work; meets with community organizations and other groups to encourage cooperative action or resolve problems.

The District is currently accepting applications for the position of Environmental Planner I/II in the Planning and Climate Protection Division. This is an open recruitment for one (1) full-time, limited-term contract position for a 2-year term.
 
This is a Limited Term Contract Employee (LTCE) Position. LTCE positions are funded by grants or other designated funds which are not part of the District’s ongoing general fund budget. LTCE positions are subject to individual employment contracts and are limited to the duration of their funding source. Regular employees have the right to apply for an LTCE position. The AB 617 Environmental Planner I/II will join a high-performing and motivated team of professionals who work in deep partnership with frontline communities most impacted by air pollution. You will assist in a wide variety of tasks to support the successful preparation and implementation of community-scale air quality plans in partnership with community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to gather, analyze, interpret, and visualize key data to support decision making.

Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

Definition
Under direction, performs professional environmental planning work, including conducting planning studies, environmental impact reviews, and transportation/air quality program activities; performs related work as assigned.
 
Distinguishing Characteristics
Environmental Planner I is the entry level class of this specialized professional planning series. Initially under close supervision, incumbents perform a wide range of professional planning duties while learning the more skilled and complex tasks associated with environmental planning and assessment. As experience is gained, duties become more diversified and are performed under more general supervision. This class is alternately staffed with Environmental Planner II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.
 
Environmental Planner II is the journey level class in this specialized series, fully competent to perform a wide range of professional planning duties associated with air quality and environmental planning. This class is distinguished from Senior Environmental Planner in that the latter provides lead direction as well as performs more complex and specialized work requiring considerable professional knowledge and the use of significant independent judgment and may provide lead direction for defined tasks.

Represents the District at meetings with the public, other public agencies and consulting firms.
 
Analyzes issues, prepares reports and recommendations relative to land use, regional development, transportation and related issues.

Minimum Qualifications

Education & Experience
A typical way to obtain the knowledge and skills is:
 
Environmental Planner I: Equivalent to graduation from an accredited college or university with a graduate degree in regional, urban or environmental planning or a closely related field and one year of professional planning experience. Additional relevant experience may substitute for the graduate degree.
 
Environmental Planner II: In addition to the above, one year of professional environmental review and planning experience.
 
Desirable Qualifications
Experience with data collection and documentation, advanced excel skills or database management, and ArcGIS or other mapping platforms.
 
Cultural competence and sensitivity of how to work with diverse community members. 
 
Ability to listen and understand with humility and empathy.
 
Understanding of structural and institutional racial inequities and environmental injustices causes and solutions.
 
Awareness of interpersonal skills necessary to effectively work in a team setting.

The County of Yuba is currently recruiting for the position of a Limited Term Project Manager in the Administrative Services Department, with a focus on the scheduled Library Renovation. This limited term appointment is set to end in June 2025.

About Administrative Services:

The Administrative Services Department provides logistical and resource support to all County departments. We are the primary provider of Custodial Services, Fleet Services, Capital Improvement Planning and Acquisition and Facilities Maintenance. The Town of Colma Recreation Services Department is currently accepting applications for Recreation Leaders for Summer 2024.  The Recreation Department provides programs and activities for Colma residents of all ages ranging from infants to seniors.
