The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

The commissioner’s duties include the subordinate judicial duties set forth in Code of Civil Procedure Section 259 which include but are not limited to conducting judicial hearings in a broad range of civil proceedings which may include family law, making findings of fact in traffic, small claims, and criminal proceedings and performing other subordinate judicial activities as may be conferred by law or by order of the court. The commissioner will be expected to perform duties in all of the following areas: criminal law, family law, traffic, small claims, and a broad range of civil proceedings.

The Ideal Candidate will have:

• Experience as a hearing officer, judge pro-tem, or mediator.
• Experience with trial and hearing procedures and with the rules of evidence.
• Knowledge of court calendars.
• Demonstrated ability to present statements of law, fact and argument clearly and logically in written and oral form.
• Ability to manage a courtroom in a fair, courteous and efficient manner so as to promote respect for the judicial process.
• Ability to establish and maintain effective relationships with judicial officers, attorneys, court staff and various governmental agencies.
• Experience working effectively with the public, especially in stressful situations.
• Ability to work efficiently and with flexibility.
• Experience working in and with the citizenry of San Mateo County.
• Experience with the following court calendars: criminal (including arraignments and pretrial calendars), family (including child support and domestic violence restraining orders), traffic, small claims, and civil (including unlawful detainers).

The City of Marysville is hiring for a total of 1 Engineer position, and create an Employment List.

Performs advanced firefighting and rescue activities; operates and maintains the entire range of Fire Department vehicles, apparatus, equipment, and facilities; drives large fire apparatus in various traffic conditions; provides emergency medical and rescue services to the community; and performs related duties and responsibilities as required. The Fire Engineer receives direct supervision from the Fire Captain. This classification may be assigned temporary command of a fire station and may exercise functional supervision over staff during the assigned shift.

WORK ENVIRONMENT

Work is conducted both in a fire station and in the field in various settings. The AB 617 Senior Environmental Planner will join a high performing and motivated team of professionals who work in deep partnership with frontline communities most impacted by air pollution. You will lead and participate in the successful preparation and implementation of community-scale air quality plans in partnership with Air District staff, community members and partner organizations, and work to support communities and local governments determine how to best improve air quality and reduce health disparities while centering equity and addressing environmental justice. To be successful in this role, you must be a strong team player, have strong communication and analytical skills and be able to work with people of varied backgrounds and perspectives, including low-income communities of color and communities overburdened by air pollution. You will leverage your knowledge of land use, transportation, air quality, equity and environmental justice to conduct research, analyze issues, prepare planning documents, and craft recommendations to support decision making. You will also interface with local, regional, and state agencies in developing and implementing these community-scale air quality plans.
 
Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.
 
About You in the Position – Climate Protection Section (EPA CPRG Role)

You will make use of your knowledge of how local governments operate to address planning and policy issues. You will also draw on your experience or interest in addressing GHG mitigation by working with communities to identify local priorities, while at the same time syncing local goals with regional and statewide climate planning efforts. Your ability to review and assess policies and strategic approaches will support your work in developing potential GHG mitigation strategies and measures in a variety of economic sectors.

EPA Climate Pollution Reduction Grant
As part of the Inflation Reduction Act of 2022, the US EPA launched the Climate Pollution Reduction Grant (CPRG) program, providing $250 million nationwide to states and metropolitan regions to develop regional greenhouse gas (GHG) reduction plans, and $4.3 billion in nationally competitive grants to implement measures in those plans. The Air District has received $1 million from this EPA program to lead an eight-county climate action planning process. This planning effort identifies GHG mitigation measures across economic sectors to achieve aggressive GHG reduction goals and benefit frontline communities.

DEFINITION
Under direction, provides lead direction to environmental planning staff and conducts complex long-range planning for land use and environmental assessments; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
This is the advanced lead level in the professional planning series. Incumbents provide lead direction to environmental planners and perform highly specialized and difficult planning functions. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from Principal Environmental Planner in that the latter has responsibility for creating projects and new programs, and handling the most difficult, sensitive, novel or critical projects.

Examples of Duties for this Position

Analyzes issues, prepares reports and recommendations relative to land use, regional development and related issues; provides input into planned development's impact on air quality.
 
Confers with personnel from other divisions and agencies in coordinating assigned work; meets with community organizations and other groups to encourage cooperative action or resolve problems.
 
Upon assignment, provides lead direction, training and work review to professional environmental planners on routine, continuing or well-defined tasks; prioritizes and follows up on work to ensure timely completion.
 
Responds to inquiries from and represents the District with governmental officials, consultants, and the public related to environmental planning issues.
 
Upon request, provides input into selection decisions and performance evaluations.
 
Performs research on specified administrative and technical activities necessary to achieve environmental review and planning objectives.
 
Monitors and evaluates legislation and other governmental actions relating to air quality management planning; develops recommendations for District regulations, policies and programs.
 
Interfaces with local, state and federal agencies in development of regional development issues.
 
Leads and participates in preparation, review and editing of environmental impact assessment documents from other agencies; prepares District Lead Agency documents in accordance with relevant guidelines.

Minimum Qualifications

Education & Experience
A typical way to obtain the knowledge and skills is:
 
Equivalent to graduation from a college or university with graduate degree in regional, urban, or environmental planning or a closely related field and three years of professional environmental planning experience. Additional relevant experience may substitute for the graduate degree.

Distinguishing Characteristics
Environmental Planner I is the entry level class of this specialized professional planning series. Initially under close supervision, incumbents perform a wide range of professional planning duties while learning the more skilled and complex tasks associated with environmental planning and assessment. As experience is gained, duties become more diversified and are performed under more general supervision. This class is alternately staffed with Environmental Planner II and incumbents may advance to the higher level after gaining experience and demonstrating proficiency which meet the qualifications of the higher-level class.
 
Environmental Planner II is the journey level class in this specialized series, fully competent to perform a wide range of professional planning duties associated with air quality and environmental planning. This class is distinguished from Senior Environmental Planner in that the latter provides lead direction as well as performs more complex and specialized work requiring considerable professional knowledge and the use of significant independent judgment and may provide lead direction for defined tasks.

The City of Patterson is recruiting for a Firefighter Paramedic.  This safety position will respond to fire alarms, emergency medical calls, traffic accidents, rescue and other emergency calls to protect life and property.  This position will also participate in trainings, drills, study activities and in the maintenance of the department apparatus, equipment, and facilities.  Under the supervision of the Fire Engineer or Fire Captain, performs ALS care to patients of medical emergencies and other medical procedures. The Bay Area Air Quality Management District is recruiting for the position of Assistant Counsel I/II in the Office of General Counsel. This position will focus primarily on civil prosecution of air quality violations, including cases seeking civil penalties and/or injunctive relief before the Air District’s administrative Hearing Board and in Superior Court. Experience prosecuting or defending such cases under air quality or other environmental laws, or in other similar enforcement contexts, is highly desirable. The position will also provide legal advice, counseling and representation on related legal issues arising under local, state and federal air pollution laws and regulations, including air quality permitting, development of new regulations, California Environmental Quality Act issues, contract drafting, administrative law issues, and civil rights compliance, among others. Many of the most pressing air quality issues the Bay Area faces relate to disproportionate air pollution burdens in historically disadvantaged communities, so experience and familiarity with environmental justice issues is desirable. This is a full-time, exempt, management position. The Bay Area Air Quality Management District is the government agency responsible for protecting air quality in the San Francisco Bay Area. Under direction, the position performs legal work of a routine to complex nature representing the Air District, provides advice and counsel to Air District management and staff, represents the Air District in court and administrative proceedings, and performs related work as assigned.
 
Distinguishing Characteristics:
 
Assistant Counsel I is the entry level in this specialized attorney series. It is designed to allow an experienced civil attorney to gain specific environmental law experience. This class is alternately staffed with Assistant Counsel II, and incumbents may advance to the higher level after gaining experience and demonstrating proficiency that meet the qualifications of the higher level class.
 
Assistant Counsel II is the journey level class of this specialized series, fully competent to perform a wide range of environmental law work. This class is responsible for providing effective legal counsel in complex and controversial environmental law matters. This class is distinguished from Senior Assistant Counsel in that the latter assists in administering and coordinating all phases of legal work for the Legal Division.

Examples of Duties for this Position

Prepares and tries routine to difficult cases, often involving a specialized body of law.

Represents the Air District in court and in administrative hearings before boards and commissions and state and federal agencies.

Investigates and prepares reports regarding claims by and against the Air District and recommends actions to be taken.

Advises Air District departmental management regarding Air District authority, jurisdiction, functions and operational procedures.

Researches legal problems and prepares opinions, briefs, ordinances, resolutions, and other legal documents.

Attends Air District departmental, board and commission meetings to provide legal advice on a variety of matters.

Reviews ordinances, resolutions, contracts and other documents for legal sufficiency; recommends modifications as required.

Maintains accurate records and files and compiles reports of work performed.

Monitors legal developments, including proposed legislation and court decisions; evaluates their impact on Air District operations and recommends appropriate action.

Minimum Qualifications

Education and Experience:
 
Assistant Counsel I: Equivalent to graduation from a college or university plus an appropriate law degree and two years of experience as an attorney engaged in the practice of law, preferably with a public agency and preferably involving environmental law and/or enforcement cases, although other relevant experience will be considered.
 
Assistant Counsel II: In addition to the above, two additional years of experience as an attorney engaged in the practice of law, preferably practicing civil environmental enforcement with a public agency in the State of California, although other relevant experience will be considered.
 
 Other Requirements:
 
 Must be a member in good standing of the State Bar of California at the time of hire.

The City of San José, Office of the City Attorney is seeking an entry-level attorney in the Transactional division. Under the direction and supervision of senior management in the Office of the City Attorney, the Associate Deputy City Attorney position will perform basic attorney work benefiting a variety of City Departments while receiving valuable training and experience for a career in public service. The Dixon Fire Department is looking to fill a full-time vacancy for a Fire Captain and to establish an eligibility list for any future vacancies. This position coordinates and directs advanced firefighting activities, emergency medical aids, emergency rescue and other emergency and prevention activities, in protecting life and property; oversees subordinate personnel engaged in training, station and equipment maintenance; assists and participates in training programs; drives, operates and maintains all fire apparatus and equipment.
