The Human Resources Department is seeking well qualified candidates for the position of HRIM /Workday Application Support Analyst II. We are seeking highly skilled and motivated individuals to join our Human Resources Information Management /Workday team.

As the HRIM /Workday Application Support Analyst II, you will collaborate and consult with colleagues in various departments to understand business and functional drivers across all Workday HR modules. Your responsibilities will include hands-on configuration of Workday features, security, development of reports and dashboards, and provision of sound solutions to support end-to-end business processes. Additionally, you will assist with Workday tenant management, deliver exceptional customer support, and contribute to system testing and issue resolution.

Once job duties are learned, this position has the option of hybrid work, two or three days in the office and two days of remote work.

The base hourly salary range for this position is $56.47 - $70.58. Because the position is classified as "confidential" there is a 5% allowance added to the salary. This allowance has been added into the advertised salary range.

Examples Of Duties

Duties and responsibilities may include, but are not limited to the following:

• Collaborate and consult with HR, Controller's Office, and other County departmental partners to understand business and functional drivers across all Workday HR modules.
• Configure Workday calculated fields, business processes, domain and business process security policies, and role assignments.
• Develop Workday reports and dashboards.

Qualifications

Experience/Education:

• 3-5 years of proven Workday expertise in designing, implementing, and supporting business process and security solutions.
• Workday Pro certification in a relevant area is preferred but not required.
• Bachelor's Degree or higher in Information Technology or an equivalent field of study, is preferred.

Knowledge, Skills, and Abilities:

• Proven experience leading multiple end-to-end Workday projects and implementing solutions for operational improvements and automation.
• Knowledge of basic and advanced security configuration including Workday delivered and custom based security roles based on the organization.
• Thorough knowledge of various security group types (role based, user based, segment based, etc.) and how they are applied in the system.
• Thorough understanding of Workday business process configurations.

THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. THE POSITION

The Parks and Recreation Department is looking for staff to assist with events at the Rocklin Events Center and other locations in the City. The Events Venue Specialist (Program Assistant) is a temporary position and incumbents work on an as-needed basis, not to exceed 28 hours per week and up to 999 hours per fiscal year. Temporary employment does not provide any guarantee of continued employment and the City of Rocklin may end the assignment at any time. Temporary employees are not eligible for any other benefits except where required by law and there is no guarantee of future permanent employment.

Duties may include, but are not limited to the following:

• Performs light janitorial duties (e.g., empty trash, clean restrooms, and restock supplies) before, during, and after events.
• Sets up audio visual equipment at venue site.
• Checks clients in and out of City venues.

DEFINITION

To perform a variety of skilled work involving the trimming, removal, installation, and general maintenance of trees; to operate and maintain all tree maintenance equipment; and to perform related work as required.

DISTINGUISHING CHARACTERISTICS

This is the journey level class in the Tree Maintenance class series. Positions in this class perform duties requiring greater skill and experience. All positions assigned to the class require the ability to exercise judgment and initiative, and to direct the activities of lower-level staff in tree maintenance operations.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Parks Supervisor. Lead supervision is also provided by the Tree Lead Worker.

Exercises technical or functional supervision over lower level and less experienced personnel.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

·      Climbs trees using ladders and climbing equipment or works from bucket of an aerial lift truck boom to perform tree maintenance tasks, pruning, limb removal, or line clearing.

·       Establishes safe work zones and adheres to safe work practices including the use of personal protective equipment.

·       Directs the work of the immediate support crew in a safe and effective manner.

·       Operates all types of tree maintenance equipment such as aerial lift trucks, chainsaws, brush chippers, sprayers, stump grinders, or other tools and equipment.

·       Keeps records of work performed, including damage to property.

·       Assists in the training and supervision of lower-level staff.

·       Maintains tree maintenance equipment.

·       Responds to inquiries from the general public regarding tree maintenance work and explains City tree policies.

·       Confers with Tree Lead Worker to plan, review work projects, and make suggestions to better implement the work program.

·       Performs the duties of the Tree Lead Worker in his/her absence.

·       Responds to emergency calls outside of normal work hours as required.

KNOWLEDGE/ABILITIES/SKILLS: (The following are representative sample of the KAS’s necessary to perform essential duties of the position)

Knowledge of: Materials, equipment and methods used in care, trimming and removal of trees; tree planting, and maintenance methods; pruning standards of the International Society of Arboriculture (ISA). Principles of training. Safety measures relating to the pruning, removal and general maintenance of trees in populated areas.

Ability to: Direct activities of immediate subordinates; perform manual labor; monitor supplies and materials; analyze situations and adopt effective courses of action; set up safe work sites in traffic, learn the geography of the city; work cooperatively with other City crews; establish and sustain work routines. Perform aerial rescues. Perform high climbing and pruning work in City trees. Pass annual training and perform First Aid and CPR.

Skills: Ability to safely and efficiently operate aerial lifts, brush chippers, tractors and implements, spray rigs, front end loader, blower, chain saws, stumpers and cutters, gas pole saw, hydraulic tools, shop tools, limb lowering devices. Rig trees for safe and efficient high climbing.

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Education and/or Experience: Sufficient education and experience to perform the above duties efficiently. Typically, this is obtained through achievement of Certified Tree Worker status, and equivalent to the completion of twelfth grade supplemented by specialized training in tree care work.

License/Certificates: Possession of valid 'Class C' California Motor Vehicle Operators License; Certified Tree Worker Certificate (ISA) and Certified Line Clearance certificate within one year of appointment; and First aid and CPR certificate within one year of appointment.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Ability to: Perform manual labor, including bending, crouching, stooping, squatting, standing and walking for long periods of time; climb into confined spaces; climb ladders; lift up to 55 pounds, twist upper body; remain calm in emergency situations; respond to emergencies after normal working hours; work outdoors during extreme weather conditions; read and understand English, including the ability to communicate instructions to employees and answer questions from citizens; establish and maintain cooperative working relationships with those contacted in the course of work; and sufficient vision, hearing and stamina to perform the above job duties; enter and exit large and tall vehicles.

Under general supervision of the Program Coordinator, staff is responsible for planning and implementing daily age-appropriate activities including crafts, games, songs, drama, storytelling, and supervised play.

A Responsible individual is needed to maintain and enforce proper city procedures and policies in our parks, parking lots and ball fields.   Park monitors will perform park inspections and enforce park policies, supervise patrons, renters and daily facility management. Position Details:

Under general supervision of Recreation Services Supervisor, the Water Safety Instructor provides direction to Swim Instructor/Lifeguard staff at an assigned facility and ensures that the City of San Bruno guidelines, safety policies and procedures are being followed. The Water Safety Instructor ensures a safe and clean environment for customers, implements preventative Lifeguarding procedures, while monitoring programs. In emergencies, they must determine proper action and direct staff.  This position may be responsible for opening and closing buildings, managing swimming pool patrons and activities, monitoring facility use including facility and guest safety during rentals, setting up tables and chairs for rentals, City programs and events, performing light janitorial and custodial duties, ensuring compliance of established rules and procedures for the use of facilities, and performing other duties as required.

• Perform daily inspections or equipment and facility; correct and/or report any and all unsafe conditions to supervisor

• Must test negative for Tuberculosis within the past 2 years
•  Must be patient and courteous with all members of the public
• Be dependable and punctual
• Ability to sit, stand and walk for long periods of time

Working Conditions:

Work is assigned at both indoor and outdoor facilities, and may include exposure to unsanitary conditions, odors, cleaning chemicals, and some noise. The successful candidate must be able to work variable hours, including mornings, late evenings, holidays, and weekends.

Supplemental Position Information:

Part-time temporary employees serve in an at-will capacity and understand that service with the City may be dismissed at any time. This position does not provide any benefits, apart from paid sick leave. In accordance with the Healthy Workplaces, Healthy Families Act of 2014, all temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes.  Employees will accrue one hour of paid sick leave for every 30 hours worked and are entitled to use accrued sick days beginning on the 90th day of employment. Employees may use up to 40 hours (or 5 days) of accrued sick leave in each year of employment.

Under the direction of the Chief People Officer, the Human Resources (HR) Compliance Manager oversees and coordinates agencywide compliance related to federal, state and local regulations on drug and alcohol testing, driver’s license, medical certifications and substance abuse programs, as they apply to safety sensitive positions.  The HR Compliance Manager will be primarily responsible for managing, organizing and directing the work of the San Francisco Municipal Transportation Agency’s (SFMTA) HR compliance programs, which include License & Medical compliance and the Substance Abuse Program.

Examples of Important and Essential Duties:

• Plans, organizes, directs and evaluates the work of the License & Medical and Substance Program and staff to ensure the operations and services are effectively integrated with the operations of other divisions.
• Responsible for program management over the Drug & Alcohol (D&A) Program to include all policies and testing in accordance with the SFMTA Policy and Federal Transit Administration regulations.
• Oversees the program to ensure that implementation is handled properly throughout the Agency.
• Responsible for submitting the annual Management Information System (MIS) data.
• Oversees contractor D&A program compliance and oversight.
• Maintains accurate and current Drug/Alcohol and Drug-Free Workplace policies and procedures in accordance with Federal Transit Administration (FTA) regulations; coordinates and monitors required testing; prepares reports as required; acts as liaison with third-party testing administrator, Medical Review Officers (MRO), and all employees.
• Coordinates and oversees the design and delivery of trainings related to license & medical and Substance Abuse Professional (SAP) programs and ensures that employee and managers receive relevant FTA drug and alcohol training.
• Works with managers to ensure that safety sensitive employees have up to date driver’s license and Department of Transportation (DOT) medical.
• Oversees the coordination of drug & alcohol testing program for safety-sensitive employees.
• Works with staff to interpret and explain FTA/DOT regulations.
• Ensures compliance with Federal Transit Administration (FTA) program guidelines and prepares reports for audits.
• Advises HR classification team to develop and update job descriptions for safety-sensitive roles.
• Monitors developments and legislation (state, local, and federal) related compliance requirements to inform policies, and procedures for the programs.
• Builds a culture of trust and alignment with SFMTA core values; takes appropriate steps to improve performance, including coaching and training.
• Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major SFMTA priorities.
• Plans, monitors, evaluates, and supervises the operation of program vendors.
• Advises and consults with other section managers and with division managers.
• Receives and analyzes division and SFMTA reports; directs the preparation of monthly and annual reports; directs the collection and analysis of information and reports necessary to document and evaluate processes.
• Serves as liaison for the SFMTA with a variety of other San Francisco City/County staff, policy-making officials, and officials of outside agencies; explains and justifies administrative procedures, policies, or programs; negotiates and resolves difficult and complex issues and problems.
• Monitors and analyzes the substance abuse program and related data to develop periodic reports or recommendations.
• Administers the program budget.
• Coordinates audits of license and medical compliance.
• Performs other related duties and responsibilities as assigned.

Nature of Work:

Candidate must be willing to work a 40-hour work week as determined by the SFMTA, on-call support, and occasional weekend and holiday work as needed.

APPOINTMENT TYPE: Permanent Exempt - This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Minimum Qualifications:

1. Possession of a Baccalaureate degree from an accredited college or university; AND
2. Four (4) years of experience in Human Resources and/or Mass Transit compliance areas specifically in substance abuse programs, commercial vehicle licensing compliance including DOT medicals, and/or drug & alcohol compliance.  This experience must have included interpreting laws and regulations, and exercising independent judgment in the application of defined principles, practices, and regulations; AND
3. Three (3) years of the above experience must include supervising staff who interpret laws and regulations and exercise independent judgment in the application of defined principles, practices, and regulations.

Substitution:

Additional qualifying experience in Human Resources or Mass Transit as described above may be substituted for the required education on a year-for-year basis.  One year (2000 hours) will be considered equivalent to 30-semester units/forty-five (45) quarter units.

Notes:

1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted.

2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience.

Additional Requirements:

Once appointed, the incumbent for this position will be expected to obtain a Department of Transportation (DOT) Drug and Alcohol certification within 6 months of the hire date.

• Knowledge and professional experience with federal drug testing requirements outlined in Department of Transportation (DOT) 49 CRF Part 40, as well as all other federal, state and local laws/regulations related to substance abuse in public transit agencies.
• Knowledge and professional experience with Federal Motor Carrier Safety Administration (FMCSA), Federal Transit Administration (FTA) regulations pertaining to license requirements and drug & alcohol testing.
• Possession of a current, valid Substance Abuse Professional certification.
