THE POSITION: The Public Works Department at the City of San Mateo has an opportunity for up to four (4) interns who will assist on various municipal projects. Positions are considered for the following fields of interest:

• Capital Improvement Program (CIP) – Civil engineering majors with an interest in capital improvement projects, design of civil infrastructure, and construction delivery procedures. Assist with project standards, standard specifications and drawings, CAD drafting, plan review, construction cost estimates, data collection and analysis.

• Transportation Planning/Traffic Engineering – Civil engineering majors with an interest in parking, transportation, and traffic engineering. Assist with creating parking zone signage, mapping, program evaluations, document organization and filing, field data collection and analysis, traffic studies, and plan reviews.

• Clean Water Program (CWP) – Civil engineering majors with an interest in water resources, sanitary sewer rehabilitation, design, construction. Assist with project standards, standard specifications, plan review, construction cost estimates, data collection and analysis, and construction site visits.

• BA/BS Candidate or MA/MS Candidate in civil engineering or related field as described above is highly desirable
• Strong analytical, writing, research, and verbal skills; effective written and oral communication
• Valid California Driver’s License (Class C)

The primary duties will depend on the intern’s assigned position and associated field of interest and may include the following:

• • Assisting engineering project managers with administrative or technical tasks
  • Drafting engineering plans/standards in AutoCAD
  • Creating map displays using Google Earth or GIS
  • Gathering, compiling, and presenting data for engineering and construction projects
  • Organizing and tracking inspection reports, testing results, invoices, and other construction documentation
  • Conducting field assessments of the condition of streets, drainage/collection systems, and other infrastructure
  • Investigating and proposing responses to questions or inquiries from residents
  • Assist in other areas such as procurement, communication, public outreach, and public surveys.

In addition, the intern may work on a variety of other projects depending availability and workload.

TITLE: IT Operations Supervisor

JOB SUMMARY: The San Mateo County Transit District is seeking a highly technical IT Operations Supervisor to join our team. Under the supervision of the IT Operations Manager, the Supervisor will coordinate the efficient and effective operations of the Help Desk team for the District, including work direction and supervision of Help Desk staff and coordination with other District information technology staff. This position is responsible for planning, assigning, and directing work; documenting and gaining approval for all help desk support procedures and system documentation; and assisting team members in answering calls, addressing service or escalation issues, and applying independent decision making to resolve problems or escalate problems to management. The IT Operations Supervisor develops regular reports on help desk contacts, ensures that service levels are met, identifies trends and makes recommendations for service improvements, and provides budgetary recommendations to management for service growth and/or improvement.

IT Operations Supervisor will work closely with various users in San Mateo County Transit District (SamTrans), the Peninsula Corridor Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) and other departments and is responsible for managing all procedures related to the identification, prioritization, and resolution of end user help requests, including the monitoring, tracking, and coordination of Help Desk functions. The role will also contribute to problem resolution by giving in-person, hands-on support to end users at the desktop level.

EXAMPLES OF ESSENTIAL FUNCTIONS:
• Supervise help desk support staff’s daily activities ensuring timely and professional delivery of technical support for calls on computers, core software products, and related hardware peripherals.
• Plan, organize, and direct the work of help desk support staff, including Help Desk Specialists; schedule shift coverage; evaluate and document performance and recommend disciplinary action when necessary; and review staff work for accuracy and timely completion of assigned duties.
• Act as the subject matter expert and point of contact in problem and major incident resolution.
• Document, track, and report on software and hardware malfunctions; ensure that detailed descriptions of user’s problems are documented in the ITSM; prioritize requests and label according to established procedures.
• Train help desk staff on areas of responsibility, new technology, and support procedures. Ensure help desk staff provides consistent, high-quality, and professional service, including communication and telephone skills.
• Proactively identify process improvement opportunities, including end-user training tools, onboarding, and documentation.
• Monitor help desk activities and respond to inquiries; provide technical troubleshooting, determine type of request, diagnose and provide solutions or escalate complex problems to appropriate personnel as required, and ensure proper problem notification procedures are being followed.
• Develop queries to track and follow-up on reported problems; notify users of completion of requests; ensure accurate contact and problem resolution records are maintained.

SUPERVISION: Works under the general supervision of the IT Operations Manager who establishes goals and objectives and evaluates performance.

The City of Foster City has an opening for a Engineering Intern in the Public Works Department. The position is part-time with flexible scheduling, up to 980 hours per fiscal year, and no benefits provided. The department is interested in candidates for the summer or candidates who can start as soon as possible.  

Important and Essential Responsibilities:

The City of Burlingame is accepting applications for the position of Environmental Regulatory Compliance Manager

The City of Burlingame is currently recruiting for a self-motivated, highly organized individual with a proven track record of successful independent judgment to join our Department of Public Works as the Environmental Regulatory Compliance Manager.  Under the limited supervision and direction of the Deputy Director of Public Works Operations or other supervisory personnel, the incumbent will perform activities and provide services related to Environmental Programs to the divisions within the Public Works Department. This position is responsible for reviewing, implementing and coordinating environmental regulatory compliance programs and energy conservation programs.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Oversees and manages the annual Municipal Regional Permit (MRP), compliance auditing, management of inspection programs, preparation of reports, and coordination with regional and state agencies.  Serves as the City liaison for the assigned administrative division with other divisions, departments, and outside agencies as part of the reporting requirements relative to the MRP.

• Responsible for the completion of Industrial and Commercial Site Control Inspections, and associated reporting, as required by the MRP.

• Directs work of consultants, contractors and City staff on subject matters specific to the MRP.

• Implements and participates in the City’s programs relating to, but not limited to regulatory programs for storm water pollution prevention, water and energy conservation, and related areas; monitoring of regulatory websites such as the SF Estuary, California Integrate Water Quality System (CIWQS).

• Assist in developing local programs and ordinances such as mercury and PCB abatements from stormwater to comply with state regulations.

• Manages, develops and implements public education outreach programs related to pollution prevention programs in compliance with permit requirements.

• Coordinates with Division managers to assist them in complying with state regulations relative to the Clean Water Act, potable water regulations, and water rights matters.  

• Preparation, management and administration of Urban Water Management Plan (UWMP), and its compliance with state regulations.

• Updating and tracking of the required audits related to the city’s Sanitary Sewer Management Program (SSMP) as required by the statewide general Waste Discharge Requirement (WDR).

• Ensures SSMP contractor compliance with industrial pre-treatment and inspection programs as required by the National Pollutant Discharge Elimination System (NPDES) permit.

• Represents the City, and serves at various committees including San Mateo County Stormwater Pollution Program Agency, CASQA (California Stormwater Quality Association), and at BASMAA (Bay Area Stormwater Management Agencies Association) on issues relative to stormwater management, green infrastructure plan, trash reduction, and overall compliance.

• Coordinates with senior level staff at regional levels to determine compliance for local issues and provides support to the Code Enforcement office to ensure City is in compliance with stormwater ordinances.

• Reviews and provides input on environmental documents and studies within areas of technical knowledge. Prepares reports and makes presentations to the management team, City Council, and regional and state agencies; develops schedules, and cost estimates for City environmental projects and programs;

• Analyzes regulations and programs on environmental matters and provides recommendations to management teams.

• Composes and presents comprehensive, concise and effective oral and written reports, communications and presentations on complex matters to diverse technical and non-technical audiences; reviews and evaluates forms and manuals and recommends changes

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public

• Prepares, develops, coordinates and implements contracts related to environmental programs and other work programs as directed

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification)

Education and Experience: Any combination of education and experience that could likely provide the required knowledge, skills, and abilities necessary for an Environmental Regulatory Compliance Manager.  A typical way of obtaining the knowledge, skills, and abilities would be:

Minimum 4 years’ related experience in environmental regulations and practices or 2 years’ experience with a Bachelor’s degree from an accredited college or university in environmental science, biology, public administration or closely related field. 

License/Certificate: Possession of, or ability to obtain, a valid class C California driver’s license.

KNOWLEDGE/ABILITIES/SKILLS: (The following are a sample of the KAS’s necessary to perform the essential duties)

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard and mouse. Additionally, the position requires near and far vision in reading written reports and work-related documents.  Acute hearing is required when providing phone and personal service.  Additionally, the need to lift, drag, and push files, paper, and documents weighing up to 25 pounds is required.  The incumbent must occasionally work outside in varying weather conditions to perform inspections and field meetings. To walk several blocks at a time in field; to crouch, kneel, stoop, squat to perform variety of tasks; to climb hills; to work outdoors in occasional adverse weather; to occasionally work in a confined space, in electrical hazard situations or with chemicals; exposure to traffic hazards; to have sufficient vision, hearing and stamina to perform the above functions.

DEFINITION

Under direction of a higher level professional engineer, plan, supervise, design, coordinate and perform a wide variety of responsible professional civil engineering and public works assignments.

The individual in this position is expected to complete difficult engineering assignments requiring the use of judgment and initiative in developing solutions to problems, assuming responsible charge of assigned design and construction projects, and interpreting and conforming to codes and general policies. This position may require considerable interaction with other City departments and divisions, public agencies and the public.

This position is distinguished from that of the Civil Engineer II by the greater independence, leadership and follow up to completion of assignments, assistance in the performance of related administrative duties as required by the City Engineer, and the ability to make presentations and participate at meetings.

Responsibilities for this position will include supervision of lower level professional engineers and technical personnel, checking of work, and formal employee performance evaluation.

EXAMPLES OF DUTIES

Depending upon assignment, duties may include, but are not limited to, the following:

Review and check plans, subdivision and parcel maps, and computations submitted by developers and outside consultants for conformance to established standards and specifications. Review EIRs, engineering reports, and proposals. Provide coordination with utility agencies, consultants, and other public agencies.

Prepare and interpret legal description of real property, right-of-way, and easements. Design, prepare plans, including drafting and specifications, cost estimates for a variety of public works improvements, including various traffic control systems, streets, buildings, parks, utility systems, appurtenances, and drainage structures.

Perform construction inspection and field surveys. May act as Resident Engineer on various projects. May assume responsibility for a complete engineering function or major phase of a program, including correspondence and complex engineering reports.

Upon request, provide information and respond to public inquiries, and prepare reports and recommendations. Prepare submittals, reports, and applications for State and Federal funding and grants for capital and street maintenance projects.

Confer with supervisory and other engineering staff during preliminary and design stages of work, and discuss technical and policy problems. May train and evaluate work of subordinate engineering personnel.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of Civil Engineering, including traffic control devices, hydraulics, sewer design, computer aided design (CAD) and mapping, surveying, street and road design, soil mechanics, concrete design, project scheduling and management, elements of effective supervision and report writing. Strength, properties and use of the materials of engineering construction.

Modern developments, current literature and sources for technical information, standards, applicable laws and construction procedures in the area of assignment.

Ability to: Perform professional engineering design work of a complex nature. Supervise CAD, prepare plans, specifications, cost estimates for a variety of public works projects.

Apply the fundamental principles of civil engineering theory to solving technical problems encountered in the design and construction of public works; perform studies and prepare technical reports; initiate compilation of necessary technical information, and make independent decisions therefrom; understand and carry out technical instruction; make accurate engineering computations and drawings; maintain clear and concise office records; establish and maintain effective relations with City employees, other governmental officials, developers, general contractors, and the public; prepare reports and general correspondence; communicate effectively when making presentations before groups.

Communicate clearly and concisely both orally and in writing. Take the lead on design projects and related assignments, including construction inspections with minimum supervision. Inspect construction projects, investigate and resolve disputes concerning plans, specifications and review change orders.

Supervise, train, and evaluate subordinates, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:   Four years of increasing responsible experience in professional level Civil Engineering work. Experience in municipal public works or related consultant work is desirable. Land development experience desirable.

Education:   Graduation from an accredited college or university with a Bachelor of Science Degree in Civil Engineering.

License: Registration as a Professional Engineer in Civil or Traffic Engineering in the State of California or possession of a Professional Engineer Registration in another state with ability to obtain registration in California within six (6) months. Possession of a valid Class C California Driver’s License.

What You’ll Do

• Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dichlorination, sludge dewatering, odor control, and an environmental laboratory.
• Perform wiring required for the installation of electronic equipment; electrical conductors in conduits; splice high and low voltage cables utilizing hand taping and pre- molded splice kits.
• Design, install, maintain, repair, test and construct electrical assemblies.
• Troubleshoot plant electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works.
• Specify, install, program, and repair various types of variable frequency motor drive systems.
• Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
• Install and repair programmable logic controllers and install related hardware and software for control systems in conjunction with controls technician.
• Maintain and repair automatic control valves and associated control functions.
• Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations.
• Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels.
• Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff.

The Maintenance Worker will perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, sewers, storm drains, pump stations, traffic signal and street light equipment, traffic systems, or municipal buildings; and to do related work as required. Some of the duties of this position are as follows:

• Operate construction and maintenance equipment such as backhoes, motorgraders, boom trucks, tractors, vac-all and small sweepers, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters, sewer lines, and drainage channels.
• Use concrete cutting and braking equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet cleaner, vac-all, front loader, backhoe, compressor, sandblaster, power wench, boom truck, cc TV unit, main and auxiliary pumps, pneumatic and electro-mechanical controls, diesel power plants, and related equipment and tools.
• Assist pump mechanics to install, repair and modify pump station machinery and control.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck.
• Assist in performing a variety of routine electrical maintenance and repair tasks.
• Assist in trash and debris control activities such as picking up of litter and other street maintenance activities as required or when weather does not permit sweeping operations.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Work cooperatively and effectively with co-workers.
