What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.

• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information
• May maintain petty cash fund; accept payment of fees; maintain and process cash records

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.

THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a trauma informed, culturally responsive, field-based experienced individual for the position of Mental Health Counselor I/II, Spanish Speaking Required, with the Adult Resource Management (ARM) Team. The ARM team is located at 2000 Alameda de Las Pulgas in San Mateo, CA. This position requires traveling throughout San Mateo County.
 
The ARM team provides critical, field-based, trauma informed and culturally responsive, intensive case management support to Clients with Severe Mental Illness (SMI) who are either at high risk of being hospitalized or re-hospitalized, being discharged from locked facilities, are at risk of homelessness and or are currently homeless. The referrals to the ARM team come from the Regional Clinics, PES, Hospitals, and other partner agencies. This position also provides intensive case management support to the Clients admitted to the contracted mental health beds at Safe Harbor Shelter and the Navigation Center. This position assists Clients with treatment support and engagement, transportation to appointments, applying for GA and to other needed resources that include employment and permanent housing, and to help them manage their symptoms and behaviors.
 
The ideal candidate will have experience providing field-based intensive case management for Clients with SMI and co-occurring conditions; working with adults who are homeless or potentially homeless, leaving jail, in shelters, in detox and substance use residential facilities, in social rehabilitation facilities, or in hospitals; interviewing and assessing clients' housing, financial and employment needs; assisting adult clients to stabilize in the community with housing and other services; assisting clients to develop treatment recovery; assisting clients in their addiction recovery; and an understanding and working knowledge of systems of care. Fluency in both English and Spanish is required

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Mental Health Counselor I: One year of experience in a community mental health setting, performing crisis intervention or related counseling services or completion of 60 semester units from an accredited college or university with emphasis in one of the behavioral sciences.
 

Mental Health Counselor II: Two years of experience in a community mental health setting, performing individual or group therapeutic counseling services to clients and developing therapeutic assessment and treatment plans.

Knowledge of: 
Mental health needs and problems of the general population; rehabilitative counseling techniques including role playing, behavioral modification and recreational therapy; social aspects of mental and emotional disturbances; basic techniques and dynamics of individual and group therapy; community resources available for treatment of clients; problems, needs, attitudes and behavior patterns of clients having basic emotional and/or social adjustment problems; and individual, couple, family and group counseling principles.

Skill/Ability to: 
Apply the techniques used in individual and group therapy; develop and evaluate creative approaches to the assessment, treatment and rehabilitation of mental disorders; obtain and record social, physical, educational and work histories; write clear, accurate and concise reports; interpret data; conduct group and individual counseling; establish and maintain the confidence and cooperation of clients including those of varied ethnic and social backgrounds; speak effectively before groups; exercise tact; and function as a team member.

The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

The commissioner’s duties include the subordinate judicial duties set forth in Code of Civil Procedure Section 259 which include but are not limited to conducting judicial hearings in a broad range of civil proceedings which may include family law, making findings of fact in traffic, small claims, and criminal proceedings and performing other subordinate judicial activities as may be conferred by law or by order of the court. THE POSITION

The Planning/Building Technician provides information and direction to the general public and applicants at the Community Development counter. The current vacancy is within the Building Division, duties include receiving, reviewing, and processing a variety of permits/plans in one or more specialized areas. These positions will primarily work on permits/plans for Building. The Planning/Building Technician assists applicants in the processing and reviewing of applications for building permits by coordinating project approvals through City departments and outside agencies; reviews permit applications, plans, and supporting documents for proper form, completeness, sufficiency of information, conformance with legal standards, and compliance with City requirements; provides information at the public counter, by telephone, or by other means of communication. An example of duties are:

• Assists the public, contractors, and developers with building questions including the building permit process and electronic plan submittals.
• Provides customer service at the public counter, by telephone, or by other means of communication regarding applicable ordinances, regulations, requirements, processes and procedures related to permitting, planning, and City regulations and requirements.
• Assists staff and the public with the review of a variety of building and land development permit applications for accuracy and completeness to ensure conformance with legal standards, and compliance with City requirements; inputs information into the computer system; routes plans and information.

MINIMUM QUALIFICATIONS

Planning/Building Technician I:

Equivalent to graduation from high school;

AND

Two (2) years of full-time administrative or technical experience that involves extensive public contact preferably in the planning, building, or engineering field.

Two (2) years of full-time increasingly responsible experience performing duties similar to that of a Planning/Building Technician I with the City of Rocklin.

Licenses and Certifications:

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required.  Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis. 
• A Permit Technician Certificate from the International Code Council (ICC) is required within twelve (12) months of appointment.

The Aging and Adult Services Division of San Mateo County Health is seeking a full-time Deputy Public Guardian Conservator II/III (DPG). Deputy Public Guardians manage the income and assets and coordinate the care, including the arrangement of placement and treatment, of elderly and gravely disabled persons under the jurisdiction of the Public Guardian as appointed by the Superior Court.  Deputy Public Guardians visit clients on a regular basis, which includes travel to various locations both within and outside of San Mateo County.
 
The current vacancy is in the LPS (Lanterman Petris Short Act) conservatorship unit; however, this recruitment may be used to fill vacancies in either Probate or the LPS conservatorship unit.
 
DPG II is at the journey level with responsibility for managing estates and providing casework services. DPG II administers complex property and litigation cases and may develop comprehensive care plans. DPG III also provides lead direction to other deputies, serves as liaison with specific County and State facilities, handles those cases that present the greatest liability to the client and/or the County, and may provide 24-hour emergency response services. All DPGs must accept very diverse roles in the areas of estate management and care coordination.
 
This person will report to the Supervising Deputy Public Guardian of Aging and Adult Services.
 
The ideal candidate will be able to develop and maintain collaborative partnerships with a variety of organizations; have strong assessment, motivational interviewing, investigative, oral and written communication skills; have familiarity working with Adult Protective Services (APS), law enforcement, San Mateo County Superior Court system, Behavioral Health and Recovery Services, San Mateo Medical Center and an understanding of the Probate Code. The ideal candidate should also have experience conducting psychosocial assessments and meeting the needs of persons suffering from serious mental illness, as well as experience with asset management and knowledge of various public benefits programs. Lastly the ability to be politically astute, perform client engagement/ case management tasks from a strength-based, culturally sensitive, and racially equitable framework, is ideal as well as the ability to perform duties in a fast-paced environment and exercise discernment and critical thinking to problem-solve immediate client-centered challenges.

• Manages and protects the assets, including making and liquidating investments and arranging for sale of real and personal property as appropriate.
• Collects all income due to the person, secures appropriate benefits and monitors accuracy of benefit amount.
• Pays all lawful debts.
• Creates viable solutions to address financial hardships experienced by LPS clients – for example when liquid assets have been depleted.

For example, a client may own real property vested in Trust and live in the residence with 24-hour home health care services in place. The client's liquid assets have depleted. The Deputy Public Guardian may have to facilitate application for a reverse mortgage, identify and marshal Trust and conservatorship assets, and reconcile these two separate legal entities, as well as develop an estate plan, while ensuring that the client receives care appropriate to his/her needs.
 
 Client Care Coordination:
  

• Arranges for the person's care and protection.
• Decides where the person will live.
• Makes arrangements for health care, meals, clothing, personal care, housekeeping, transportation, and recreation.
• Makes placement decisions that allows for clients to be at the least restrictive placement while ensuring the safety of the public.
• Represents or arranges representation in all legal matters.
• Performs de-escalation and motivational interviewing interventions on an as needed basis.
• Collaborates with the case managers, psychiatrists, social workers, and facility administrators to put together a plan to address emergent and/or behavioral issues and find alternative placement options, as needed.

For example, a client in a board and care home or locked facility may be having a behavioral problem. The Deputy Public Guardian will work with the case manager, psychiatrist, social worker, and facility administrator to put together a plan to address the client's behavioral issues and may also need to work with the treatment team on finding alternative placement, if needed.
 
 Court:

• Arranges appropriate representation in all legal matters.
• Carries out legal and regulation requirements pertaining to the Lanterman-Petris-Short Act (LPS).
• Period reviews of LPS reports to ensure quality assurance/performance.
• Prepares and submits comprehensive reports to the Probate Court providing updates and/or addressing financial, social, placement and medical matters.

Lanterman-Petris-Short Act (LPS) requires the review of client's current needs based on documentation of visits and care conferences, as well as annual report writing regarding that information. Probate requires a review of the past two years of care through the writing of a comprehensive report on financial transactions, social interactions, and medical conditions.

The County of San Mateo Public Works Department is seeking highly motivated and hardworking individuals to join their team as Road Maintenance Workers. There are multiple vacancies to be filled throughout the department.

The Road Maintenance Division of County of San Mateo's Department of Public Works is responsible for routine and emergency repairs to over 315 miles of road surfaces, culverts, shoulders, drainage facilities, and roadside vegetation on roads within the public right-of-way of San Mateo County's unincorporated districts.

Work Schedule

Road Maintenance Workers work 10-hour shifts, four-days per week (either Monday through Thursday or Tuesday through Friday) and must be willing to work overtime. New employees may be assigned to work from the Grant Corporation Yard in Redwood City or one of the three Coast Side Yards (Princeton, Pescadero, or La Honda).

• Dig, level, slope, shovel, sweep and remove debris from drainage ditches and culverts.
• Prepare and patch holes in paved and unpaved areas.
• Shovel, rake, roll and smooth asphalt and gravel in patching work.
• Cut, trim, and dispose of brush and weeds.
• Cut, trim, and remove tree limbs and fallen trees.
• Prepare ground for and lay concrete and culvert pipe.
• Slope and prepare road shoulders and banks for seeding.
• Dig ditches for and install culvert pipe.
• Act as safety flag-person.
• Assist Construction Carpenter/Mason in the building of concrete forms.
• Maintain guard rails and shoulders.
• Load and unload trucks.
• Drive and operate construction and road maintenance equipment such ½- and 1-ton trucks, oil trailer, haul behind compressor, crew cab, cone truck, signs and legends truck and ride-on rollers.
   

Storm drain maintenance
 

• Perform inspections of storm drains.
• Rod and flush storm drain systems to remove obstructions.
• Operate pumps to remove debris from damaged or clogged lines.
• Clean catch basins.
• Cut and refinish streets, sidewalks, and driveways; lay cement and asphalt.
• Repair and reconstruct damaged sections of storm drain lines.
• Inspect, repair and construct manholes.
• Operate walk-behind roller.
• Make minor repairs to pumps and other equipment.
• Patrol assigned areas and check drainage pipe, storm drains, and road gates for debris and other potential hazards.
• Drive and operate construction and road maintenance equipment such ½- and 1-ton trucks, oil trailer, haul behind compressor, and walk-behind rollers.
   

Qualifications

Education and Experience : Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is one year of construction, inspection, or maintenance experience.

Licensure/Certification: Possession of a class C California driver license or equivalent.

Assembly Bill 617
Assembly Bill (AB) 617 (C. Garcia, Chapter 136, Statutes of 2017) was signed into law alongside Assembly Bill 398 which extended California’s cap-and-trade program for greenhouse gas emissions. AB 617 addresses environmental justice concerns regarding the extension of the cap-and-trade program by requiring the California Air Resources Board, with input from community groups, air districts and others, to select locations around the state to prepare community-led plans to reduce emissions of toxic air contaminants and criteria pollutants. Communities can also be selected to prepare community-led monitoring plans. The primary requirement for community selection is a demonstrated high cumulative exposure burden to air pollution and associated health disparities. In the Bay Area, and around the state, these communities are often low-income communities of color.
 
In 2017, West Oakland and Richmond were selected as the first communities to participate in the AB 617 program. Since then, East Oakland and Bayview Hunters Point/Southeast San Francisco communities have been added to the program. The Air District works closely with these communities to both develop and implement emission reduction and monitoring plans.

EPA Climate Pollution Reduction Grant
As part of the Inflation Reduction Act of 2022, the US EPA launched the Climate Pollution Reduction Grant (CPRG) program, providing $250 million nationwide to states and metropolitan regions to develop regional greenhouse gas (GHG) reduction plans, and $4.3 billion in nationally competitive grants to implement measures in those plans. The Air District has received $1 million from this EPA program to lead an eight-county climate action planning process. This planning effort identifies GHG mitigation measures across economic sectors to achieve aggressive GHG reduction goals and benefit frontline communities.

DEFINITION
Under direction, provides lead direction to environmental planning staff and conducts complex long-range planning for land use and environmental assessments; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS
This is the advanced lead level in the professional planning series. Incumbents provide lead direction to environmental planners and perform highly specialized and difficult planning functions. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from Principal Environmental Planner in that the latter has responsibility for creating projects and new programs, and handling the most difficult, sensitive, novel or critical projects.

The Department acknowledges that the responsibility for public safety and the quality of life in our neighborhood is a responsibility share with the whole community. 

A new state-of-the-art Police Department building and 9-1-1 Communications Center has opened at 1 Chestnut Avenue.  The new Police Building includes a large training room for defensive tactics, a dedicated indoor firearms range, and progressive construction incorporating the latest in Police Station design concepts.  The 9-1-1 Communications center will have the latest communications and dispatching technologies to provide improved service and response to South San Francisco residents.
