What You’ll Do

The Assistant to the City Clerk position serves as the welcoming and friendly face of government for both the City Council and the City Clerk’s office as this position is the first contact for the front counter and the primary receptionist. The position requires an ability to help demystify government services and processes, learn and maintain an understanding of all government services and procedures and help citizens get to the right service. The position’s administrative functions include responsibility for records management including filing and scanning; managing off-site records inventory; managing and ordering office supply inventory; writing correspondence, creating certificates of commendation and writing proclamations on behalf of the Mayor. This position is also charged with maintaining multiple calendars, processing reservations and invoices and acting as primary administrative support for Council and the City Clerk. Excellent attention to detail, writing and proofreading skills are required and a positive upbeat attitude with the ability to be flexible, resilient, and creative when situations change is essential. The successful candidate will have a strong work ethic, a passion for making a difference and helping citizens, and a desire to grow in this field.

Some of the duties may include, but are not limited to, the following:

• Attend meetings as required, may prepare meeting minutes, may assist in City Council agenda preparation and follow-up, as needed; manage Council reservations, correspondence and calendars
• Manage, implement, and monitor the Clerk’s records management programs, including document imaging, the receipt, storage, retrieval and disposition of official City records; work with records representatives from other departments and train them in the process
• Assist with coordinating the bi-annual City-wide Records Clean-up Event; maintain comprehensive indexing and filing system of City Council actions, including resolutions, ordinances, deeds, contracts, and agreements; provide research to staff and the public on information needs, as needed
• Provide information and answer inquiries from officials, the public, and City staff on laws, procedures, and policies, such as the City Municipal Code, the Brown Act, and the Public Records Act; organize and assist with the filing of Statements of Economic Interests and Campaign Statements for candidates, office holders and City employees; record and file deeds and other documents requiring recordation; maintain and monitor agreements and insurance certificates; perform special projects as needed; and ensure the provision of official notification of public hearings, including legal notices in accordance with City, State, and Federal laws.
• Apply applicable policies and procedures in determining completeness of applications, records and reports
• Ensure that meeting facilities are properly prepared
• Maintain logs and manage Council and Clerk correspondence and responsiveness from other departments; receive, sort and distribute incoming and outgoing correspondence
• Assist Deputy with the preparation and distribution of notices, action reports, letters, and other correspondence as required by action taken in the meetings
• Act as receptionist and primary responsibility for staffing the front counter; answer the telephone and assist the public and internal customers by responding to requests for information; issue, receive, process various applications
• Order office supplies, manage supply inventory; submit expense claims, pay bills as needed
• Perform general clerical work including filing, scheduling appointments, and processing personnel, payroll and purchasing information
• May maintain petty cash fund; accept payment of fees; maintain and process cash records

The Assistant to the City Clerk receives general supervision from the Deputy City Clerk or a higher-level position and may exercise direct or functional and technical supervision over lower-level clerical positions, volunteers, and interns.

The Bay Area Air Quality Management District (District) is a regional government agency. The District's statutory mandate is to regulate stationary sources of air emissions. The District accomplishes this goal through regulation of industrial facilities and conducts various outreach and incentive programs designed to encourage clean air choices.
 
The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The Air District is currently accepting applications for the position of Rules and Strategic Policy Director in the Rules and Strategic Policy Division. This is an open recruitment for one (1) full-time, exempt, management level position.
 
About the Position
The Director of Rules and Strategic Policy leads the development of new and modified regulations to be presented to the Board of Directors for consideration. Definition
Under executive direction, the position directs all programs and activities of the Rules and Strategic Policy Division and serves as the District’s chief subject expert on rulemaking and associated policies.  Minimum Qualifications:

A typical way to obtain the knowledge and skills is:
 
Equivalent to graduation from a four year college or university with major coursework in engineering or a closely related field and five years of professional level work experience in developing or implementing air quality regulations, preferably in a public agency, including three years of supervisory experience.

Desirable Qualifications
Experience developing air quality regulations, especially for stationary sources.
 
Experience working in partnership with community advocates to address environmental injustice.

The County of San Mateo Behavioral Health and Recovery Services Division is seeking a well-qualified Case Management/Assessment Specialist I/II to work as a team of providers with the Homeless, Engagement, Assessment & Linkage (HEAL) team to provide a wide variety of intake and referral services including screening and assessment, intensive case management support, evaluation, tracking and facilitation of housing readiness for individuals staying in existing adult congregate and non-congregate shelters who have behavioral health conditions and are in need of accessing behavioral health assessment, diagnosis, and case management on a transitional basis while they are being connected to Medi-Cal funded behavioral health treatment.  The Case Management/Assessment Specialist will develop and implement activities supporting substance abuse prevention, intervention and rehabilitation, and perform other related work.  

The current vacancy is an unclassified position that will be embedded in a number of homeless shelters, congregate and non-congregate shelters, located in San Mateo and will work primarily  Monday through Friday, 8 am – 5 pm collaborating with various system partners and homeless providers. 
 
Primary responsibilities will include, but are not limited to, the following: 

• Engage individuals with severe and persistent substance use disorders to provide a range of services and support, including but not limited to, substance use screening, assessment, and motivational engagement.  
• Assess clients' needs using assessment criteria to determine medical necessity and identification of key clinical interventions.
• Use the American Society of Addiction Medicine (ASAM) guidelines for placement and determination of stage of change.
• Engage clients by using Motivational Interviewing and Harm Reduction practices.
• Provide intensive case management including transportation, client advocacy, care coordination with other care providers and linkages to other housing support services, benefits assistance, employment services, peer services, supported education and psychosocial rehabilitation services, and client-driven treatment planning.
• Refer and connect clients to a continuum of substance use disorder and mental health services, including Medication Assisted Treatment, detox facilities, and other SUD treatment options.
• Initiate a "warm hand-off" process to increase the likelihood of a successful engagement.
• Assist the Grant clients with housing readiness and referrals to permanent housing navigator/locator services and supporting them to obtain CES assessment for prioritizations of housing and eligibility for housing vouchers.
• Link clients to primary care clinics to address medical conditions.
• Refer clients to enroll into benefits, including health coverage for which they are eligible.
• Participate in a multidisciplinary team; use clinical consultation and case conferencing on difficult cases; and partner with key referral sources and other service providers including but not limited to, San Mateo Medical Center Emergency Department, Psychiatric Emergency Services, and Primary Care and Specialty Clinics, Behavioral Health and Recovery Services clinics and programs, Substance Use Disorder treatment providers, including Palm Avenue Detox, shelters, Probation, and Correctional Health.
• Attend team meeting, supervision meeting, and other relevant meetings as assigned.
• Gather, track, and report all program’s and grant’s required data and reporting timely as assigned.
• Additional duties as assigned.

Ideal candidate will possess:  

• Significant experience and training in providing case management, assessment and evaluation of adult clients with substance use issues.
• Experience working with adult clients having co-occurring mental health and substance use disorders, emergency services, criminal justice system, or adult clients respective to the position.
• Demonstrated experience determining appropriate referrals and recommending treatment plans.
• Ability to maintain case files and use of spreadsheets and other databases.
• Experience establishing appropriate clinical relationships.
• Demonstrated understanding and experience with confidentiality and ethics.
• Ability to work independently.
• Excellent collaboration skills to work with multiple partner agencies
• Certified Alcohol and Drug Counselors are strongly preferred (e.g. CADC-I/II, CAADE).
• The ability to speak, read and write fluently in both English and Spanish is preferred.

SALARY
Case Management/Assessment Specialist I:  $6,496.53 - $7,262.67 /month
Case Management/Assessment Specialist II:  $6,564.13 - $8,205.60 /month
 
This is an unclassified position. Unclassified positions are at-will for a limited duration, typically associated with grant or other special funding. These positions are not covered by San Mateo County Civil Service Rules; and there is no formal probation period. THE DEPARTMENT

The Community Development department is responsible for ensuring a sustainable and vibrant community that supports a high quality of life for residents, businesses and visitors. It includes the Building, Planning and Housing divisions, and core services include building permits, plan check, inspections, affordable housing administration and housing initiatives, as well as long-range planning and development review. The Building Division is responsible for managing the building permit, plan check and inspection processes for compliance with all applicable State laws, local municipal codes and related policies involving building construction, which requires a high level of customer service with the public and coordination within and across departments and agencies.

THE POSITION

The Building Official oversees the development of programs, projects, operations, and services of the Building Division, and is a part of the Community Development management team. This position will manage a 13-member team, including a Permit Manager, Building Permit Technicians, Plan Check Engineer, and Building Inspectors, and will receive general direction from the Assistant Community Development Director or the Community Development Director. Successful performance in this role requires professional and technical skills in the core functional areas of permitting, plan checking and building inspections, as well as knowledge of public policy and municipal services, and excellence in communication and leadership. The individual must be able to assess the current needs of the department and look for innovative ways to help the department advance to improve service delivery and meet the changing needs of the community. This will require guiding modifications to the City’s land management permitting system (Accela) to improve processes, enhance customer service and monitor data.

With the adoption of the General Plan Update in 2016 and, most recently, the Housing Element zoning-related changes, the City is expected to see physical change as plans come to fruition. A key priority for this position will be overseeing the building permit process for a diverse range of projects from tenant improvements to new single-family residential construction to hotels to large-scale, comprehensive planned mixed-use campuses. Currently, the City has approximately 775 residential units and 260,000 square feet of life science uses under construction, with over 2,000 residential units, two hotels and more than 1.8 million square feet of commercial square footage approved, but not yet under construction, along with a number of large development projects currently under review. San Mateo County Health's Behavioral Health and Recovery Services Division is seeking a trauma informed, culturally responsive, field-based experienced individual for the position of Mental Health Counselor I/II, Spanish Speaking Required, with the Adult Resource Management (ARM) Team. The ARM team is located at 2000 Alameda de Las Pulgas in San Mateo, CA. This position requires traveling throughout San Mateo County.
 
The ARM team provides critical, field-based, trauma informed and culturally responsive, intensive case management support to Clients with Severe Mental Illness (SMI) who are either at high risk of being hospitalized or re-hospitalized, being discharged from locked facilities, are at risk of homelessness and or are currently homeless. The referrals to the ARM team come from the Regional Clinics, PES, Hospitals, and other partner agencies. This position also provides intensive case management support to the Clients admitted to the contracted mental health beds at Safe Harbor Shelter and the Navigation Center. This position assists Clients with treatment support and engagement, transportation to appointments, applying for GA and to other needed resources that include employment and permanent housing, and to help them manage their symptoms and behaviors.
 
The ideal candidate will have experience providing field-based intensive case management for Clients with SMI and co-occurring conditions; working with adults who are homeless or potentially homeless, leaving jail, in shelters, in detox and substance use residential facilities, in social rehabilitation facilities, or in hospitals; interviewing and assessing clients' housing, financial and employment needs; assisting adult clients to stabilize in the community with housing and other services; assisting clients to develop treatment recovery; assisting clients in their addiction recovery; and an understanding and working knowledge of systems of care. Fluency in both English and Spanish is required

• Counsel individuals or groups regarding resources or services available for treatment and to help combat relapses; 
• Participate with program staff in individual client and program conferences, in staff development and professional growth activities; 
• Plan and present informational services to community target groups and organizations to explain mental health programs and services; 
• Serve as lead or co-facilitator in group, individual or other treatment modality; and
• Perform related duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

Mental Health Counselor I: One year of experience in a community mental health setting, performing crisis intervention or related counseling services or completion of 60 semester units from an accredited college or university with emphasis in one of the behavioral sciences.
 

Mental Health Counselor II: Two years of experience in a community mental health setting, performing individual or group therapeutic counseling services to clients and developing therapeutic assessment and treatment plans.

Knowledge of: 
Mental health needs and problems of the general population; rehabilitative counseling techniques including role playing, behavioral modification and recreational therapy; social aspects of mental and emotional disturbances; basic techniques and dynamics of individual and group therapy; community resources available for treatment of clients; problems, needs, attitudes and behavior patterns of clients having basic emotional and/or social adjustment problems; and individual, couple, family and group counseling principles.

Skill/Ability to:

The Position

Superior Court of California, San Mateo County is seeking highly qualified individuals to fill one vacancy for a Court Commissioner. The appointment to this position shall be by the judges of the superior court and shall be under the general direction of the presiding judge.

 

Pursuant to California Rules of Court, candidates must have been admitted to practice law in California for at least 10 years or, on a finding of good cause by the presiding judge, for at least 5 years.

 

The commissioner’s duties include the subordinate judicial duties set forth in Code of Civil Procedure Section 259 which include but are not limited to conducting judicial hearings in a broad range of civil proceedings which may include family law, making findings of fact in traffic, small claims, and criminal proceedings and performing other subordinate judicial activities as may be conferred by law or by order of the court. The Aging and Adult Services Division of San Mateo County Health is seeking a full-time Deputy Public Guardian Conservator II/III (DPG). Deputy Public Guardians manage the income and assets and coordinate the care, including the arrangement of placement and treatment, of elderly and gravely disabled persons under the jurisdiction of the Public Guardian as appointed by the Superior Court.  Deputy Public Guardians visit clients on a regular basis, which includes travel to various locations both within and outside of San Mateo County.
 
The current vacancy is in the LPS (Lanterman Petris Short Act) conservatorship unit; however, this recruitment may be used to fill vacancies in either Probate or the LPS conservatorship unit.
 
DPG II is at the journey level with responsibility for managing estates and providing casework services. DPG II administers complex property and litigation cases and may develop comprehensive care plans. DPG III also provides lead direction to other deputies, serves as liaison with specific County and State facilities, handles those cases that present the greatest liability to the client and/or the County, and may provide 24-hour emergency response services. All DPGs must accept very diverse roles in the areas of estate management and care coordination.
 
This person will report to the Supervising Deputy Public Guardian of Aging and Adult Services.

• Manages and protects the assets, including making and liquidating investments and arranging for sale of real and personal property as appropriate.

• Arranges for the person's care and protection.

• Makes arrangements for health care, meals, clothing, personal care, housekeeping, transportation, and recreation.
• Makes placement decisions that allows for clients to be at the least restrictive placement while ensuring the safety of the public.

For example, a client in a board and care home or locked facility may be having a behavioral problem. The Deputy Public Guardian will work with the case manager, psychiatrist, social worker, and facility administrator to put together a plan to address the client's behavioral issues and may also need to work with the treatment team on finding alternative placement, if needed.
 
 Court:

• Arranges appropriate representation in all legal matters.
• Carries out legal and regulation requirements pertaining to the Lanterman-Petris-Short Act (LPS).
• Period reviews of LPS reports to ensure quality assurance/performance.
• Prepares and submits comprehensive reports to the Probate Court providing updates and/or addressing financial, social, placement and medical matters.

Lanterman-Petris-Short Act (LPS) requires the review of client's current needs based on documentation of visits and care conferences, as well as annual report writing regarding that information. Probate requires a review of the past two years of care through the writing of a comprehensive report on financial transactions, social interactions, and medical conditions.

The Behavioral Health and Recovery Services Division of San Mateo County Health is seeking a motivated Supervising Mental Health Clinician - Youth Services Center (YSC) to provide oversight and supervision of the Youth Services Center unit and coordinate the professional work of behavioral health professionals, Peer Community Workers, and interns within a behavioral health juvenile justice setting and community. The Supervising Mental Health Clinician will participate in program planning, administration, and evaluation. Additionally, this Supervising Mental Health Clinician will attend various leadership meetings with Probation staff and provide oversight of specialized psychiatric casework counseling and therapeutic services to children, adolescents, and families.

 

The current vacancy is at the Youth Services Center (YSC) located in San Mateo but may travel throughout San Mateo County to perform duties of this position. The Supervising Mental Health Clinician will offer consultation to the After-Hours clinician as required. Furthermore, there may be occasions where the Unit Supervisor will assume an After-Hours clinician shift in the event of an unavailable clinician.

 

The Behavioral Health and Recovery Services (BHRS) Division provides behavioral health services to youth involved in the Probation Department of San Mateo County. In close collaboration with the Probation Department, this BHRS Unit provides services to various sub-populations of Juvenile Court wards. All programs are designed to reduce or help prevent criminal recidivism and unnecessary out-of-home placements.

 

The ideal candidate will possess:

• Two years of clinical and administrative supervisory experience supervising behavioral health staff
• Experience working with children/youth with serious emotional disturbance, their families, and the community
• Experience working with youth involved in the juvenile justice system

The Road Maintenance Division of County of San Mateo's Department of Public Works is responsible for routine and emergency repairs to over 315 miles of road surfaces, culverts, shoulders, drainage facilities, and roadside vegetation on roads within the public right-of-way of San Mateo County's unincorporated districts.

Road Maintenance Workers perform a variety of heavy manual labor tasks including:
 

• Digging and clearing ditches.
• Trimming and removing vegetation along the roadways.
• Trimming trees.
• Cleaning catch basins.
• Patching streets, repairing potholes.
• Repairing winter damage from slides and slip outs.
   

The ideal candidate will have:
 

• Experience performing road maintenance and repair duties requiring strength, agility, and endurance.

Work Schedule

Road Maintenance Workers work 10-hour shifts, four-days per week (either Monday through Thursday or Tuesday through Friday) and must be willing to work overtime.
