THE POSITION

 

The City of Hayward has an opportunity for a Chemist in the Water Pollution Control Facility Division of the Public Works and Utilities Department. Under direction or general supervision, learns and performs a variety of routine to complex chemical, physical, biological, and microbiological analyses, including instrumentation, involved in the testing of the City’s wastewater, drinking water, and recycled water quality; performs a variety of technical tasks relative to conducting and interpreting standard and complex laboratory analyses; collects samples; sets up testing procedures, records data, and analyzes results; assists with field and laboratory investigations to determine and mitigate wastewater and water problems; and performs related duties, as required.

 

Essential Duties

Duties may include, but are not limited to, the following:

Interpret, analyze, and evaluate results of analytical samples related to treatment, quality control of domestic and industrial wastewater, effluent and receiving waters as related to the collection treatment and disposal of various types of wastes.

Supervise the laboratory in the collection of samples and in the performance of laboratory analysis.

Maintain a Quality Assurance and Quality Control Program and maintain the Chemical Hygiene Plan. 

Maintain and repair laboratory equipment.

Maintain and update the Standard Laboratory Operations Procedures Manual.

Provide assistance and input for a variety of personnel actions including selections, promotions, performance evaluations and disciplinary action.

Provide technical assistance on sampling programs and analytical techniques; instructs laboratory staff in performing analyses; trains laboratory and other staff in sample collection.

Ensure the accuracy and quality of all data reported by the laboratory.

Perform related work as necessary.

Minimum Qualifications

JOB RELATED AND ESSENTIAL QUALIFICATIONS

Knowledge of:

Standard Methods for the examination of water and wastewater.

Wastewater treatment principles and the chemical and bacteriological characteristics of wastewater and industrial waste.

General chemical quantitative and qualitative analysis.

Modern laboratory equipment and its uses.

Information sources related to wastewater and industrial waste analysis.

Sampling techniques and statistical analysis including the theory of probability.

Federal and State pertaining to laboratory operations.

Ability to:

Analyze and interpret the results of laboratory tests of wastewater and industrial waste.

Make sound decisions regarding the proper operation of the laboratory.

Effectively train, supervise and coordinate the work of other lab personnel.

Use modern office equipment and specialized software applications and programs to maintain lab records.

Differentiate visually among colors, tones, shades and hues.

Perform careful and accurate laboratory analyses as well as evaluate and interpret analytical results and make sound judgments.

Organize and manage projects, keep accurate records and prepare clear, accurate and concise reports of work performed.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and ability would be qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: At least three (3) years of experience in the analysis of water, wastewater, solid waste, hazardous waste or other environmental samples.

Education: Equivalent to a baccalaureate degree from an accredited college or university with a major in chemistry, biochemistry, biology, microbiology, environmental, sanitary or public health engineering or a similar science.  Education must have included courses in quantitative and qualitative analysis.  A Master’s degree may be substituted for one (1) year of required experience.

Licenses & Certificates: Possession and Maintenance of a Class C California Driver's License.

THE POSITION: 
This position inspects plans or buildings and construction for compliance with structural building codes, laws and ordinances and provides training and working lead assistance to other inspectors on structural matters as required.

Performs skilled inspection work in enforcing compliance with the City's building, plumbing, electrical, mechanical and energy codes, and other related laws and state ordinances.
 
Assists the general public, contractors, architects, engineers and co-workers by interpreting and providing detailed explanations of requirements and applications of building, plumbing, mechanical and electrical codes and related state and local ordinances.
 
Routinely drives city vehicle to inspection sites to perform skilled inspection work in enforcing compliance with city structural codes and other related local and state ordinances.
 
Reviews building plans to verify compliance with local state and federal ordinances; approves or rejects plans and orders corrections to insure compliance.
 
Graphically details methods of construction and code requirements for the general public, contractors, architects and engineers.
 
Trains and provides lead assistance to building inspectors in the performance of their duties specifically when complex structural inspections are being conducted and technical advice is required.
 
Maintains appropriate records of inspections and recommendations on code requirements provided to the general public, contractors, architects and engineers.
 
Provides survey of Building Code requirements on structures where change in occupancy loads are planned; provides follow-up reports.
 
Meets with Building Official on a variety of matters related to structural inspection work.

ICBO (International Conference of Building Officials) Certification as a structural and/or combination inspector is highly desirable, but not required.

THE POSITION: 

The City of San Pablo is actively recruiting for a Community Services Coordinator I/II position to plan, organize, and direct services and programs within the Community Services Department for our senior population, volunteer programs and city-wide special events. THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. DEFINITION:

Under general direction, manages and directs the Accounting Division of the Finance Department, including the budget development process and preparation of the budget book; budget monitoring, analysis and reporting; short- and long-range fiscal forecasting; ensuring adherence to financial policies and procedures; and capital planning.  The Accounting Manager trains and evaluates assigned staff.

CLASS CHARACTERISITICS:

This is a single position classification at the managerial level in the Finance Department responsible for managing the budget and accounting functions. The Accounting Manager has a broad range of independence within policy and procedural limitations and works under minimal supervision. The incumbent is accountable to the Finance Director for the quality and efficiency of services directed.  The Accounting Manager is expected to provide resources, system support, and oversight to all subordinate professional and paraprofessional staff. This position is responsible for the successful planning and implementation of the citywide budget process and the day-to-day accounting operations.  

EXAMPLES OF DUTIES (illustrative only):

• Plan, organize, direct and evaluate the activities of the Accounting Division including general accounting, accounts payable and payroll.
• Recommend the appointment of personnel; provide or coordinate staff training; conduct performance evaluations; work with employees on performance issues; and implement disciplinary procedures.
• Prepare, review and maintain journal entries and general ledger postings and supporting financial records and supervise the maintenance of the General Ledger.           

• Conduct and coordinate the annual audit and serve as the liaison between the City and the external auditors, provide requested information and necessary documentation for completion of the audit, and ensure timely completion of the audit, State Controller’s Office reports and other compliance reports as required.
• Oversee reconciliations of the City’s financial activities including bank accounts and investments, month-end and year-end close processes and prepare related reports.
• Plan and implement citywide budget process and related fiscal programs.
• Effectively communicate budget preparation calendar and information needs, capabilities, and limitations as well as budget policies, procedures and outcomes to departments, city officials, citizens, and other interested parties.
• Project citywide personnel costs on an annual basis and as needed.
• Monitor the City’s budget, perform budget analysis, prepare quarterly budget status reports, develop financial and capital plans, and prepare short- and long-range financial forecasts.
• Research and implement new budget initiatives that increase the usefulness and clarity of budget presentations and maximize staff efficiency.
• Conduct a variety of special studies; prepare and present various analyses, statistical compilations, and reports to City staff, City Council, or the public.
• Assist in the management of the City’s capital financing programs, including debt issuance.
• Facilitate development and implementation of improved processes and standard procedures.
• Participate in the development and implementation of Department goals, policies, and priorities.
• Assist in operational administration of risk management activities as assigned.

DEFINITION:

TRANSIT PLANNER ASSISTANT

Under close supervision, the Assistant Transit Planner is responsible for providing entry level support to assist in the development, administration and analysis of the City’s public transit programs.

CLASS CHARACTERISTICS:

TRANSIT PLANNER ASSISTANT

This is the entry-level class in the Transit Planner series and will receive direction and guidance from the Transit Manager. Work given to an incumbent in this class involves assisting in analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City. The Transit Planner Assistant has basic knowledge of the operating procedures and policies of transit and/or transportation planning. An incumbent may advance to the higher levels after gaining experience and demonstrating proficiency that meets the qualifications of the higher-level class.

TRANSIT PLANNER ASSOCIATE

This is an experienced-level class within the Transit Planner series and will receive general direction from the Transit Manager. Work given to an incumbent in this class involves general analysis and development of transit programs and services, research of new trends in public transit and comparing how Union City provides service delivery, and participation in coordination events or meetings on behalf of Union City resulting in recommendations based on the incumbent’s work. The Transit Planner Associate has general knowledge of the operating procedures and policies of transit and/or transportation planning.

The Building Inspector I/II performs a variety of inspections on routine and complex building systems at various stages of construction, alteration and repair to assure compliance with approved plans; ensures compliance with various standards, regulations, ordinances, and laws; reviews plans; provides feedback; provides technical assistance at the public counter; works cooperatively with other City departments; answers general questions about the construction process; has a strong knowledge of construction standards; follows safety regulations with awareness at all times on the jobsite, and provides reports or issues corrective actions.

Building Inspector I- This entry level position works under immediate supervision and is distinguished from the Building Inspector II level by the performance of less than the full range of tasks, and progressing to general supervision as procedures and processes of assigned areas of responsibility are learned. 

Building Inspector II – This journey level position works under general supervision and is distinguished from the Building Inspector I level by the ability to perform work in all areas of building inspections.

EXPERIENCE AND TRAINING

Any combination of education, experience and training that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:

• Equivalent to a High School diploma
• Building Inspector II - An Associate’s degree or certificate in building inspection is desirable.

Experience:

• Building Inspector I - Four (4) years of journey level experience in one of the major construction trades or two (2) years of recent experience in building inspection or code enforcement.
• Building Inspector II - Three (3) years of recent experience equivalent to the Building Inspector I level.

License or Certificates:

• Possession of a valid California Class C driver license is required.
• Building Inspector I - International Code Council (ICC) Certification or equivalent certification(s) as a Residential Building Inspector or Commercial Building Inspector at time of hire is desirable and will be required within probationary period and throughout employment.
• Building Inspector II - Possession of International Code Council (ICC) Certification or equivalent certification(s) as a Combination Residential Building Inspector or Combination Commercial Building Inspector. License and certification must be maintained throughout employment.

THE POSITION:  

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.
 

You are:

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.  

Essential Duties

What you will do:   

Duties may include, but are not limited to the following:
 
Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness;
 
Ensures that all departmental procedures are followed.
 
Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise.
 
Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures.
 
Maintains and physically organizes volunteer work areas, files and records.
 
Prepares annual report on volunteer hours and activities.

Under general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
 
Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals.
 
Assists with production and update of volunteer training manuals and volunteer job descriptions.
 
Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention.
 
Coordinates volunteer meetings and annual Volunteer Recognition event.
 
Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
 
Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities.
 
Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders.
 
Provides Humane Education presentations to local groups, schools and civic organizations.
 
Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter.
 
Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.
 
Coordinates and oversees volunteer planning committees for events and fundraisers.
 
Performs other essential duties as assigned.

Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.
 
Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.
 
License & Certificates: Possess and maintain a valid California Class C Driver's License.
