About the Positions

The Office of Racial Equity is hiring an Assistant to the City Manager position to serve as the Inclusion and Belonging Manager for the City of San José.

The ideal candidate will have significant experience and knowledge in:

• Being a bridge-builder with the San José community and trusted to be a local partner on immigrant and refugee issues;

•                

• Familiarity with legislative process, advocacy towards immigration policy and initiatives;

•                

• Understanding the local context regarding race, gender, and economic disparities and inequities;

•                

• Understanding of racial equity, welcoming and belonging principles;

•                

• Developing programs, policies, or practices that are equitable and are culturally and linguistically appropriate;

•                

• Meeting design, planning and facilitation;

•                

• Writing complex reports and effectively presenting findings;

•                

• Methods and techniques of research, data collection, critical and statistical analysis, report preparation, and presentation development; and

•                

• Supervision of staff and manage workload accordingly.

Central abilities key to this position include excellent communication, strategic planning, leadership and interpersonal skills, a commitment to excellent customer experience, and coalition building. The Inclusion & Belonging Manager responsibilities include the following:

• Implementation of a Welcoming framework, as well as monitoring, evaluation, and quarterly reporting;

• Form and staff a Welcoming San Jose Advisory Group;

•                

• Prepare council memorandums and presentations;

•                

• Engage in Citywide efforts to advance racial equity;

•                

• Develop and facilitate ongoing partnerships with other agencies and organizations, including Santa Clara County, Rapid Response Network, Refugee and Immigrant Forum, Welcoming America, Cities for Citizenship, local funders, and other networks that prioritize immigrants;

•                

• Serve as a liaison between the City and the immigrant and refugee community;

•                

• Work with the City Manager’s intergovernmental relations team to track local, state, and federal immigration legislation and develop new City policies and programs accordingly;

•                

• Supervise City staff and college interns; and

•                

• Other duties as assigned.

This is a permanent at-will position with the City Manager’s Office reporting to the Director of the Office of Racial Equity. Bilingual in Spanish or Vietnamese is preferable but not required.

The City of Redwood City is looking for individuals interested in working on an on-call basis providing transportation for seniors attending functions at the Veterans Memorial Senior Center plus working with staff on any programmatic needs assistance.  Hours will vary based on Center needs and will not exceed 10-20 hours per week.

The Position:
Reporting to the Chief Financial Officer, the Payroll Manager performs professional supervisory work involved with managing and directing computerized payroll production for the District. The Payroll Manager develops, implements, and monitors procedures to ensure integrity of the payroll systems and to comply with applicable federal, state and local laws, regulations, and guidelines. Public contact is extensive and involves staff at various levels within the organization, local government agencies, and other outside entities for the purpose of exchanging technical accounting procedural and policy information. A high degree of independent judgment and creativity are required to analyze data and develop resolutions for a variety of minor and major problems that occur. The consequences of errors in judgment can be costly in employee time, public relations, and/or institutional funding; however, administrative controls limit the risk of serious consequences in loss of revenue. A Payroll Manager supervises the work of accounting paraprofessional, clerical, and other staff as assigned.

Duties and Responsibilities:

1. Directs and manages all payroll processes and related obligations of the District Payroll Department in compliance with labor agreements, legal requirements, and relevant District policy and procedures
2. Oversees the preparation of monthly payrolls for District employees and any retroactive pay adjustments
3. Reviews payroll control reports and approves payroll transmissions
4. Hires, trains, supervises, and evaluates assigned staff and provides feedback, training, and developmental support as needed
5. Establishes and monitors timelines and prioritizes work
6. Supervises the maintenance of District payroll records and reports as required by federal, state, local, and District policy, including meeting STRS and PERS requirements
7. Compiles information and calculations for W-2 reporting
8. Sorts and distributes W-2 forms at year-end and answers questions regarding accessing electronic W-2 forms
9. Oversees W-2 corrections and the preparation of W-2c and W-3c documents
10. Monitors and audits the accuracy and integrity of all payrolls, benefit health cost premiums, mandated benefit costs and balances the general ledger
11. Provides technical direction to support staff conducting various payroll activities
12. Investigates and resolves complex or unusual payroll problems, which may require specialized research or analysis
13. Oversees quarterly and year-end balancing and auditing processes
14. Ensures payment of payroll taxes, withheld wages, and preparation of federal and state tax returns
15. Works closely with the Information Technology Services (ITS) Department to identify and resolve system issues and to implement and maintain system applications, which ensure that payroll and time reporting meet STRS, PERS, local, federal, and state laws, collective bargaining agreements, and District policies and procedures
16. Maximizes technology functionality to ensure Banner (Ellucian) system is fully optimized
17. Recommends payroll system enhancements/modifications to comply with laws, regulations, tax requirements, reporting procedures, accounting policies, labor union agreements, and organizational needs
18. Confers with Human Resources, ITS staff, and external agencies, including auditors, state retirement agencies, health benefit agencies, consultants, and federal and state agencies
19. Enters and retrieves data and prepares reports, correspondence, and other written materials using various computer software, such as email, word processing, spreadsheets, and databases
20. Ensures timely report transmittals and payment to PERS and STRS retirement systems regarding employee resignations, retirements, and agency requirements
21. Develops, recommends, and revises payroll policies and procedures in accordance with laws, regulations, and policies
22. Reviews and makes recommendations concerning proposed legislation and policy issues
23. Analyzes proposed legislation affecting payroll issues to ensure District payroll procedures are in compliance
24. Attends and participates in various meetings and serves on committees
25. Acts as a liaison to District staff and outside agencies on payroll related issues
26. Develops, implements, and administers a variety of special projects
27. Performs related duties as required or assigned

Minimum Qualifications:

• A combination of education and experience equivalent to a Bachelor’s degree from an accredited institution in accounting, business administration, finance or a closely related field
• Two years successful professional level work experience of increasing responsibility that has included payroll, fund accounting, financial analysis and reporting and project budgeting, planning, and design
• Experience in the coordination of workloads with people at various levels within an organization
• Skill in complex data research, analysis and reporting
• Skill in the use of spreadsheets and a variety of computer software to compose and prepare data analysis, reports, summaries, correspondence and other materials
• Demonstrated skills in written and oral communication, including public speaking and persuasive communication

Physical Requirements:

Our 2020 Annual Security Report also outlines various campus safety and security policies, such as those concerning crime reporting, prevention and response to sexual and gender violence, alcohol and drug use, crime prevention, emergency response and evacuation procedures, and other matters. THE POSITION:

The City of San Rafael Library & Recreation Department, Child Care Division, is accepting applications for Child Care Instructor I to work in our School-Age Programs.  Under the supervision of the Child Care Director or Head Teacher, you will assist in the planning and implementation of daily activities for the school-age program. 

This position performs the following essential job duties:      

• Assist in planning and implementing age appropriate curriculum, activities, and events.
• Provide continuous supervision to children in day-to-day activities; ensures health and safety of children.
• Maintain childcare center, rooms and play areas in a clean, orderly and safe condition; sets up rooms and areas for various activities such as lunch, naps, games, etc.
• Monitor behavioral patterns and assists with assessment and child development profiles.
• Meet with parents as necessary or requested.
• Perform lead work responsibilities over Child Care Aides.

To be eligible for this position you must have knowledge of: 

• Stages and phases of Child Development.
• Appropriate disciplinary techniques.
• Age-appropriate group curriculum and activities.
• Appropriate child guidance methods.

To be eligible for this position you must possess the ability to:

• Deal effectively with children and act as appropriate adult role model.
• Instruct children in large and small group activities.
• Accept direction from the supervisor.
• Establish and maintain positive working relationships with others.  Work well in a team with other instructors and aides.
• Communicate effectively both verbally and in writing.
• Manage time, activities and resources effectively.
• Work as scheduled.

EDUCATION and/or EXPERIENCE: 

• Completion of six (6) units Early Childhood Education (ECE) courses and currently working toward the completion of twelve (12) units of Early Childhood Education (ECE) courses.     
• Six (6) months working with children.

SPECIAL REQUIREMENTS:

• Department of Justice and FBI fingerprint clearance
• Prefer possession of a valid California Driver’s License

PHYSICAL DEMANDS:   

Must be able to perform physical activities such as but not limited to lifting or carrying children or heavy items (up to 40 lbs.) unassisted, reaching, bending, standing, or walking.  The employee is occasionally required to sit, climb or balance, twist, stoop, kneel, crouch or crawl.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

THE POSITION

The main job of a Library Page is putting books, DVDs, CDs, and magazines back on the shelves and preparing the library for opening and closing. The ability to quickly and accurately sort things alphabetically and numerically is required. This is an ideal job for someone who enjoys organizing and who can work quietly on their own.

DEFINITION

Under supervision, sorts, shelves, straightens, relocates, and searches for library materials, re-orders and organizes materials as needed, provides basic directional information to patrons, performs basic circulation duties using computer software, performs physical tasks to support library programs and procedures, performs closing procedures, and does related work as required.

EXAMPLES OF DUTIES

Sorts and shelves materials, assists at public service desks; inspects materials for wear and damage and does basic mending of same; keeps books and periodical shelves in order; assists in taking inventory of books; performs basic custodial tasks as needed.

MINIMUM QUALIFICATIONS

 Knowledge of: Basic clerical functions, principles of alphabetical and numerical filing, basic record keeping procedures.

Ability to: Sort material quickly and accurately in alphabetic or numeric order; follow oral and written directions; interact positively and cooperate with co-workers, respond politely to library patrons, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Must be physically able to stand for extended periods, walk, bend, kneel, push wheeled carts, lift, reach overhead, go up and down stairs, and use a step stool.

Availability for evening and Saturday shifts is required.

Age: Minimum age of sixteen.

Education: Completion of the tenth grade in high school.
