The Information Technology Department’s Development Services Solutions team is seeking qualified candidates to fill the Information System Analyst positions to support the development and maintenance for several Off-The-Shelf (OTS) and custom systems and applications that support operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The primary role of this position is to act as technical lead in supporting and managing diverse departmental business systems that include web and client servers’ application, database, Permitting and Compliance, public web portal, Business Intelligence, GIS, Inspection scheduling/Dispatch, Digital Inspection and performing all duties necessary for maintaining, supporting and optimize systems.  This position must ensure business processes for users are documented and that systems meet customer expectations.  This position is responsible for ongoing user training, report creation, systems administrations, system support, maintenance, and programming efforts and must maintain excellent customer relations.

The ideal candidate must be able to work in a dynamic environment and can effectively perform operational tasks in addition to implement projects.  This is a professional level in the IT professional management IT series and will be expected to act in a supervisory role over Sr. System Application Programmers and System Application Programmers.

Typical duties include but are not limited to: 

• Administering business and data systems that support regulatory processes through to field staff, preferably including Building, Planning, and Code Enforcement (PBCE) business processes inside a large municipality.
• Writing application code in Active Server Page (ASP), ASP.Net, Visual Basic, PL/SQL, Java, and/or JavaScript.
• Leading effort to resolve outages, troubleshooting, escalations, and communications for all support issues within portfolio.
• Acting as technical expert providing direction, guidance, delegation, and project management within project team while adhering to City standards and protocols for cybersecurity, project management, and infrastructure management.
• Ensuring software coding and systems administration best practices to maximize uptime/availability and customer satisfaction.
• Develop and document comprehensive plans for systems development and implementation.
• Providing supervision to staff and guidance to vendors for ongoing and emergency support, system monitoring, and alerting services for legacy and new systems.
• Works cooperatively with users to modify existing processes as needed to accommodate new business needs.
• Communicating to users on maintenance and support issues, both planned and unplanned.

The Development Services Solutions team is responsible for several Off-The-Shelf (OTS) and custom systems and applications that support daily operations of the Planning, Building, Code Enforcement department and the Development Services process at the City of San Jose. The Information Technology Department’s Development Services Solutions team is seeking for two qualified candidates to fill the Senior Applications Developer positions to support the development and maintenance of the above systems and applications as well as to assist with emerging needs around data analysis, data extraction, data mapping, and reporting functions associated with the above systems and business requirements. The ideal candidate should have technical experience in at least one or more items in each of the following four skills groups: 

1.    Systems: Granicus AMANDA, SAP Crystal Reports, Yellowfin and/or Power BI, Enterprise Content Management, Enterprise Service Bus (ESB) such as Mule ESB, and/or Case Management/Tracking systems.

2.    Languages: PL/SQL, SQL, Java, JavaScript, HTML/CSS, Visual Basic, and/or ASP

3.    Integration Development Environments (IDEs): Eclipse, Toad, SQL Developer Oracle Developer, API and Web Services development, and/or Mule ESB AnyPoint IDEs.

The City of San José’s Information Technology Department is seeking a Lead SharePoint Administrator responsible for design and implementation of Microsoft's collaboration platform within the organization. The total salary range for the Senior Wastewater Facility Engineer is $144,362.40 - $182,735.28 Annually. This amount includes an approximate five percent (5%) ongoing non-pensionable pay. While final salary will be determined based on a selected candidate's qualifications, due to the specialized nature of these positions, salary offers will likely be in the top third of the Senior Wastewater Facility Engineer salary range.

ESD is seeking to fill multiple Senior Wastewater Facility Engineer positions in support of the RWF CIP division. The Senior Wastewater Facility Engineer position is a management classification, reporting to a Principal Wastewater Facility Engineer.

This position will work closely with the Program Management Consultant (PMC) and Operations and Maintenance (O&M) staff in an integrated Program Management Office (PMO) to deliver a wide variety of capital improvement projects at the RWF.

The Senior Wastewater Facility Engineer will serve as a Project Manager through all phases of capital project delivery from project initiation to feasibility development, design, bid and award, construction, testing, start-up and commissioning and post construction for his/her assigned project(s).

Responsibilities may include preparing consultant procurement documents (RFQs/RFPs); conducting contract negotiations and administration; directing the preparation and approval of project deliverables prepared by Consultants (i.e. condition assessment reports, alternative analysis reports, conceptual design reports, preliminary design reports, detail design drawings, specifications, permit documents, and construction estimates); preparing Council memos and presentations for contract award.

The Senior Wastewater Facility Engineer will also participate in resource planning, staff recruitment and development.  They will be responsible for hiring, training, developing, managing, and supervising professional engineering and technical support staff. 

Projects planned in the coming years include potentially  Primary Clarifier Rehabilitation, Secondary Clarifiers Rehabilitation, Aeration Basin Modifications, New Disinfection Facilities, Final Effluent Pump Station, Additional Anaerobic Digester Upgrades, and Yard Piping Improvements.

The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services.

The City of Berkeley is seeking PE-licensed candidates who are passionate about improving infrastructure for a more sustainable and resilient city. As an Associate Civil Engineer, you will function as a project leader for Capital Projects with an emphasis on engineering design.

Located in the Public Works Department and the Parks, Recreation & Waterfront Department, capital improvement teams are responsible for coordinating with stakeholders and managing contracts to get projects ready for bidding and construction. Within the Civil Engineer series, Associate level engineers prepare the more difficult and complex specifications, drawings, legal descriptions and cost estimates.

Minimum Qualifications

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four year college or university with major coursework in civil engineering and three (3) years of professional engineering experience in design and construction work at a level equivalent to the Assistant Civil Engineer classification.

Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

Other requirements include possession of a valid California Registration as a professional Civil Engineer and possession of a valid California driver's license with a satisfactory driving record.
