DEFINITION

Under minimal supervision of the Director of Economic and Community Development or designee, through public education and enforcement, the Code Enforcement Officer seeks compliance with City Municipal codes, ordinances, conditions of approval and resolutions in planning, zoning and related areas. This is a working supervisorial position that has the responsibility of managing the Code Enforcement Unit while monitoring specific cases. Coordinates joint code enforcement activities with other City divisions and agencies. Establishes and maintains a citywide monitoring system for code enforcement cases. Attends training to achieve and/or maintain Code Enforcement Officer certification. Performs related work as required. 

EXAMPLE OF DUTIES

Investigates reported violations of municipal codes, ordinances and resolutions and, as necessary, pursues voluntary compliance or direct enforcement. Educates the public regarding code requirements. Conducts field inspections, gathers supporting evidence, maintain case files and, as necessary, prepares reports regarding violations. Effectively creates and administers a management protocol that quickly and fairly resolves code enforcement matters. Prepares compliance schedules for violators that help lead them to full compliance with respect to the severity and circumstances of the case. May prepare and present information to the Planning Commission, City Council, Administrative Hearing Board and courts of law. Coordinates joint code enforcement activities Citywide. Collects and maintains statistics on citywide code enforcement activities and prepares reports for staff, Council and others. Speaks before neighborhood and civic groups about the Code Enforcement Program, its goals and objectives. Plans, prioritizes, assigns, supervises, and reviews the work of staff involved in the enforcement of nuisances in the building, zoning, and related codes. The Officer shall regularly report back to their direct supervisor the activities of the Code Enforcement Unit with recommendations and suggestions on how to resolve and improve operations.

MINIMUM QUALIFICATIONS

Knowledge of: Basic law enforcement and investigation techniques. Municipal codes, ordinances and resolutions related to planning and zoning. Effective and efficient techniques of public education, field inspections for code compliance, gathering and analyzing evidence and data, preparing and presenting reports. Fully trained in all procedures and policies related to standard code enforcement processes and best practices.

Ability to: Read, understand and interpret laws, regulations, ordinances, resolutions and other documents associated with enforcement duties. Recommend appropriate City policies for code enforcement; assist in drafting ordinances and policies as appropriate. Communicate effectively, both verbally and in writing. Prepare and make verbal presentations to small and large groups. Prepare factually clear, concise and complete written reports and correspondence. Work cooperatively with the public, City officials and co-workers.

Highly developed customer service skills that facilitate tactful interaction with the public to gain voluntary compliance with City codes and with City staff and outside agencies. Identify code violations; exercise proper judgment in determining the degree of compliance with various laws and determine appropriate course of action. Assist City staff with interpretation and application of the Code as it relates to planning issues. Coordinate enforcement and inspection functions with other City departments. Organize and execute a system to monitor and record City joint code enforcement activities. Follow established work procedures and practices. Work a varied schedule, independently and with initiative. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of a Bachelor of Arts or Science Degree in Urban Planning, Public Administration, or related degree. Additional education and training in writing, public speaking and areas related to code enforcement desirable. An additional three (3) years of full-time, relevant, municipal code enforcement experience may be substituted for the Bachelors Degree.

Experience: A minimum of six years of full-time, relevant, municipal code enforcement experience, including public contact experience, requiring field investigation, public speaking and enforcement of planning and zoning codes.

Certification: Possess, or obtain within 12 months from hire date, current certification as a Code Enforcement Officer from the California Association of Code Enforcement Officers). Certification as a Housing Inspector from the International Conference of Building Officials (ICBO) is desirable. PC 832, Module A (California Commission on Police Officer Standards and Training) or similar police training is desirable. ICBO certificate and/or training are highly desirable. 

License: Possession of a valid Class C California Driver’s License.

The Position 

The San Bruno Police Department is recruiting for Public Safety Dispatchers. The San Bruno Police Department has a long-standing tradition of small-town service with big-city dedication to public safety.  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.   

Essential Duties 

• Receives and transmits emergency telephone and radio traffic.   

• Maintains and processes a variety of communications reports, records and radio logs. 

• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records. 

• Maintains a high level of confidentiality. 

• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.  

• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters. 

• Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.  

• May act as Records/Dispatcher Supervisor in their absence. 

• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies. 

• Maintains various C.A.D and Record Management Files. 

• Performs related duties and responsibilities as assigned.

San Mateo County Health's Aging and Adult Services Division is seeking qualified individuals for the position of In-Home Supportive Services Social Worker II/III. Social Workers provide a wide variety of welfare services in such areas as information and referral, protective services, out-of-home services, health related services, chore services, and other welfare services within the Health and the Human Services Agency.
 
The current vacancy is in the In-Home Supportive Services (IHSS) Program that provides in-home care for persons who cannot safely remain in their own home without such assistance. The recipients of IHSS are aged, blind and/or disabled and eligible for Medi-Cal. Disabled and/or blind minor children may also be eligible for IHSS. The Social Worker will make a home visit to determine eligibility for the program and to conduct an assessment to determine a range of service hours for particular tasks. The IHSS recipient or guardian is the IHSS employer and is responsible for hiring and supervising a provider for the care they receive.  The Social Worker will travel throughout the County to conduct home visits, attend meetings and perform other duties of the position.  The Social Worker will work in the San Mateo, CA Aging and Adult Services Office.
 
This IHSS Social Worker will conduct intake and/or on-going activities for IHSS recipients. Some of those activities include:
 

• Conduct initial IHSS assessments using a detailed State assessment tool.
• Complete necessary documents, paperwork, and work within different information technology systems.
• Conduct annual reassessments.
• Educate, support, and perform administrative duties for IHSS recipients and care providers to understand/comply with program regulations.
• Provide education, outreach, and community resources information.
• Participate in quality improvement efforts.
• Collaborate with quality assurance and program integrity to ensure proper adherence to regulations.
• Prepare for and attend Fair Hearings.
• Engage in interdisciplinary team meetings or other activities to support San Mateo County's vision for integrated services.
• Maintain oversight of case management needs for a caseload focused on serving IHSS recipients who are minors.
• Collaborate and facilitate service with care providers and other partner agencies.

• Master's degree in Social Work.

SALARY
Social Worker II:   $6,564.13 - $8,205.60/month
Social Worker III:  $7,741.07 - $9,673.73/month

Social Workers provide highly skilled, intensive casework services to individuals and their families and provide casework consultation within the department and to outside agencies.  Incumbents of positions at this level work with minimal supervision and are expected to have acquired the high degree of assessment skills required to perform care coordination and referral tasks in complex casework areas. Lead supervisory responsibilities may be assigned as circumstances dictate.

NOTE:  The list created from this recruitment may be used to fill future vacancies, including classified, unclassified, term, full-time, part-time, temporary and extra help vacancies. The Position

The Street Maintenance Worker I/II will perform a wide variety of tasks in the construction, maintenance and repair of roads, sidewalks, curbing, storm drains, traffic signage, and pavement markings.

Examples of Job Duties

Street Maintenance Worker I:

Cleans work sites and equipment. Perform installation of various traffic control devices and markings. Drives truck with trailer. Performs heavy physical labor including lifting, carrying heavy objects; and shoveling, raking, and leveling asphalt. Clears and cleans roadsides, gutters, culverts and other drainage facilities. Participates in the removal, repair and replacement of storm drainage pipe. Sets-up and removes traffic safety zones for construction. Works in all weather conditions and in all terrain conditions. Works at all times of day and night. Perform preventative maintenance, adjustments and minor repairs on equipment. Cleans equipment, grease, lubricate, and fuel vehicles. Perform inspection and cleaning of drain inlets and storm lines.

Traffic Safety Assignment:

Replaces, maintains and repairs delineators, barricades, traffic dividers, signs, and similar traffic control devices. Assists in determining color of paint to be applied to street markings. Selects proper stencils for street markings. Assist with lane line striping and new installation of street markings. Assist in laying out various traffic control devices and markings. Cleans and maintains spray equipment, including stencil truck; assist in the traffic control closures during various operations. Prepares traffic signs. Assist in applying self adhesive sheeting to metal sign blanks. Trim sign edges. Assists with street sign installation. Participates in the installation of raised pavement markers.

Street Maintenance Worker II:

Manages the work at a work site. Ensures that assigned tasks are accomplished. Keeps track of daily time, work performed and materials used. Performs inspection for street re-surfacing public works projects. Clears and cleans roadsides, gutters, culverts and other drainage facilities. Participates in the removal, repair and replacement of storm drainage pipe. Due to variety of outdoor settings, needs to be able to work in all weather and terrain conditions. Due to 24-hour maintenance needs, needs to be able to work at all times of day and night. Operates light and heavy motorized construction and maintenance equipment including grappler, rollers, VacCon trucks, street sweepers, backhoes, compressors and pneumatic tools. Drives equipment to and from job sites. Loads and unload equipment; inspect equipment. Excavates, backfills, grades and rolls construction and repair sites. Cleans work sites and equipment. Perform preventative maintenance, adjustments and minor repairs on equipment. Cleans equipment. Greases, lubricates and fuels vehicles. Changes backhoe buckets and teeth. Perform various Sanitation tasks including drain inlet cleaning, storm line inspection and street sweeping. Performs heavy physical labor including lifting and carrying heavy objects, shoveling, raking and leveling asphalt. Determine and perform road closures in high traffic areas using traffic control devices.

Traffic Safety Assignment:

Replaces, maintains and repairs delineators, barricades, traffic dividers, signs, and similar traffic control devices. Determines type and color of paint to be applied to street markings. Selects proper stencils for street markings. Operates pavement push striper. Paints intersection markings, crosswalks, and various traffic control devices and markings. Applies paints, lacquers, enamels, epoxies, reflective coatings and other protective and traffic safety materials. Manufactures traffic signs using computerized process. Determines correct location and placement of street sign post; assemble and install signs. Prepares adhesives and install raised pavement markers.

DEFINITION: Under general supervision, assists instructor in swim classes, enforces all rules and regulations pertaining to the safety and well-being of visitors and patrons. Perform related work as required. NOTE: This program provides on the job training to prepare a swim aide to become a Swim Instructor. This entry-level aquatics position is designed to give valuable training and orientation to the American Red Cross Learn-to-Swim Program, and the Mill Valley Aquatics Program for Individuals who desire to work in aquatics but don’t have required experience. Minimum age required to apply, 14 years old. 

EXAMPLES OF DUTIES:

• Assist Swim Instructor to provide all levels of swimming to all age groups.
• Follow the Instructors’ guidelines and directions working with the group or an individual as needed.
• Maintain certain class records and reports as required.
• Prepare instructional equipment, and clean up after classes.

The City of San José Information Technology Department (ITD) seeks an exceptional senior manager to lead the City Portfolio-Products-Projects Office (C3PO) as Division Manager. 

The Portfolio-Products-Projects Office is a six year-old division in the City. Deconstructing traditional project management, San Jose’s C3PO is responsible for (1) executing technology and innovation initiatives with success; (2) ensuring strong business value from City products and platforms over time; and (3) building organizational capacities for the City to consistently transform and improve. 

The C3PO Division Manager will inspire team members and nurture a culture that is truly collaborative and customer-centric towards these ends. The position is critical to the City achieving ambitious goals to innovate, accelerate delivery of solutions, support deep collaboration and deliver remarkable value to the San Jose organization and community. 

The leader of the C3PO will work directly with the Chief Information Officer (CIO) and Assistant Chief Information Officer (ACIO) to build the team through a significant hiring phase. They will assemble the office’s practices and resources, all while supporting delivery of identified priorities. In its first five years, the C3PO already drastically improved technology execution success rates, earning the trust of partner departments. The Division is situated to grow its team and Citywide impacts. Thus, the selected Division Manager will demonstrate the vision and leadership necessary to build the C3PO into the model team and organizational resource described.

Responsibilities:

The C3PO Division Manager works closely with the IT Department Executive Team and oversees approximately 10 to 15 contributors, an average annual project portfolio of 75+ initiatives, and 40+ primary systems for focused lifecycle management. The C3PO works across 20 major departments citywide to:

• Ensure successful project execution;
• Deliver continuously high business value from the City’s products and platforms through expert lifecycle management; and 
• Enable organizational capabilities and cultures that makes transformation through technology increasingly routine. 

Specific examples of work priorities over the next 18 months include: My San Jose, Business Process Automation, Integrated Permitting System and Development Services Upgrade and Transformation, Vehicle Blight service request management, 3-1-1 contact redesign, Business Tax system, emergency management technology refresh, IoT platforms and controls, infrastructure initiatives, and other efforts at the forefront nationally. Work is measured on the basis of hitting targets for cost, schedule, scope/quality, and realization of value at the customer level.

The primary duties of this position may include but not limited to:

• Delivering business value through expert portfolio management, product management, and project management.
• Performing and teaching portfolio, product, and project management practices across City departments through the C3PO.
• Developing necessary strategic plans, budgets, architectures, and roadmaps to plan, execute, and resource initiatives that support the service requirements of City departments.
• Hiring, coaching, mentoring and developing performance manage Products-Projects Managers and prioritizing effectively through active methods—e.g., scrums, work-staff planning, OKRs. 
• Partnering with customer, technical, and vendor leadership to achieve objectives and resolve challenges.
• Monitoring and regularly communicating key performance metrics and statuses.
• Overseeing the development, communication, and training of standardized processes, best practices and maintain integrated tools for product-project planning, execution, business analysis and deliverable/artifact tracking.
• Applying governance processes to maintain stakeholder support, detecting and addressing projects in jeopardy, and inhibiting large project failures.
• Planning for competing demands of technical and staff resources in project and product lifecycle activities.
