What You'll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.

What You'll Do

 DEFINITION

Under supervision, performs sub-professional engineering office work related to Public Works improvements; elementary field surveying; computer-aided drafting and design work; and related work as required.

EXAMPLES OF DUTIES

Performs a wide variety of responsible sub-professional engineering work; computes and posts simple engineering data; computer-aided drafting, design, and mapping; revises, reviews, files, and updates engineering plans and maps; assists field survey and traffic survey crews as needed.

MINIMUM QUALIFICATIONS

Knowledge of: The elementary principles of algebra, geometry, and trigonometry; drafting symbols used in construction work; basic engineering office equipment; modern personal computers and related computer software; principles and practical application of computer-aided drafting, design, and mapping systems.

Ability to: Learn the use of surveying equipment and techniques; learn basic construction inspection procedures; accurately make and verify mathematical computations; perform neat and accurate drafting; collect engineering field data, and make field notes; maintain accurate records; effectively operate computer-aided drafting, design and mapping software; effectively use modern office software; understand and carry out oral and written instructions; work flexible hours; deal effectively and courteously with the public and general contractors; attend work and perform duties as assigned.

Education: Completion of 45 semester college units with major in civil engineering or related course of study.

What You'll Do

The Wastewater Treatment Plant (WWTP) Mechanic III performs highly skilled mechanical and minor electrical work in the installation, alteration, maintenance and repair of electrical systems, equipment and fixtures in a wastewater treatment plant and provides lead worker oversight as necessary; to do other related work as required.  This is an advanced journey level class in the WWTP Mechanic series.  This position is distinguished from WWTP Mechanics I/II by its lead function and the degree of technical expertise required in performing the more complex work.  This class may be responsible for lead supervision of WWTP Mechanics I/II.

Depending upon assignment, duties may include, but are not limited to the following:

• Read and interpret drawings, plans and diagrams of wastewater treatment plant infrastructure, equipment, controls and instrumentation.
• Install, inspect, diagnose, and perform major and minor mechanical repair work on motors, pumps, boilers, hydraulic and pneumatic equipment, generators, filters, and other plant equipment.
• Use a variety of tools, hand tools, cutting and welding equipment and multi-meters.
• Clean, oil and paint equipment.
• Perform preventive and corrective maintenance of all plant infrastructure particularly mechanical and electrical systems.
• Evaluate equipment performance and identify problem areas.
• Assist with maintaining inventory and supply of replacement parts.
• Perform general maintenance duties at the WWTP and Pump Station, including buildings, grounds and equipment as required.
• Provide lead supervision and training to less experienced maintenance mechanic personnel and assure safe work practice and procedures are always being followed.
• May be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis.
• Adhere to purchasing policy.
• Maintain a variety of chemical measuring equipment and plant process instrumentation.
• Fully support and utilize the Computerized Maintenance Management System to maintain accurate records and reports of work performed.
• Assist with installation of plant-related electrical systems, including but not limited to conduits, wires, relays, pull boxes, switch boards and switches required for additions, extensions or modifications to plant components.
• Perform related duties and responsibilities as assigned.

The Wastewater Treatment Plant Mechanic III receives supervision and direction from the Wastewater Treatment Plant Maintenance Superintendent and technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  This position exercises lead supervision over other plant Maintenance Mechanics I/II, including provision of technical supervision, assignment of work and/or the training of less experienced mechanics.

What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.
• Maintain accurate mechanical maintenance records.
• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.
• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.
• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.
• Maintain stock inventory and adequate supply of replacement parts.
• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.
• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.
• Verify the work of others for accuracy, proper work methods, techniques, and compliance.
• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.
• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

Examples of Duties

- Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
- Conduct comprehensive client assessments, and develop and monitor service plan.
- Collaborate with team members, Human Service programs, and community agencies.
- Conduct home visits and provide other community interventions as needed.
- Conduct inter-agency and/or family conferences.
- Advocate for clients in accessing services.
- Monitor services provided for each client.
- Maintain timely electronic documentation of services, reporting, and billing.
- Participate in peer chart audits and outside audit preparation.
- Prepare and present training, outreach, and educational sessions and materials.
- Supervise interns in graduate and undergraduate programs.
- Prepare written and statistical technical reports.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

Examples of Duties

- Manage a caseload of clients comprised of individuals with complex medical and co-occurring conditions, including SUD, mental illness, or homelessness.
- Conduct comprehensive client assessments to develop appropriate service plans and monitor them closely.
- Assist clients to develop support systems to maintain independent living, self-sufficiency and family stabilization.
- Provide crisis intervention.
- Collaborate with supervisor, team members and other Human Services programs and community agencies.
- Make site visits and provide other community interventions as needed.
- Conduct inter-agency and/or family conferences.
- Provide supportive counseling and advocacy for clients.
- Monitor services provided for each client.
- Maintain timely electronic documentation of services, reporting, and billing.
- Prepare and present training and educational programs and publicity materials.
- Supervise interns in graduate and undergraduate programs placed at HCR.
- Prepare written and statistical technical reports.
