The Public Service Assistant (PSA) II is assigned to the Police Department’s Red-Light Camera Unit. Under direct supervision of the Traffic Enforcement Project Specialist, the Public Service Assistant II will perform administrative tasks in support of the Police Department’s Red-Light Camera Unit. This position is a temporary/part-time appointment and may work up to 20 hours a week.

Examples of job duties include:

• Order and prepare court packets of red-light violation from Red Flex for review by court commissioner and defendants.
• Research and understand several sections of the vehicle, government and evidence code as it pertains to red light violations.
• Prepare trial by written declaration packets.
• Research and print out DMV information, including photos and convictions for case files.
• Assist with conducting enforcement sign and equipment verifications.
• Assist with verifying yellow light timing with city Traffic Engineers.
• Assist with review and maintenance of court evidence binders.
• Uploading case file evidence.
• Research statistical studies and assist in report preparation.
• Order office supplies and maintain a functional and organized workspace.
• Retrieve, sort and distribute incoming mail.
• Answer phone and return phone and email messages.

The Silliman Family Aquatic Center Lifeguard Academy is for those seeking employment with the City of Newark. This program is a beginner-level course that covers Lifeguard Training, Water Park Lifeguard Training, First Aid, CPR/AED for the Professional Rescuer, Administering Emergency Oxygen, Swim Lesson Instruction, and center-specific training. Please note that this position requires you to work in an indoor aquatic environment subject to warm/humid temperatures.

**No certifications or previous experience is required! Candidates must be comfortable in the water. Once you successfully pass your lifeguard certification, you’ll get a $1.00 raise to make $19/hour as a lifeguard.**

The Newark Recreation and Community Services Department is looking for Aquatic Instructors (Swim Instructors) for our fantastic swim lessons and aquatic programs, to work at the Silliman Activity & Family Aquatic Center. We are looking for positive, patient, motivated, self-driven individuals that have a passion for working with children and wish to make a difference in a child's life by teaching them lifelong water skills! 

Those that are successful in the application review will be invited to attend an in-person interview. Please note that this position requires you to work in an indoor aquatic environment subject to warm/humid temperatures. 

**No certifications or previous experience is required! Candidates must be comfortable in the water. Swim Instructor training will be provided once hired.**

• Applicants should be able to work at least 12-20 hours per week, year-round, including weekends and holidays, with mandatory trainings. 
• Summer Swim Lessons run on Monday-Thurday mornings (7:45 am – 12:00 pm), Monday-Thurday evenings (3:45 pm - 8:00 pm), and Saturday mornings (7:45 am- 12:00 pm). 
• Off-Season Swim Lessons run on Monday/Wednesday evenings (3:45 pm - 7:45 pm), Tuesday/Thursday evenings (3:45 pm - 7:45 pm), and Saturday mornings (7:45 am- 12:00 pm). 

RESPONSIBILITIES:

• Under the supervision of the Aquatics Coordinator, this position provides swim instruction to adults and children and conducts related work as required
• Swim Instructors teach, supervise, and assess students of all ages and abilities
• Teach group and private swim lessons to adults and children of all abilities
• Use proper teaching tools, equipment, and techniques while teaching swim lessons
• Maintain order and prevent accidents through the enforcement of policies, rules, regulations, and ordinances governing the conduct of patrons in the pool area.

• Acting immediately and appropriately to ensure the safety of patrons in the event of an emergency/Providing emergency care and treatment as required until the arrival of emergency medical services
• Performing various maintenance duties as directed to maintain a clean and safe facility
• Having a thorough knowledge of rescue techniques

The Position

The Multipurpose Senior Service Program (MSSP) Case Manager will perform professional and clinical social work tasks and duties for older adults living with complex medical conditions to assist them to obtain optimum health, financial, and/or social services. As a member of the Human Services Department, this position reports to a Clinical Supervisor in the Aging and Family Services Division.

Under guidelines provided by the State of California, the MSSP Case Manager provides case management to frail seniors who are MediCal eligible and 65 years of age and older, to support them to live in their own home. This position joins a multi-disciplinary team of a social worker and a nurse and will perform case management functions in the cities of Fremont, Newark, Union City and Hayward. This position requires driving to conduct community visits, including visits to client homes and medical facilities. Participants in the MSSP program have significant medical and/or caregiving deficits and are at risk of further deterioration and/or institutionalization. The Case Manager will evaluate clients for medical appropriateness (RN only), conduct assessments (health and/or psychosocial), formulate detailed care plans, access/advocate for services, and monitor client care. The program serves a diverse client population, and the candidate must feel comfortable working with monolingual non-English speaking clients and/or through interpreters.

This is a regular, part-time position (32 hours/week) and will receive pro-rated benefits.

- Manage a caseload of 28-32 clients comprised of older individuals with complex medical conditions.
- Conduct comprehensive client assessments, and develop and monitor service plan.
- Collaborate with team members, Human Service programs, and community agencies.
- Conduct home visits and provide other community interventions as needed.

- Advocate for clients in accessing services.

The Position

The Case Manager will perform professional and clinical social work with individuals and/or families who are unhoused or housing insecure, and who may have complex social and medical needs including health care, financial assistance, employment opportunities, as well as housing assistance. As a member of the Human Services Department, this position reports to a Clinical Supervisor, under direction of the division manager of Homeless Care and Response (HCR), and is characterized by the responsibility to provide comprehensive psycho- social assessments and develop and implement care plans. These plans may focus on connecting clients  to public benefits, obtaining budgeting skills, accessing medical care, and obtaining more stable living arrangements. The position works within a team of professionals and will be required to work collaboratively with team members and community partners.  In order to perform responsibilities, the Case Manager will be required to conduct site visits in the company of another staff member in the field to locations where homeless persons may reside,  to medical facilities, and other community locations.

Examples of Duties

THE POSITION
The Utilities Field Services Supervisor supervises, plans, schedules, and reviews activities related to the installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, within the City's water system.   This position also oversees the City’s meter reading and cross connection control programs, and assists the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions.  
 
DEFINITION
Under general direction, to supervise, plan, schedule, and review activities related to the  installations and maintenance of water mains and appurtenances, including water mains, service lines, fire hydrants, backflow prevention devices, and water meters, of the City's water system, as well as field customer services.

DISTINGUISHING CHARACTERISTICS
This is a management classification allocated to the Utilities Division of the Public Works Department reporting to the Utilities Operations and Maintenance Manager. The Utilities Field Services Supervisor is responsible for the field installations and customer services related to water meters and backflow device maintenance. The position is also responsible for supervision of meter reading and performing supervision and management in support of the Utilities Division's goals and objectives.  The position is also responsible for assisting the Utilities Operations and Maintenance Manger in the overall planning, administration, and management of Utilities Operations and Maintenance functions. This position is distinguished from that of subordinate utilities classifications by its responsibility for the supervision of two maintenance work groups (i.e., Field Services and Customer Services).  This position is distinguished from the Utilities Operations and Maintenance Manger position by the latter position's overall responsibility for the management and administration of the City's water distribution and sewer collection systems, the Storekeeper position, and administrative and clerical staff.

Duties may include but are not limited to the following:
 
Field services, including installation of water mains and appurtenances for City projects and/or private developments, maintenance of the water mains and appurtenances, leak repairs, water meter installation and repair, backflow prevention device installation, repairs, inspection, and testing, and meter reading program.  Field Services may be required to assist in smaller repair jobs to the sewer collection system. 

Coordinates operations with the needs of the public, outside agencies, and other City divisions.  
 
Assists the Utilities Operations and Maintenance Manager with budget preparation and performs other administrative work as assigned. 
 
Receives, investigates and responds to public inquiries, concerns, and complaints, and requests for service. Works cooperatively with City staff, residents, businesses, property owners, and other utilities and outside agencies.
 
Confers with developers and contractors as needed to ensure that the City's water system standards are met.
 
Identifies water mains and appurtenances maintenance needs in the utility system, discusses them with Utilities Operations and Maintenance Manager, and initiates proper action to resolve the problems. Ensures that the meter reading program is always on track and meeting its goals.  Assures that emergency staff is available 24 hours a day to take necessary action.
 
Oversees the development of schedules and establishment of assignment priorities for the Field Services section, as well as the Customer Service section.  
 
Develops and maintains specifications for water main and appurtenances materials and equipment and recommends purchases.  
 
Prepares and maintains specialized water system records and forms, and reports to regulatory agencies. Prepares all correspondence needed to ensure effective coordination between the Utilities Operations and Maintenance, other functions within Utilities Operations and Maintenance, Public Works, other City departments, and the general public. 
 
Reviews, evaluates and prepares comments on construction plans, drawings and specifications related to water system infrastructure projects including mains, connections, valves, equipment, and other systems.
 
Ensures that all Underground Service Alert (USA) markings for the City's water and sewer mains, and fiber optic cable are done in a timely and accurate manner.
 
Participates in interviews and selection of new employees under the positions responsibilities, and training of employees in work procedures, standards and safety practices. 
 
Prepares and provides input into employee performance evaluations, including setting and assessing goals, conducts counseling on work-related issues, and makes recommendations regarding discipline.
 
Actively participates in the Public Works Department's Safety Committee.
 
Performs other related duties as assigned.

JOB RELATED ESSENTIAL QUALIFICATIONS

Knowledge of: 

• Water transmission and distribution operations and maintenance, and underground installation programs; and safe work practices.
• Principles of hydraulic theory as it applies to water distribution system, water transmission systems, pressure zones and pressure regulating valves.
• Current methods, codes and regulations governing underground work and water main and appurtenances installation.
• Supervisory Control and Data Acquisition (SCADA) systems including data propagation methods, and associated hardware and software.
• Modern work order development and processing.
• Principles of management and supervision including work planning, direction, training, and evaluation of work and staff performance.

Ability to: 

• Direct the daily field services of a municipal water distribution system, and field customer services functions.
• Supervise, train and evaluate subordinate field, technical, and support staff; and coordinate schedules to insure the timely processing of the public's request.
• Communicate both orally and in writing to prepare clear and accurate maintenance and safety reports, lead discussions, and present information to City staff, contractors, and the general public.
• Review and evaluate construction plans, drawings and specifications related to field services projects including underground infrastructure, and related equipment.  
• Calculate field assets historical and instantaneous performance using a variety of data, formulas and equations.
• Make reasonable assessments as to repair or replacement of water main, valves, and other related equipment; and advise Utilities staff, design consultants, engineers and contractors in acquisition and installation of new equipment.
• Make informed judgments concerning maintenance parameters of water system; and make independent judgments during emergencies. 

EXPERIENCE AND EDUCATION
Any combination of experience and training that could likely provide the required knowledge and abilities would be qualifying.  A typical way to qualify is:
 
Experience: Four (4) years of progressively responsible experience in the Field Services of a water system including one (1) year of responsible supervisory or lead position experience in a distribution system classified as a D4 system or higher by the California Department of Health Services.
 
Education: Completion of twelfth grade or possession of GED, supplemented by college course work related to potable water, water distribution, wastewater collection, recycled water distribution, or a science field.  Possession of an Associate's Degree in water distribution, wastewater collection, recycled water distribution, or in a science field may be substituted for the required coursework.  Possession of a bachelor's degree is desirable.  

License or Certificate:Requires possession and maintenance of a valid Water Distribution Operator D4 Certificate issued by the California Department of Health Services,

OR

Possession and maintenance of valid Water Distribution D3 Certification issued by the California Department of Health Services with the ability to obtain and maintain a D4 Certification within eighteen (18) months of appointment to the position. 

AND

Possession and maintenance of a valid Class C California Driver's License.

THE POSITION:  This is a trainee level classification which provides transition into the position of Police Officer.  A Police Officer Trainee is hired into this civilian position for the period prior to and during the time they are assigned to a Commission on Peace Officer Standards and Training (POST) certified police academy.  The police academy has an expected duration of approximately 6 months.  Upon successful completion of training at an academy and upon the availability of a Police Officer position, Police Officer Trainees are sworn in and appointed to the classification of Police Officer.  The Police Officer Trainee is represented by SEIU Local 1021 and benefits are limited to those of a civilian employee.

Essential Duties

Attends a basic POST certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
Receives academy and field training to become a Police Officer.
