About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. This position is responsible for directing and leading collaboration on planning, design development (including technical analysis in support of preliminary engineering and final design), project-related right-of-way activities (in coordination with VTA Real Estate), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), coordination with project stakeholders within VTA and beyond (e.g., local agencies, Caltrans, federal agencies, resources agencies, utilities, etc.), and community and other outreach (working with VTA public information and government affairs staff).

THE POSITION:  

Under general supervision, the Shelter Volunteer Coordinator assists in the planning, organization, implementation and review of the Animal Care Volunteer Program; assists with recruiting, training, scheduling and evaluation of volunteer staff; performs community liaison functions, coordinates public relations activities; humane education programs and performs related work as required.
 

You are:

The ideal candidate will have prior experience as a volunteer coordinator working in an animal shelter. The candidate will have experience handling shelter animals and be able to train volunteers how to safely handle animals. The candidate will have experience in volunteer program development as well as the ability to analyze volunteer program data for retention. The ideal candidate will have some experience using the Chameleon software for animal management.  

Essential Duties

What you will do:   

Duties may include, but are not limited to the following:
 
Recruits, interviews, recommends, orients, trains and evaluates volunteers; schedules their daily work assignments and activities to assure maximum program coverage and effectiveness;
 
Ensures that all departmental procedures are followed.
 
Under direction from the Animal Services Administrator, responds to volunteer complaints and conflicts that may arise.
 
Maintains a system for tracking volunteer program hours, schedules, skills and abilities, as well as performance measures.
 
Maintains and physically organizes volunteer work areas, files and records.
 
Prepares annual report on volunteer hours and activities.

Under general direction, develops and implements policies and procedures for implementing various volunteer, shelter and community programs; works with Animal Services Bureau Administrator to identify needs and opportunities for utilization of unpaid staff, and to design programs to fill those needs.
 
Designs and develops training and orientation programs in a variety of areas including volunteer program procedures, applicable laws and department policies, techniques for dealing effectively with the public, and the proper and humane handling of animals.
 
Assists with production and update of volunteer training manuals and volunteer job descriptions.
 
Coordinates ongoing training opportunities for volunteers to enhance their skills and keep them engaged; implements a system to provide volunteers with consistent recognition to increase volunteer retention.
 
Coordinates volunteer meetings and annual Volunteer Recognition event.
 
Coordinates and attends meetings with Volunteer Coordinators from other Animal Care Services and volunteer organizations in the Bay Area.
 
Maintains good communication with volunteer staff through personal contact, email and newsletters to keep volunteers apprised of changes, accomplishments and opportunities.
 
Represents the Bureau's various programs to the public and news media through public service announcements, conferences, outreach events and personal contacts with community leaders.
 
Provides Humane Education presentations to local groups, schools and civic organizations.
 
Assists with gathering and review of articles for volunteer produced quarterly "All Fur Love" community newsletter.
 
Coordinates the acquisition and distribution of Animal Services Bureau Volunteer uniforms.
 
Coordinates and oversees volunteer planning committees for events and fundraisers.
 
Performs other essential duties as assigned.

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Experience: Two (2) years progressively responsible experience in volunteer program management, public relations, project management or similar field. At least one (1) year of professional animal handling experiences is highly desired.
 
Education: Equivalent to the completion of the twelfth (12th) grade. Education and coursework related to Public Administration, Animal Behavior, and Veterinary Office Assisting or similar is highly desired.
 
License & Certificates: Possess and maintain a valid California Class C Driver's License.

The study reviewed the Community Development and Transportation Department’s Planning, Engineering, and Transportation divisions and aimed to identify operational efficiencies, technology improvements, and a staffing structure better aligned with the workload in order to improve efficiencies. As a result, the Engineering and Transportation functions will now operate as a stand-alone Department with a new Director and Assistant Director. The first step in implementing the Study’s recommendations is to hire a Director and Assistant Director, one of whom will serve as the City Engineer. The new Director, reporting to the Assistant City Manager responsible for land use and development functions, will have functional responsibility for land development, engineering, and transportation, including the City’s Capital Improvement Program (CIP), which includes utilities, civic projects, and construction inspection.

The new Engineering and Transportation Department is supported by 24 FTE and has a FY 2023-24 Capital Budget of approximately $38 million in general infrastructure and transportation projects and $13 million in utility infrastructure projects. The Five-Year CIP (FY 2023-24 to FY 2027-28) totals $473 million, including citywide projects. Major projects include an impressive list of transportation projects, such as the SR84/US101 Freeway Interchange, grade separations along the Caltrain rail line, parking, and transportation demand management and Vision Zero implementation, and various traffic calming and roadway projects. Other major projects entail the Transit Center, the Water Master Plan implementation, finalizing and implementing a Recycled Water Master Plan, and various Stormwater System improvements. THE POSITION:

The ideal candidate for Police Officer will be an individual with a high commitment to customer service, a proven record of integrity, and the ability to work comfortably in a small-town atmosphere enjoyed by the residents of Atherton.

MINIMUM QUALIFICATIONS:

Must possess a valid California Class C Driver’s license and have a satisfactory driving record; POST certification to include demonstrated firearms proficiency and qualification; complete a comprehensive background investigation including a polygraph, psychological, and medical examination. 

TYPICAL DUTIES:

COMPENSATION PACKAGE:

The current monthly salary for these positions ranges depending on the job title and experience.

Police Trainee - $8709.15 per month;  Police Officer - $10,538.83 - $12,810.01.

The Department of Public Works is currently recruiting to fill a Communications Technician position for the Radio Communications Shop. The Radio Communications shop maintains the communication system for the City of San José that is used by multiple departments, such as: Police, Fire, Department of Transportation, Parks Recreation Neighborhood Services (Park Rangers), and Public Works (Animal Care & Services).

The City of San José public safety and city services depend upon the use of commercial radio communications equipment. For police officers and firefighters, radio communications are the primary means of communicating with the 9-1-1 dispatch center in performing their duties. These vast stand-alone radio systems with fault-tolerant designs are essential to providing the public with reliable emergency response services 24 hours a day, 365 days a year with demand for system survivability through any catastrophic event.

The key responsibilities of the Communications Technician may include:

• Installation, maintenance and repair of mobile and portable radios, base and control stations, microwave systems, dispatch consoles, voting receivers and comparators, digital Microwave system and P25 LMR systems.
• Respond to trouble reports, perform preventative maintenance and project assignments. Update technical documentation including wiring block assignments, CEB programming and configurations, as-built drawings of installed equipment at City radio sites, specialized vehicular installations, and diagrams of the City's various communications systems.

The City of Berkeley invites you to apply for the position of Associate Transportation Engineer in the Transportation Division of the Public Works Department! 

When assigned to development review, you will have the opportunity to review residential, commercial, industrial and public works project plans, traffic impact reports, and other development and design related documents for compliance with City of Berkeley standards and regulations including all applicable local, state, and federal codes and guidelines; evaluate and recommend mitigation measures to address adverse impacts of development projects; review plan checks for small developments; and review traffic control plans for construction projects.

When assigned to capital projects designs and traffic signal systems, you will have the opportunity to manage capital improvement projects including development of conceptual design options, detailed engineering design, bid, and construction administration; prepare council reports, conduct presentations, and respond to project-related public inquiries; design/review traffic engineering design elements for Complete Streets Projects and traffic calming projects; work with project development team to analyze street and road use for all road users focusing on safety and efficiency of transportation networks; and work with traffic signal maintenance team to maintain and upgrade city’s traffic signal system, including using Synchro traffic signal timing software. MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:

Equivalent to graduation from a four-year college or university with major course work in civil or traffic engineering and five years of increasingly responsible traffic engineering experience, three years of which were at a level equivalent to the Assistant Transportation Engineer class. Progressively responsible related experience may be substituted for the college course work on a year for year basis.

Other requirements include possession of a valid California Registration as a professional Traffic Engineer or a professional Civil Engineer. A CA Registration as a Traffic Engineer is preferred. Candidates must also possess a valid California driver's license and have a satisfactory driving record. Desirable qualifications include a master's degree in Transportation Engineering/Planning or a related field.  

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations.

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of 1 year of dispatch work; general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills.

COMPENSATION & BENEFITS

The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary:  $6,538 to $8,468 per month. Placement within the range depends on experience and qualifications.

THE DEPARTMENT
The Burlingame Police Department is a municipal, full service, community oriented department.  We offer a variety of investigative, preventative, and community policing programs to both protect and serve a community that spans five square miles and is home to more than 28,000 residents.

We are active in county-wide law enforcement efforts by participating in the San Mateo County Gang Task Force, Avoid the 23 (DUI) Task Force, Narcotic Task Force Details, Alcohol Beverage Control Operations, Office of Traffic Safety grants and as Police Academy Training Officers.

POSITION
Burlingame Police Officers are responsible for preventing crime, arresting law violators, directing traffic, etc.  In that capacity, officers may also serve in special assignments such as K-9, detective, SWAT, hostage teams, FTO, and motorcycle patrol.

EXAMPLES OF DUTIES:

• Patrol various areas within the City by driving a police vehicle or by walking to prevent criminal activity, to enforce various laws, regulations, and codes.
• Respond to radio dispatched calls and reports to crime scenes or locations of disorder to protect life and property.
• Conduct investigations, gathers information and writes factual reports involving criminal activity, traffic accidents, suspicious activity, or other unusual incidents.
• Make arrests as necessary and writes report of all arrests made and activities performed.
• Interview and interrogate suspicious persons, suspects, and prisoners.
• Gather, mark, preserve, and record evidence in criminal or related matters; testify and present evidence in court.
• Serve warrants and subpoenas.
• Assist in the performance of special investigations and perform undercover and surveillance activities when necessary.

ESSENTIAL REQUIREMENTS:

Knowledge of:

• State laws, local regulations, ordinances, and codes including laws or arrest, current court decisions, General Police procedures and rules.
• Standard police broadcasting procedures and codes.
• Proper use of departmental firearms.
• Geography of the local area.

Ability to:

• Understand and carry out oral and written instructions.

• Maintain contact and preserve good relations with the public; respond to requests and inquiries from the general public.

• Arrest persons with or without warrants and physically take into custody, guarding arrestee.
• Administer first aid and CPR.

Skills:

• Operation of police vehicle at high rates of speed during emergency situations.
• Use police vehicle radios as well as hand-held portables and use proper radio codes.
• Use hand-held and/or electronic equipment for drug and alcohol detection.
• Ability to process for and lift latent evidence.
• Finger print and take palm prints from arrestees.
• Use departmentally issued firearms safely and safety equipment.

EDUCATION & EXPERIENCE:

Candidates must be a US Citizen, at least 21 years of age on date of appointment, a US high school graduate (or GED equivalent), have no felony convictions or disqualifying criminal history.  Must be able to understand and carry out verbal and written instructions, read, comprehend, write, and speak English effectively.

Entry Level - Proof of completing the POST Written Test and Physical Agility Test with a passing score.

Lateral Police Officer - To be considered for a lateral Police Officer appointment, candidates must have prior experience as a sworn law enforcement officer within the past twelve (12) months, including the completion of the field training program and probation period with a law enforcement agency.

Applicants with more than a three year break in employment as a California Police Officer or who are an out-of-state Police Officer must provide evidence of successful completion of the CA Basic POST Course waiver process.

Those most qualified candidates submitting the required documents in person to the Burlingame Police Department will be invited to participate in oral interviews and other elements of the selection process.

BACKGROUND REQUIREMENTS:
Finalists will be required to undergo a thorough background investigation and criminal/vehicle records check.  Employment offers are contingent upon passing a pre-employment physical/drug screen and psychological examination.  Past substance abuse and criminal activity may be grounds for disqualification but all candidates will be evaluated on a case-by-case basis.
