THE POSITION

The Police Captain is an at-will position and serves at the pleasure of the City Manager. Under the general direction of the Police Chief, the Police Captain plans, directs, manages, and coordinates the personnel and activities of a major division within the Police Department; assists in the development and implementation of department goals, objectives, policies, and priorities; coordinates assigned activities with other City departments, divisions, and outside agencies; serves as Acting Chief in the Police Chief's absence; provides responsible administrative support to the Police Chief; and performs related duties as assigned. Examples of duties are:

• Plans, directs, manages, coordinates, and evaluates the work of a major division of the Police Department, which may include field operations, investigations, communications, public services and programs, and administration; develops, recommends, and administers policies and procedures.
• Develops and directs the implementation of division goals, objectives, policies, and priorities; establishes, within City policy, appropriate service and staffing levels; allocates resources accordingly.
• Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.
• Represents the Police Department to other City departments, elected officials, and outside agencies; explains, justifies, and supports Police Department programs, policies, and activities; negotiates and resolves sensitive, significant, and controversial issues.
• Selects, trains, motivates, and evaluates Police Department personnel; provides or coordinate staff training; works with employees to correct deficiencies; implements discipline and termination procedures.

MINIMUM REQUIREMENTS

Bachelor's degree from an accredited four-year college or university with major coursework in criminal justice, criminology , police science, public or business administration, or a closely related field;

AND

Eight (8) years of increasingly responsible experience as a sworn law enforcement officer, including at least two (2) years equivalent to a lieutenant or above.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of a California Peace Officer Standards and Training (POST) Management Certificate.

Working Conditions

Must be 21 years of age at time of appointment. Must be a United States citizen or a permanent resident alien who is eligible for and has applied for citizenship. Incumbents must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays. Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

All City of Rocklin employees are designated as Emergency Service Workers during a proclaimed emergency and may be required to perform certain emergency services at the direction of the department and/or City.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. This is an exciting growth opportunity, as they will manage a significant and growing team, drive positive culture, champion important initiatives for workplace wellness, and assess technology needs across the Department. The Manager will oversee employee onboarding activities and champion workforce policies and procedures and continuously foster a culture of creativity and constant improvement. • SUBSTITUTIONS: Additional professional-level experience as outlined above may be substituted for the college education on a year-for-year basis.
• California Driver’s License and a satisfactory driving record.

DESIRED:

• Supervisory experience.

COMPENSATION AND BENEFITS:

The annual salary is $136,041 - $181,866 DOE/DOQ, plus a 5% pay differential and a generous benefits package.

About The Position:

The County of Yuba is actively recruiting to establish an eligibility list for the position of Deputy Sheriff-Lateral. Deputy Sheriff’s perform a wide variety of patrol officer and related duties required to effectively respond to and resolve the normal scope of peace situations, including the protection of life and property, enforcement of laws and ordinances, criminal investigation, report writing, crime prevention and suppression, case preparation and testimony, and providing information and assistance to the public and perform related duties as assigned. The City is now accepting applications for the position of Vehicle Abatement Officer (Temporary) in the Police Department. Under supervision, this position will respond to complaints from the public related to abandoned vehicles; enforce municipal and vehicle codes, and parking regulations; maintain records; and perform other duties as assigned. This is a non-sworn classification responsible for enforcing parking regulations, identifying, marking and tagging abandoned vehicles, and arranging for their removal.

The San Rafael Public Library is accepting applications for Substitute Librarians and Substitute Library Assistants to work in our San Rafael Public Libraries, including Downtown (1100 E Street), Pickleweed (50 Canal Street), and Northgate (5800 Northgate Drive, Ste. 083).  We are looking for people who are available on call, weekends, or other limited shifts.  This is a great opportunity for those interested in working at both a downtown and neighborhood branch libraries, as well as those excited by providing library services to a diverse community.  These are temporary positions, limited to 1,000 hours worked within a fiscal year (July 1 thru June 30) and receive no City benefits.

Substitute Librarians perform professional-level library public service work, including answering reference questions, providing readers’ advisory, providing technical assistance, and presenting programs (as needed).

Substitute Library Assistants perform circulation tasks such as checking materials in and out, and work at the public service desk, assisting patrons with basic requests including answering simple questions, creating new patron accounts, and referring patrons to other staff for more complex questions. 

DESIRED QUALIFICATIONS:

Substitute Librarians:

• Knowledge of Library Services and reference materials; readers advisory; professional practices and techniques of library science; and on-line library systems and information resources.
• Masters in library science issued by a college or university accredited by the American Library Association is preferred.
• Ability to work and effectively communicate with a diverse range of patrons.
• Bilingual in Spanish desired.

Substitute Library Assistants:

• Knowledge of basic office practices and procedures, including the operation of standard office equipment; alphabetical, numerical, and topical filing systems; material organization and structure of libraries; including categories of materials and general arrangement; library technical services terminology and equipment including on-line databases.
• Experience working in public libraries preferred.
• Ability to work and effectively communicate with a diverse range of patrons.
• Bilingual in Spanish desired.

About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. This position is responsible for directing and leading collaboration on planning, design development (including technical analysis in support of preliminary engineering and final design), project-related right-of-way activities (in coordination with VTA Real Estate), construction management and close out, overall program/project management (including scopes, costs, schedules and quality of work), management of staff resources (both VTA and consultant), coordination with project stakeholders within VTA and beyond (e.g., local agencies, Caltrans, federal agencies, resources agencies, utilities, etc.), and community and other outreach (working with VTA public information and government affairs staff).
