The successful candidate will be responsible for the operations and maintenance of all County Health and Hospital facilities, buildings and grounds, as well as the planning, organizing and reviewing facility improvement projects. The Chief of Plant and Engineering, Medical Center also coordinates all activities with other divisions of Public Works and other County departments.

This Department of Public Works position reports to the Public Works Deputy Director of the Facilities Division. In addition, this position would collaborate closely with the San Mateo Medical Center’s Chief Operations Officer as an extension of the medical center staff for planning, coordinating and delivering services to the Medical Center and its clinics.

The position will be located at the San Mateo Medical Center in San Mateo and will be responsible for the maintenance and operation of a 251-bed acute care hospital and other clinics and facilities located throughout the County of San Mateo.

Examples of Duties:

• Coordinate activities with those of customer departments, outside architects, engineers, building designers and contractors to ensure the availability of necessary resources and cooperation at all levels necessary to complete projects in a correct and timely manner

• Participates in preparing job cost estimates and approving estimates prepared by others (PDU, Capital Project Managers)

• Writes specifications, solicits and reviews bids, recommends contract awards and issues change orders

• Coordinates and monitors contract performance and related activities associated with project completion

• Ensures excellence in work performed and service delivered by selecting, supervising and coaching employees

• Participates in preparing and administering the operating budget; forecast needs for additional staffing, equipment, materials, supplies and funding allocations; and manages objectives within budget constraints and policies

• Prepares and presents comprehensive administrative, fiscal, statistical and technical studies, reports, evaluations, specifications and correspondence as required

• Monitors and evaluates work in progress and at completion to ensure compliance with specifications, regulations, codes and ordinances

The ideal candidate will have ten years of progressively responsible experience managing facilities maintenance and operations, preferably in a healthcare setting, and will have experience in construction management, mechanical or civil engineering, or architecture in a medical setting.

Additionally, the successful candidate will have:

• Extensive experience in operating and maintaining facilities to meet Joint Commission inspection regulations

• Knowledge of Office of Statewide Health Planning Development (OSHPD) regulations, procedures and requirements

• Experience with automated building management systems

• The ability to manage current initiatives and develop new ones aimed at cultivating an environment that respects individual strengths, views and experiences, to best meet our current and future business priorities

• Demonstrated experience collaborating with internal and external partners to create a safe, supportive and empowering community for all

• Outstanding skills in leading teams, motivating staff, encouraging new ideas, fostering trust and successfully setting priorities with limited resources

• The ability to remain calm under pressure and adept at prioritizing tasks, handling multiple responsibilities and synthesizing complex issues effectively

Engineering Assistant

(Part-Time, Temporary)

The Position

The City of San Bruno Public Works (Engineering) Department is currently seeking a talented and innovative Engineering Assistant to join the Department for a part time employment opportunity.  As an Engineering Assistant, you will have the opportunity to contribute in key areas of the Department.  Duties will include assisting engineering staff on a variety of projects and tasks related to traffic engineering, capital improvements and land development.  Examples include supporting the Traffic Engineer in collecting and analyzing field data; researching and designing elements of transportation projects; and assisting in the preparation of plans, specifications, exhibits, studies and technical memoranda.  Other responsibilities include responding to inquiries from members of the public, developers, and contractors; conducting and/or assisting with surveys and investigations; data entry; and record keeping.  This position provides an excellent career opportunity for obtaining a broad range of experience involving a wide variety of public works projects.

The successful candidate will work part time and the final schedule will be determined by the Department in conjunction with the candidate.

Minimum Qualifications

· Must be at least 18 years of age

· Possession of a high school diploma or GED equivalent.  Additional college course work or degree  in Engineering or related field preferred.

This position is a temporary part-time opportunity that offers no benefits.  However, in accordance with the Healthy Workplaces, Healthy Families Act of 2014, the City of San Bruno recognizes that employees will need time off from work from time to time to address the medical needs of themselves or family members covered under the law.  All temporary, part-time, and seasonal employees, who on or after July 1, 2015, work in California for 30 or more days within a year from the commencement of employment are entitled to paid sick leave for prescribed purposes.  Employees will accrue one hour of paid sick leave for every 30 hours worked, and are entitled to use accrued sick days beginning on the 90th day of employment.   Employees may use up to 24 hours (or 3 days) of accrued sick leave in each year of employment.

Position Description

Under close supervision, assists in the performance of a variety of entry-level and unskilled maintenance and repair duties in assigned maintenance operations, which may include park, landscape, creek and catch basin, street, road, restroom and facility maintenance. 

Duties and Responsibilities

Job duties include, but are not limited to:

• Performs preparatory work for maintenance activities, including: gathering equipment, materials and supplies; loading and unloading materials, and laying out materials and equipment for projects;
• Performs a variety of routine physical labor tasks, depending upon area of assignment, including: posting general notices, pulling weeds, picking up litter, raking leaves and debris, planting, miscellaneous painting tasks, replacing light bulbs, emptying trash bins, graffiti removal, and restroom janitorial work;
• Performs cleanup at the end of the day or when the job is completed, including: picking up tools, spills, and debris; cleaning work areas, and performing touch-up work as needed;
• May operate a vehicle for pickup and delivery duties;
• May operate power tools such as power washer, leaf blower, weed eaters and basic hand tools such as brooms, shovels, rakes, hoes, etc.; and
• Performs other duties of a similar nature or level.

Knowledge, Skills and Abilities

• Must possess strength, stamina, mobility and willingness to perform heavy physical work out of doors in all weather conditions and with exposure to traffic and potentially hazardous conditions;
• Must possess ability to drive a motor vehicle and/or light maintenance equipment; lift and move materials and equipment weighing up to 90 pounds and heavier weights with the use of proper equipment;
• Vision to read written materials and hearing and speech to communicate in person and over the telephone and/or radio;
• Ability to understand and follow written and oral instructions;
• Must possess communication and interpersonal relationships skills to interact effectively with co-workers, supervisors and the general public sufficient to exchange or convey information and to receive work direction; and
• Must be able to work various weekday hours between 6:00AM and 4:00PM up to 40 hours per week.
• May require weekend hours and holidays (including Memorial Day and Fourth of July)
  • Other various shifts may become available over the next 12 months; shifts are subject to change based on operational needs of the Department. 

Education, Experience, and Other Requirements

• Completion of coursework equivalent to the eighth grade; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job as noted above;
• Valid class C California driver's license required and a satisfactory driving record; and
• Must be 18 years of age or older.

Compensation and Benefits

Benefits are not available for these positions beyond what is required by law.  Compensation is hourly up to 40 hours per week.   Seasonal employees are typically not assigned to work beyond 960 hours during a fiscal year which is July 1 through June 30.  Seasonal assignments may be made for 6 months or less or other schedules to accommodate the needs of the Department.

The Position
This position is currently in the Water engineering group and is critical to continuing water capital improvement projects.  The Water engineering group is in the Water, Gas, and Wastewater (WGW) engineering division.   Currently there are three major WGW capital improvement projects under construction including a very visible high priority project in the downtown area.  The successful candidate will typically manage construction projects from start to finish; providing project justifications, budget analysis, calculations, plans, specifications, cost estimates, and schedules for assigned utility capital improvement projects for the WGW utilities (such as main replacements).

DEFINITION

Under general supervision, to perform cleaning duties to maintain city buildings and facilities and perform related work as required.

EXAMPLES OF DUTIES

Sweep, dust, mop, strip, and polish floors; vacuum and shampoo carpets and rugs; dust and polish woodwork fixtures, and equipment; wash windows, walls, and doors; empty and clean waste receptacles; empty recycling containers; clean restrooms and maintain supplies; clean kitchen and lunchroom areas and appliances; dust and clean air vents; Move furniture as required by for cleaning; set up rooms for special events; replace light bulbs and tubes; maintain inventory of equipment and supplies; sweep exterior building entries; secure facilities.

MINIMUM QUALIFICATIONS

Knowledge of:  Methods, materials, and equipment used in custodial maintenance.

Ability to:  Understand and follow written and oral directions; clean and care for assigned facilities in a safe and efficient manner; maintain and appropriate public service demeanor and positive customer service interactions; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Physical capability to:  Perform sustained manual labor; lift, climb, stoop, crawl, and bend to reach work

Experience:  One year of full time custodial maintenance in public buildings or offices.

Education:  Graduation from high school or equivalent.  Additional qualifying experience may be substituted for the required education on a year-for-year basis up to a maximum of two years.

License:  Possession of a valid Class C California Driver’s License.
