The City of Sausalito is seeking a dynamic and innovative team player for the position of Librarian II at the Sausalito Public Library. Under general direction from the City Librarian, the Librarian II will support all programs and/or functional areas in the City Library, including identifying current and projecting future community needs and providing leadership to initiatives to improve library services.

The responsibilities assigned to the Librarian II will be primarily oriented towards services to children and young adults, including providing direct support to children attending the schools of the Sausalito Marin City School District and their teachers.

The incumbent will also perform a variety of professional librarian duties, such as reference services, collection development and management, and cataloging. The Librarian II manages the effective use of library resources to improve organizational productivity and customer service while providing highly complex and responsible support to the City Librarian in their areas of expertise, as well as performing related work as required.

San Carlos (pop.29,837), “The City of Good Living,” is in the center of the San Francisco Bay Area with San Francisco 25 miles to the north and San Jose 25 miles to the south. The Community Development Department is organized across four divisions: Current Planning, Advance Planning, Building, and Economic Development and Housing. The Department is supported by a team of 23 FTE with a FY 2023-24 budget of $8.7 million.

DESCRIPTION/RESPONSIBILITIES:
The City of San José Housing Department is a leader in the development of affordable housing. Its mission is to strengthen and to revitalize our community through housing and neighborhood investment. The Housing Department provides loans for the development of affordable housing and manages a portfolio of over 17,000 housing units with a total value that exceeds $700 million. Over the next five years, the City Council has a goal of creating 25,000 housing units, 10,000 of which will be affordable. The Housing Department has an operating budget of approximately $19 million and 110 employees. The Development Officer will be assigned to the Multifamily Project Development Program and will manage all phases of affordable housing lending. The position will oversee activities and programs within the Affordable Housing Production Division. The Development Officer reports to a Senior Development Officer. The Development Officer will be responsible for reviewing the structure of multi-family financing proposals for new construction and preservation of affordable housing. Tasks will include, but not be limited to: working with affordable housing developers and community groups to proactively manage affordable housing projects from the earliest stages through completion; underwriting loans for the production, rehabilitation and preservation of affordable rental housing with tax credit and/or tax-exempt bond financing, with a focus on determining feasibility and effect on the City's repayments, risks and policy objectives; reviewing financial statements and proformas for feasibility; managing support staff.

 THE POSITION  

The Community Development and Transportation Department (CDT) is seeking a value-driven team player to fill the position of Planning Intern. This internship provides an excellent opportunity for an enthusiastic college level student seeking broad experience within a dynamic City Planning Division. The Planning Division of the Community Development and Transportation Department administers City Council policies contained in the General Plan, Zoning Ordinance, and other plans and ordinances. In addition, the Division establishes new and amended rules governing land use and urban design for adoption by City Council from the platform of the General Plan. The Division provides staff, professional service, and administrative support relating to the development, improvement, and preservation of affordable housing opportunities.

The Planning Intern will assist with a number of projects and efforts throughout the Division, which may include:

• Shadowing and assisting Planning staff during counter hours
• Maintaining a database of Planning permit records and files to serve an online permit viewing tool;
• Conducting research for various strategic planning studies that could include: Central Redwood City Master Plan, an Accessory Dwelling Unit Showcase, and Historic Preservation Ordinance;
• Investigating opportunities for increasing public involvement in Planning Division activities;
• Investigating opportunities for new methods of communicating with the public using social media, videos, and newsletters
• Preparing updates to documents, forms, handouts and other materials;

About the Position: The Planning Department is seeking two interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting with community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents regarding Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in planning research, analysis, and written communication.  The expected start date for the interns is on or after July 8, 2024. We have limited flexibility to change the start date.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field; and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with MS Outlook, MS Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions: This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.

Substitute Librarians perform professional-level library public service work, including answering reference questions, providing readers’ advisory, providing technical assistance, and presenting programs (as needed).

Substitute Library Assistants perform circulation tasks such as checking materials in and out, and work at the public service desk, assisting patrons with basic requests including answering simple questions, creating new patron accounts, and referring patrons to other staff for more complex questions. 

DESIRED QUALIFICATIONS:

Substitute Librarians:

• Knowledge of Library Services and reference materials; readers advisory; professional practices and techniques of library science; and on-line library systems and information resources.
• Masters in library science issued by a college or university accredited by the American Library Association is preferred.
• Ability to work and effectively communicate with a diverse range of patrons.
• Bilingual in Spanish desired.

Substitute Library Assistants:

• Knowledge of basic office practices and procedures, including the operation of standard office equipment; alphabetical, numerical, and topical filing systems; material organization and structure of libraries; including categories of materials and general arrangement; library technical services terminology and equipment including on-line databases.
• Experience working in public libraries preferred.

About the Opportunity

• Managing highly complex projects on a wide range of current and advance planning topics such as mixed-use developments, implementing and updating the City’s Specific Plans

More About You

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

SUPERVISION EXERCISED AND RECEIVED 

Receives general supervision from supervisory or management staff in assigned department.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. Work in confined spaces and wear protective equipment. May work in conditions that require exposure to noise, odors, chemical and biological agents, gases, and contact with sanitary wastewater; work at heights up to 20 feet; work in varying temperatures of cold and heat, and in inclement weather for extended periods of time; work in conditions that may contain dust, mold, and various chemicals.
