About the Highway Program Deputy Director

The Highway Program Deputy Director, reporting to the Chief of Engineering and Program Delivery, manages a diverse and talented team of seasoned staff who is well-versed on the delivery of capital projects related to the State highway system and other roadways in the county. We are looking for an ideal candidate who can ensures compliance with applicable Permit requirements; reviews, analyzes, and interprets operational and monitoring data; and prepares technical memoranda and reports; has experience with designing, implementing, and maintaining solutions related to various aspects of postclosure maintenance of the landfill and performs related work as required.

Candidate’s experience in reviewing plans and specifications of public and private projects proposed on or near the landfill for potential impacts, informing developers/designers of impacts of landfill-related regulations and proposes necessary changes to projects is highly desirable.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Maintenance Worker I is distinguished from Treatment Plant Maintenance Worker II in that the Treatment Plant Maintenance Worker II level requires a higher level of certification and is able to perform a broader range of duties more independently.

DUTIES AND RESPONSIBILITIES: The duties listed below are illustrative only and are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the position.

• Maintains and repairs pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily log book;
• Orders supplies and materials; orders inventory of frequently used parts, oil, and filters for equipment used in the plant;
• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new Lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

Ability to: Drive and operate vehicles and equipment safely; keep inventory, order, and stock necessary parts and supplies for the maintenance shop; establish and maintain cooperative relationships with those contacted in the course of the work; adhere to prescribed policies, procedures, routines, and practices; carry out assignments with minimal instructions; read and understand written instructions, maps, equipment operation manuals, and other written documents associated with the work; effectively schedule work; effectively keep written records.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable.

Experience: One (1) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities.

Licenses: Possession of a valid California Class C driver's license, obtain and maintain a California Class B Driver’s License, and a satisfactory driving record. CWEA Certification as a Grade I Mechanical Technologist.

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours. Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably. Requires moderate and sometimes strenuous exertion including bending, stooping, crouching, crawling, climbing, lifting, twisting, digging, carrying, and/or handling material weighing up to one hundred (100) pounds. The City of Burlingame is accepting applications for the position of Environmental Regulatory Compliance Manager

The City of Burlingame is currently recruiting for a self-motivated, highly organized individual with a proven track record of successful independent judgment to join our Department of Public Works as the Environmental Regulatory Compliance Manager.  Under the limited supervision and direction of the Deputy Director of Public Works Operations or other supervisory personnel, the incumbent will perform activities and provide services related to Environmental Programs to the divisions within the Public Works Department. This position is responsible for reviewing, implementing and coordinating environmental regulatory compliance programs and energy conservation programs.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Oversees and manages the annual Municipal Regional Permit (MRP), compliance auditing, management of inspection programs, preparation of reports, and coordination with regional and state agencies.  Serves as the City liaison for the assigned administrative division with other divisions, departments, and outside agencies as part of the reporting requirements relative to the MRP.

• Responsible for the completion of Industrial and Commercial Site Control Inspections, and associated reporting, as required by the MRP.

• Directs work of consultants, contractors and City staff on subject matters specific to the MRP.

• Implements and participates in the City’s programs relating to, but not limited to regulatory programs for storm water pollution prevention, water and energy conservation, and related areas; monitoring of regulatory websites such as the SF Estuary, California Integrate Water Quality System (CIWQS).

• Assist in developing local programs and ordinances such as mercury and PCB abatements from stormwater to comply with state regulations.

• Manages, develops and implements public education outreach programs related to pollution prevention programs in compliance with permit requirements.

• Coordinates with Division managers to assist them in complying with state regulations relative to the Clean Water Act, potable water regulations, and water rights matters.  

• Preparation, management and administration of Urban Water Management Plan (UWMP), and its compliance with state regulations.

• Updating and tracking of the required audits related to the city’s Sanitary Sewer Management Program (SSMP) as required by the statewide general Waste Discharge Requirement (WDR).

• Ensures SSMP contractor compliance with industrial pre-treatment and inspection programs as required by the National Pollutant Discharge Elimination System (NPDES) permit.

• Represents the City, and serves at various committees including San Mateo County Stormwater Pollution Program Agency, CASQA (California Stormwater Quality Association), and at BASMAA (Bay Area Stormwater Management Agencies Association) on issues relative to stormwater management, green infrastructure plan, trash reduction, and overall compliance.

• Coordinates with senior level staff at regional levels to determine compliance for local issues and provides support to the Code Enforcement office to ensure City is in compliance with stormwater ordinances.

• Reviews and provides input on environmental documents and studies within areas of technical knowledge. Prepares reports and makes presentations to the management team, City Council, and regional and state agencies; develops schedules, and cost estimates for City environmental projects and programs;

• Analyzes regulations and programs on environmental matters and provides recommendations to management teams.

• Composes and presents comprehensive, concise and effective oral and written reports, communications and presentations on complex matters to diverse technical and non-technical audiences; reviews and evaluates forms and manuals and recommends changes

• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public

• Prepares, develops, coordinates and implements contracts related to environmental programs and other work programs as directed

QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification)

Education and Experience: Any combination of education and experience that could likely provide the required knowledge, skills, and abilities necessary for an Environmental Regulatory Compliance Manager.  A typical way of obtaining the knowledge, skills, and abilities would be:

Minimum 4 years’ related experience in environmental regulations and practices or 2 years’ experience with a Bachelor’s degree from an accredited college or university in environmental science, biology, public administration or closely related field. 

License/Certificate: Possession of, or ability to obtain, a valid class C California driver’s license.

KNOWLEDGE/ABILITIES/SKILLS: (The following are a sample of the KAS’s necessary to perform the essential duties)

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in using a computer keyboard and mouse. This management position will report to the Public Health Clinics Manager, overseeing Edison Clinics and Mobile Clinics and will have broad project management responsibility for key strategic efforts affecting the Public Health clinics, and will exercise direct and general supervision over assigned professional, technical, and office support staff.

The County of San Mateo is currently seeking highly qualified applicants for the position of Psychiatric Social Worker I/II - Marriage & Family Therapist I/II Forensic Mental Health

Correctional Health Services (CHS) therapists provide clinical mental health services utilizing Trauma Informed Care to inmates with mental illness, serious mental illness, or substance use disorders and/or cooccurring disorders of mental illness, serious mental illness, and chemical dependency. They also provide case management services and discharge planning by interviewing inmate patients to assess mental health needs and formulating treatment plans. They function as a team member in a multi-disciplinary work setting where they collaborate with Sheriff's Office staff to manage inmate patients' daily activities. Positions require some weekend hours.

Ideal Candidate

• A current license as either a Licensed Clinical Social Worker or Marriage and Family Therapist.
• Solid clinical treatment, assessment, and diagnostic skills.
• Knowledge of principles, techniques and trends in counseling, psychotherapy, clinical case management, crisis management and various treatment modalities as they pertain to the justice involved adult population.
• Experience providing treatment for adults with serious mental illness.
• Experience delivering services to adult incarcerated persons who have co-occurring mental health and substance use disorders.
• Excellent documentation skills: progress notes, assessments, and treatment planning, etc.
• Demonstrated expertise, skill and interest in working with a broad range of clients of diverse cultures and backgrounds, such as Latino, Pacific Islander, African American, and LGBTQ, and an ability to provide culturally appropriate and proficient services.
• Skill in establishing and maintaining productive working relationships with families, co-workers, other professionals, the Sheriff’s office, collaborative partners and the public.
• Extensive knowledge of available community resources within the County of San Mateo and its neighboring counties.
• Experience using electronic health/medical record systems (e.g. AVATAR, SOARIAN, Epic).
• Fluency in any of the threshold languages: Spanish, Tagalog, Chinese (Cantonese/Mandarin) or Russian and experience providing clinical services using bilingual skills.
• Experience working in a correctional facility and/or experience working with Law enforcement.
• Experience providing case management services for an inmate population.
• Demonstrated ability in providing clinical mental health services to an adult population with serious mental illness and/or co-occurring disorders of mental illness, serious mental illness, and substance use disorders.

Example of Duties

• Perform initial diagnostic evaluation noting behavioral symptoms which may indicate a psychiatric or co-occurring disorder.
• Perform risk assessments.
• Crisis intervention.
• Make client referrals and plan discharge procedures.
• Collect and evaluate psychiatric information such as case histories, behavior patterns and family relationships.
• Work as a psychiatric team member with other treatment disciplines.
• Utilize trauma informed care and other evidence-based practices.
• Perform related duties as assigned.

Licensure/Certification

Psychiatric Social Worker I/II:

• Registration with the Board of Behavioral Sciences as an Intern (Associate Clinical Social Worker).
• An individual hired in this classification must become licensed within six years from the date of employment as a Clinical Social Worker issued by the State of California.
• For Psychiatric Social Worker II, current California license as a Licensed Clinical Social Worker is required.

Marriage & Family Therapist I/II:

• Registration with the Board of Behavioral Sciences as an Intern (Associate Marriage and Family Therapist).
• An individual hired in this classification must become licensed within six years from the date of employment as a Marriage and Family Therapist in the State of California.
• For Marriage & Family Therapist II, current California license as a Licensed Marriage and Family Therapist is required.

Education and Experience

• A typical way to qualify is a Master's degree in Social Work, Social Welfare or a closely related field.

Security Clearance

• Positions in Correctional Health require that the applicant obtain and maintain a security clearance as a condition of employment.
