The Public Works Director will oversee the new Public Works Department (formerly two divisions under the Community Development Department). The Public Works Director reports to the City Manager and will lead the Engineering and Maintenance teams and oversee several high-profile capital improvement projects.

Main responsibilities of the Public Works Director include:

• Direct and participate in the development and implementation of goals, objectives, policies and procedures.
• Plan, direct, and review all public works engineering activities including design and surveying.
• Plan, direct, and review all the design and construction of the City’s street and drainage structures.
• Select, supervise, and evaluate the consulting engineering services; prepare requests for proposals; coordinate activities and provide technical assistance.
• Confer with and advise administrative staff on problems related to the design and construction of public systems, the interpretation and enforcement of construction specifications, and the design and operation of traffic systems.
• Review plans, engineering reports, budget estimates, and proposed ordinance submitted by Department staff and consulting engineers.
• Review and sign plans for public works improvement projects.
• Serve as technical advisor to the City Manager and City Council on public works, engineering and traffic matters; develop comprehensive recommendations for management use.
• May act as the City Engineer and Traffic Engineer and perform related duties as required by state and City laws.
• Respond to resolve difficult citizen inquiries and complaints.
• Meet with the public in small and large groups to discuss City public works policies, practices and problems.
• Supervise and participate in the preparation and administration of the Department budget.
• Coordinate public works and engineering activities with other City departments and with outside agencies.
• Select, supervise, train, and evaluate professional, technical and clerical subordinates.

The ideal candidate will be someone who can easily navigate and foster relationships at all levels of the organization, whether it is in the office or out in the field. This person will be a “working manager” who is willing to apply a hands-on approach to managing various projects and programs and work beside the team. This person will be polished and confident when presenting to the City Council, advising the City Manager, or meeting members of the community.

The ideal candidate will be politically astute, comfortable leading high-profile projects, and able to collaborate with neighboring jurisdictions and special districts. This role requires a candidate with keen active listening skills, who must also be willing and able to voice an opinion. Lastly, the ideal candidate will be an engaging manager who fosters and supports an environment of ongoing professional development for department staff.

This position requires any combination of experience, education and/or training that would likely provide the required knowledge and abilities such as the equivalent to a bachelor’s degree (master’s preferred) from an accredited college or university with major course work in civil engineering or a related field and 5 years of progressively responsible experience in municipal engineering and public works administration, including two years in a supervisory capacity. Requires certification as a professional civil engineer in the State of California.

This Internship is offered as part of a Regional Internship Partnership to introduce and encourage current students and new graduates to local municipal governments. Job Description:

The person spearheading this is the Public Works Director. Under administrative direction from the City Manager, the Public Works Director plans, oversees, and directs the activities and operations of the Public Works Department including engineering, maintenance, environmental services, and building inspection divisions. This position participates as a member of the City Manager’s Executive Team in the consideration of general City policies, programs, and concerns; and serves as a technical advisor to the City Council, Planning Commission, City Manager, other City departments, and civic groups. The Public Works Director exercises direct supervision to division managers (City Engineer, Chief Building Official, Environmental Services Manager, and Maintenance Superintendent) and indirect supervision of other professional, technical, and administrative staff; including developing, evaluating, and recognizing staff performance. Other environmental services programs and initiatives that the Public Works Director manages and oversees include integrated waste management, recycling, stormwater, climate protection, and sustainability programs. This position also responds to complex and sensitive community concerns and confers with contractors, developers, and the general public.

The ability to prepare and present to the City Council and other municipal boards and commissions is required along with attendance and participation in professional group meetings. The Public Works Director must stay up to date on new  trends and innovations in the field of public works; monitor changes in law, regulations, and technology that may affect the City or departmental operations; and ensure compliance with legislative, regulatory, and judicial mandates, regulations, and professional standards. Other duties include but are not limited to:

• Conferring with and advising staff on problems related to design, construction, and maintenance of streets, parks and landscaped areas, sewers, and other public works structures.
• Overseeing the maintenance of public works facilities and City equipment.
• Reviewing plans, technical engineering reports, budget estimates, and proposed ordinances and regulations.
• Explaining and interpreting depart- mental programs, policies, and activities; negotiates and resolves significant and controversial issues.

Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.
• Drafting, iterating, and designing policy to introduce the City’s tree ordinance, urban forestry initiative, and the City’s public asset inventory project 
• Assisting with the permitting, sediment, reporting and regulatory compliance in support of the City’s Dredging project.
• Designing content and materials for public dissemination and outreach regarding City projects, maintenance activities, and public safety information.
• Preparing written reports on DPW program activities.
• Creating, updating and auditing project financial spreadsheets using Microsoft Excel.
• Conducting research and analysis of federal, state and local laws related to DPW engineering projects.

• Participating in city-wide projects in which DPW public works programs and activities.
• Other duties as assigned.

Qualifications:

• Graduated or currently enrolled in the 3rd year of a Bachelor’s degree program or higher in an Engineering, Business, Public Administration, Environmental Science, or related program.
• Ability to multitask and stay organized.
• Proficient computer efficiency, including familiarity with Microsoft Word and Excel.

The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and community engagement and performs engineering work on the following types of capital improvement projects:  buildings, parks, levee, storm water systems, lagoon, streets, traffic signals, water distribution systems, and wastewater collection systems.

We are seeking highly skilled individuals with the competence and experience to address challenges with confidence and professionalism. Individuals that demonstrates skills in any of the following areas: land development, transportation/traffic engineering, and storm system management. Independently management for the design and constriction of capital improvement projects and AutoCAD experience are highly desirable. 

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to a bachelor’s degree in engineering or a directly related field, and three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of, or the ability to obtain, a valid Class C California driver’s license upon appointment.
• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

Selection Process

THE POSITION

 

The City of Hayward has an opportunity for a Chemist in the Water Pollution Control Facility Division of the Public Works and Utilities Department. Under direction or general supervision, learns and performs a variety of routine to complex chemical, physical, biological, and microbiological analyses, including instrumentation, involved in the testing of the City’s wastewater, drinking water, and recycled water quality; performs a variety of technical tasks relative to conducting and interpreting standard and complex laboratory analyses; collects samples; sets up testing procedures, records data, and analyzes results; assists with field and laboratory investigations to determine and mitigate wastewater and water problems; and performs related duties, as required.

 

Essential Duties

Duties may include, but are not limited to, the following:

Interpret, analyze, and evaluate results of analytical samples related to treatment, quality control of domestic and industrial wastewater, effluent and receiving waters as related to the collection treatment and disposal of various types of wastes.

Supervise the laboratory in the collection of samples and in the performance of laboratory analysis.

Maintain a Quality Assurance and Quality Control Program and maintain the Chemical Hygiene Plan. 

Maintain and repair laboratory equipment.

Maintain and update the Standard Laboratory Operations Procedures Manual.

Provide assistance and input for a variety of personnel actions including selections, promotions, performance evaluations and disciplinary action.

Provide technical assistance on sampling programs and analytical techniques; instructs laboratory staff in performing analyses; trains laboratory and other staff in sample collection.

Ensure the accuracy and quality of all data reported by the laboratory.

Perform related work as necessary.

Minimum Qualifications

Standard Methods for the examination of water and wastewater.

Wastewater treatment principles and the chemical and bacteriological characteristics of wastewater and industrial waste.

Sampling techniques and statistical analysis including the theory of probability.

EXPERIENCE AND EDUCATION

Any combination equivalent to experience and education that could likely provide the required knowledge and ability would be qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: At least three (3) years of experience in the analysis of water, wastewater, solid waste, hazardous waste or other environmental samples.

Education: Equivalent to a baccalaureate degree from an accredited college or university with a major in chemistry, biochemistry, biology, microbiology, environmental, sanitary or public health engineering or a similar science.  Education must have included courses in quantitative and qualitative analysis.  A Master’s degree may be substituted for one (1) year of required experience.

Licenses & Certificates: Possession and Maintenance of a Class C California Driver's License.

ABOUT THE POSITION
The Gilroy Police Department is actively seeking an undergraduate-level or graduate- level Police Administration College Intern to assist police officers and other professional staff in various divisions. The intern will perform general clerical duties related to crime analysis, youth task form and gang prevention, public safety communication, community outreach, handle confidential information, and assist with other police related projects and assignments. The Police Administration Intern will also engage and interact with the community at various local community events.

The Police Intern will work under the direction of a Police Sergeant and/or Police Captain to help streamline the needs of the multiple units in the Police Department.

THE POSITION

The Police Captain is an at-will position and serves at the pleasure of the City Manager. Under the general direction of the Police Chief, the Police Captain plans, directs, manages, and coordinates the personnel and activities of a major division within the Police Department; assists in the development and implementation of department goals, objectives, policies, and priorities; coordinates assigned activities with other City departments, divisions, and outside agencies; serves as Acting Chief in the Police Chief's absence; provides responsible administrative support to the Police Chief; and performs related duties as assigned. Examples of duties are:

• Plans, directs, manages, coordinates, and evaluates the work of a major division of the Police Department, which may include field operations, investigations, communications, public services and programs, and administration; develops, recommends, and administers policies and procedures.
• Develops and directs the implementation of division goals, objectives, policies, and priorities; establishes, within City policy, appropriate service and staffing levels; allocates resources accordingly.
• Continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.

MINIMUM REQUIREMENTS

Bachelor's degree from an accredited four-year college or university with major coursework in criminal justice, criminology , police science, public or business administration, or a closely related field;

AND

Eight (8) years of increasingly responsible experience as a sworn law enforcement officer, including at least two (2) years equivalent to a lieutenant or above.

Licenses and Certifications

• Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
• Possession of a California Peace Officer Standards and Training (POST) Management Certificate.

Working Conditions

Must be 21 years of age at time of appointment. Must be a United States citizen or a permanent resident alien who is eligible for and has applied for citizenship. Incumbents must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays. Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

WHAT YOU WILL DO

The Transportation Supervisor is an important part of the City's transit team that provide services including the Auburn Loop fixed route and Auburn OnDemand ride share programs.

Under direction of the Public Works Director, Transit Manager or designee, the incumbent coordinates, supervises, assigns, reviews and participates in the work of staff responsible for Auburn Transit's daily operations; schedule drivers to ensure routes are completed in a safe and timely manner; ensures work quality and adherence to established policies and procedures including providing necessary training and ensuring re-certification of drivers as required; and operates a bus as necessary to cover shifts.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Plan, prioritize, assign, supervise, review, and participate in the work of staff responsible for Auburn Transit daily operations; perform regular road supervision, vehicle trial checks, and daily vehicle inspection monitoring.
• Establish schedules and methods for providing Auburn Transit services; schedule drivers to ensure routes are completed in a safe and timely manner; coordinate any changes to facilitate coverage for all shifts.
• Coordinates transportation needs for local schools and special events; prepares calendar of trips or special events to be incorporated into the bus timetable; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
• Provide an increasing level of customer service and satisfaction by providing service that is flexible, dependable, and consistent.
• Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
• Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.
• Participate in the selection of Bus Drivers; provide or coordinate staff training; issue manuals, bulletins and technical guides to improve services and operational activities; work with employees to correct deficiencies; implement discipline procedures.
• Coordinate training for driver certification and maintenance of certification; document all training in the driver training records; act as a liaison with CHP and DMV regarding certification and training record documentation.
• Provide staff assistance to the Transit Manager; participate on a variety of committees; prepare and present reports of operations and activities and other correspondence as appropriate and necessary.
• Coordinate maintenance for buses and allocate buses to be used on routes.
• Respond to the scene of transit vehicle accidents and passenger incidents; provide on the scene assistance to drivers and passengers.
• Investigate accidents and incidents; make prompt and accurate reports; review investigation with transit drivers and determine accident preventability and recommend appropriate corrective actions.
• Act as Safety Liaison with various agencies including police and emergency authorities as necessary.
• Provide regular informational and safety meetings.
• Perform a full range of customer relations; answer questions from the public relating to bus routes and schedule of pick-ups and drop-offs; issue bus passes.
• Work with local businesses to promote the use of Auburn Transit and fulfill the optimal service hours of the route.
• Operate a bus as necessary to cover shifts.
• Perform related duties as required.

 

KNOWLEDGE, SKILLS AND ABILITIES

The following generally describes the knowledge and ability required to enter the job and/or be learned within a short period of time in order to successfully perform the assigned duties.

Knowledge of: Operational characteristics, services, and activities of a public transit program; principles of supervision, training, and performance evaluation; operational characteristics, maintenance, and emergency repair principles related to assigned vehicles; vehicle inspection principles and practices; geography of the City; pertinent federal, state, and local codes, laws, and regulations including traffic and safety laws, ordinances, regulations, and rules applicable to the operation of vehicles in the transportation of passengers; certifications required for the operation of a bus carrying passengers; occupational hazards and standard safety practices; methods and techniques of public relations and customer service; principles and procedures of record keeping; safe and defense driving principles and practices; basic first aid principles and practices.

Ability to: Supervise, direct, and coordinate the work of lower level staff; select, supervise, train, and evaluate staff; prepare clear and concise reports; drive a bus and other automotive equipment safely and efficiently in traffic; maintain order among passengers on a bus; properly load, tie down, and secure wheelchairs on the bus; interpret and apply applicable federal, state, and local laws, codes, and regulations as well as administrative and departmental policies and procedures; work safely and adhere to principles of safety; respond tactfully, clearly, concisely, and appropriately to inquiries from the public, press, or other agencies on sensitive issues in area of responsibility; compile data, maintain records and files, and participate in the preparation of clear and concise reports; independently prepare routine correspondence and memoranda; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work.
