 Creation of Bicycle Advisory Commission      

A Bicycle Advisory Commission of the Town of Danville is hereby established.  The Commission shall consist of six (6) regular members, one of whom shall be a Youth Commissioner as defined in Section 2-15.11 below.

Qualifications

All members of the Commission shall have experience, training, occupation, or education demonstrating a knowledge of and interest in bicycling.  Members of the Commission shall represent an inclusive cross-section of interests in bicycling such as recreational cyclists (road and mountain biking), commuters, families, seniors and youth, and merchants interested in cycling and cycling safety.

Powers and Duties

Advise the Town Council and Town Staff on matters related to:

1. Implementation of the Town’s Bicycle Master Plan;
2. Conditions, operations and safety of existing bicycle facilities and other non-motorized forms of transportation;
3. Review of proposed bicycle-related policies, programs, projects, plans, funding applications, and legislation;
4. Coordination with the public including bicycle-related organizations, the business community, and other local agencies to promote cycling projects and programs; and
5. Development and dissemination of bicycle awareness and education materials to the community.

Term of Office

For the initial five appointments to the Commission except the Youth Commissioner, two of the members shall be appointed to two-year terms and three shall be appointed to four-year terms.  All subsequent appointments shall be for four-year terms.  The term of the Youth Commissioner shall be two years.

Time and Place of Regular Meetings

The Commission shall hold at least one regular quarterly meeting.  The Commission shall fix the time and place of its regular meetings by resolution and may call special meetings as necessary.  All meetings of the Commission are open to the public and the Commission shall give notice of its meetings as required by law.

Absence from Meetings

If a member of the Commission is absent without cause from three (3) consecutive regular meetings of the Commission, that member’s office shall be vacant automatically. The Commission shall immediately notify the Town Council of the vacancy. A member is not absent without cause if that member’s absence is (1) due to illness or (2) unavoidable, and the member gives the Secretary of the Commission notice before the day of the regular meeting at which the member will be absent and giving the reason for the absence. 

Removal or Vacancy

A member of the Commission may be removed by a majority vote of the Council.  A vacancy is filled in the same manner as the original appointment.  A person appointed to fill a vacancy serves for the remainder of the unexpired term.  

No Compensation

Members of the Commission shall not receive compensation for their attendance at Commission meetings but are entitled to reimbursement for reasonable expenses actually incurred in the course of their duties, provided that such reimbursement shall first be approved by the Town Council. 

Adoption of Rules

The Commission shall adopt rules for the transaction of its business and shall keep a public record of its resolutions, transactions, findings, and determinations. 

Residency Requirement

All members of the Commission shall be residents of the Town of Danville.

Qualifications and Role of Youth Commissioner

The Town Council shall appoint a Youth Commissioner to serve on the Commission to represent the interests of Danville youth. The Youth Commissioner shall be a Danville resident of high school age. The Youth Commissioner shall have the same obligations and authority of all other commissioners.

Officers and their Duties

The Commission shall elect a Chair and Vice-Chair from among its members. The Chair and the Vice-Chair serve for a term of one (1) year and until the successor of each is appointed and qualified.  The Chair shall preside at all meetings of the Commission, shall appoint committees of the Commission as needed, and shall perform such additional duties as are necessary and incidental to the office.  The Vice-Chair shall perform the duties of the Chair on such occasions as the Chair shall be unavailable or unable to perform such duties.

Brown Act and Conflicts of Interest

The Commission shall be subject to and conduct its business in compliance with the Ralph M. Brown Act, California Government Code, Section 54950 et seq. The members of the Commission shall be subject to the provisions of the Town’s Conflict of Interest Code.

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

MINIMUM QUALIFICATIONS:

Minimum Education Requirements:

Sufficient education to provide the ability to read, write and speak English at a basic level.

Possession of a valid California Class C driver’s license is required.

Desirable Qualifications:

• Landscape maintenance experience.
• Experience working with the public in a service environment.

Position Summary

 

Under general supervision, operates a variety of transit vehicles to transport passengers along specific, assigned routes according to the District's requirements.  Provide service in a safe, courteous and reliable manner.   Responsible for written reports and other information as required.  Upon completion of the Golden Gate Transit Training Program, the employee operates regularly scheduled assignments.  All runs will originate in either Santa Rosa, Novato or San Rafael.

Hourly Pay: $30.23/hour to $35.57/hour


 If selected for the position, new hires will need to complete Golden Gate Bridge, Highway & Transportation District’s Bus Operator Apprenticeship Program ($30.23/hr benefits not included) which is approximately twelve (12) weeks, Monday through Friday, 6:30 a.m. to 3:30 p.m.

Upon successful completion of training: $32.01 per hour, plus benefits. All new hires will be required to complete a 120 probationary period upon completion of training.

Essential Responsibilities

 

• Transports passengers along assigned routes, making designated stops as required or requested.
• Uses the fare box to accurately collect fares, issues transfers and gives general information.
• Completes reports on patron count, non-scheduled mileage, vehicular deficiencies, fare box, accidents and other reports as required.
• Operates automatic lift on buses and assists passengers in wheelchairs, those using crutches or walkers, or who have speech or mental difficulty.
• Ensures that Driver’s license and all other documents required of a commercial licensee are maintained and are current and valid.
• Knows and follows the safety and health rules and safe working practices applicable to his or her job.
• Establishes and maintains effective working relationships with District employees, customers, vendors and all others contacted during the course of work using principles of excellent customer service. 
• Performs additional related duties as assigned.

Minimum Qualifications

 

• No experience is necessary. 
• Must be a licensed driver for at least seven (7) years prior to the date of this posting. Candidates who are currently enrolled in the Bus Operator Pre-Apprenticeship Program and a licensed driver for at least 3 years are eligible to apply, pending successful completion of the pre-apprenticeship program. 
• Satisfactory Driving Record (as stated below).
• Must pass the Student Bus Driver Training program and Probationary period.

The Construction Services Manager will directly perform a variety of new construction, skilled building and grounds repair and restoration work, supervises construction crews of staff, and manages the work of licensed contractors. The Construction Services Manager is responsible for the management and completion of repair and improvement projects at a variety of park facilities and locations.

This is skills-based physical labor work, in all weather conditions, for a person at an intermediate level. The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

The position reports to the Division Chief. Assorted tasks may be supervised by the Deputy Executive Officer. The position supervises 6-12 other staff.  

ESSENTIAL FUNCTIONS

• Schedule and prioritize construction projects.

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. The position is responsible for the performance of both the day-to-day power settlements among NCPA members, Western, California, and Federal electricity markets, local balancing authority area operators (CAISO, BANC, EIM), as well as settlement activities associated with NCPA Power Management’s Service Customers. Other responsibilities include tracking and meter data management validation duties, GHG (Greenhouse Gas) monitoring and analysis, analysis and testing associated with new CAISO market initiatives, and comprehensive analytic or technical studies, as required, including proceedings before state and federal regulatory agencies and public officials. This is a full journey-level position capable of performing all the duties and responsibilities of the Settlements Analyst I. Performs the full range of duties as assigned, receiving only occasional instruction, training, or assistance as new or unusual situations arise. Additionally, incumbents perform a variety of assigned complex technical and professional work in the areas of power accounts settlements, budgeting, systems development, and audit. Incumbents also provide technical analysis and assistance to staff, Members, contractual participants, and others, as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsibilities:
Provides technical advice, functional instruction, and guidance to less experienced Power Settlement staff as needed. Trains new Power Settlements Analysts and cross trains as roles evolve. Implements and operates complicated power settlements systems. Prepares complex analytical reports and supporting documentation.

Provides analysis, integration, and implementation of new energy market initiatives and/or customers/Scheduling Coordination accounts (e.g., ISO, Western Energy Imbalance Market (“EIM”), renewable generating resources, Community Choice Energy/Aggregators (“CCE”).

Monitors settlements associated with Renewable Energy Credits and acts as or provides support to NCPA’s Qualified Reporting Entity representative; registers credits on the Western Renewable Energy Generation Information System (“WREGIS”) or its successor.

Monitors settlements functions of Western capacity and energy allocations, market purchases and sales, Pool transmission activity, and other transactions as they occur; Prepares or reviews power settlement transactions for proper budget classification.

Conducts special studies requiring complex, voluminous, and detailed analysis of power costs and revenues. Recommends operational changes that provide better value to Members and Participants.

Coordinates and participates in the development, analysis, and monitoring of the Agency's power supply budgets. Acts as power settlements representative to other department managers and supervisors in regard to cost summary and budgetary reports.

Assists with the implementation of systems, policies, and procedures and special projects requiring highly technical study and analyses. Recommends changes or modifications to methods or systems as applicable.

Assists with formal budget and other presentations to upper management and the governing body.
Performs special assignments for the Power Settlements Supervisor or others as assigned, including preparation of testimony and exhibits for presentation before state and national regulatory proceedings.

MINIMUM QUALIFICATIONS

Education and/or Experience
Bachelor's degree (B. A.) from a four-year college or university with an emphasis on quantitative analysis, plus four (4) years of prior experience as a Power Settlements Analyst I or an equivalent combination of education and experience.

KNOWLEDGE AND ABILITIES 
Knowledge:
Knowledge of California Independent System Operator settlements procedures for tariff services and Metered Subsystem services; NCPA settlements procedures for scheduling coordinator services and the ten-member power pool; California Energy Imbalance Markets; NCPA’s Western (WAPA) contracts
California’s Green House Gas rules; CARB renewable energy credits; Knowledge of NCPA settlements procedures for scheduling coordinator services and the ten-member power pool.

Abilities:
Ability to retrieve detailed records and summary-level data from NCPA’s Oracle database systems through the use of Structured Query Language (“SQL”) statements in proprietary software (e.g., SAS, Toad, SQL Developer, Oracle Database Connection [“ODBC”]) and process through proprietary or open-source software programming applications (e.g., SAS, Visual Basic for Applications [“VBA”], R, Python, Excel workbooks); Ability to read, analyze, and interpret CAISO tariff, NCPA operating agreements, and contracts, standard industry power purchase agreements, technical procedures, and governmental regulations; Ability to write reports, business correspondence, and procedure manuals; Ability to present information effectively and respond to questions from groups of managers, clients, customers, and the general public; and the Ability to analyze and interpret settlement formulas expressed in summation notation.

The Position

The Park Maintenance Worker I performs routine maintenance and repair work in the care of parks, recreation areas and equipment. The selected candidate will be part of a work crew assigned to a daily work detail.

All Assignments

• Responsible for vehicle and pedestrian traffic safety in work area.
• Manually transports heavy objects, supplies and materials.
• Operate ground maintenance equipment including a backhoe and tractor attachments, as well as a variety of hand and power tools.

Trees Assignment

• Prunes and trims designated street trees to shape and improve growth.
• Operates an aerial pruning platform, brush chipper, chain saw, stump grinder, leaf blower, and pole saw.
• Drives a one-ton truck to locations where work is to be performed.
• Clears areas of leaves, using rake or blower, and remove debris.

Central Parks and Sport Complex Assignment

• Maintains lawns, trees, shrubs, ground cover, picnic tables, benches, and sprinkler systems.
• Irrigates, cultivates, prunes, plants, and transplants a variety of turf, shrubs, trees and plants.

Outlying Parks Assignment

• Maintains lawns, trees, shrubs, ground cover, picnic tables, benches, and sprinkler systems.
• Maintains and make minor repairs to playground/picnic equipment, picnic areas and athletic fields.
• Operates mowing equipment in parks and athletic fields.

Special Assignments

• Performs general painting, plumbing and carpentry.
• Maintains, repairs and renovates irrigation system controllers, valves, pipes, and related components.

THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Worker I/II.  Under general supervision, this position performs a variety of tasks involving the maintenance, repair, improvement and cleaning of parks, park buildings, recreational facilities, and related areas. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Mows and edges lawns, ball fields, and other turf using edgers and walk behinds and riding reel, rotary, and flail mowers.
• Prunes, trims, shapes and manicures shrubs, hedges, and small trees.
• Irrigates using manual and automatic irrigation devices.
• Rakes, sweeps, and uses power blower or vacuum to clear leaves and debris.
• Weeds beds, prepares soil, and plants trees, shrubs and plants.
• Repairs vandalism to park facility plumbing, walls and paint.
• Cleans park rest rooms, walkways, patios, and related areas.
• Picks up litter and trash in parks, on and along street islands, and in other areas.
• Maintains ball fields including dirt areas, striping, and turf.
• Adjusts and performs routine maintenance of equipment.
• Installs, adjusts, and repairs sprinkler systems and related plumbing including valves, heads, time clocks, and PVC, galvanized and copper pipes.
• Maintains swimming pools including measuring chemical conditions.
• Operates trenchers, dump trucks, backhoes and loaders, and other tractor attachments to excavate, load, move grade or smooth dirt, materials, and trees; operates street sweeper to clean large paved areas.
• Prepares forms, mixes, pours and finishes concrete.
• Participates in emergency Public Works repairs and maintenance including work in other sections of the department.
• Works emergencies and special events.
• May mix chemicals and operate equipment to apply fertilizers and pesticide.
• Operates vehicles with trailers.
• Performs related duties as assigned.

Parks Maintenance Worker I:

• Use and maintenance of basic hand and power tools common to the field.

• Use and maintenance of basic hand and power tools common to the field.
• Plants, trees, and landscaping materials.
• Methods, materials, tools and equipment used in groundskeeping.

• Methods, materials, tools and equipment used in basic carpentry and concrete work.
• Operation and operator maintenance of a variety of power tools and equipment.
• Safe working practices including traffic barriers and protective clothing and devices.

Parks Maintenance Worker I:

• Operate a vehicle with trailer.
• Use basic hand and power tools common to groundskeeping.
• Understand and follow oral and written instructions.
• Establish and maintain cooperative working relationships.
• Operate a variety of power tools and equipment.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Operate hand and power mowers, edgers, saws, pruners, tractors, tractor attachments such as back hoes and loaders, sprayers, trucks, blowers, etc.
• Prune, plant, and irrigate turf, landscape and trees.
• Install, repair, and adjust landscape sprinkler systems.
• Identify plant disease, nutrient, watering and related problems.
• Perform basic carpentry and concrete work required for vandalism repair and park improvements.
• Maintain sanitary and safe swimming pool conditions including sampling and adding chemicals, and maintaining gas chlorine systems.
• Mix and apply pesticides and fertilizers.
• Ability to perform or learn to perform traffic control setups necessary to complete daily assignments.
• Ability to operate or learn to operate a computer and work-related software.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

• High school diploma or equivalent
• Able to read, speak and write English
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

Parks Maintenance Worker I:

• Previous work experience involving groundskeeping, horticulture, and irrigation is preferred.

Parks Maintenance Worker II:

• Three years of work experience involving groundskeeping
