Under the direction and supervision of experienced police personnel, volunteers will provide critical support across various functions, complementing the efforts of sworn officers and civilian staff.

This is a volunteer position intended as an educational and community service experience. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will have different opportunities, based on level of interest, to support community policing efforts and activities.

Work involves irregular, often non-scheduled, hours during the day and evenings, and on the weekdays, weekends, and holidays. Some appointments and events would require some short distance travel to other City department locations.

Under the supervision of veteran Police Officer's the cadet experiences what it takes to develop important cadet skills. Examples: cadet patrol, traffic control, attending meetings, delivery of witness subpoenas, report taking, provide assistance to the various bureaus within the department, directing phone calls to the appropriate personnel, learns how to interact with the community during all kinds of problem-solving situations.

This is an entry-level, volunteer position intended as an educational and career development internship. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will gain experience in the work place.

PARKS MAINTENANCE WORKER I/II

THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Worker I/II.  Under general supervision, this position performs a variety of tasks involving the maintenance, repair, improvement and cleaning of parks, park buildings, recreational facilities, and related areas. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Mows and edges lawns, ball fields, and other turf using edgers and walk behinds and riding reel, rotary, and flail mowers.
• Prunes, trims, shapes and manicures shrubs, hedges, and small trees.
• Irrigates using manual and automatic irrigation devices.
• Rakes, sweeps, and uses power blower or vacuum to clear leaves and debris.
• Weeds beds, prepares soil, and plants trees, shrubs and plants.
• Repairs vandalism to park facility plumbing, walls and paint.
• Cleans park rest rooms, walkways, patios, and related areas.
• Picks up litter and trash in parks, on and along street islands, and in other areas.
• Maintains ball fields including dirt areas, striping, and turf.
• Adjusts and performs routine maintenance of equipment.
• Installs, adjusts, and repairs sprinkler systems and related plumbing including valves, heads, time clocks, and PVC, galvanized and copper pipes.
• Maintains swimming pools including measuring chemical conditions.
• Operates trenchers, dump trucks, backhoes and loaders, and other tractor attachments to excavate, load, move grade or smooth dirt, materials, and trees; operates street sweeper to clean large paved areas.
• Prepares forms, mixes, pours and finishes concrete.
• Participates in emergency Public Works repairs and maintenance including work in other sections of the department.
• Works emergencies and special events.
• May mix chemicals and operate equipment to apply fertilizers and pesticide.
• Operates vehicles with trailers.
• Performs related duties as assigned.

Parks Maintenance Worker I:

• Use and maintenance of basic hand and power tools common to the field.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Use and maintenance of basic hand and power tools common to the field.
• Plants, trees, and landscaping materials.
• Methods, materials, tools and equipment used in groundskeeping.
• Installation and maintenance of landscape irrigation systems and basic plumbing.
• Swimming pool operation and maintenance.
• Methods, materials, tools and equipment used in basic carpentry and concrete work.
• Operation and operator maintenance of a variety of power tools and equipment.
• Safe working practices including traffic barriers and protective clothing and devices.

Parks Maintenance Worker I:

• Operate a vehicle with trailer.
• Use basic hand and power tools common to groundskeeping.
• Understand and follow oral and written instructions.
• Establish and maintain cooperative working relationships.
• Operate a variety of power tools and equipment.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Operate hand and power mowers, edgers, saws, pruners, tractors, tractor attachments such as back hoes and loaders, sprayers, trucks, blowers, etc.
• Prune, plant, and irrigate turf, landscape and trees.
• Install, repair, and adjust landscape sprinkler systems.
• Identify plant disease, nutrient, watering and related problems.
• Perform basic carpentry and concrete work required for vandalism repair and park improvements.
• Maintain sanitary and safe swimming pool conditions including sampling and adding chemicals, and maintaining gas chlorine systems.
• Mix and apply pesticides and fertilizers.
• Ability to perform or learn to perform traffic control setups necessary to complete daily assignments.
• Ability to operate or learn to operate a computer and work-related software.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

• High school diploma or equivalent
• Able to read, speak and write English
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

Parks Maintenance Worker I:

• Previous work experience involving groundskeeping, horticulture, and irrigation is preferred.

Parks Maintenance Worker II:

• Three years of work experience involving groundskeeping

The Lifeguard/Swim Instructor position may be assigned to the following areas:

Lifeguard

Under general supervision, the Lifeguard performs lifeguard duties in enforcing City public swimming pool rules and monitoring pool patron conduct; perform emergency rescue and lifesaving techniques.

Swim Instructor

Under general supervision, the Swim Instructor performs swim instructor duties in planning, coordinating and teaching swimming and water safety courses, enforcing City public swimming pool rules and monitoring pool patron conduct.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Lifeguard

• Enforce swimming pool rules and regulations, including ensuring orderly conduct by pool patrons.
• Assist in providing instruction for a variety of swimming classes for all ages and ability levels. Assist swimmers who are in distress and administer a variety of first aid and/or life saving techniques, as appropriate.
• Assist in maintaining pool areas in a safe and clean condition.

The Position

This new Urban Landscape Manager will have a primary focus on park capital maintenance projects and all phases of park maintenance contractor service agreements under the direction of the Park Superintendent. Together both of the Urban Landscape Managers will manage park staff and contractors in the care and upkeep of parks, medians, municipal landscape and hardscape, trails and open space. This includes assisting the Park Superintendent with administrative duties, short and long-term planning, organizing and supervising park maintenance operations and functions.
 
Examples of Duties

• Oversee assigned park maintenance capital projects and ensure all purchasing and legal requirements are met.
• Plan, schedule, organize, manage and assign work within sections of the Park Maintenance Division.
• Supervise employees as needed in performing park maintenance activities.
• Assign, train, direct, evaluate and assist in selecting subordinate staff.
• Monitor and prepare employee performance evaluations and plan staff development.
• Determine the needs and direct the development of staff training in work techniques, safety and other work-related matters.
• With assistance from the Park Superintendent, review, mediate and resolve personnel problems, and administer discipline.
• Meet regularly with Park Superintendent to discuss program issues and receive input and/or direction on pertinent issues. When required, develop related recommendations to resolve problems.
• Develop and maintain work productivity measures and direct operational changes.
• Review field activities, confer with staff and direct the corrections of any noted deficiencies or deviations from accepted practices.
• Assigned projects should be completed within approved budget and timeline and any variance need to be communicated to the Superintendent for approval.
• Provide input for operating and capital improvement plan budget development.
• Prepare estimate of maintenance impacts due to park or landscape improvements.
• Monitor expenditures to ensure conformance with the Division’s budget.
• Prepare bid materials, contracts and specifications for the maintenance of City owned landscaped areas.
• Assist with consultants’ selection, contract administration and inspection of the work of contractors.
• Determine the type of work to be done, and the personnel and equipment required to complete the work.
• Coordinate with other departments as needed on assigned capital projects.
• Interpret and communicate appropriate application of policy and operational procedures.
• Confer with staff to review and monitor operations and program implementation.
• Coordinate activities of the Parks and Urban Landscape functions with those of other City units and outside agencies.
• Maintain  records and  prepare  a variety  of  complex  reports  and  memoranda  on  every  aspect  of  the section including maintenance reports on proposed landscape development projects and chemical reports for the County Agricultural Commissioner
• Other related duties as assigned.

The Department:
The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. 

The Position:
The Recreation Specialist is the highest classification in the Recreation Leader series.  An incumbent in this class possesses technical expertise in a specialty such as cultural arts, physical fitness, drama, older adults, athletics, therapeutics, music, pre school, day camp, teen activities, and youth sports and is responsible for the planning, development, and supervision of a specialized activity phase of recreation programs .  With general policy and departmental philosophy guidance from a supervisor, an incumbent exercises sound independent judgment in the performance of duties. The Recreation Specialist is distinguished from the Recreation Instructor in that the former has an emphasis on developing and supervising large groups of children in specialized recreation activities while the latter is responsible for developing class curriculum and teaching classroom activities.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements
• Graduation from high school or possession of a GED; and
• One thousand (1000) hours of experience in recreation leadership at the level of Recreation Leader III in general recreation programs such as day camp, sports, teens, older adults, and theater; and
• Must be at least 18 years of age at time of application

Possible Substitutions
• Completion of sixty (60) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education, or a related field may be substituted for the required experience

LICENSES AND/OR CERTIFICATES
Possession of the following is desirable:
• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate

The Department:
The Parks Division provides planning, development, operation, maintenance, and rehabilitation of City parks and open spaces. The Recreation Division provides classes and programs for all ages and abilities. The Cemetery Division maintains 33,000 internment sites in a peaceful public park.  
 
The Position:
Providing customer service at Recreation Facility Front Desk (CRC, YAC, Senior Center, Reed & Grant Sports Park, Warburton and ISC Pools). The job responsibilities include data input, processing program registrations, opening and closing the desk reception area and keeping accurate records of daily sales. Daily check in of patrons, adhering to established protocols and ensuring the safety of customers as they enter and exit the facilities. Work assignment shifts will include, days, evenings and weekends.

The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. 

 

The Position:
The Recreation Instructor is responsible for planning, instructing, and supervising a specialized class or program.  With general policy and departmental philosophy guidance from a supervisor, the incumbent exercises sound independent judgment in setting a class curriculum and schedule in a specialized area of instruction such as aquatics, arts and crafts, athletics, cultural arts, dance, drama, physical fitness, music, older adult programs, preschool, and therapeutics.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements
• Graduation from high school or possession of a GED; and
• Six (6) months of experience teaching preschool, therapeutic recreation, or a specialized area in a classroom setting; and
• Must be at least 18 years of age at time of application

LICENSES AND/OR CERTIFICATES
• Possession of a valid California Class C driver’s license is desirable

OTHER REQUIREMENTS
• As a condition of employment, incumbents will be required to be fingerprinted in accordance with State of California law
• Must be able to perform all of the essential functions of the job assignment

The Instructor-Lifeguard functions as both a swimming instructor and a lifeguard at a City swimming pool.    An incumbent conducts classes at all participant skill levels (beginning through advanced) and supervises the conduct of swimmers in City pools in order to maintain a safe environment.   This class is distinguished from the Lifeguard in that the latter has a sole focus on lifeguard responsibilities.  This recruitment may be used to fill multiple positions in this, or other divisions or departments. Under general supervision:
• Conducts swimming instruction classes at various participant age and skill levels
• Administers practical swimming tests to determine participants' skill levels
• Maintains class participant attendance, activity, and progress records
• Observes swimmers at a City operated swimming pool; warning those who violate pool safety rules, and expelling them, if necessary, for willful disobedience
• Maintains a safe but enjoyable poolside atmosphere for participants by continuously monitoring  pool facility for potential problems or dangerous situations
• Rescues swimmers who are in distress;  administers first aid and artificial respiration, if necessary, according to prescribed methods
• Cleans, disinfects, and maintains the pool, pool decks, overflow gutter, shower rooms and other pool facility areas
• Performs other related duties as assigned

 

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements:
• Education equivalent to completion of the tenth grade; and
• No experience required; and
• Must be at least 16 years of age at time of application

LICENSES AND/OR CERTIFICATES
Possession of the following is required:
• A valid American Red Cross Water Safety Instructor certificate or Completion of City of Santa Clara Learn To Swim Instruction Program; and
• A valid American Red Cross Lifeguard certificate; and
• In accordance with State of California law, a valid California Work Permit is required at time of appointment for candidates under the age of 18 who have not graduated from high school or been awarded a certificate of proficiency

OTHER REQUIREMENTS

• Swimming techniques
• Principles and techniques of  swimming instruction appropriate for various age groups
• Approved lifesaving and safety methods and procedures  necessary to ensure public safety in and around a pool facility
Considerable ability to: 
• Teach to others the theory and application of swimming techniques
• Swim skillfully, rescue submerged victims, and safely remove them from pool
• Immediately evaluate emergency situations and respond decisively and effectively
• Administer first aid and artificial respiration according to prescribed methods
• Instruct in the techniques of swimming and lifesaving
• Maintain poolside discipline and safety
Ability to:
• Establish and maintain effective working relationships with those contacted in the course of work, including children
• Work in a team-based environment and achieve common goals
• Communicate clearly and effectively, both orally and in writing
• Learn the proper placement of all safety equipment and its proper use
• Learn the location and proper use of the emergency telephone numbers list
• Become familiar with the basic mechanical operation and maintenance program of the City pools
