About the Position: The Planning Department is seeking two interns who are interested in learning about open space conservation and planning for ecologically sensitive recreation. Their responsibilities may include researching and compiling project information, supporting with community and stakeholder engagement, assisting with environmental review and documentation, researching new programs and initiatives, conducting field surveys and data collection, and using computer-based systems such as GIS, Microsoft Excel and Adobe Illustrator for analysis of data and preparation of documents regarding Midpen lands and facilities. The interns will work as a team and individually on assignments, including opportunities for field work to gain experience in data collection techniques and tools and on-the-job training in planning research, analysis, and written communication.  The expected start date for the interns is on or after July 8, 2024. We have limited flexibility to change the start date.

Basic Requirements: Internships are open to applications from current students or recent graduates (within the last 12 months). Successful candidates will have a background in the natural sciences, park/open space management, land use/environmental planning, GIS/geography, biology, ecology, or another related field; and experience with field data collection techniques. This internship requires strong organizational and analytical skills, attention to detail, and the ability to work independently and with a team. Experience with MS Outlook, MS Word and Excel, ArcGIS software, GPS equipment, Microsoft Excel, and Apple iPads is desired, and familiarity with Midpen preserves/trails as well as local flora, fauna, and natural history are a plus.   Possession of or ability to obtain a valid California driver’s license is required. Must possess the ability to lift, carry, push and pull materials and objects weighing up to 25 pounds.

Working Conditions: This position will report to the Planning Department at the Administrative Office in Los Altos, California.  Midpen offers a hybrid office/telecommute work environment for this position, which will be divided between onsite work, field visits, and limited home office work.  Fieldwork is conducted in rural or mountainous Midpen open space areas, which may involve working alone or with another intern in wildland areas, traversing rough difficult terrain sometimes with poison oak and dense vegetation, and carrying equipment weighing up to 25 pounds. This is a temporary position working 20 – 40 hours per week, which will extend up to a total of 950 hours over a 6-9 month period. This is a non-benefited position.

Selection Process

THE JOB

The Labor & Employee Relations Manager will play a crucial role in fostering positive relationships between the City and its workforce. About the Position:  Midpen's Board approved the addition of two new Planner III positions to the Planning Department. The Planner III focuses on a wide variety of planning and capital improvement projects that include long-range planning; land use planning; and conceptual site design to increase public access, outdoor recreation, and enjoyment of Midpen’s lands. The Planner III is tasked with performing complex professional level planning, analysis, and design; developing and administering project scopes, schedules and budgets; directing the feasibility and conceptual design phase of capital improvement projects such as trails, staging areas and staff facilities; developing recommendations for land use policies; preparing long-range master plans to guide the use and management of Midpen lands; conducting or overseeing studies to identify and evaluate environmental issues related to public access and natural and cultural resources; conducting public outreach and engagement; preparing requests for proposals; assisting in development of grant applications; preparing and/or assisting in the preparation of environmental review documents; and obtaining planning permits and initial approvals for projects. The Planner III also provides project presentations to senior management, the Board of Directors, and Committees, and at public meetings, that may be held in the evenings and weekends.

Work Environment:  This position is part of the Planning Department at the District’s offices in Los Altos, California.  Planner III project presentations may be held in the evenings and weekends. DISTINGUISHING CHARACTERISTICS:
 
This is an unrepresented mid-management classification that oversees, directs, and participates in the day-to-day operations of an assigned Human Resources division, including planning, and budgeting, coordinating with other divisions and departments, and managing and accomplishing the complex and varied functions of the department. The position is distinguished from the Senior Human Resources Analyst, which is an advanced journey-level classification that performs a wide variety of professional level duties independently but does not have full division management responsibility.  The classification is distinguished from the Deputy Director of Human Resources, which is a single management-level classification that provides oversight of the entire Human Resources program and assists the Director of Human Resources in overall Human Resources management and policy development.

Essential Duties:

• Duties may include, but are not limited to the following:
• Develops and directs the implementation of goals, objectives, policies, procedures, and work standards for the assigned program area. 
• Selects, trains, and provides for the professional development of department staff; plans, organizes, administers, and evaluates the work of department staff; evaluates and monitors workflow and distribution of work; authorizes discipline as required.
• Interprets and applies City rules, policies and procedures, Memoranda of Understanding, and local, state, and federal laws; provides policy guidance and interpretation to staff.

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible Human Resources management experience including assignments in the areas of recruitment, selection, classification, training, compensation, employee and labor relations, worker's compensation and safety administration, and employee benefits or other pertinent job-related areas, including two (2) years of supervisory or lead experience.

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major course work in human resources, business, or public administration or closely related field.

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

The work performed will support MRCA’s operation of nature parks within greater Los Angeles and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development.

ESSENTIAL FUNCTIONS

JOB SPECIFICATIONS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job.
