THE POSITION:

The City of San Rafael Public Works Department is seeking a full-time Parks Maintenance Worker I/II.  Under general supervision, this position performs a variety of tasks involving the maintenance, repair, improvement and cleaning of parks, park buildings, recreational facilities, and related areas. 

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Mows and edges lawns, ball fields, and other turf using edgers and walk behinds and riding reel, rotary, and flail mowers.
• Prunes, trims, shapes and manicures shrubs, hedges, and small trees.
• Irrigates using manual and automatic irrigation devices.
• Rakes, sweeps, and uses power blower or vacuum to clear leaves and debris.
• Weeds beds, prepares soil, and plants trees, shrubs and plants.
• Repairs vandalism to park facility plumbing, walls and paint.
• Cleans park rest rooms, walkways, patios, and related areas.
• Picks up litter and trash in parks, on and along street islands, and in other areas.
• Maintains ball fields including dirt areas, striping, and turf.
• Adjusts and performs routine maintenance of equipment.
• Installs, adjusts, and repairs sprinkler systems and related plumbing including valves, heads, time clocks, and PVC, galvanized and copper pipes.
• Maintains swimming pools including measuring chemical conditions.
• Operates trenchers, dump trucks, backhoes and loaders, and other tractor attachments to excavate, load, move grade or smooth dirt, materials, and trees; operates street sweeper to clean large paved areas.
• Prepares forms, mixes, pours and finishes concrete.
• Participates in emergency Public Works repairs and maintenance including work in other sections of the department.
• Works emergencies and special events.
• May mix chemicals and operate equipment to apply fertilizers and pesticide.
• Operates vehicles with trailers.
• Performs related duties as assigned.

Parks Maintenance Worker I:

• Use and maintenance of basic hand and power tools common to the field.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Use and maintenance of basic hand and power tools common to the field.
• Plants, trees, and landscaping materials.
• Methods, materials, tools and equipment used in groundskeeping.
• Installation and maintenance of landscape irrigation systems and basic plumbing.
• Swimming pool operation and maintenance.
• Methods, materials, tools and equipment used in basic carpentry and concrete work.
• Operation and operator maintenance of a variety of power tools and equipment.
• Safe working practices including traffic barriers and protective clothing and devices.

Parks Maintenance Worker I:

• Operate a vehicle with trailer.
• Use basic hand and power tools common to groundskeeping.
• Understand and follow oral and written instructions.
• Establish and maintain cooperative working relationships.
• Operate a variety of power tools and equipment.

Parks Maintenance Worker II: (In addition to the requirements of Parks Maintenance Worker I)

• Operate hand and power mowers, edgers, saws, pruners, tractors, tractor attachments such as back hoes and loaders, sprayers, trucks, blowers, etc.
• Prune, plant, and irrigate turf, landscape and trees.
• Install, repair, and adjust landscape sprinkler systems.
• Identify plant disease, nutrient, watering and related problems.
• Perform basic carpentry and concrete work required for vandalism repair and park improvements.
• Maintain sanitary and safe swimming pool conditions including sampling and adding chemicals, and maintaining gas chlorine systems.
• Mix and apply pesticides and fertilizers.
• Ability to perform or learn to perform traffic control setups necessary to complete daily assignments.
• Ability to operate or learn to operate a computer and work-related software.

EDUCATION/EXPERIENCE/OTHER REQUIREMENTS:

• High school diploma or equivalent
• Able to read, speak and write English
• Incumbents assigned to this job classification are subject to Department of Transportation’s Drug and Alcohol Regulations if they possess a Class B driver’s license and opt to utilize the license on the job.

Parks Maintenance Worker I:

• Previous work experience involving groundskeeping, horticulture, and irrigation is preferred.

Parks Maintenance Worker II:

• Three years of work experience involving groundskeeping

The Lifeguard/Swim Instructor position may be assigned to the following areas:

Lifeguard

Under general supervision, the Lifeguard performs lifeguard duties in enforcing City public swimming pool rules and monitoring pool patron conduct; perform emergency rescue and lifesaving techniques.

Swim Instructor

Under general supervision, the Swim Instructor performs swim instructor duties in planning, coordinating and teaching swimming and water safety courses, enforcing City public swimming pool rules and monitoring pool patron conduct.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following duties are normal for this classification. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

Lifeguard

• Enforce swimming pool rules and regulations, including ensuring orderly conduct by pool patrons.
• Assist in providing instruction for a variety of swimming classes for all ages and ability levels. Assist swimmers who are in distress and administer a variety of first aid and/or life saving techniques, as appropriate.
• Assist in maintaining pool areas in a safe and clean condition.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform other duties as assigned.

Swim Instructor

• Assist in providing instruction for a variety of swimming classes for all ages and ability levels.
• Assist in maintaining pool areas in a safe and clean condition.
• Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
• Perform other duties as assigned.

Under general supervision, the Lifeguard provides a safe environment for all types of aquatic programs.  The Lifeguard prevents loss of life or injury to patrons and at times performs related maintenance duties.  Some evening and weekend hours are required.  Mandatory pre-season in-service training sessions will be held in June. 

Enforces pool rules and regulations; rescues persons in distress and renders First Aid /CPR when necessary; maintains pool records and reports, including program registration and safety reports; follows City policies and procedures; and performs other assigned duties, as required.
 

Age Requirement:      

• At least 15 years of age.

Experience:                

• Recommended exposure to: swimming lessons instruction or working with young people in an organized environment, and/or participation in the Junior Lifeguard program, or experience as an Instructor’s Aide, or Lifeguard.

Knowledge of:           

• Lifeguard rescue and life-saving techniques.
• American Red Cross Learn to Swim Program and basic pool policies and procedures. Or equivalent

Ability to:                   

• Demonstrate all Lifeguard Training skills.
• Proficiently swim and demonstrate swimming skills
• Communicate clearly, both orally and in writing
• Work with other people contacted in the course of employment

Education & Certifications:        

• American Red Cross Lifeguard Training with CPR and First Aid (or equivalent)
• Ability to obtain training in First Aid for Public Safety Personnel (Title 22 equivalent)

SALARY

$18.00 – $19.00 per hour - Scale based on experience and years of service.

Payday is the bi-weekly.  With the exception of Worker’s Compensation Coverage, no other benefits are provided.  Employees must contribute 1.45% of salary to Medicare and 7.75% to a retirement plan in accordance with Federal Law.

All positions are temporary part-time, hours required are 10:30 AM to 1:30 PM daily.  The preferred need is for Monday to Thursday.

Minimum Qualifications

 

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or possession of a GED

 

Minimum Experience Requirements: 

• The equivalent of two (2) years of paid employment experience in public safety dispatching within the past five (5) years of which at least one (1) year included solo status; or
• Five (5) years of current paid employment with a public safety agency or private emergency medical services agency, with high level Computer Aided Dispatch (CAD), radio and/or telephone operation; or
• Successful completion of probationary period as a Public Safety Dispatcher I with the City of Santa Clara.

 

License/Certifications: 

Possession of a current P.O.S.T. Basic Dispatch certificate is required.

 

Other Requirements:  

• Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours.
• Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and/or psychological testing.

SUPERVISION RECEIVED:

Works under the general supervision of a Senior Public Safety Dispatcher or Watch Commander and the overall direction of the Communications Operations Manager.

 

The City of Sunnyvale invites applications for Public Safety Dispatcher in Training. Under supervision and in a trainee capacity, processes emergency and non-emergency calls for service; dispatches police, fire, medical, rescue, animal control or other emergency equipment, by telephone or radio, utilizing complex technical aids, such as computer aided dispatch systems (CAD); and performs other related duties as assigned.

Public Safety Dispatcher-In-Training is the entry and trainee level in the public safety dispatcher series. Under close supervision, incumbents are trained in dispatching techniques, equipment, and protocols. Work assignments change frequently to facilitate training. Employees are subject to daily and weekly observation reports until they demonstrate the ability to perform independently. This is an alternately staffed classification. Public Safety Dispatcher in Training

$44.50 - $49.07

The Position

This new Urban Landscape Manager will have a primary focus on park capital maintenance projects and all phases of park maintenance contractor service agreements under the direction of the Park Superintendent. Together both of the Urban Landscape Managers will manage park staff and contractors in the care and upkeep of parks, medians, municipal landscape and hardscape, trails and open space. This includes assisting the Park Superintendent with administrative duties, short and long-term planning, organizing and supervising park maintenance operations and functions.
 
Examples of Duties

• Oversee assigned park maintenance capital projects and ensure all purchasing and legal requirements are met.
• Plan, schedule, organize, manage and assign work within sections of the Park Maintenance Division.
• Supervise employees as needed in performing park maintenance activities.
• Assign, train, direct, evaluate and assist in selecting subordinate staff.
• Monitor and prepare employee performance evaluations and plan staff development.
• Determine the needs and direct the development of staff training in work techniques, safety and other work-related matters.
• With assistance from the Park Superintendent, review, mediate and resolve personnel problems, and administer discipline.
• Meet regularly with Park Superintendent to discuss program issues and receive input and/or direction on pertinent issues. When required, develop related recommendations to resolve problems.
• Develop and maintain work productivity measures and direct operational changes.
• Review field activities, confer with staff and direct the corrections of any noted deficiencies or deviations from accepted practices.
• Assigned projects should be completed within approved budget and timeline and any variance need to be communicated to the Superintendent for approval.
• Provide input for operating and capital improvement plan budget development.
• Prepare estimate of maintenance impacts due to park or landscape improvements.
• Monitor expenditures to ensure conformance with the Division’s budget.
• Prepare bid materials, contracts and specifications for the maintenance of City owned landscaped areas.
• Assist with consultants’ selection, contract administration and inspection of the work of contractors.
• Determine the type of work to be done, and the personnel and equipment required to complete the work.
• Coordinate with other departments as needed on assigned capital projects.
• Interpret and communicate appropriate application of policy and operational procedures.
• Confer with staff to review and monitor operations and program implementation.
• Coordinate activities of the Parks and Urban Landscape functions with those of other City units and outside agencies.
• Maintain  records and  prepare  a variety  of  complex  reports  and  memoranda  on  every  aspect  of  the section including maintenance reports on proposed landscape development projects and chemical reports for the County Agricultural Commissioner
• Other related duties as assigned.

The Position 
As a Public Safety Dispatcher II, this non-sworn classification dispatches public safety, fire, and emergency medical services out into the community. The successful incumbent will be responsible for receiving incoming calls for police, fire, or medical assistance and dispatch necessary units. This classification is distinguished from the Public Safety Dispatcher I by a broader range of responsibility due to a higher level of experience and training.

DISTINGUISHING CHARACTERISTICS

This is the journey-level classification in the non-sworn flexibility staffed Public Safety Dispatcher I/II series. Incumbents are expected to work independently and exercise judgment and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. This class is distinguished from the class of Public Safety Dispatcher I in that the latter is the entry level class where incumbents are trained on full range of dispatch functions under immediate supervision. This class is distinguished from the Senior Public Safety Dispatcher in that the latter has full responsibility for supervising a shift of Public Safety Dispatchers I/II.

The Department:
The Recreation Division provides classes and programs for all ages and abilities. We aim to promote the use of safe, clean, and attractive facilities for enjoyment and quality of life for all ages and abilities. 

The Position:
The Recreation Specialist is the highest classification in the Recreation Leader series.  An incumbent in this class possesses technical expertise in a specialty such as cultural arts, physical fitness, drama, older adults, athletics, therapeutics, music, pre school, day camp, teen activities, and youth sports and is responsible for the planning, development, and supervision of a specialized activity phase of recreation programs .  With general policy and departmental philosophy guidance from a supervisor, an incumbent exercises sound independent judgment in the performance of duties. The Recreation Specialist is distinguished from the Recreation Instructor in that the former has an emphasis on developing and supervising large groups of children in specialized recreation activities while the latter is responsible for developing class curriculum and teaching classroom activities.

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Minimum Qualifications

EDUCATION AND EXPERIENCE
Minimum Requirements
• Graduation from high school or possession of a GED; and
• One thousand (1000) hours of experience in recreation leadership at the level of Recreation Leader III in general recreation programs such as day camp, sports, teens, older adults, and theater; and
• Must be at least 18 years of age at time of application

Possible Substitutions
• Completion of sixty (60) semester units of coursework, or equivalent, from an accredited college or university, preferably with an emphasis in Recreation, Physical Education, or a related field may be substituted for the required experience

LICENSES AND/OR CERTIFICATES
Possession of the following is desirable:
• A valid California Class C driver's license
• A valid American Red Cross First Aid certificate

The Position:
Providing customer service at Recreation Facility Front Desk (CRC, YAC, Senior Center, Reed & Grant Sports Park, Warburton and ISC Pools). The job responsibilities include data input, processing program registrations, opening and closing the desk reception area and keeping accurate records of daily sales. Daily check in of patrons, adhering to established protocols and ensuring the safety of customers as they enter and exit the facilities. Work assignment shifts will include, days, evenings and weekends.
