THE TRAINEE POSITION:

Is designed to attend a Peace Officer Standards and Training (POST)-certified Basic Law Enforcement Academy and receive the academic and physical training resulting in graduation and certification required for appointment to the classification of Police Officer.

This classification is structured for the purpose of becoming a sworn police officer.  Police Officer Trainees are hired into this position for the period prior and during the time they are assigned to a POST-certified Basic Law Enforcement Academy.  Prior to performing a variety of professional law enforcement duties which include police patrol, investigation, traffic regulation, and related law enforcement activities. 

Upon successful completion of training at the academy and upon the availability of a Police Officer position, Police Officer Trainees will be sworn in and appointed to the classification of Police Officer at the beginning of the following pay period.  

EXAMPLES OF DUTIES - Duties may include, but are not limited to, the following:

Attend a POST-certified Basic Law Enforcement Academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.

Receive training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.

Perform related duties and responsibilities as assigned.

Minimum Qualifications

Ability to:

Successfully complete a POST-Basic Law Enforcement Academy including classroom instruction, physical agility and use of firearms.

Learn proper police procedures and methods.

Observe accurately and remember names, faces, numbers, incidents and places.

Think and act quickly in emergencies and to judge situations and people accurately.

Understand and interpret laws and regulations.

Prepare clear, concise, and comprehensive written reports.

Become proficient in self-defense techniques.

Become proficient in the care and use of firearms.

Follow oral and written instructions.

Deal courteously and effectively with the general public.

Experience and Training Guidelines:

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:

None required.

Education and Training:

• Equivalent to completion of the twelfth grade (High School Diploma).  Completion of 30 semester units from an accredited college or university (60 units or more is preferred).
• Must show proof of passing the PELLETB test with a minimum T-Score of 48
• Successful completion of the WSTB test (physical agility). 

Licenses and Certificates:

Possession of and ability to maintain a valid California Driver’s License.

Necessary Special Qualifications:

• Free of any felony convictions.
• A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).
• Age, not less than 21 years at time of appointment.
• Vision in each eye, correctable to at least 20/30.
• Must pass a background investigation.
• Meet all regulatory requirements for becoming a Peace Officer with a California P.O.S.T agency.

ADA Special Requirement:

Essential duties require the following physical abilities and work environment:

Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, and lift 50 pounds:  exposure to cold, heat, extreme noise, outdoors, confining work space, electrical hazards,   chemicals, dust, toxic waste, mechanical hazards, and explosive materials.

The City of Belmont is currently recruiting for a Building Inspector I/II (level appointed will depend on qualifications) in the Community Development Department - Permit Center. We are seeking an energetic, enthusiastic and customer-oriented individual who will receive direction from the Cheif Building Official.

The Building Inspector I/II performs building, plumbing, electrical and mechanical inspections for the City enforcing all applicable laws and codes; performs plan checks on residential, commercial and industrial buildings; issues building permits; and performs a variety of technical tasks relative to assigned area of responsibility.

Compensation

Building Inspector I salary range: Step 1 $7,869.28 - Step 6 $9,565.16

Building Inspector II salary range: Step 1 $8,347.13 - Step 6 $10,145.99

3% salary increase July 1, 2024

Examples of Essential Duties

Building Inspector I/II

• Perform building inspections of existing and new structures for all local and state building requirements; investigate code related citizen complaints and building code violations
• Review plans and specifications for minor building permits; discuss code and project related questions; provide guidance to citizens; address and resolve concerns and complaints
• Check plans, specifications and calculations of proposed structures within the City for code compliance.
• Issue certificates of occupancy after approving structures and installations,
  conduct a final inspection of completed work
• Inspect structures for determination of substandard, unsafe conditions or health hazards

Qualifications

Building Inspector I/II

Knowledge of -

• Applicable provisions of all local, State and Federal codes, laws and ordinances including California Building Code, California Electric Code, California Plumbing Code, and California Mechanical Code
• Accepted safety standards and methods of building instruction
• Principles, methods and techniques of building inspection
• Pertinent Federal, State and local codes, laws and regulations

Ability to -

• Enforce codes, ordinances and approval conditions applicable to building
  construction and alteration
• Perform building, plumbing, electrical and mechanical inspections to ensure compliance with codes and regulations

• Possession of a valid International Code Council Permit Technician certificate

• Equivalent to the completion of the twelfth grade supplemented by specialized training in
  carpentry, electrical, plumbing, HVAC trades, or a related field
• Possession of, or ability to obtain, an appropriate, valid California driver’s license

Building Inspector II

• Possession of, or ability to obtain, an appropriate, valid International Code Council Combination Building Inspector certificate in both the residential and commercial classification
• Three (3) years of increasingly responsible building inspection experience
• Equivalent to the completion of the twelfth grade supplemented by specialized training in
  carpentry, electrical, plumbing, HVAC trades, or a related field
• Possession of, or ability to obtain, an appropriate, valid California driver’s license

Our officers continually strive to be the best and achieve high standards; they receive a 5% incentive for achieving their Intermediate POST certificate and 10% incentive for achieving their advanced certificate. The City has new desktop and laptop computers in place for employees. The City already has Crime Analysis and Traffic Analysis software systems in place. A new handheld citations system for traffic has recently been launched. The City also implemented a citywide GIS system, document imaging system, and Intranet, which are available to all staff members. Additionally, we have placed laptops in all patrol cars in order to facilitate timely report writing and response to calls for service.

Education: Equivalent to a Bachelor’s Degree from a four-year college or university with major work in public or business administration or related field.

Experience: One to two years of general administrative experience, preferably in grant administration in local government.

License: Possession of a valid Class “C” California Driver's License.

Members of our team are eligible for specialized assignments with compensation incentives:

Bilingual Pay - up to $150 per month

K-9 Handler - Additional seven hours of additional pay at 1.5 rate and seven of overtime each pay period

Information Technology Super User - Additional 5% of base salary

MTC’s Technology Services Section (TSS) is a mature IT organization serving approximately 400 customers. The diverse and inclusive section employs a team of dedicated professionals that exhibit outstanding emotional intelligence and outstanding customer service traits. The team provides support to building technology in the 500,000 square foot Bay Area Metro Center. TSS also operates a shared services organization that serves two additional government agencies for a total of approximately 1,000 customers. MTC is seeking an agile and adaptive executive technology leader to take its IT program to the next level. The ideal candidate will be comfortable with ambiguity and able to execute with limited information and evolving prototypes. MINIMUM QUALIFICATIONS
Education:  Completion of a Master's degree from an accredited college or university in an appropriate discipline. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.  Alternatively, a Bachelor's degree or equivalent combination of education and experience is acceptable.

Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four (4) years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.

Preferred Experience:  At least 5-7 years in IT Management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.
