MTC’s Technology Services Section (TSS) is a mature IT organization serving approximately 400 customers. The diverse and inclusive section employs a team of dedicated professionals that exhibit outstanding emotional intelligence and outstanding customer service traits. The team provides support to building technology in the 500,000 square foot Bay Area Metro Center. TSS also operates a shared services organization that serves two additional government agencies for a total of approximately 1,000 customers. The agency utilizes modern technologies while operating under the goal of continuous improvement.

MTC is seeking an agile and adaptive executive technology leader to take its IT program to the next level. The ideal candidate will be comfortable with ambiguity and able to execute with limited information and evolving prototypes. In addition, the candidate will be capable of expertly maintaining a culture rooted in diversity and inclusivity; and possess the ability to apply an equity lens both internally to the IT operation as well as externally to the services provided. 
 
The Director of the Technology Services Section will be a key member of the business operations team, reporting to the Chief Operating Officer.  This individual will be responsible for formulating and executing the agency's overall technology vision, ensuring the alignment of IT initiatives with MTC’s objectives. This individual's leadership will be instrumental in identifying and providing outstanding customer support, implementing cutting-edge technologies, fostering a robust IT infrastructure, and empowering teams to deliver exceptional results.

MINIMUM QUALIFICATIONS
Education:  Completion of a Master's degree from an accredited college or university in an appropriate discipline. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.  Alternatively, a Bachelor's degree or equivalent combination of education and experience is acceptable.

Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four (4) years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.

Preferred Experience:  At least 5-7 years in IT Management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

The Department of Public Works is seeking experienced and highly motivated individuals to join their Construction Services Section as Carpenters/Mill Cabinet Workers.

Under general supervision, Carpenters/Mill Cabinet Workers perform journey-level skilled rough and finished carpentry work, including construction and repair of wooden structures and components; maintain, repair, and replace building hardware; and perform related Carpentry or cabinet making duties as assigned.

Ideal candidates for the current vacancies will have the following: 

• Journey-level skills to perform routine repairs such as repairing doors, replacing glass in windows, patching roof leaks, and replacing ceramic and ceiling tiles in our County facilities

In the area of Mill-Cabinet Worker, duties include, but are not limited to, the following:

• Lay out work and cut, fit, and join lumber
• Build and install interior trim and finish carpentry work
• Fabricate and install complex finished hardwood cabinetry using non-dimensional hardwoods
• Operate power planers, lathes, saws, routers, and other power tools in working various hardwood shapes into dimensional sizes
• Fabricate and install laminated plastic counters
• Assist other trades as directed by supervisor
• Perform related duties as assigned

Important Information About These Positions
Carpenters are required to work at various locations throughout the County of San Mateo including County Facilities/Buildings, San Mateo Medical Center, Hall of Justice, Maguire Correctional Facility, Maple Street Correctional Facility, and Youth Services Center.

Candidates selected for Carpenter positions with the Department of Public Works will be required to complete an extensive security clearance package and undergo a thorough background check conducted by the San Mateo County Sheriff's Office prior to hiring. The selected candidates must be cleared to work in locked facilities that house incarcerated persons.
 

Qualifications

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• A minimum of 5-years of experience working in trades OR
• Completion of certified apprenticeship program with Journey-level status as a Carpenter or a Mill-Cabinet Worker

Licensure/Certification:

• Possession of a class C California driver license or equivalent 

Security Clearance: 

• Ability to pass an extensive background check and maintain jail security clearance

Knowledge of: 

• Standard practices, materials, tools, machines, and equipment used in the carpentry and/or the millworker trade
• Basic provisions of the Uniform Building Code as it relates to carpentry construction standards
• Preparation of dimensional sketches and the fabrication of specified products
• Methods of fire stop caulking

Skill/Ability to: 

• Use hand and power tools
• Read blueprints and work from sketches, plans, and specifications

DEFINITION

Under general direction, to supervise and review the work of the professional and technical staff of a section of the Engineering Division engaged in preparing and/or reviewing plans, specifications, designs, estimates, and inspections relating to capital improvement, construction, development, and maintenance projects; to coordinate the work of the section with that of the Engineering Division and the Public Works Department; and to perform complex engineering design, construction inspection, contract administration, and related work as assigned.

EXAMPLES OF DUTIES

Provide engineering consultation services to various field and office personnel; design and/or manage design and construction contracts on City's capital improvement projects; review architectural, development and/or engineering maps, plans, specifications, designs, and cost estimates, and provide recommendations on the feasibility of bidding and constructing various construction or maintenance projects prepared in-house or by consultants; administer contracts and inspect construction to insure technical and legal compliance; plan, organize, and coordinate assigned work with other City departments and outside agencies, consultants, and contractors; prepare or direct project-related studies, reports, and correspondence for City administrators, officials, and citizens; research and prepare Issue Statements on various policy questions; assist with preparation of annual division budget; review, revise and maintain the City's General Conditions, Standard Specifications and Drawings ("Standards"); research design and construction procedures and materials, and recommend improvements in Standards to the City Engineer; formally evaluate performance of assigned personnel.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of civil engineering design and construction; principles and techniques of management and supervision including planning, organizing, and developing goals and objectives; principles and practices of design administration including computer aided design (CAD); theories, techniques, materials and equipment used in construction and maintenance of municipal Public Works

improvements; legal issues, including liability laws, relating to municipal construction and civil engineering.

Ability to: Demonstrate skill and/or acquire current knowledge in organizing, managing, supervising and evaluating the work of professional and technical engineering personnel; employ City administrative, budgeting, purchasing, personnel management and other related processes and procedures to assist in managing the division; prepare or direct the preparation of complex plans, specifications, and legal contracts; conduct contract negotiations for City projects; demonstrate clear and effective oral communication; prepare clear and concise correspondence, reports and other written documents; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of a Bachelor's degree in civil engineering or closely related field.

Experience:  Five years of increasingly responsible experience in design and construction management of civil engineering projects, with at least two of the five years at a level equivalent to a City of Daly City Civil Engineering Associate.

License: California registration as a professional Civil Engineer and a valid Class C California Driver's License.

What You'll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.

What You'll Do

What You'll Do

The Wastewater Treatment Plant (WWTP) Mechanic III performs highly skilled mechanical and minor electrical work in the installation, alteration, maintenance and repair of electrical systems, equipment and fixtures in a wastewater treatment plant and provides lead worker oversight as necessary; to do other related work as required.  This is an advanced journey level class in the WWTP Mechanic series.  This position is distinguished from WWTP Mechanics I/II by its lead function and the degree of technical expertise required in performing the more complex work.  This class may be responsible for lead supervision of WWTP Mechanics I/II.

Depending upon assignment, duties may include, but are not limited to the following:

• Read and interpret drawings, plans and diagrams of wastewater treatment plant infrastructure, equipment, controls and instrumentation.
• Install, inspect, diagnose, and perform major and minor mechanical repair work on motors, pumps, boilers, hydraulic and pneumatic equipment, generators, filters, and other plant equipment.
• Use a variety of tools, hand tools, cutting and welding equipment and multi-meters.
• Clean, oil and paint equipment.
• Perform preventive and corrective maintenance of all plant infrastructure particularly mechanical and electrical systems.
• Evaluate equipment performance and identify problem areas.
• Assist with maintaining inventory and supply of replacement parts.
• Perform general maintenance duties at the WWTP and Pump Station, including buildings, grounds and equipment as required.
• Provide lead supervision and training to less experienced maintenance mechanic personnel and assure safe work practice and procedures are always being followed.
• May be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis.
• Adhere to purchasing policy.
• Maintain a variety of chemical measuring equipment and plant process instrumentation.
• Fully support and utilize the Computerized Maintenance Management System to maintain accurate records and reports of work performed.
• Assist with installation of plant-related electrical systems, including but not limited to conduits, wires, relays, pull boxes, switch boards and switches required for additions, extensions or modifications to plant components.
• Perform related duties and responsibilities as assigned.

The Wastewater Treatment Plant Mechanic III receives supervision and direction from the Wastewater Treatment Plant Maintenance Superintendent and technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  This position exercises lead supervision over other plant Maintenance Mechanics I/II, including provision of technical supervision, assignment of work and/or the training of less experienced mechanics.

What You’ll Do

The Wastewater Treatment Plant (WWTP) Mechanic I/II performs semi‑skilled and skilled work in the installation and repair of pumps, motors, chain drives, valves and related equipment and to do related work as required.  The WWTP Mechanic I is the entry level class in the Plant Mechanic series.  Positions in this class normally perform beginning level mechanical repair and maintenance work on a wide variety of wastewater quality control plant systems and equipment. Under this class series concept, positions assigned to the class of Plant Mechanic II may reasonably be filled at the Plant Mechanic I level.  The WWTP Mechanic II is the journey level class in the Plant Mechanic series. Positions assigned to this class are flexibly staffed and are expected to perform the most skilled repair and maintenance work and have a thorough knowledge of the operational characteristics, maintenance and repair methods and techniques and most typical system difficulties for the full range of equipment and operational systems in the plant. All positions assigned to this class require the ability to work independently, exercising judgment and initiative. Plant Mechanics II may also be expected to assist in the supervision of less experienced personnel.

Depending upon assignment, duties may include, but are not limited to the following:

• Operate machines and tools in repairing defective parts of pumps, compressors, generators, motors, lift stations, boilers and related mechanical equipment.
• Maintain accurate mechanical maintenance records.
• Install, repair, replace, and modify pumps, controllers, bearings, seals, hydraulic pipes, timing devices and assist in installing telemetering electrical equipment.
• Use a variety of power hand tools, cutting and welding equipment and electrical test equipment. Fully utilize the computerized work systems in accordance with work flow processes.
• Perform preventive maintenance on wastewater treatment plant mechanical and electrical equipment. Evaluate equipment performance and identify problem areas.
• Maintain stock inventory and adequate supply of replacement parts.
• Plant mechanics may be required to respond to emergency situations after normal working hours and be subject to serve on emergency stand-by alert and call out status on a rotational basis, including participation in rotating stand-by duties.
• Analyze or create documents, such as blueprints, markings, surveys, etc. to problem solve the most effective approach to a task.
• Verify the work of others for accuracy, proper work methods, techniques, and compliance.
• Formulate solutions to problems with equipment or operations, including logistics, operations, and processes.
• Draft operating procedures.

The Wastewater Treatment Plant Mechanic I/II receives supervision from the Wastewater Treatment Plant Maintenance Superintendent or Wastewater Treatment Plant Mechanic III as directed technical or functional supervision may be provided by higher level treatment plant maintenance personnel.  Assignments may require indirect supervision of less experienced plant maintenance personnel.

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed. 
15. Attend meetings, workshops, and demonstrations; perform duties and responsibilities as assigned.
