The San Mateo County Registration & Elections Division is seeking seasonal Election Warehouse and Field Technicians to assist in the upcoming March 5, 2024 Presidential Primary Election. Vote Centers offer in-person voting, voter registration, and additional services to the public up to a month before the election. 
 
We are currently seeking dedicated and hard-working individuals for temporary, full-time positions to be hired for the following duties: 

• Testing functions of electronic voting equipment 
• Staging heavy equipment containers for delivery
• Inventorying and moving voting equipment and Vote Center supplies
• Assisting in delivery and pickup of voting equipment at Vote Centers 
• Assisting in delivery of spare equipment and supplies to Vote Centers
• Driving personal vehicles regularly to each Vote Center on an assigned route to make sure that all equipment is properly functioning
• Assisting in delivery, connection and testing of voting equipment at Vote Centers 
• Troubleshooting voting equipment at Vote Centers

The Elections Division is an exciting, fast-paced environment, especially as elections approach. This is an excellent opportunity to work with a group of dynamic, well-organized, and highly efficient individuals committed to the democratic process. Typical office hours are 8:00 am to 4:30 pm, Monday through Friday, in-person at 40 Tower Road, San Mateo, CA. The selected individuals must be available for the entire employment period [WY1] until the completion of their assignment. The last anticipated day of employment will be ­­­13 days after Election Day, on March 18, 2024.

The hourly wage for this position starts at $27.16. These positions may require working overtime, including long hours, weekends, evenings, and holidays.  

• Authorized time worked more than 40 hours in the workweek: compensated at the rate of one and one-half (1-1/2) times the straight-time rate.
• Hours worked on a holiday: compensated at the rate of one and one-half (1-1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group.

The use of personal vehicles is mandatory for these positions. Vote Center routes will be assigned based on geography and location. Warehouse Technicians and Field Technicians may report directly to Vote Center(s) during the voting period. All candidates should be comfortable driving for assignments as necessary. Drivers will be reimbursed for their mileage.
 
NOTE: This is an extra-help, at-will assignment, paid on an hourly basis. Extra-help hours are dependent on the business needs of the department and therefore work hours may vary from week to week. Extra help employees shall not exceed 1,040 hours of work per fiscal year. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra help employees are not guaranteed permanent status at the end of the assignment. 

 

Qualifications

Ideal candidates will have a minimum of one year of computer experience or education and experience working in a fast-paced environment requiring manual labor. Preferred candidates will have attention to detail and be able to lift and carry materials weighing more than 50 pounds.
 
The ability to work multiple elections is preferred. Office hours are 8:00 am to 4:30 pm, Monday through Friday. These positions may require weekend and evening work assignments.
 
Critical skills for all Election Worker Warehouse Technicians/Field Technicians include the ability to prioritize work, coordinate several activities, organize and maintain accurate files and records, and understand and carry out oral and written directions.
  
The selected individuals must be available for the entire employment period until the completion of their assignment.

Recreation Specialist

Position Details:

Under general supervision, this position is assigned to perform a variety of duties to support the users of various indoor and outdoor City facilities and programs. The Recreation Specialist will oversee programs and rental activities. This includes opening and closing buildings, managing swimming pool patrons and activities, monitoring facility use including facility and guest safety during rentals, setting up tables and chairs for rentals, City programs and events, performing light janitorial and custodial duties, ensuring compliance of established rules and procedures for the use of facilities, and performing other duties as required. Within this classification, specific positions will include: Senior Facility Attendant, Pool Manager (Lifeguard certification required) and Manager on Duty (MOD) for the facility.

• Overseeing operation of swimming pools or “dry” activities and rentals

Recreation Specialist-Pool Manager Duties and qualifications:

•  Must be patient and courteous with all members of the public
• Be dependable and punctual

Working Conditions:

Work is assigned at both indoor and outdoor facilities, and may include exposure to unsanitary conditions, odors, cleaning chemicals, and some noise. The successful candidate must be able to work variable hours, including mornings, late evenings, holidays, and weekends.

Physical Demands

Light to moderate lifting (up to 50 pounds); pushing; pulling; crawling; climbing; and prolonged periods of standing. Lifting above the shoulders, working off a ladder, manual dexterity, and good vision and hearing are also required.

Position Details

Under close supervision, maintain constant watch over a public swimming pool facility to enforce regulations and prevent accident, assist swimmers in distress and provide emergency and routine first aid. Create a safe and positive atmosphere for all participants and perform basic facility maintenance duties.

MTC’s Technology Services Section (TSS) is a mature IT organization serving approximately 400 customers. TSS also operates a shared services organization that serves two additional government agencies for a total of approximately 1,000 customers. MINIMUM QUALIFICATIONS
Education:  Completion of a Master's degree from an accredited college or university in an appropriate discipline. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.  Alternatively, a Bachelor's degree or equivalent combination of education and experience is acceptable.

Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four (4) years senior management experience in agency administration, operations, management or similar position. Managing administrative support services; budget development, analysis and management; business or public administration; presenting to boards, commissions and/or committees, responding to public inquiries and requests, reporting to executive management.

Preferred Experience:  At least 5-7 years in IT Management

License/Certificate:  Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

Clerical Support/Vote by Mail

• Data entry
• Processing Vote by Mail ballots 
• Retrieving ballots from the post office
• Counting ballots
• Operating ballot processing equipment

 
Ballot Retrieval

• Retrieving voted ballots from Ballot Drop Boxes throughout San Mateo County
• Delivering voted ballots to San Mateo County Registration & Elections Division

• Call center experience preferred, but not required

Ideal Clerical Support and Customer Service candidates will have a minimum of one year of general clerical, office assistant, phone services, or computer experience. Outreach Services candidates will have strong public speaking abilities and are bilingual in at least one of the above listed languages. Voting Equipment candidates will be able to lift and carry materials weighing more than 50 pounds and must use personal vehicles to service Vote Centers. Ballot Retrieval candidates will have a valid CA Driver License and be able to carry materials weighing up to 50 pounds.
 
Critical skills for all Election Worker Office Assistant positions include the ability to prioritize work, coordinate several activities, organize, and maintain accurate files and records, and understand and carry out oral and written directions.
 
Typical office hours are 8:00 am to 4:30 pm, Monday through Friday. However, these positions may require working overtime, including long hours, weekends, evenings, and holidays.   (Any authorized time worked more than 40 hours in the workweek shall be considered overtime and shall be compensable at the rate of one and one-half (1-1/2) times the overtime worked.

Generally, extra-help employees who work on a holiday shall be compensated for such time worked at the rate of one and one-half (1 1/2) times the straight-time rate as provided in the Overtime Section of this MOU for their work group).
 
The selected individuals must be available for the entire employment period until the completion of their assignment.

Qualifications:

Must be at least 15 years old and have the ability to obtain a work permit, if under the age of 18.  Applicants must have completed and passed the Lifeguard Training class that includes CPR, FPR, and AED by June 1, 2024. WSI (water safety instructor) is highly recommended.

Lifeguard Job Responsibilities:

• The primary responsibility of a lifeguard is to protect lives by using their skills to prevent injury among patrons.  This duty does not only include rescuing drowning victims or administering CPR and first aid.  Being alert and proactive also helps to prevent dangerous situations from ever occurring in the first place.
• Enforcing the rules fairly and consistently is a close second major duty and could even be considered to be a part of patron surveillance.  Help the patrons to keep themselves safe by monitoring and putting an end to dangerous behaviors. 
• Maintenance and cleaning tasks are also part of the lifeguard’s duties.  These can include monitoring chemical levels in the pool, picking up trash and organizing equipment, or inspecting the facility for unsafe conditions.

Swim Instructor Job Responsibilities:

• The swim instructor is responsible for instructing swim lesson participants in a variety of swim levels.
• This position is also responsible for the safety of the participants in their own class.
• Work hours as scheduled which includes beginning and ending class on time; remaining after class to answer participant and/or parent questions as needed and clean up supplies.
• Instructs and evaluates students participating in swim lessons.
• Submits completed report cards, skills sheets, and attendance information on time.

What You’ll Do

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
