The City of San Mateo Public Works Department is seeking an Assistant/Associate Engineer for Capital Improvement or Private Development assignments. As an Assistant/Associate Engineer, you would support our department’s mission to operate, maintain and improve the City’s infrastructure. Public Works is responsible for the maintenance, repair, cleaning, and construction of sewer and storm conveyance systems, wastewater treatment plant, streets, streetlights, traffic signals, active transportation infrastructure, publicly owned parking lots and garages, pump stations, a major lagoon, and dams and levees. What You’ll Do:

The Assistant/Associate Engineer will help support efforts to accomplish short and long-term project deliveries, while sustaining the City’s mission, vision, and goals.  The position is considered for either of the following fields of interest:

• The Development Section’s key assignments include reviewing development plans, technical studies/reports, maps, encroachment permits, building permits and being able to guide an applicant through the entitlement process regarding public impact and infrastructure. The role includes an emphasis on coordination among project stakeholders and various City review groups.
• The Capital Improvement Plan (CIP) Section’s key assignments include planning, designing, reviewing, and preparing detailed engineering plans, drawings, specifications, cost estimates, contracts, and related documents for a variety of capital improvement projects. Roles include project manager and construction manager, with duties that include leading coordination meetings, interfacing with construction contractors, outside engineering firms, construction inspectors, and other public agencies.

DEFINITION

Under direction of a higher level professional engineer, plan, supervise, design, coordinate and perform a wide variety of responsible professional civil engineering and public works assignments.

The individual in this position is expected to complete difficult engineering assignments requiring the use of judgment and initiative in developing solutions to problems, assuming responsible charge of assigned design and construction projects, and interpreting and conforming to codes and general policies. This position may require considerable interaction with other City departments and divisions, public agencies and the public.

This position is distinguished from that of the Civil Engineer II by the greater independence, leadership and follow up to completion of assignments, assistance in the performance of related administrative duties as required by the City Engineer, and the ability to make presentations and participate at meetings.

Responsibilities for this position will include supervision of lower level professional engineers and technical personnel, checking of work, and formal employee performance evaluation.

EXAMPLES OF DUTIES

Depending upon assignment, duties may include, but are not limited to, the following:

Review and check plans, subdivision and parcel maps, and computations submitted by developers and outside consultants for conformance to established standards and specifications. Review EIRs, engineering reports, and proposals. Provide coordination with utility agencies, consultants, and other public agencies.

Prepare and interpret legal description of real property, right-of-way, and easements. Design, prepare plans, including drafting and specifications, cost estimates for a variety of public works improvements, including various traffic control systems, streets, buildings, parks, utility systems, appurtenances, and drainage structures.

Perform construction inspection and field surveys. May act as Resident Engineer on various projects. May assume responsibility for a complete engineering function or major phase of a program, including correspondence and complex engineering reports.

Upon request, provide information and respond to public inquiries, and prepare reports and recommendations. Prepare submittals, reports, and applications for State and Federal funding and grants for capital and street maintenance projects.

Confer with supervisory and other engineering staff during preliminary and design stages of work, and discuss technical and policy problems. May train and evaluate work of subordinate engineering personnel.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of Civil Engineering, including traffic control devices, hydraulics, sewer design, computer aided design (CAD) and mapping, surveying, street and road design, soil mechanics, concrete design, project scheduling and management, elements of effective supervision and report writing. Strength, properties and use of the materials of engineering construction.

Modern developments, current literature and sources for technical information, standards, applicable laws and construction procedures in the area of assignment.

Ability to: Perform professional engineering design work of a complex nature. Supervise CAD, prepare plans, specifications, cost estimates for a variety of public works projects.

Apply the fundamental principles of civil engineering theory to solving technical problems encountered in the design and construction of public works; perform studies and prepare technical reports; initiate compilation of necessary technical information, and make independent decisions therefrom; understand and carry out technical instruction; make accurate engineering computations and drawings; maintain clear and concise office records; establish and maintain effective relations with City employees, other governmental officials, developers, general contractors, and the public; prepare reports and general correspondence; communicate effectively when making presentations before groups.

Communicate clearly and concisely both orally and in writing. Take the lead on design projects and related assignments, including construction inspections with minimum supervision. Inspect construction projects, investigate and resolve disputes concerning plans, specifications and review change orders.

Supervise, train, and evaluate subordinates, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:   Four years of increasing responsible experience in professional level Civil Engineering work. Experience in municipal public works or related consultant work is desirable. Land development experience desirable.

Education:   Graduation from an accredited college or university with a Bachelor of Science Degree in Civil Engineering.

License: Registration as a Professional Engineer in Civil or Traffic Engineering in the State of California or possession of a Professional Engineer Registration in another state with ability to obtain registration in California within six (6) months. Possession of a valid Class C California Driver’s License.

The City of Lincoln is recruiting internally for the position of Wastewater Systems Technician I/II in the Wastewater Division of the Public Works Department.  Under general supervision, this position performs skilled and semi-skilled work in the operation and maintenance of the City’s sanitary sewer, pumping and collection system, assists in the training and technical supervision of lower level positions if assigned, and performs other related duties as required.

Wastewater Technician I

The Wastewater Technician I is the entry level class in the Wastewater Technician series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform duties of a more routine nature and learn City policies and specific methods and techniques of operation and maintenance of the City’s wastewater, collection and pump system. This class is alternately staffed with Wastewater Technician II and incumbents may advance to the higher-level after gaining experience, obtaining required certifications and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

Wastewater Technician II

The Wastewater Technician II is the journey level class responsible for performing the full scope of assigned duties. Incumbents perform the full array of skilled and semi-skilled work in the operation of the City’s wastewater, collection and pump system to ensure compliance with federal and state standards. Employees at this level receive only occasional instruction and are expected to work in an independent manner. This class is distinguished from the next higher classification of Supervisor, in that the latter is responsible for overall supervision of the City’s wastewater collection system.

SUPERVISION RECEIVED/EXERCISED

Wastewater Technician I

Receives immediate direction and guidance from a Wastewater Technician II. May receive functional and technical supervision from a Wastewater Technician II. Incumbents in this classification do not exercise supervision.

The Wastewater Technician II

Receives general supervision from a Public Works Supervisor. May exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs skilled and semi-skilled work in the operation and maintenance of the City’s wastewater pumping and collection systems; operates and checks equipment, pumps and valves to assure that demands are met; repairs system equipment and related systems as required; locates and repairs service connections.
• Maintains the collection system and operates system cleaning equipment; vactor truck and mechanical rodding equipment.
• Performs permitted and non-permitted confined space work.
• Performs inspection of controls and system tools and equipment for safety and mechanical defects; performs back water testing; provides and insures that maintenance is conducted within safety standards established by federal, state and local laws, ordinance and regulations; maintains accurate records and logs including flow records; completes periodic reports as required by regulatory agencies.
• Responds to emergency calls and participates in weekly call-out rotations.
• Performs CCTV inspections, reviews tapes and generates reports for needed repairs.
• Utilizes smoke testing equipment and flow metering equipment to conduct infiltration and inflow surveys.
• Repairs, retrofits and installs cleanouts, back water valves and service laterals; troubleshoots and corrects a variety of electrical and mechanical problems involving pumping and measuring equipment; performs regular preventative maintenance on system equipment.
• Orders parts, supplies and equipment; properly stores and maintains materials and supplies; maintains appropriate inventories to ensure adequate reserves and spare parts; maintains pump sites, properties and equipment in a clean and orderly manner; maintains and paints equipment, structures, pipelines, and storage tanks; performs ground maintenance at facility sites.
• Demonstrates a full understanding of applicable policies, procedures and work methods associated with assigned duties; may serve in a leadership capacity in the training and technical supervision of assigned personnel; monitors the status of flows and equipment, using technical information such as force main pressure, wet well elevation, water elevation in the flow control structure, electrical system voltages, and computer system outputs; responds to after-hours call-outs as assigned.
• Responds to questions and concerns from the general public regarding service issues; provides information as is appropriate and resolves complaints; investigates complaints or claims against the City.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent may use disinfecting and lubricating chemicals, which may expose the employee to fumes, dust and air contaminants. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, drive motorized vehicles and construction equipment, and work in confined spaces.

KNOWLEDGE/ABILITIES/SKILLS

Skill to: Operate a computer and a variety of word processing and related software applications; safely and effectively operate a variety of maintenance and testing equipment used in the operation of wastewater systems. Operate City equipment and record findings; present reports and make condition assessments to management.

What You’ll Do

• Install, maintain, repair and research a variety of supervisory controls and replacement electrical components that are part of advanced wastewater treatment processes such as aeration, filtration, disinfection and dichlorination, sludge dewatering, odor control, and an environmental laboratory.
• Perform wiring required for the installation of electronic equipment; electrical conductors in conduits; splice high and low voltage cables utilizing hand taping and pre- molded splice kits.
• Design, install, maintain, repair, test and construct electrical assemblies.
• Troubleshoot plant electrical systems, controls and related process equipment. Provide technical support for other work groups within Public Works.
• Specify, install, program, and repair various types of variable frequency motor drive systems.
• Fabricate, maintain, install, service, and calculate power load distributions to various motors and related equipment.
• Install and repair programmable logic controllers and install related hardware and software for control systems in conjunction with controls technician.
• Maintain and repair automatic control valves and associated control functions.
• Implement preventive maintenance and repair on motors from fractional to over 400 horsepower. Record and calculate current requirements for new electrical installations.
• Troubleshoot, perform inspections, preventive maintenance and repairs on industrial switchgear and high voltage equipment such as transformers, breakers, circuits, switches, relays, regulators and distribution panels.
• Specify, install, and inspect various types of conduit; isolate breakers and switches for major repairs; coordinate repairs and scheduled outages with operations staff.
• Conduct surveys to gather field data.
• Use aerial lifts, scaffolding and ladders.
• Prepare requisitions and associated documents for purchase of repair parts and supplies.
• Maintain accurate records of work performed, materials used, and associated costs.
• Perform other duties as assigned.

The WWTP Electrical Technician receives general supervision from the WWTP Maintenance Superintendent or higher level personnel and exercises technical and functional supervision over assigned technical and maintenance personnel.

Under general supervision, the Lifeguard provides a safe environment for all types of aquatic programs.  The Lifeguard prevents loss of life or injury to patrons and at times performs related maintenance duties.  Some evening and weekend hours are required.  Mandatory pre-season in-service training sessions will be held in June. 

Enforces pool rules and regulations; rescues persons in distress and renders First Aid /CPR when necessary; maintains pool records and reports, including program registration and safety reports; follows City policies and procedures; and performs other assigned duties, as required.
 

Age Requirement:      

• At least 15 years of age.

Experience:                

• Recommended exposure to: swimming lessons instruction or working with young people in an organized environment, and/or participation in the Junior Lifeguard program, or experience as an Instructor’s Aide, or Lifeguard.

Knowledge of:           

• Lifeguard rescue and life-saving techniques.
• American Red Cross Learn to Swim Program and basic pool policies and procedures. Or equivalent

Ability to:                   

• Demonstrate all Lifeguard Training skills.
• Proficiently swim and demonstrate swimming skills
• Communicate clearly, both orally and in writing

Education & Certifications:

SALARY

$18.00 – $19.00 per hour - Scale based on experience and years of service.

Payday is the bi-weekly.  With the exception of Worker’s Compensation Coverage, no other benefits are provided.  Employees must contribute 1.45% of salary to Medicare and 7.75% to a retirement plan in accordance with Federal Law.

All positions are temporary part-time, hours required are 10:30 AM to 1:30 PM daily.  The preferred need is for Monday to Thursday.

The City of San Mateo Public Works Department is looking for a Maintenance Worker I-II

The Public Works Department is comprised of the Engineering and Facilities Services Division (EFSD) and the Environmental Services Division (ESD). Each division is led by a Deputy Director reporting to the Director of Public Works. The department is responsible for the City’s major capital projects and infrastructure including streets, street lights, traffic signals, sewer and storm conveyance systems, wastewater treatment plant, pump stations, a major lagoon, and dams and levees. A key player on this team is the Maintenance Worker. You would be joining over 500 people whose mission is to serve the San Mateo community with a collaborative, innovative and professional spirit.

What You'll Do

The Maintenance Worker position may be filled at either the I or II level based on experience. The Maintenance Worker will perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, sewers, storm drains, pump stations, traffic signal and street light equipment, traffic systems, or municipal buildings; and to do related work as required. Some of the duties of this position are as follows:

• Operate construction and maintenance equipment such as backhoes, motorgraders, boom trucks, tractors, vac-all and small sweepers, and skip loaders for a variety of construction and maintenance operations involving streets, sidewalks and gutters, sewer lines, and drainage channels.
• Use concrete cutting and braking equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.
• Operate maintenance equipment and tools such as trucks, power tools, sewer rodder, hydraulic jet cleaner, vac-all, front loader, backhoe, compressor, sandblaster, power wench, boom truck, cc TV unit, main and auxiliary pumps, pneumatic and electro-mechanical controls, diesel power plants, and related equipment and tools.
• Assist pump mechanics to install, repair and modify pump station machinery and control.
• Paint traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck.
• Assist in performing a variety of routine electrical maintenance and repair tasks.
• Assist in trash and debris control activities such as picking up of litter and other street maintenance activities as required or when weather does not permit sweeping operations.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Work cooperatively and effectively with co-workers.

The Department of Public Works is seeking experienced and highly motivated individuals to join their Construction Services Section as Carpenters/Mill Cabinet Workers.

Under general supervision, Carpenters/Mill Cabinet Workers perform journey-level skilled rough and finished carpentry work, including construction and repair of wooden structures and components; maintain, repair, and replace building hardware; and perform related Carpentry or cabinet making duties as assigned.

Ideal candidates for the current vacancies will have the following: 

• Journey-level skills to perform routine repairs such as repairing doors, replacing glass in windows, patching roof leaks, and replacing ceramic and ceiling tiles in our County facilities
• Well-rounded carpentry experience

• Ability to work independently without assistance

In the area of Construction Carpentry, duties include, but are not limited to, the following:

• Lay out work and cut, fit, and join lumber
• Build and install interior trim and finish carpentry work
• Fabricate and install complex finished hardwood cabinetry using non-dimensional hardwoods
• Operate power planers, lathes, saws, routers, and other power tools in working various hardwood shapes into dimensional sizes
• Fabricate and install laminated plastic counters
• Assist other trades as directed by supervisor
• Perform related duties as assigned

Important Information About These Positions
Carpenters are required to work at various locations throughout the County of San Mateo including County Facilities/Buildings, San Mateo Medical Center, Hall of Justice, Maguire Correctional Facility, Maple Street Correctional Facility, and Youth Services Center.

Candidates selected for Carpenter positions with the Department of Public Works will be required to complete an extensive security clearance package and undergo a thorough background check conducted by the San Mateo County Sheriff's Office prior to hiring. The selected candidates must be cleared to work in locked facilities that house incarcerated persons.
 

Qualifications

Education and Experience: 
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is:

• A minimum of 5-years of experience working in trades OR
• Completion of certified apprenticeship program with Journey-level status as a Carpenter or a Mill-Cabinet Worker

Licensure/Certification:

• Possession of a class C California driver license or equivalent 

Security Clearance: 

• Ability to pass an extensive background check and maintain jail security clearance

Knowledge of: 

• Standard practices, materials, tools, machines, and equipment used in the carpentry and/or the millworker trade
• Basic provisions of the Uniform Building Code as it relates to carpentry construction standards
• Preparation of dimensional sketches and the fabrication of specified products
• Methods of fire stop caulking

Skill/Ability to: 

• Use hand and power tools
• Read blueprints and work from sketches, plans, and specifications
• Perform layout work
• Estimate labor and material requirements for small jobs

Under general direction, to supervise and review the work of the professional and technical staff of a section of the Engineering Division engaged in preparing and/or reviewing plans, specifications, designs, estimates, and inspections relating to capital improvement, construction, development, and maintenance projects; to coordinate the work of the section with that of the Engineering Division and the Public Works Department; and to perform complex engineering design, construction inspection, contract administration, and related work as assigned.

EXAMPLES OF DUTIES

Provide engineering consultation services to various field and office personnel; design and/or manage design and construction contracts on City's capital improvement projects; review architectural, development and/or engineering maps, plans, specifications, designs, and cost estimates, and provide recommendations on the feasibility of bidding and constructing various construction or maintenance projects prepared in-house or by consultants; administer contracts and inspect construction to insure technical and legal compliance; plan, organize, and coordinate assigned work with other City departments and outside agencies, consultants, and contractors; prepare or direct project-related studies, reports, and correspondence for City administrators, officials, and citizens; research and prepare Issue Statements on various policy questions; assist with preparation of annual division budget; review, revise and maintain the City's General Conditions, Standard Specifications and Drawings ("Standards"); research design and construction procedures and materials, and recommend improvements in Standards to the City Engineer; formally evaluate performance of assigned personnel.

MINIMUM QUALIFICATIONS

Knowledge of: Principles and practices of civil engineering design and construction; principles and techniques of management and supervision including planning, organizing, and developing goals and objectives; principles and practices of design administration including computer aided design (CAD); theories, techniques, materials and equipment used in construction and maintenance of municipal Public Works

improvements; legal issues, including liability laws, relating to municipal construction and civil engineering.

Ability to: Demonstrate skill and/or acquire current knowledge in organizing, managing, supervising and evaluating the work of professional and technical engineering personnel; employ City administrative, budgeting, purchasing, personnel management and other related processes and procedures to assist in managing the division; prepare or direct the preparation of complex plans, specifications, and legal contracts; conduct contract negotiations for City projects; demonstrate clear and effective oral communication; prepare clear and concise correspondence, reports and other written documents; interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Possession of a Bachelor's degree in civil engineering or closely related field.

Experience:  Five years of increasingly responsible experience in design and construction management of civil engineering projects, with at least two of the five years at a level equivalent to a City of Daly City Civil Engineering Associate.

License: California registration as a professional Civil Engineer and a valid Class C California Driver's License.

What You'll Do

The Senior Instrument Control Technician installs, maintains, calibrates, tests and repairs a variety of data acquisition, radio communications, and instrumentation and control equipment for wastewater collection and treatment plant systems; principal oversight of Supervisory Control and Data Acquisition (SCADA) computer systems and Programmable Logic Controllers (PLC); assists in the oversight of the Computerized Maintenance Management Systems (CMMS); performs highly skilled electrical, electronic and mechanical work related to in-plant metering equipment and remote controlled devices; operates, monitors, and controls an advanced wastewater treatment (tertiary) system; and performs other related work as required.

Depending upon assignment, duties may include, but are not limited to the following:

• Assist in the installation, calibration, maintenance and troubleshooting of electronic and electromechanical equipment to ensure proper operation; assist in the troubleshooting and repairing of control system and electrical power failures in the WWTP, pump and lift station.
• Install, calibrate, maintain, troubleshoot and repair electronic and electromechanical equipment to ensure proper operation; maintain and troubleshoot computerized process control equipment such as PLCs, RTUs, and SCADA system devices; troubleshoot control system and electrical power system failures in plants, lifts and pump stations; and maintain awareness of new related technology.
• Develops and implements improvement projects for the instrumentation and controls systems and equipment by contractors or in-house staff. Clean, oil and paint equipment.
• Maintain documentation and records for the department’s SCADA system and instrumentation/control systems at the wastewater treatment plant (schematics, licenses, etc.).  Perform regular technical programming of the SCADA system to provide programming and troubleshooting assistance as needed during special testing and operations. Confer with operators, mechanics, project engineers and supervisors regarding SCADA issues.
• Respond to and resolve internal customer complaints and issues; provide documentation as required. Communicate in advance with affected staff on programming and related SCADA work.
• Provide oversight, technical support, inspection and coordination over control system modification made by contractors. Maintain documentation and plans of modifications.
• Prepare reports on technical issues as required.
• Develop, implement, and maintain procedures for documenting activities in instrumentation and control areas related to programming of RTUs and HMI software, field implementation of programming change, and process control improvements.
• Provides safety and skills training to apprentice instrumentation technicians, electrician and other plant staff.
• Write basic PLC programming for the implementation of system modifications and process enhancements. Interpret, prepare, and verify control schematics, diagrams and prints.  Provide technical assistance and guidance to staff. Program control systems, instruments and computer operated devices.
• Read, understand and perform minor modifications to existing PLC code. Download PLC programs to PLCs and RTUs.
• Perform as lead person on Instrumentation/Controls projects; effectively provide training and direction to the Instrument Control Technician, calibration Technician and other plant staff.
• Install, troubleshoot, modify, and implement computer hardware and software applications and components. Analyze and correct data communication and acquisition system problems.
• Design, install, test, repair, calibrate and maintain complex electrical, electronic and mechanical equipment such as meters, telemeters, integrators, tone control equipment, temperature control devices, fire alarm equipment, water quality analyzers, life safety equipment, and remote controlling devices, including relays, rectifiers, and manometers.
• Perform related duties as assigned.

The Senior Instrument Control Technician receives supervision from the Wastewater Treatment Plant Maintenance Superintendent.  This position performs lead duties over the Instrumentation Control Technician and Calibration Technician and may provide technical or functional supervision related to the impacted systems to Plant operations or maintenance personnel, contractors or other designed personnel as required.
