HONORARY DEAN ALLISON INTERNSHIP

The City of San Rafael Public Works Department (DPW) is seeking an individual to join the team as part of the Honorary Dean Allison Internship program. This position will work part-time (up to 4 days/30 hours per week) with department staff on special projects and move forward the mission of San Rafael to support the community members we serve. 

The Honorary Dean Allison Internship was created to honor Dean Allison, the City’s Public Works Director from September 2015 to March 2016, before his untimely passing. In his brief time with the City, he embraced and embodied the ideals of public service and transparency. Dean focused on the needs of the public and worked effectively with individuals and groups throughout San Rafael to respond decisively to a broad spectrum of needs both large and small in a creative and community focused way. The namesake internship celebrates his life and his time serving the citizens of San Rafael.

Duties and Responsibilities of the Honorary Dean Allison Internship may include:

• Assisting staff to develop and implement the City’s sidewalk maintenance program.
• Drafting, iterating, and designing policy to introduce the City’s tree ordinance, urban forestry initiative, and the City’s public asset inventory project 
• Assisting with the permitting, sediment, reporting and regulatory compliance in support of the City’s Dredging project.
• Designing content and materials for public dissemination and outreach regarding City projects, maintenance activities, and public safety information.
• Preparing written reports on DPW program activities.
• Creating, updating and auditing project financial spreadsheets using Microsoft Excel.
• Conducting research and analysis of federal, state and local laws related to DPW engineering projects.
• Compiling information, preparing documents and public education materials for community members and stakeholders on DPW projects.
• Participating in city-wide projects in which DPW public works programs and activities.
• Other duties as assigned.

Qualifications:

• Graduated or currently enrolled in the 3rd year of a Bachelor’s degree program or higher in an Engineering, Business, Public Administration, Environmental Science, or related program.
• Ability to multitask and stay organized.
• Proficient computer efficiency, including familiarity with Microsoft Word and Excel.
• Ability to demonstrate characteristics of listening, flexibility, follow-through, problem solving, community-orientation, and identifying “win-win” solutions.

THE POSITION:

The City of San Rafael Parking Services Department is seeking a full-time Parking Attendant II.  Under direct supervision, this position provides general service and information to the public, is responsible for the upkeep, presentation, and general operations of all City parking areas.

The Parking Attendant II will perform a variety of Parking Operations duties and will have the authority to make some operational decisions.  This position will perform basic equipment maintenance based on the presence of fairly clear guidelines from which to make those decisions, and the availability of supervision in non-routine circumstances.   

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to):

• Assists the public at all City parking locations, providing general information about the City of San Rafael, and specific information about rates, locations, and various programs.
• Operates all parking equipment and collects parking fees and provides change to customers.
• Direct, instruct and assist customers with all parking equipment and parking needs, including, but not limited to, meters, change machines, multi-space equipment and pay-on-foot stations.
• Maintains records of transactions and parking activities.
• Prepares cash deposits and delivers to designated drop areas.
• Provides forms, receipts, monies and related information to the City.
• Regularly inspects elevators and all parking equipment, fixes and/or reports to supervisors any damaged or malfunctioning equipment as appropriate.
• Regularly inspects, cleans and/or reports vandalism in all parking areas, including on street, facilities, and equipment.
• Cleans and maintains parking areas.  Work includes, but is not limited to, washrooms, elevators, stairwells, booths, parking equipment, signs, parking spaces, driving lanes, and public right of way surrounding parking areas.
• Shall be granted authority to make operational decisions based on guidelines and the availability of supervision for non-routine circumstances.
• Perform minor equipment maintenance and repair based on guidelines and the availability of supervision for non-routine circumstances.
• Shall have and be responsible for equipment keys (when applicable), validation and various ticket functions.
• Performs related duties as assigned.

The Yuba County Sheriff’s Department is currently recruiting for two full-time Animal Care Services Officer. Under close supervision, incumbents enforces State and County laws regarding stray, dangerous, rabid, nuisance and unwanted domestic animals; investigates complaints; patrols assigned areas; captures animals; removes dead animals from public and private properties; assist in feeding and cleaning animal enclosures; assist with euthanizations and disposal of animals in a humane and prescribed method and performs other duties related to humane animal protection and control; performs related work as assigned including assisting the public with drop off, pick up and adoption of animals as necessary.  This is a working level class in animal control, responsible for enforcing applicable regulations in a limited public officer capacity. DEFINITION:
Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Public Works Department including streets, utilities, water treatment and wastewater treatment, ensures all resources within each division are properly allocated and managed; provides long range planning for department programs, projects, and needs; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

CLASS CHARACTERISTICS:
The Director of Public Works is considered a Department Director with responsibility for directing the activities of a Department within the City. The incumbent is responsible for accomplishing the City's goals and objectives related to assigned program areas.

• Directs the activities and operations of the City's utilities, streets, and equipment maintenance programs; ensures maintenance activities are completed on time and within budget.
• Provides staff assistance to the City Manager; prepares and presents staff reports and other necessary correspondence.
• Represents the Public Works Department to other departments, elected officials, and outside agencies including community organizations; develops community resources; coordinates assigned activities with those of other departments and outside agencies and organizations.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
