PART TIME RECREATION SPECIALIST I/II

This position will primarily be assigned to front desk reception and facility assistance for the Recreation Center.

Applicants must be able to work up to 20 hours a week including evenings and weekends.

DEFINITION 

Under general supervision, coordinates a segment or segments of recreation programs; provides lead direction, work coordination, and training to lower level staff; may be provided more complex functions related to recreation programs; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS

Recreation Specialist is distinguished from the Recreation Leader series in that Recreation Specialists provide lead direction to lower-level staff and may be assigned more complex functions related to recreation programs.

Receives general supervision from supervisory or management staff in the Recreation Department. 

DUTIES AND RESPONSIBILITIES

• Participates in marketing Recreation Department programs and activities; use social media to promote programs and activities; creates and/or distributes promotional material; coordinates marketing materials for distribution; posts information about programs, activities, and events to the City website;
• Provides support for and participates in a variety of City events, such as staff luncheons, senior luncheons, Brown Bag program, Youth in Government program, Youth Advisory Committee events, and other City functions; may be assigned responsibility for transportation of participants, equipment, and/or delivery of goods; may be assigned to decorate, setup, or run portions of events;
• Serves as a liaison for special events; receives and manages special event applications from the public; provides information to Director for staff reports to City Council; coordinates necessary interdepartmental tasks as needed for events;  distributes applications and tasks to required individuals; acts as point person for the City;
• Provides effective customer service both in-person and on the phone; interacts with community members; conducts registrations; attends tabling events; may assist with front-office coverage;
• Attends meetings, workshops, and other related duties as required; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principals, techniques, and practices involved in the delivery of recreation services; recreation program development, organization, and planning; techniques in promoting recreation programs; safety standards and practices; basic principles of lead direction; common recreation activities and sports; department rules and regulations; first aid and CPR.

EDUCATION AND TRAINING GUIDELINES

Education: Equivalent to graduation from an accredited college or university with an Associate’s degree in recreation, gerontology, therapeutics, or a related field.   

Experience: Two (2) years of full-time equivalent experience in the recreation, transportation, education, or a related field. 

Licenses: Must possess and maintain a valid Class “C” California Driver’s License with a satisfactory driving record.  Possession of and ability to maintain a valid first aid certificate. Possession of and ability to maintain a valid CPR certificate.

The Revenue Accountant position is part of the General Ledger and Financial Reporting unit within the Finance Section. This process includes preparing daily toll revenue entries and monthly toll revenue and traffic reports; reviewing trial balance from the Regional Customer Service Center to record into BATA financial statements; researching and investigating variances; recording and analyzing the data; working with the Electronic Toll Collection (ETC) unit, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting; reviewing and reconciling the general ledger accounts; and performing other job-related tasks or assignments as required.

Under the supervision of the Toll Revenue Supervisor, the Revenue Accountant will prepare the toll revenues from the seven state-owned toll bridges and from the express lanes.  This process includes, but is not limited to, the following:

• Prepare daily toll revenue entries.
• Prepare monthly express lanes and other revenue entries.
• Prepare monthly toll revenue and traffic reports by bridges. Coordinate the overall toll revenue reporting.
• Reconcile and identify toll revenue variances and investigate the reasons for the differences.
• Summarize the individual bridge reports into the monthly consolidated toll revenue report.
• Perform complex monthly reconciliation of revenues by bridge and adjust as appropriate.
• Perform monthly reconciliation between General Ledger and service center trial balance and various reports.
• Analyze, classify, and determine proper accounting treatment of toll transactions. Allocate and segregate toll revenue by programs. Coordinate and record financial entries into the financial system in accordance with accounting principles.
• Perform analysis and management studies of accounting requirements and participate in the decision-making process to resolve financial issues.
• Establish and maintain strong, collaborative relationships with ETC revenue section, Electronic Payment department and other areas to ensure the accuracy of toll revenue accounting.

Education: A Master's degree in accounting, finance, public or business administration, or a related field, including a minimum of 24 semester-hours in accounting.  (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)    

Experience: Five years of increasingly complex and diverse professional accounting work experience, two years of which having full supervisory responsibility for two or more major accounting functions, including the equivalent of two years as an Accounting Supervisor or Senior Financial Analyst for MTC.

Preferred Qualifications & Specialized Skills

• Public sector accounting and auditing experience, governmental accounting experience is preferred.
• Professional certifications such as a CPA, CPFO, or equivalent is desirable.
• Must have experience with Enterprise Resource Planning software and/or other financial management applications.
• Must have the ability to communicate effectively both orally and in writing.
• Proficiency in Microsoft Office Suite

License/Certificate: Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Under the general direction of the Accounting Section Director, the essential duties and responsibilities of the Assistant Director include, but are not limited to, the following:
 
Examples of Essential Functions

• Manage internal accounting controls for General Ledger. 
• Oversee all month end, quarterly, and annual G/L journal entries. 
• Recommend changes in policy and procedures to ensure financial records and audit processes are compliant with local, state, and federal requirements. 
• Prepare monthly financial statements and related reports for the Agency and all its component units and Commissioners and Boards of Directors; as well as various external reports such as State Controllers and National Transit Database. 
• Plan, organize, and perform assessments to ensure administrative, accounting, and internal controls exist and are properly functioning. 
• Manage all external financial and governmental/grant audits including the preparation of Annual Comprehensive Financial Reports and Single Audit Reports. 
• Work cooperatively and collaboratively with MTC staff and external stakeholders;
• Supervise staff. Hire, mentor, and proactively carry out performance management issues of direct and indirect reports including, establishing job expectations, performing probationary and annual performance appraisals, and managing performance and disciplinary issues. Ensure EEO policies and procedures are followed. Coordinate staff training and professional development. 

Examples of Duties

• Monitor and ensure timely identification and compliance with evolving governmental accounting standard pronouncements, provide Generally Accepted Accounting Principles (GAAP) interpretation and prepare technical memorandums that document issues in a clear, logical, and comprehensive manner. 
• Research, interpret, implement, and enforce GASB standards and pronouncements. 
• Oversee the accounting and reporting of capital assets and projects and grant transactions. 
• Ensure compliance with federal and state grant accounting regulations and conditions. 
• Review accounting journal entries and ensure the accuracy of information. 
• Oversee the production of monthly financial statements/reports. 
• Oversee compliance with audit recommendations. Maintain records and audit reports for follow up audits and to monitor compliance with recommended changes in policy and procedures. 
• Review the Annual Comprehensive Financial Reports for all business units and update the report with the various notes as they relate to each of the business units. 
• Oversee the preparation of financial reports for all boards and associated committees, attend committee/board meetings, and present reports and make presentations as required and requested.
• Evaluate job performance of staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities. 
• Perform other job-related duties as needed or assigned by the section.

HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location.  This position can primarily be performed remote. On-site attendance as required based on in-person meetings or work assignments.

Qualifications:

Must be at least 15 years old and have the ability to obtain a work permit, if under the age of 18.  Applicants must have completed and passed the Lifeguard Training class that includes CPR, FPR, and AED by June 1, 2024. WSI (water safety instructor) is highly recommended.

Lifeguard Job Responsibilities:

• The primary responsibility of a lifeguard is to protect lives by using their skills to prevent injury among patrons.  This duty does not only include rescuing drowning victims or administering CPR and first aid.  Being alert and proactive also helps to prevent dangerous situations from ever occurring in the first place.
• Enforcing the rules fairly and consistently is a close second major duty and could even be considered to be a part of patron surveillance.  Help the patrons to keep themselves safe by monitoring and putting an end to dangerous behaviors. 
• Maintenance and cleaning tasks are also part of the lifeguard’s duties.  These can include monitoring chemical levels in the pool, picking up trash and organizing equipment, or inspecting the facility for unsafe conditions.

Swim Instructor Job Responsibilities:

• The swim instructor is responsible for instructing swim lesson participants in a variety of swim levels.
• This position is also responsible for the safety of the participants in their own class.
• Work hours as scheduled which includes beginning and ending class on time; remaining after class to answer participant and/or parent questions as needed and clean up supplies.
• Instructs and evaluates students participating in swim lessons.
• Submits completed report cards, skills sheets, and attendance information on time.

What You’ll Do

• Receive on-the-job training, learn, and perform work in the following police records functions:
• Meet and assist the public at the Police Department reception counter and provide information according to City policy and Government Code requirements.
• Answer non-emergency heavy volume, incoming telephone calls.
• Operate machines and technology including but not limited to a computer, facsimile, copier/scanner/printer, calculator, desk-top computer, and a telecommunication terminal accessing County, State and National law enforcement automated information systems.
• Type, process, scan, and file a wide variety of police reports, warrants, subpoenas, citations, registrant files and court ordered record sealings utilizing various types of technology.
• Verify computer entries, process validations and assist with state and federal audits.
• Maintain logs for state and federal computer entries and updates.
• Retrieve and review daily crime reports for accuracy prior to submission to the District Attorney.
• Operate and organize a Department Records Management System to retrieve information such as searches for names, incidents, reports, and calls for service.
• Disseminate records information to department staff, outside law enforcement agencies, the public and other employees according to established laws and guidelines.
• Keep current on continuous changes and additions in report release requirements.
• Handle citizen complaints at the reception counter and on the telephone.
• Assist in training new and other assigned personnel.
• Perform record checks for authorized agencies in strict accordance with the law.
• Process vehicle release forms and collect fees.
• Process mail and order supplies.
• Purge department and citywide files as required.
• Assist in developing procedures.
• Perform other duties as assigned.

If assigned to the Property Unit, duties may include but not limited to:

• Receive and maintain the chain of custody and integrity of, and safely store evidence, found property, and property held for safekeeping.
• Advise staff on proper packaging and submission procedures.
• Conduct inventories and audits of property and evidence.
• Release property to the public or the legally authorized persons in accordance with disposition forms, court orders, or stipulations.
• Check out items needed for court, investigations, and forensic testing; share evidence needed for investigation or review; transport items to and from laboratory and maintain strict records of chain of custody.
• Testify in court to verify chain of custody records of evidence.
• Make arrangements for auction of unclaimed property.
