The City of San Jose is seeking an Enterprise Client Services Manager (Enterprise Supervising Technology Analyst) for the Information Technology Department (ITD). 

The Information Technology Department houses a team of customer-centric technicians and engineers to support the use of technology by City employees and the public. As the Enterprise Client Services Manager, the incumbent will be responsible for overseeing and managing that team of engineers and technicians ensuring excellent endpoint management services and day-to-day customer support services. 

The City of San José believes in the model of utilizing technology as a means for increased optimization as well as cost savings. With significant technology refresh and upgrade, there is a greater need for highly skilled technical hands-on leadership, oversight, and project management. 

This position requires strong technical hands-on experience and leadership skills as well as the ability to take initiative and direct others. We are seeking an individual with a willingness to adapt to an ever-changing business as well as an ever-changing technical environment. The ideal candidate must take full ownership of managing all endpoint services and operations and successfully lead projects to completion. This position demands a proven ability to resolve complex technical issues with limited resources. Most importantly, a team leader, team player, and positive attitude are essential to this position.

Key duties may include but are not limited to:

• Managing a Tier-1 helpdesk team to provide excellent customer service requested via online tickets, phone, and walkups.  
• Providing endpoint services management for UCaaS/VoIP, PCs (Windows 10/11 OS), conference rooms, Zoom, etc.
• Designing and overseeing implementation for newly introduced client service project initiatives and ensuring operationalization transitions to the IT Tier-1 support.
• Managing the ticket queues ensuring quality service and promoting fast turnaround time.
• Maintaining and improving the Information Technology Infrastructure Library (ITIL) based operational standards and services.  
• Overseeing customer hardware/software quoting and purchasing operations.
• Monitoring and providing analysis of reports and metrics to management and customers as needed.
• Coordinating and managing key third-party vendor relationships.
• Creating and managing training and development plans for direct reports. 
• Tracking maintenance renewals and subscriptions for users-owned services, hardware, and/or applications.
• Managing escalations and/or complaints and utilizing best judgment and discretion to resolve them.
• Improving customer service quality results by conducting surveys; evaluating and re-designing processes; establishing and communicating service metrics; and, monitoring and analyzing results.
• Improving productivity, quality, and customer-service standard based on customer services metrics.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. The department serves a population of nearly 50,000 residents in a 20+ square mile suburban area.

THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

Include, but are not limited to the following:

• Patrols assigned areas by car, foot or bicycle; performs crime suppression and prevention activities; answers special calls; conducts initial and follow-up investigations; interviews victims, complainants and witnesses; answers complaints including domestic disturbances, health code and local ordinance violations; performs surveillance activities; conducts chemical, drug and alcohol testing; investigates suspicious circumstances.
• Enforces traffic laws; conducts complete accident investigations; controls and directs traffic when necessary; performs crowd control, special event or riot duties; assists in crime prevention activities and the control of juvenile delinquency; serves search warrants and subpoenas; administers first aid in cases of emergency; transports, books and is responsible for the care and custody of detained persons.
• Trains and assists less experienced personnel as assigned; may serve as a Field Training Officer or in a variety of special program areas including gang taskforce, community resources, schools liaison, traffic patrol, task forces, crime prevention and administration.
• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.
• Responds to questions, concerns and requests for service from the general public; provides information as appropriate and resolves complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

The annual salary range for this position is:

$117,979.68 - $149,363.76 (Exempt)

Under the general supervision of a Senior Engineer, the Associate Engineer position performs a variety of professional engineering, plan review, and inspection work.

Typical duties include, but are not limited to the following:

• Examine plans, perform calculations and review specifications for commercial, industrial, and residential buildings for compliance with the California Building Code, California Fire Code, California State Fire Marshal regulations, and  applicable NFPA standards and local ordinances.
• Provide technical advice to consultants, architects, engineers, contractors, developers, department officers and staff, and the Fire Marshal on the application or interpretation of fire safety codes/regulations, and on the resolution of fire safety issues found in the preliminary design of buildings.

• Conduct field inspections to ensure that the finished construction complies with approved plans.
