The City of Campbell's Police Department is seeking qualified candidates for Public Safety Dispatcher!

Under general supervision, to receive and transmit routine and emergency telephone, radio and computer messages; to keep a variety of police records; and to do related work as required.

Typical Duties may include, but are not limited to the following:

• Answers all telephone calls promptly and courteously;
• Makes rapid and accurate determination of the nature of each call and the degree, severity, and location of any emergency;
• Refers non-emergency callers to the appropriate agency or other resource;
• Questions emergency callers to elicit complete and accurate information necessary for emergency response and enters information in the computer-aided dispatch system;
• Gather information using multiple audio and visual resources;
• Selects emergency response units in exact accordance with established user agency policies and procedures;
• Promptly and properly alerts response units in exact accordance with user agency policies and procedures;
• Maintains current status on all field units;
• Closely monitors any situation presenting a potential danger to the life or safety of field personnel and takes immediate action to dispatch assistance as required;
• Maintains radio contact with field units and enforces proper channel control, discipline, and courtesy;
• Maintains records and logs reflecting the outcome and details of emergency incidents;
• Participates in training and evaluation activities to establish and maintain a high level of proficiency;
• Accesses automated law enforcement systems, inputs data and information, and makes accurate entries into automated record files in accordance with applicable laws, statutes and Department of Justice requirements; and 
• Builds and maintains positive working relationships with coworkers, other City employees, and the public using principles of good customer service.

Knowledge of:

• Standard communications principles and methods for public service dispatch activities;
• Standard office procedures and methods, including filing and the operation of common office equipment;
• Correct English usage, spelling, punctuation and grammar.

Ability to:

• Communicate clearly and concisely with persons under extreme emotional stress;
• Operate a computer aided-dispatch system;
• Establish and maintain effective working relationships with those contacted in their course of work including the general public;
• Type into a computer terminal at a net rate of 40 words per minute;
• Quickly learn the policies, procedures and performance standards pertaining to the work; hear accurately and distinctly;
• Speak clearly and precisely; write legibly; work in a team-based environment and achieve common goals;
• Work in a confined area, wearing a headset which restricts physical movement about the work area;

• View multiple video display terminals for extended periods of time in low variable light conditions;

• Perform a high standard of customer service, professional conduct and civic responsibility.

Hours of Work: Public Safety Dispatchers typically work 12 hours shifts, with 4 work days one week and 3 work days the following week.  Shifts available area a day and night shift, or variation, that can rotate every six months.  Dispatchers may have to work weekends, holidays and overtime. 

Special Conditions: Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours; and a willingness to work overtime as required.

Other Requirements: Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and may include polygraph and/or psychological testing.

MINIMUM QUALIFICATIONS
Education & Experience:

• Graduation from an accredited high school (GED may be substituted for a high school diploma); plus
• One year of successful full-time responsible experience performing work where the essential functions of the job involved public contact, computer usage or heavy telephone traffic.

REQUIRED DOCUMENTS FOR APPLICATION:

THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Call Taker & Records Specialist.  This position routinely takes all non-emergency calls for service both over the telephone and in person at the police department counter; provides information and assistance to the public both over the telephone and in person; processes, maintains, and disseminates all police reports and a wide variety of confidential police reports and a wide variety of confidential police department records.  This position is a journey level specialized police civilian classification and performs all duties required to effectively dispatch police services.

This position performs the following essential job duties:  (including but not limited to the following):

• Answers and evaluates all non-emergency calls for service and responds to each individual call with appropriate action and may be required to take some emergency calls for service.
• Enters information into the CAD system about calls for service including type, location, nature and description of the event; researches, interprets, and applies the appropriate law, code, or statute to all police records related issues.
• Evaluates and handles all in-person requests for service at the front counter of the police department and responds to each request with appropriate action, including advice, information, referrals, assistance with counter reports, and taking of supplemental reports.
• Provides callers and walk-in customers with assistance, information, or referral on situations that they determine not to be police-related; serves as a conduit of information from the police department to other public safety agencies and service providers.
• Operates a complex computerized records management system; processes and maintains a wide variety of police reports, documents, and records in both electronic and paper format; enters and retrieves information from other law enforcement data bases and resources.
• Maintains and ensures the integrity and security of all confidential police records and reports; provides for the appropriate release of information in accordance with all state laws governing confidentiality and the release of police records; researches, purges and seals records.
• Prepares mandated statistical and other reports for the State Department of Justice; prepares, codes, categorizes, tabulates, enters, and audits a variety of data, forms, and reports.
• Prepares both standardized and specialized letters, records, and reports; prepares releases for impounded and stored vehicles and criminal record clearances.  Collects fees, posts and balances monies.
• Orders and maintains office supplies; delivers reports to other agencies; may be asked to perform matron duties.
• Performs related duties as required.

- Provides expert testimony, methodology, and identification in all aspects of latent print processing in court and formal hearings.

- Uses fingerprint comparators, magnifiers, ridge counters and other technical and scientific equipment for observing and comparing latent prints.

- Maintains communications with Federal, State and local law enforcement agencies and identification units.

LICENSES & CERTIFICATIONS:

• Must possess a valid California driver’s license with a satisfactory driving record
• Must possess a POST Basic Certificate
  • This certificate is awarded to currently full-time peace officers of a POST-participating agency who have satisfactorily completed the prerequisite Basic Course requirement and the employing agency’s probationary period

Recreation Services Division has multiple program lead staff openings across many recreation programs and activities. We serve youth, adults and older adults and have opportunities for flexible working hours (i.e., morning, after school, evenings, lunch time, weekends, etc.). Individuals may choose to work one assignment or multiple assignments and flexible work hours are possible to accommodate school schedules and/or other work commitments.

 

Essential Job Functions

May include, but are not limited to the following:

• Follow directions from a Program Lead in delivering high quality recreation programs/activities/classes (i.e., after-school programs, youth recreation camps, youth basketball league, senior lunch program, fitness room, facilities set up/break down) 
• Provide excellent customer service, relating to a wide variety of people, situations and experiences
• Ability to work well with others in team setting or independently
• Assist with collecting fees, taking attendance and sign-in & out procedures
• Assist with program/activity/class set up and break down 
• Other duties as assigned.

 

Minimum Qualifications

 

• The minimum age is 16
• Experience interacting with the public
• Ability to follow oral and written instructions. 
• Ability to work independently in the absence of supervision or in team with other staff

DESIRABLE QUALIFICATIONS

• Bilingual in Spanish, Mandarin or Farsi
• Possess a valid CA driver's license
• College courses in education, social service, recreation, human services, etc. 
• Experience working directly with the public in a recreation or education setting.
• Experience with Microsoft Office Suite (Word, Excel, Publisher, PowerPoint, Outlook)
